After years of delays that often frustrated
LGBT rights activists, President Obama this week
pledged to sign an executive order banning anti-
LGBT workplace discrimination among federal
contractors.
The news was met with a standing ovation from
a group of prominent LGBT donors at a New York
fundraiser on Tuesday.
We dont benet as a country or an economy
businesses dont benet if theyre leaving talent o
the eld, Obama told the donors. And thats why
Ive directed my sta to prepare for my signature,
an executive order prohibiting discrimination
by federal contractors on the basis of sexual
orientation and gender identity. ... Because in the
United States of America, who you are and who
you love shouldnt be a reable oense.
The White House announced Monday that
Obama plans to sign the executive order. Although
many questions remain about the planned
directive, such as whether it will contain a religious
exemption, Obama revealed virtually no details

Attorney General Doug Gansler this week
attacked Lieutenant Gov. Anthony Browns record
on LGBT rights ahead of the June 24 Democratic
gubernatorial primary.
Gansler repeatedly described Browns support
for the same-sex marriage and transgender rights
bills that Gov. Martin OMalley signed in 2012 and
last month respectively as lukewarm during an
interview with the Washington Blade on Monday.
The attorney general questioned whether
the lieutenant governor voted for the same-sex
marriage law when it went before voters in a 2012
referendum. Gansler acknowledged that Brown
testied in support of the trans rights bill in March,
but suggested he could have done more.
Theres the public and then theres the behind
the scenes, said Gansler. My understanding [is]
he really didnt lift a nger to help except show up

A very generous,

for the AIDS cause

Robert Bob Alfandre, a prominent
D.C.-area homebuilder and philanthropist
who contributed to LGBT rights and AIDS-
related causes, died June 12 in his home
in Washington following a long battle with
cancer. He was 87.
Alfandre is credited with working
in collaboration with his brother to
transform a modest construction
company they inherited from their father
into a major homebuilding enterprise.
During the post-World War II economic
boom, his Aldre Construction Company
built thousands of single-family homes
and apartments in the Washington
suburbs, according to biographical
information from his family and from
the Rainbow History Project, a D.C. LGBT
group that interviewed Alfandre in 2012.
Bob used his wealth to become a major
philanthropist for the LGBT community,
the Rainbow History Project says in its
2012 write-up of Alfandres contribution
to LGBT and AIDS-related causes.
Biographical information from his family
released through the Joseph Gawler funeral
home in Northwest Washington, where a
visitation will be held today, says Alfandres
philanthropic endeavors included generous
support for D.C.s Whitman-Walker Clinic
during the peak of the AIDS epidemic in the
1980s and early 1990s.
He also supported the National Trust
for Historic Preservation, was an active
member of the French Heritage Society,
the Cosmos Club, and the Washington
Club, and was a Knight of the American
Order of St. John, information released
from the family says.
D.C. Council member Jim Graham
(D-Ward 1), who served as executive
director of Whitman-Walker Clinic in the
1980s and early 1990s, said Alfandre
became an active supporter of the clinic
following the death of his partner, Carroll
Sledz, to AIDS in the early 1980s.
He was a very substantial contributor
and a great source of support for me and
others in the early years, Graham said.
You couldnt overstate the signicance of
what he did.
The Rainbow History Projects
biography of Alfandre says he was
born in Brooklyn, N.Y., and moved to
Washington, D.C. with his family in 1935
at the age of 8. He attended Anacostia
High School, served in World War II, and
graduated from Swarthmore College
with nancial help from the G.I. Bill, the
Rainbow History Project bio says.
It says Alfandre worked briey for the
CIA after nishing college.
He left the spy agency during the early
days of the McCarthyite witch hunts,
convinced that his life as a gay man would
make career advancement impossible,
the Rainbow History Project bio says.
Instead he focused on the modest
construction company he inherited from
his father, Joe Alfandre. With his brother,
he became a major participant in D.C.s
postwar economic boom.
The Rainbow History Project bio, which
is based on interviews with Alfandre, says
Alfandre like many gay men of his
generation married a woman and had a
family, raising two daughters, one of whom
runs the family business. When he met
Carroll Sledz and the two fell in love, he and
his wife divorced but remained friends, the
bio says. It says that in recent years he and
his former wife, Priscilla Alfandre, remarried.
Rev. Jerry Anderson, an Episcopal priest,
said he met Alfandre in the 1980s through
All Souls Memorial Episcopal Church in
D.C., where Alfandre was a parishioner
and Anderson served as director of the
D.C. group Episcopal Caring Response to
AIDS. He said he and Alfandre became
friends and kept in touch after Anderson
moved to Miami and later to Los Angeles.
He was a wonderful human being,
said Anderson. He was one of those gay
men who responded immediately and
wholeheartedly to the AIDS epidemic. He
was a very generous, passionate advocate
for the AIDS cause.
Anderson and Rev. John Beddington,
current pastor of All Souls Episcopal
Church, said Alfandre had a wry sense of
humor and became admired for lifting up
the spirits of his friends and associates,
including people with AIDS.
Anderson said Alfandre often hosted
fundraisers and social gatherings at his
home in D.C.s Kalarama section and
often invited AIDS patients. He said he
has especially fond memories of a party
Alfandre hosted for residents of the
Carroll Sledz House, a Whitman-Walker
facility that Alfandre initiated and funded
in honor of his late partner.
In spite of the fact that it was an AIDS
party, everyone was having a great time,
said Anderson. And Bob was at the center
of the party. He always made life fun.
Added Anderson: I have two memories
or two associations for Bob. One is he took
the epidemic very seriously and got seriously
engaged and was very generous as a
contributor to the cause. But he also wanted
us to have fun in spite of it all. Those are the
two images of Bob Alfandre that I have.
Alfandre is survived by his wife,
Priscilla; daughters Dominique Palmer
and Nicole Alfandre Halbreiner; four
grandchildren; his brother Jack Alfandre;
and many nieces, nephews, grandnieces
and grandnephews and many friends.
A visitation is scheduled for tonight
(Friday) from 6-8 p.m. at Joseph Gawlers,
5130 Wisconsin Ave., N.W.
A funeral service is scheduled for
Saturday at 11 a.m., at All Souls Episcopal
Church, 2300 Cathedral Ave., N.W.,
Washington.

