KEYNOTE SPEAKERS
PhD I ng. Cristian ADOMNIEI, President of Iai County Hall, Former Minister of Education
Cristian Mihai Adomniei is a Romanian engineer and politician. A member of the
National Liberal Party (PNL), he has been a member of the Romanian Chamber of
Deputies for Iai County since 2004. In the Clin Popescu-Triceanu cabinet, he served
as Minister of Education from 2007 to 2008. He earned a degree in civil, industrial and
agricultural engineering from the Gheorghe Asachi Technical University of Iai (UTI),
and one in railway, road and bridge engineering from there in 2004. That year, he
received a master's degree in construction from UTI, beginning a doctorate there in the
same field in 2005. Between 1999 and 2004, he held management and consulting
positions at four different construction firms in Iai.

PhD Prof. Ecaterina ANDRONESCU, President of the Education Commission, Romanian Parliament
President of Education Commission in the Romanian Parliament. She had been a
secretary of state at the Education Ministry since the preceding year, and at the autumn
1996 elections (which the PDSR lost), she gained a seat in the Chamber and left the
ministry. Until 2000, she was secretary of its committee on education, science and
youth, continuing as a member until 2008. Re-elected in 2000, she was appointed to
the incoming Nstase cabinet, serving until 2003. As minister, she took a number of
controversial decisions, including the reintroduction of a required examination for
entering university faculties; the resumption of a high school admission examination;
and a change in the method for correcting the baccalaureate.

PhD Prof. Sturla BJ ERKAKER, The Norwegian Association for Adult Learning
Graduated from the University of Oslo (several periods as young and as adult) in 1993
(sociology, social science, law and adult education). He is Director/ Secretary General at
the Norwegian Association for Adult Learning (1997 up to date). Previously he has
been: Principal/ Rector at the Nordic Folk Academy, a Nordic Centre for adult
continuing education, placed in Gothenburg, Sweden; General Secretary of Adult
Education Associations, director of Norwegian Popular University Press; Head of
information unit at the Norwegian Consumers Coop Association. He published books on
adult education and study circle methods. He also published articles and given
presentations and speeches for years on adult education. He has been a Board member and now treasurer of
the International Council for Adult Education (1999 2015), a Board member of the European Association
for the Education of Adults (2002 -2006), Head of the Norwegian Advisory Board for the EU Gruntvig
Programme (2000 2010), Board member of the Oslo City Walldorf Upper Secondary School (2010
2013).

PhD Prof. Chris DUKE, Centre for European Studies, RMIT, Australia
Chris Duke is a widely published internationally oriented British and Australian
higher, adult and non-formal education authority. Formally retired, he holds honorary
professorships in Australian and the UK universities. His work has included creating
and leading continuing education-lifelong learning operations at the universities of
Warwick, Auckland, RMIT, and the Australian National University, and serving as
President of the University of Western Sydney Nepean. Key international and
national NGOs leadership roles include with PASCAL, ICAE, ICUAE, ASPBAE,
NIACE, UALL and AAAE. He has consulted widely with IGOs including UNESCO
and UIL, OECD and EU. Recently he has assisted in the evaluation of Romanian
universities within the national HE development agenda.


PhD Prof. Mircea DUMI TRU, Bucharest University
Prof. PhD at the Faculty of Philosophy and Rector of the Bucharest of University,
Mircea Dumitru is a specialist in logical philosophy, language philosophy,
metaphysic, epistemology of mind philosophy, Mircea Dumitru has hold international
conferences at Jean Moulin Lyon 3, New York University, and Helsinki University.
He is the President of European Society for Analytic Philosophy, author and co-
author of several books and articles.

