This may be in the harmonised standard (hEN) or when non existent European Technical Assessment (ETA), or in another standard referred to by the product technical specification.
Assessment and Verification of Constancy of Performance: type-testing, checking if performance declarations represent the true behaviour of the product and, by Factory Production Control (FPC). CPR (1) CPR Constancy of Performance System 2+ Declaration of the performance of the essential characteristics of the construction product by the manufacturer on the basis of the following items: the manufacturer shall carry out: determination of the product-type on the basis of type testing (including sampling), type calculation, tabulated values or descriptive documentation of the product; factory production control; testing of samples taken at the factory in accordance with the prescribed test plan; the notified production control certification body shall issue the certificate of conformity of the factory production control on the basis of: initial inspection of the manufacturing plant and of factory production control; continuous surveillance, assessment and evaluation of factory production control. CPR (2) THE ESSENTIAL PART OF EN 1090-1 Factory Production Control (1) The manufacturer shall establish, document and maintain a factory production control (FPC) system to ensure that products placed on the market conform to the declared performance characteristics. A typical FPC system consists of regular maintenance and calibration of equipment, frequent checking to ensure product conformity and the management of non- conforming products. FPC is all about producing products with the same declared characteristics time and time again. 6.3.2 Personnel The responsibility, authority and the relationship between personnel that manage, perform or verify work affecting product conformity, shall be defined. This applies in particular to personnel that need to initiate actions preventing product non-conformity from occurring, actions in case of non-conformities and to identify and register any conformity problems. The FPC system shall describe measures to ensure that personnel involved in activities influencing the conformity of the components have adequate qualifications and training for the range of components and execution classes to be exercised by the manufacturer.

Each single activity in Annex B may be associated with a number of tasks and responsibilities, such as: specification and preparation, control, inspection, check or witnessing. Where welding coordination is carried out by more than one person, the tasks and responsibilities shall be clearly allocated, such that responsibility is clearly defined and the persons are qualified for each specific welding coordination task. Welding coordination is the sole responsibility of the manufacturer. The manufacturer shall appoint at least one Responsible Welding Coordinator. Welding coordination may be subcontracted. However, compliance to this International Standard remains the responsibility of the manufacturer. Tasks of the Welding Coordinator (EN-ISO 14731) 5 Job description 5.1 General A job description is required for the welding coordination personnel, which shall include their tasks and responsibilities.

5.3 Responsibilities The responsibilities assigned to the welding coordination personnel are identified as follows: their position in the manufacturing organization and their responsibilities; the extent of authorization accorded to them to accept by signature on behalf of the manufacturing organization, as needed in order to fulfil the assigned tasks, e.g. for procedure specification and supervision reports; the extent of authorization accorded to them to carry out the assigned tasks. The extent of required manufacturing experience, education and technical knowledge shall be decided by the manufacturing organization, and shall depend on the assigned tasks and responsibilities. Grouping of Responsible Welding Coordinators (see recommendations in Annex A of the standard (see next sheet): a) personnel with comprehensive technical knowledge, where full technical knowledge is required, in accordance with 6.1, for the planning, executing, supervising and testing of all tasks and responsibilities in welding fabrication; b) personnel with specific technical knowledge, where the level of technical knowledge needs to be sufficient for the planning, executing, supervising and testing of the tasks and responsibilities in welding fabrication within a selective or limited technical field; c) personnel with basic technical knowledge, where the level of technical knowledge needs to be sufficient for the planning, executing, supervising and testing of the tasks and responsibilities within a limited technical field, involving only simple welded constructions. The Welding Coordinator (EN-ISO 14731) Annex A (informative) Recommendations for technical knowledge in welding The International Institute of Welding (IIW) has, on a voluntary basis, prepared recommendations for minimum requirements for education, examination and qualification of welding coordination personnel. The recommendations are stated in the following documents: International Welding Engineer (IWE), Doc. IAB-252; International Welding Technologist (IWT), Doc. IAB-252; International Welding Specialist (IWS), Doc. IAB-252. Welding coordination personnel fulfilling the requirements of these documents, or holding acceptable national qualifications, may be considered to satisfy the relevant requirements of 6.2. Does the technical discussion with the RWC demonstrate that he has sufficient knowledge about relevant standards, regulations and specifications as per EN 1090-2, clause 7.4.3 and EN-ISO 14731, Annex B? Does the RWC have the ability to detect and assess defects, to give instructions on welding repairs and know how to avoid defects? Does the RWC have relevant technical knowledge complying with one of the IIW qualifications? Etc. Questions for discussion about the Welding Coordinator (EWF/IIW) Now, we know the role and the profile, but what about the eligibility of a Welding Coordinator?
1. How far can the EWF/IIW system comply with these requirements? 2. What to do if no EWF/IIW qualification is available? 3. What are the requirements for sub-contracting if any? 4. Can a (RWC) serve more than one manufacturing company at the same time / in the same period? 5. Should the EWF approach be, to limit that service to two or three or manufacturing companies? The group will be divided in 4 sub-groups; two groups will deal with questions 1 and 2, the other two groups with questions 3, 4 and 5.