Md. man gets 28 months
for anti-trans hate crime
A D.C. Superior Court judge on Monday sentenced a Maryland man to 28 months
in prison for what prosecutors said was a hate-motivated assault on a transgender
woman at a convenience store in Northeast Washington in January. The sentencing
by Judge Robert I. Richter came three months after Michael Phillips, 36, of Fairmont
Heights, Md., pleaded guilty to a charge of assault with a dangerous weapon that
the U.S. Attorneys o ce classied as a bias-related (hate) crime.
In addition to 28 months of incarceration, Richter sentenced Phillips to three
years of supervised probation upon his release from prison.
In a statement released on Monday, the U.S. Attorneys o ce said the attack
occurred at about 2:40 a.m. on Jan. 27, 2014, at a convenience store on the 900
block of Eastern Avenue, N.E. The statement says Phillips and the victim and
friends of the victim were customers at the store and the two parties did not
know each other prior to the incident.
Upon seeing the victim and her friends walk into the store, Phillips stated
words to the eect of, Let me see whos the real bitch here, the statement says.
He then pointed at the victim and made a derogatory remark about her sexuality.
When the victim told Phillips to leave her alone, Phillips stated words to the eect
of Well you wasnt born no female, according to the U.S. Attorneys statement.
At that point words were exchanged inside the store and Phillips approached
the victim, pulled a handgun from his pocket and struck the victim in the face
with the gun multiple times, the statement says.
At his plea hearing, Phillips admitted assaulting the victim with the handgun
because of his prejudice based on her perceived sexual orientation and gender
identity, says the statement.