His Grace Petru GHERGHEL, Roman Catholic Diocese, Iai
Petru Gherghel is a Romanian prelate of the Roman Catholic Church. He is the ninth and
current Bishop of Iai. A graduate of the Roman Catholic Theological Institute of Iai, he
was ordained to the priesthood in Alba Iulia on June 29, 1965 by Bishop ron Mrton. He
then served at the parish in Barticeti until 1967, followed by a period in Rdui. On
December 1, 1970, he was named a professor at his alma mater, rising to director in March
1975. On February 21, 1978, Pope Paul VI named him apostolic administrator, with his
installation taking place on April 4. During the following twelve years, a number of
churches were built and parishes opened in the diocese, as well as a new seminary building;
nearly 150 priests were ordained, with some of them being sent abroad to study. On March 14, 1990, Pope
John Paul II raised Gherghel to the rank of bishop, with his consecration taking place on May 1 at the
seminary, officiated by Archbishop Angelo Sodano, a representative of the Pope.

Per Paludan HANSEN, European Association for the Education of Adults (EAEA)
Elected 2013 in Leicester, UK. EAEA Board Member since 2008. Per has been active in
the field of adult education for 20 years. He is chairman of the board of the Danish Adult
Education Association (DAEA) and General Secretary of LOF, a nationwide study
association for adults. Since 2008, Per has been member of the executive board of EAEA
holding the position of vice president for the past two years. During his five years with
EAEA he has gained knowledge of several aspects of and conditions for adult education
(AE) in Europe and at the present he represents EAEA in the European Commission's
Transversal Working Group on Financing AE. Per is 48 years old and holds a master's
degree in political science (MSc) from University of Aarhus. Per is a team player and a strong networker and
his achievements at top level in the field of education policy covering a broad range of various interests and
levels create a solid basis for his position as president of EAEA. As president of EAEA, Per will strive to
contribute to lead adult education through the economic crisis aiming for a better consolidated, sustainable
and recognized platform. He will in co-operation with the board and EAEA's staff enhance dialogue and
exchange of experience between member organisations, identify and encourage new ideas and balance
various interests. He will together with the team support and secure development of the expertise collected in
the organisation of EAEA during the past years.

PhD Prof. J ohn A. HENSCHKE, Lindenwood University, USA
John A. Henschke, Ed.D., is an Associate Professor of Education and Chair of the
Andragogy Doctoral Emphasis Specialty, Instructional Leadership Doctoral Program,
Lindenwood University, St. Charles, MO, USA. He is the 2014 Board of Directors Chair of
the International Adult and Continuing Education Hall of Fame (IACEHOF). He is a
Visiting Professor of The Beijing Radio and Television University, Peoples Republic of
China (PRC); and, has been a Visiting Professor of the Chulalongkorn University, Bangkok,
Thailand. Henschke is a Board of Directors Member of the International Society of
Comparative Adult Education (ISCAE). He has been President of the: American Association for Adult and
Continuing Education (AAACE); and, Missouri, USA / Para, Brazil Partners of the Americas. He Chaired
the Commission on International Adult Education (CIAE) of AAACE. Dr. Henschke has Chaired 46
Completed Doctoral Dissertations and Served as a Doctoral Dissertation Committee Member on 41 Other
Completed Doctoral Dissertations at Lindenwood University, University of Missouri-St. Louis, and four

other Universities around the globe.John has been researching and testing his adult education (andragogical)
ideas for 44 years in the USA and 19 countries around the world since 1970 (e.g., Brazil, South Africa, West
African Republic of Mali, Thailand, Austria, Germany, Peoples Republic of China, Italy, Australia, Taiwan,
Italy, etc.). He has been honored and privileged to work with adult educators from 96 countries, made 408
presentations to conferences, published 178 book chapters and articles, and served as major advisor to more
than 200 master degree graduates in adult education.

PhD Prof. Heribert HI NZEN, Institute for International Cooperation of the German Adult Education
Association IIZ/DVV
Heribert Hinzen studied at the Universities of Bonn and Heidelberg, Germany, gaining a
doctorate in comparative studies with a thesis on adult education in Tanzania. He has
been working with DVV International since 1977 in headquarters and offices in Sierra
Leone, Hungary, and now in Laos, the Regional Office for South and Southeast Asia. He
was Deputy and Director of the Institute in Bonn for almost 25 years. He is an Honorary
Professor at the University of Iasi, as well as the University of Pecs, which conferred an
Honorary Doctorate on him also. Currently he teaches at the Royal University of Phnom
Penh comparative studies of education, looking into non-formal education, lifelong
learning, skills training for youth and adults, especially in the Asian and European
regions. Earlier he was a Vice-President of the International Council for Adult Education as well as the
European Association for the Education of Adults, Member of the Reference Group of Experts on Higher
and EFA, and the UN Literacy Expert Group. He serves on several editorial boards, including Adult
Education and Development, which he edited for three decades. He is a member of the International Adult
and Continuing Education Hall of Fame, and an Associate of the PASCAL International Observatory. He
has written, edited, and published extensively on adult education, lifelong learning, cooperation and
development.

PhD Prof. Vasile IAN, Alexandru Ioan Cuza University of Iasi, Romania
Rector of Alexandru Ioan Cuza University of Iasi, Professor at the Faculty of Economy
and Business Administration, Vasile Isan is preoccupied by the Efficiency of
investments in agriculture, Micro-economy, International economical relations,
International investments, International economy, International commercial trades etc.
April 2005 October 2006, Vasile Ian has been general director of the General
Direction for European Integration and Community Programs at the Ministry of
Education and Research handling the issues related to the reform of higher education
system in the context of the Bologna process. He is also member of the Group for
Social Dialogue of Iasi. He is author of 2 books, 6 university manuals, co-author of 4
books, author and co-author for more than 100 articles and studies in journals and
volumes. He presented more than 60 papers at prestigious national and international events on themes such
as: economical development, transition from project to market, economical efficiency and financing the
investments, entrepreneurial development, international trade, foreign investments. He developed several
research grants promoting the development of higher education are.

PhD Prof. Romita B. I UCU, University of Bucharest, Romania
Romita B. Iucu currently serves at the University of Bucharest as Vice Rector, president of
the Academicals Council of the University, and professor of educational sciences. He has
contributed at many levels, starting as the coordinator of teacher education programs in the
Centre for Open and Distance Education at the University of Bucharest. As deputy general
director in the Romanian Ministry of Education, Department for Continuing Learning and
Education, he projected and implemented the first National Strategy for Continuing
Learning and Education, an integrated document that included teachers education. From
2005 to 2007, Iucu served as the vice president of Romanias National Council for
Educational Reform and from 2007 to 2009 was nominated as member of the Romanias
Presidential Commission for Education and Research. In 2010, he was elected president of the European
Network on Teacher Education Policies. Iucu has published numerous papers in Romania and abroad in the
field of continuing learning and education related to teachers education. He has coordinated teams of
research in this field. He has written three books on the subject, and he was awarded the highest distinction
for education and sciences by Romanias president in 2004.

Hideki MARUYAMA, National Institute for Educational Policy Research (NIER), Japan
Dr. Hideki Maruyama is a senior researcher in the Department for International Research
and Co-operation, National Institute for Educational Policy Research (NIER), which
belongs to National Ministry of Education of Japan. He has conducted joint projects with
OECD and UNESCO for more than a decade and has been a member of OECD-PISA
Governing Board today. His research themes are migration and education, education gaps,
and education for sustainability. His latest publishing is "The Possibility of Non-Formal
Education: Toward Real Life Education (Shinhyoron, 2013)".

Gheorghe NI CHI TA, Iai City Hall
Gheorghe Nichita is a Romanian engineer and politician, who has served as the mayor of
Iai since 2003. A member of the Social Democratic Party, he was the interim mayor in
2003. Nichita was trained in Engineering at the Polytechnic University in Bucharest
(19761979), in Economics at the University of Iai (19821987), and in Hydrotechnics at
the "Gheorghe Asachi" University of Iai (19911995), and has been employed by the Iai
public administration since 1979. He was awarded a doctorate in Economics.