Trans chaplain to give
unprecedented homily
Sunday at Cathedral

Transgender visibility may be at an all-
time high, but most agree theres a long
way to go.
Another chip of the proverbial glass
ceiling is slated to be knocked out
this weekend when Rev. Dr. Cameron
Partridge becomes the rst openly
transgender priest to preach from the
historic Canterbury Pulpit at Washington
National Cathedral.
Cameron Partridge is a priest of
great intellect, pastoral presence and
possesses a deep passion for the gospel,
said Rev. Gary Hall, dean of the Cathedral,
in a statement.
Partridge, during a phone interview
from Boston where he serves as Episcopal
chaplain at Boston University, says hes
excited about the strides being made for
transgender visibility.
Actress and activist Laverne Cox is
phenomenal, he says.
And [transgender activist] Janet Mock,
the two of them, they are so incisive
and insightful and smart and they speak
incredibly well. Im very proud of the
things they have to say, he says.
But theres at least one part of being
a transgender person that Partridge,
a lecturer at Harvard Divinity School,
argues has not earned enough media
attention: I dont think the intersection of
trans people and religion has received a
whole lot of conversation yet.
Im really honored and grateful for the
invitation, he says.
Through his sermon at the National
Cathedral and other work in the church,
he hopes to open peoples eyes about
how gender is more complicated than
male or female. I experience it that way.
I think creation is much richer and
more diverse and dynamic than we
understand and trans folks are part
of that, he says. There is much more
ambiguity in the world than we tend to
want to acknowledge.
Partridges status as both transgender
and a religious leader do not conict,
he says. In fact, pushing traditional
boundaries within the church is part of
what he says is his calling.
Dierence is real. We have human
dierences, and they are not simply
impediments to get over, he says. They
are part of what we need to engage in
order to realize our full humanity. That
can be something that trans people can
be called to.
For Partridge, 40, the church has been
one of his few constants. He grew up
Episcopalian, a denomination he says has
progressive traditions.
Its a church that has a big tent, with a
lot of people from dierent perspectives
in it. Thats important to me.
In 2003, the church elected its rst gay
bishop, Rev. Gene Robinson. Hell preside
over this weekends service.
Partridge came out twice: rst as
a lesbian as an undergraduate at all-
women Bryn Mawr College, and again in
2001 as a transgender man a few years
after he obtained his master of divinity
degree from Harvard Divinity School.
While he doesnt have any horror
stories to tell he never faced rejection
from friends, family or even religious
leaders he did struggle with one thing
as a newly ordained priest: the sense that
he was alone.
Early on, Partridge didnt know of any
other transgender members of the Episcopal
clergy. That quickly changed, however,
when he learned about TransEpiscopal, an
online group exclusively for transgender
Episcopalians and their friends and families
to share stories.
Even though I personally felt
supported by the non trans people in my
life and the trans people I knew who were
not in the church, I did still feel kind of
alone, he says. The wonderful thing was
discovering that in fact, I wasnt.
Over time, the ever-growing
TransEpiscopal has brought trans people
into the foreground of the churchs
national conversation and driven the
passage of pro-transgender legislation,
according to the groups website.
Fighting for increasing visibility for
transgender clergy has been one of
Partridges goals. In 2012, the Episcopal
Church added gender identity and expression
to its non-discrimination laws after advocacy
from Partridge, among others.
And while he doesnt interject his
personal life into every single class he
teaches at Harvard, he says dialogues
about his own identity come up in class
just as often as that of any other professor.
Ive had a sense that being openly trans
and being willing to say that at the start of a
class gives people permission to bring who
they are into the classroom, he says. It
doesnt necessarily mean that were gonna
talk about it, but [students] dont have to
bracket themselves o or compartmentalize
themselves. Thats true whether the people
in the classroom are trans or not.
The inclusive environment hes fostered
in his classroom is slowly becoming a
norm in the Episcopal church, Partridge
says, but he acknowledges there are still
more steps to take.
Id love to see more dierent traditions
of Christianity engage gender identity in
ways that they have not yet.
Theres work to be done in the
political sphere, too. He points out
that without congressional passage of
the Employment Non-Discrimination
Act (ENDA), transgender people are
denied many legal protections, not to
mention the persistently high rates of
homelessness and violence within and
against transgender communities.
He nds himself heartened, though,
by glimmers of hope. Take, for example,
when conservative television host Pat
Robertson said last summer that going
through gender reassignment surgery was
not a sin after being prompted by a caller.
Partridge acknowledges that for many
religious leaders especially evangelical
ones conversations about transgender
people are still new.
That someone doesnt have a knee-
jerk negative reaction, I think thats
important, Partridge says, even though
Robertsons comments later on werent as
inclusive. Were at an important moment
and we need to dig deeper.
The trajectory of the movement is going
in a great direction, Partridge says. But
theres a lot to do.