PhD Prof. Ekkehard NUI SSL VON REI N, German Institute for Adult Education
Prof., Dr. and Dr. honoris causa Ekkehard Nuissl von Rein studied sociology and
pedagogy. He was Manager of the Heidelberg Institute for Educational Research and
Director of the Adult Education Centre (Volkshochschule) in Hamburg. From 1991 until
2003 he lectured as a university professor on adult education at the Philipps-University in
Marburg. Since 1991 he has been Director of the German Institute for Adult Education

His Grace Varlaam PLOIETEANU, Romanian Patriarchy
Varlaam Ploieteanul is assistant bishop to the Patriarch and the Holy Sinod's
Secretary of the Romanian Orthodox Church. He is also teaching Patristics at
the Faculty of Orthodox theology Dumitru Stniloae, University Alexandru
Ioan Cuza of Iai. He has several responsibilities at the Romanian Patriarchy:
coordinator of the Theological Educational Sector, Vice President of the
Patristic Commission.


Acad. PhD Prof. I oan - Aurel POP, Babe-Bolyai University of Cluj-Napoca, Romania
Ioan-Aurel Pop is the Rector of Babe-Bolyai University of Cluj-Napoca from 2012.
He has been a member of the Romanian Academy since 2010 and of the European
Academy of Science and Arts since March 2013 and has held visiting chairs and
fellowships at prestigious institutions in Austria, Italy, and the USA. Dr. Pop has been
director of several collective projects and member in many other projects of national
and international scientific research, as well as coordinator and organizer of several
international conferences and editorial projects. Since 1992, he has been the editor of
the ISI (Thomson Reuters) Transylvanian Review, promoting high-level research in
the field of education, specifically adult education. He has published more than 30
books as an author or editor, as well as numerous articles and essays and participated in several European
research projects. Dr. Pop has been Manager of the Romanian Cultural Centre in New York and Manager of
the Romanian Institute of Culture and Humanistic Research in Venice. He became the youngest person
accepted among the members of the Romanian Academy in 2010, and in 1999 he was appointed
corresponding member of the Academy of Sciences, Letters, and Arts in Paris and he was accepted as a
member of the European Academy of Science and Arts from Salzburg in 2013.

PhD Prof. Remus PRI COPI E, Ministry of National Education
Ministry of National Education Minister, Romania, with a doctorate in Political
Science, granted by that institution and by the National School of Political Science and
Public Administration. He began working at the latter school in 1998, when he started
teaching there and eventually became a professor. He was dean from 2005 to 2007 and
from 2008 to March 2012, when he became rector. His government career, spent at the
Education Ministry, began in 1996, its first phase ending in 2003. During that time, his
posts included that of expert on higher education and on public relations, spokesman,
secretary general and adviser to the minister. Subsequently, his positions were as state
secretary for higher education (2007-2008) and adviser to the minister (2009), as well
as acting minister in May 2008.

PhD Prof. Fred M. SCHI ED, Pennsylvania State University, USA
Fred M. Schied is Associate Professor of Education and Coordinator, Graduate
Program in Adult Education at The Pennsylvania State University in the United
States. He received his B.A. in history from the University of Illinois-Chicago,
where he also did graduate work in nineteenth century European history. He
received his M.S. from DePaul University and his doctorate in adult education,
with a an emphsis in labor history, from Northern Illinois University. He has served
as an administrator of a large community college urban adult education program,
taught English-as-a-second-language, and worked as an educator in various
community development projects. Dr. Schieds research has addressed the question
of how learning in the workplace is conceptualized, who does the defining, and
whose interest is being served. In 1998 he was one of five Americans receiving the
Kellogg Foundation's Houle Emerging Scholar Award. His research has been published in academic journals
internationally. His book Learning in Social Context: Workers and Adult Education in Nineteenth Century
Chicago, received the Cyril O. Houle Award for Outstanding Literature from the American Association for
Adult and Continuing Education. His recent work has centered on learning in social movements.

PhD Prof. Constantin SCHI FI RNET, National School of Political and Administrative Studies, Bucharest,
Romania
Constantin Schifirne is Professor of Sociology at the Department of Communication
and Public Relations, National University of Political and Administrative Studies in
Bucharest. He is a member of the International Sociological Association and the
European Sociological Association. As Director General of the Ministry of Culture,
he was Chairman for organizing International Symposium, ,,Through education for
democracy. Adult education in European integration organized by the Ministry of
Culture from Romania and the Council of Europe, Bucharest, 1991. In 1993 he
drafted the setting up of Romanian-Danish Institute for Adult Education. His
research focuses on theories of modernity, adult education, communication, and
Romanian sociological and philosophical thinking. He investigated the relationship
between age groups and he published studies and books on the subject. He is author