How long have you been out and who was
the hardest person to tell?
I have been out since I was 19 and the
hardest person to tell was my mom, so I got
a dozen books from the library on being the
parent of a gay child and said, Read these!
Whos your LGBT hero?
Audre Lorde. She came out at a time when
being a lesbian was not popular, she had the
courage to write about her experience and
encouraged others to do the same. My rst
lesbian book was ZAMI by Audre Lorde and
I implore everyone to read it, especially if you
are feeling isolated about your sexuality.
Whats Washingtons best nightspot, past
or present?
I love frequenting dierent places every
week so I often grab a Groupon deal and
head out the door to a new spot.
Describe your dream wedding.
Im torn between the beach or a cruise
ship. I love cruises and my friends have
labeled me a cruise whore as I have been on
nine so far, so the ship will probably win.
What non-LGBT issue are you most
passionate about?
Tough question because I look at most
issues as human issues.
What historical outcome would you
change?
I would change the outcome of the very
rst war. I think that if mankind had learned
from the very rst war on how to handle
massive conicts, there would be less killing
and more peace overall. Its a far-fetched idea
but Im an artist, I dream in color and always
hope for the best in people.
Whats been the most memorable pop
culture moment of your lifetime?
I had the pleasure of being on an Olivia
cruise in February with my honey where
Maya Angelou was the guest speaker. She
wasnt feeling well so she visited us via Skype
but she was such a formidable woman that
it seemed as though she was actually in the
room with us. There were over 1,900 lesbians
on the ship and she told us that we were her
daughters and that she embraced and loved
us. It was a crowning moment and her words
will stay with me till the end.
On what do you insist?
Cleanliness and certain etiquettes like
please and thank you. My mother was a New
Yorker and my father was from the South, so
I am an interesting blend. My father taught
me all the nice things to say and my mother
insisted that I say them with edge.

If your life were a book, what would the
title be?
Where is Waldo? I am constantly
traveling. Fortunately my love enjoys travel
too and we go often. Traveling alone was fun
but exploring the world with her by my side
is awesome.
If science discovered a way to change
sexual orientation, what would you do?
I would be concerned about it getting into
the hands of parents who want to convert
their children. At rst my mother wanted
to change me back, but as she began to
come to my plays, she began to respect my
talent and my character and she became my
biggest fan.
What do you believe in beyond the
physical world?
Faith, I am a huge fan of the evidence
of things not seen. I believe that prayer,
meditation and visualization can bring forth
enormous peace to oneself and the world.
Whats your advice for LGBT movement
leaders?
My advice for any leader is to be honest,
transparent and inclusive. The best thing that
a great leader can do is to have compassion
for others.
What would you walk across hot coals
for?
The opportunity to sit and talk and laugh
with my mother again.
What LGBT stereotype annoys you most?
That some heterosexuals think we want
them because we are gay.
Whats your favorite LGBT movie?
Desert Hearts. All 90s lesbians will
understand when I say my favorite line is, We
should go out, get some air, drink a Coke.
Whats the most overrated social custom?
No worries.
What trophy or prize do you most covet?
The American Ninja Warrior half mil prize.
It encourages me to squeeze out 10 extra
situps! My goal is to get t, compete and
climb Mt. Midoriyama, and then buy a few
bacon donuts as a reward.
What do you wish youd known at 18?
I wouldnt change a thing. I had kissed a girl
at 18 so my life was complete!
Why Washington?
I actually love Washington. I view it as a
clean New York. Theres culture, great food,
wonderful monuments and museums and
easy to get away to the quiet and beauty of
the Maryland suburbs.

Playwright Sonya Hemphill is excited to see her hit play Sensuality,
which toured the country in the 1990s, back on its feet and getting its rst
production in about ve years.
The play, a coming-of-age piece about main character Casey (played here by
Kareema Wambuii) discovering her sexuality, has its D.C.-area premiere Saturday
at 7 p.m. (one performance only) at TheArc (1901 Mississippi Ave. S.E.) as part
of the D.C. Black Theatre Festival, which runs through June 29. Tickets are $15.

Hemphill says the piece, which she wrote and is directing, has lasted
because its a universal love story.
People come to see it and they realize its a story about love, she says. They
can come thinking being gay is the wrongest thing in the world, but after they see
the play, they go, OK, I get it now, its just human beings being in love.
Hemphill formed her Clouds in My Coee Theater in the early 90s and has
worked in theater o and on for many years. For about three years from 2005-
2008 she ran a dinner theater in Orlando, Fla., which she says was therapeutic
and helped her recover from the loss of her mother who died in 2002.
Hemphill is a native New Yorker and has been in the D.C. area for six years.
She came here to be near her sister and three nephews. She lives with her
girlfriend of one year, Nickie, in La Plata, Md.
Hemphill enjoys kayaking, swimming and reading in her free time.

about how churches can provide help

Bishop Gene Robinson will moderate
the discussion that will focus on how faith
communities can assist individuals who
ee their homes due to LGBT persecution
and relocate to the District. Discussion
topics include how to provide assistance
through shelter, food and other basic
support. Speakers for the event are
Michael Sistzky, sta attorney for
Immigration Equality; Temi Oke, a former
asylum seeker; and Steven Brooks, who
has provided housing for asylum seekers.

Frank training for gold
at Gay Games

Imagine yourself racing down a steep
hill into a hairpin turn at top speed on
your bike only to have your back tire
shtail out resulting in a 15-foot skid on
the pavement.
Consider yourself jumping o a barge
to race in waters that are 55 degrees,
inhabited by 11 types of sharks and
lled with currents that can sweep you
completely o course.
Those are just a few of the obstacles
that Bryan Frank has faced in his years
as a triathlete. A member of the D.C.
Triathlon Club and its LGBT oshoot,
TriOut, Frank will compete in the 2014
Cleveland Gay Games in August.
Growing up in Dallas, Frank competed
in swimming through his high school
years and always felt better suited for an
individual sport.
I was horrible at team sports, Frank
says. I seemed to excel when I was only
reliant on myself.
He left sports behind while attending
Trinity University in San Antonio and
became a self-professed bookworm.
His work in biological research brought
him to D.C where in 2008, he stumbled
upon the club. A friend asked him
to accompany her to an information
meeting. His only exercise to that point
had been recreational mountain biking.
Frank ended up joining the club and
in his rst race at the New Jersey State
Triathlon, he placed third in the novice
division. That feat was accomplished on
the aforementioned mountain bike and
he was o cially smitten with the sport.
Now 39, Frank has competed in all
triathlon distances, including several
Ironman events and multiple running races
including a recent nish at the Boston
Marathon. He is checking o time goals
on a regular basis having dipped below
the three hour mark in the marathon last
November and is now aiming to get below
two hours in the Olympic length triathlon
(he has been 2:07).
His schedule has been to race in about
10 competitions per year since 2009 and
he has traveled to events all over the
United States as well as one trip abroad to
Ironman Austria. As with many triathletes,
he dreams of one day qualifying for the
mother of all triathlons, the Ironman World
Championships in Kona, Hawaii.
Along with training with weights for
strength and yoga for exibility, Frank
is putting in six days a week of training
in the three disciplines of triathlon. On
Tuesdays, Thursdays and Saturdays, he is
doing two daily workouts.
All the discipline and great race results
have led to two sponsorship agreements
for Frank. Hes a member of the Snapple
Triathlon Elite Team and is also sponsored
by Rose Physical Therapy in Washington.
The sponsorship with Snapple consists
of gear donations and the relationship
with Rose Physical Therapy has helped
him gain knowledge to avoid injuries with
owner Claire Bowe providing him with
Active Release Therapy.
So what is it about Bryan Frank that led
to the sponsorships considering there
are close to 2,000 athletes in the D.C.
Triathlon Club?
According to Damon Bowe, director of
business development at Rose Physical
Therapy, We actually approached Bryan
on our own. We use a personal approach
in our patient care, maintaining an
organic and grassroots quality. We liked
the leadership skills that Bryan possesses
and could bring to our team.
Those skills include having served
as lead program manager for the New
Triathlete Program at the club from
2010-2012 and currently serving as
director of programs. Last weekend,
Frank volunteered at the Just Tryan It Kids
Triathlon in Bethesda.