PhD Andr SCHLFLI, Swiss Federation for Adult Education, SVEB, Zrich
Dr Andr Schlfli is the director of the Swiss Federation for Adult Learning
SVEB, which is the national umbrella organisation of the non-formal adult
learning sector in Switzerland. SVEB represents around 700 organisations and
experts. The federation has developed a national train-the-trainer system, the
quality label eduQua for adult education providers, a modular system in the field
of basic skills, and many other innovations in the field of adult learning. He is
working in research in a close relationship with the university of Zurich and
Basle. Andr Schlfli's main fields of activity are policy and professionalization
in adult learning. He has been an active member of international associations and
networks for over 25 years and was inducted into the IACE Hall of Fame as the
first Swiss member in 2011. He is member of the board of HOF. He is currently
vice-president of ICAE and member of the IACE steering committee.

His Eminence TEOFAN, Metropolitan of Moldova and Bucovina
Since 2008 Teofan Savu is archbishop of Iai and Metropolitan of Moldova and
Bucovina. Previously, between 2000 2008, he has been archbishop of Craiova and
Metropolitan of Oltenia. Between 1991 and 2000 he has been patriarchal vicar
bishop with the title Sinaitul. He took his PhD at the Theological Institute of "Saint
Serge", Paris (1986-1990), with the thesis "La divino - humanit du Christ et la
deification de l'homme dans l'oeuvre du Saint Maxime le Confesseur". Author of
articles and studies in journals from Romania and abroad in fields as: patristical
theology, orthodox spirituality, ecumenism, analysis of the current religious
phenomenon etc. He has been the coordinator of the journal for external relationships
of the Church "News Bulletin" (1997-2000). He created the publications: 'Cetatea
Crestina', 'Studii', 'Hristos in lumea tacerii'.

PhD Prof. Laureniu OITU, Alexandru Ioan Cuza University of Iai, Lifelong Learning Institute,
Romania
Laurentiu Soitu has created university and community programs to develop adult
education both as an academic discipline and a practical offering to the public in
need. For the first time in the Romanian Higher Education System, Soitu introduced
pioneering courses in adult education for license and masters degree levels at the
University of Iasi. He was also one of the initiators of the Management of Adult
Education program, a Europe-wide masters program. Soitu organized research
oriented to rural education institutions in Romania, referring to experiences from
the inter-war period, but also to the new learning contexts within the extended
Europe. To extend the services of his university to the public, including persons
with special needs, inmates, the elderly and other marginalized people, Soitu helped
create the Adults Education Regional Centre, funded though the Worldwide Bank.
Soitu has developed manuals of good practices for diversity education actions. He
also initiated in partnership with Danish foundation, a centre with specialized services for older people open
to public interaction with centre residents. One of his greatest contributions is his work with Iasis
International Conferences of Adult Education, held every four years, gathering participants from Europe,
Asia, the U.S. and many other countries. Durable learning partnerships and mutual relationships have been
formed from these gatherings, including professor and student exchanges.

Dr. Susan BARCINAS
Associate Professor in the Leadership, Policy Studies, Adult and Higher Education Department at
North Carolina State University. She is the Program Coordinator for Adult Education and the
Director of the Department Chairs Institute and the Teaching and Learning Institute, hosted in
partnership with the North Carolina State Community College System. Her experience includes over
25 years in higher education, with work spanning both research and administration positions in student
affairs/student services, continuing education, and adult and higher education. Her research focuses
upon adult learning in post-secondary environments, in studying continuing education and outreach, and
university/community/workforce partnerships.

Dr. Grey EDWARDS
Has served as a distinguished practitioner in nearly every facet of the U.S. Army adult education
program, including in combat situations, during his more than 38 years of service for the troops.
Throughout his years as a military educator, Edwards has been concerned with raising the profile of
military educators within the civilian education community. From 2001 to 2006, he served as
president of the Commission of Military Education and Training. In 2007, he was elected as the
president of the American Association of Adult and Continuing Education (the only military educator
ever to serve in that capacity). He is a recipient of the 2009 Major General Kathryn Frost Award for
Innovation and Leadership in Adult Education. Grey Edwards is a strong proponent for military learners to have maximum
choices in adult education program opportunities, including delivery systems. His primary message to every American
soldier remains, Be all you can bethe true meaning of adult education.

Dr. David GREBEL
For the past sixteen years Grebel has served as the Director of Extended Education at Texas Christian
University (TCU) in Fort Worth, Texas. He has also served as the chair of the universitys Outreach and
Engagement Council. Grebel has made presentations at the National Outreach Scholarship Conference
and at both national and regional ACHE conferences. He has served as the primary investigator for a
Compassion Capital Fund capacity building grant supporting local non-profit organizations.


Dr. John HENSCHKE
Associate Professor of Education and Chair of the Andragogy Doctoral Emphasis Specialty,
Instructional Leadership Doctoral Program, Lindenwood University, St. Charles, MO, USA.
He is the 2014 Board of Directors Chair of the International Adult and Continuing Education
Hall of Fame (IACEHOF). He is a Visiting Professor of The Beijing Radio and Television
University, Peoples Republic of China (PRC); and, has been a Visiting Professor of the
Chulalongkorn University, Bangkok, Thailand. Henschke is a Board of Directors Member
of the International Society of Comparative Adult Education (ISCAE). He has been
President of the: American Association for Adult and Continuing Education (AAACE);
and, Missouri, USA / Para, Brazil Partners of the Americas. He Chaired the Commission on
International Adult Education (CIAE) of AAACE. Dr. Henschke has Chaired 46 Completed
Doctoral Dissertations and Served as a Doctoral Dissertation Committee Member on 41 Other Completed Doctoral
Dissertations at Lindenwood University, University of Missouri-St. Louis, and four other Universities around the globe.
John has been researching and testing his adult education (andragogical) ideas for 44 years in the USA and 19 countries

Dr. Clint MINER
President and CEO of The National Graduate School (NGS), a non-profit, regionally accredited
college that offers traditional and non-traditional bachelors, masters, and doctorate programs to
adult learners throughout the US and internationally. Previous to his tenure as NGS President
and CEO, he was the Global Education Director for the AO Foundation. AO is a non-profit
institution that offers education to trauma surgeons in over 85 countries. It is the largest
education and research foundation of its kind and conducted programs for over 28,000
participants each year. Clints research interests are in the areas of barriers to effective distance
education programs and teaching through electronic mediated instruction.


Dr. Ekkehard NUISSL VON REIN
He was Manager of the Heidelberg Institute for Educational Research and Director of the Adult
Education Centre (Volkshochschule) in Hamburg. From 1991 until 2003 he lectured as a university
professor on adult education at the Philipps-University in Marburg. Since 1991 he has been Director
of the German Institute for Adult Education (DIE) in Bonn. In addition, he has held a chair in adult
education at the University of Duisburg-Essen since 2003 and has visiting professorships at the
Universities of Torun (Poland), Timisoara (Romania) and Florence (Italy). He has represented

Dr. Todd WUESTEWALD
Assistant Professor for the College of Liberal Studies at the University of Oklahoma, USA, where he
provides graduate instruction to working adults in the fields of criminal justice and administrative
leadership. He received his Ph.D. in Occupational Education, Masters degrees in Public Administration
and Criminal Justice, and his Bachelors in English and Criminal Justice. Dr. Wuestewald is a former
Chief of Police and a 30-year law enforcement veteran. He has published on a variety of topics, including

Bucharest. As deputy general director in the Romanian Ministry of Education, Department for
Continuing Learning and Education, he projected and implemented the first National Strategy for
Continuing Learning and Education, an integrated document that included teachers education. From
2005 to 2007, Iucu served as the vice president of Romanias National Council for Educational
Reform and from 2007 to 2009 was nominated as member of the Romanias Presidential
Commission for Education and Research.

Prof. dr. Catalina ULRICH
Professor at the University of Bucharest, Psychology and Education Sciences Faculty and the Head of
the Education Sciences Department. She teaches courses on Sociology of Education, Citizenship
Education, Team Dynamics, Socio-educational Interventions for Groups at Risk. She has directed
evaluation studies for educational and social services projects in Romania and Bulgaria and
coordinated impact evaluation for national programs in the field of education for disadvantaged
groups and teacher training, including e-learning and the use of mobile devices. Approaching mainly
qualitative methodology, she carried out individual research within international projects regarding
educational programs and policy analysis, multiethnic communities, multiple discrimination (SLO,
INTRAC, UNICEF, Open Society Institute, WB, IOM, OSF Soros, EFA, Wolfensohn Institute,
Bernard Van Leer Foundation, ISSA, UNESCO, CEDEFOP). She received a Fulbright Post Doc

Dr. Andr Schlfli
Director of the Swiss Federation for Adult Learning SVEB, which is the national umbrella
organisation of the non-formal adult learning sector in Switzerland. SVEB represents around 700
organisations and experts. The federation has developed a national train-the-trainer system, the
quality label eduQua for adult education providers, a modular system in the field of basic skills,
and many other innovations in the field of adult learning. He is working in research in a close
relationship with the university of Zurich and Basle. Andr Schlfli's main fields of activity are
policy and professionalization in adult learning. He has been an active member of international
associations and networks for over 25 years and was inducted into the IACE Hall of Fame as the
first Swiss member in 2011. He is member of the board of HOF. He is currently vice-president of
ICAE and member of the IACE steering committee.

Dr. John Henschke
Associate Professor of Education and Chair of the Andragogy Doctoral Emphasis Specialty,
Instructional Leadership Doctoral Program, Lindenwood University, St. Charles, MO, USA. He
is the 2014 Board of Directors Chair of the International Adult and Continuing Education Hall of
Fame (IACEHOF). He is a Visiting Professor of The Beijing Radio and Television University,
Peoples Republic of China (PRC); and, has been a Visiting Professor of the Chulalongkorn
University, Bangkok, Thailand. Henschke is a Board of Directors Member of the International
Society of Comparative Adult Education (ISCAE). He has been President of the: American
Association for Adult and Continuing Education (AAACE); and, Missouri, USA / Para, Brazil
Partners of the Americas. He Chaired the Commission on International Adult Education (CIAE)
of AAACE. Dr. Henschke has Chaired 46 Completed Doctoral Dissertations and Served as a Doctoral Dissertation Committee
Member on 41 Other Completed Doctoral Dissertations at Lindenwood University, University of Missouri-St. Louis, and four
other Universities around the globe. John has been researching and testing his adult education (andragogical) ideas for 44
years in the USA and 19 countries around the world since 1970.

Dorothy Lucardie
Has extensive experience in adult education within the ACE community, in Vocational
Education and Training and the University sector. Her current focus is on informal learning,
workplace learning and flexible delivery, which emerges from a focus on the needs of learners,
the design of learning experiences that are accessible and relevant and the development of
innovative delivery methods.

He was Manager of the Heidelberg Institute for Educational Research and Director of the
Adult Education Centre (Volkshochschule) in Hamburg. From 1991 until 2003 he lectured as
a university professor on adult education at the Philipps-University in Marburg. Since 1991 he
has been Director of the German Institute for Adult Education (DIE) in Bonn. In addition, he
has held a chair in adult education at the University of Duisburg-Essen since 2003 and has
visiting professorships at the Universities of Torun (Poland), Timisoara (Romania) and Florence (Italy). He has
represented Germany at the OECD, UNESCO, the European Conference on Lifelong Learning and the European
Commission in Brussels.

Prof. dr. Chris DUKE
Chris Duke is a widely published internationally oriented British and Australian higher, adult
and non-formal education authority. Formally retired, he holds honorary professorships in
Australian and the UK universities. His work has included creating and leading continuing
education-lifelong learning operations at the universities of Warwick, Auckland, RMIT, and the
Australian National University, and serving as President of the University of Western Sydney
Nepean. Key international and national NGOs leadership roles include with PASCAL, ICAE,
ICUAE, ASPBAE, NIACE, UALL and AAAE. He has consulted widely with IGOs including
UNESCO and UIL, OECD and EU. Recently he has assisted in the evaluation of Romanian universities within the
national HE development agenda.
Prof. dr. Romita IUCU
Vice Rector at the University of Bucharest, president of the Academicals Council of the
University, and professor of educational sciences. He has contributed at many levels, starting as
the coordinator of teacher education programs in the Centre for Open and Distance Education at
the University of Bucharest. As deputy general director in the Romanian Ministry of Education,
Department for Continuing Learning and Education, he projected and implemented the first
National Strategy for Continuing Learning and Education, an integrated document that included
teachers education. From 2005 to 2007, Iucu served as the vice president of Romanias National Council for
Educational Reform and from 2007 to 2009 was nominated as member of the Romanias Presidential Commission
for Education and Research.
Prof. dr. Balzs NMETH
Dr. Balzs Nmeth, (45) is a researcher on European adult and lifelong learning policy
development and comparative adult education. He is an associate professor and reader in
Adult Education at the University of Pcs. Dr. Nmeth is head of Institute of Adult
Education at the University of Pcs. Balzs Nmeth is a member of the Advisory Council
of PASCAL Observatory and a member of the Adult Education Committee of the
Hungarian Academy of Sciences. He is also a founding member of the Hungarian
Universities Lifelong Learning Network (MELLearN) and represents the University of Pcs in the
European Universities Continuing Education Network (EUCEN) and in the European Association for the
Education of Adults (EAEA). Further research topics of his are: Politics and Adult Education; Comparative
Adult Education; History of Institutionalisation and Movements of Modern European Adult Education
from 1850 to 1950.

Rector of Babe-Bolyai University of Cluj-Napoca from 2012. He has been a member of the Romanian
Academy since 2010 and of the European Academy of Science and Arts since March 2013 and has held
visiting chairs and fellowships at prestigious institutions in Austria, Italy, and the USA. Dr. Pop has been
director of several collective projects and member in many other projects of national and international
scientific research, as well as coordinator and organizer of several international conferences and editorial
projects. Since 1992, he has been the editor of the ISI (Thomson Reuters) Transylvanian Review,
promoting high-level research in the field of education, specifically adult education.

Prof. dr . Romita IUCU

Prof. dr. Constantin SCHIFIRNE
He is member of European Sociological Association and International Sociological Association. Dean and
Founder of the Political Sciences Department at Dimitrie Cantemir University in Bucharest. Between 1990
and 1994 he was part of the Government of Romania as General Director in Ministry of Culture,
Bucharest. Schifirne is Professor of Sociology at the National School of Administration and Political
Science of Bucharest, Romania. In 2007, he was awarded the Romanian Academy Prize for his work C.
Rdulescu-Motru. His Life and Activities. His scientific interests are sociology and anthropology,
Romanian philosophy and sociology, modernisation, sociology of age and generations, communication.
He has coordinated Ethnos' collection of Albatros Publishing House. He has republished 30 titles of Romanian works - a lot of
them for the first time since first edition.

Prof. dr. Laureniu OITU
Has created university and community programs to develop adult education both as an academic discipline
and a practical offering to the public in need. For the first time in the Romanian Higher Education System,
Soitu introduced pioneering courses in adult education for license and masters degree levels at the University
of Iasi. He was also one of the initiators of the Management of Adult Education program, a Europe-wide
masters program. Soitu organized research oriented to rural education institutions in Romania, referring to
experiences from the inter-war period, but also to the new learning contexts within the extended Europe. To
extend the services of his university to the public, including persons with special needs, inmates, the elderly
and other marginalized people, Soitu helped create the Adults Education Regional Centre, funded though the
Worldwide Bank. Soitu has developed manuals of good practices for diversity education actions. He also
initiated in partnership with Danish foundation, a centre with specialized services for older people open to public interaction with
centre residents. One of his greatest contributions is his work with Iasis International Conferences of Adult Education, held every
four years, gathering more than 200 participants from Europe, Asia, the U.S. and many other countries. Durable learning
partnerships and mutual relationships have been formed from these gatherings, including professor and student exchanges.
