EXECUTIVE ORDER NO. 515
CREATING THE NATIONAL
ANTI-ENVIRONMENT CRIME TASK FORCE TO INVESTIGATE AND PROSECUTE VIOLATIONS
AGAINST ENVIRONMENTAL LAWS
WHEREAS, the 1987 Constitution provides that it is a State Policy to protect and advance the right of the
people to a balanced and healthful ecology in accord with the rhythm and harmony of nature !Section1", #rticle

WHEREAS, various elements, groups and individuals continue to undermine environmental laws, rules and
regulations resulting in the deterioration of the environment, the destruction of natural resources and even the loss
of lives&
WHEREAS, the creation of a 'ational #nti()nvironment Crime *as+ ,orce to strictly enforce environmental
laws, as well as to investigate and prosecute violations thereof, is imperative in order to assure our people that their
right to a balanced and healthful ecology is prioriti-ed&
WHEREAS, the #dministrative Code of 1987 provides that the President has the continuing authority to
reorgani-e the .ffice of the President and to transfer functions from one department or agency to another&
WHEREAS, the Presidential /ecree 'o0 !1P/% 121", as amended by P/ 1773, further empowers the
President to create entities, agencies or units of the 'ational 4overnment in order to attain an efficient government
machinery&
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROO, President of the 5epublic of the
Philippines, by virtue of the powers vested in me by law, do hereby order6
S!"#i$n 1% Creation of National Anti-Environment Crime Task Force. 7 *here is hereby created a 'ational
#nti()nvironment Crime *as+ ,orce !'#)C*#,% under the Presidential #nti(.rgani-ed Crime Commission
!P#.CC% to be headed by the Secretary of )nvironment and 'atural 5esources, who shall be assisted by a
/eputy '#)C*#, 8ead0 *he '#)C*#, shall have a Secretariat to be headed by an )9ecutive /irector0
*he '#)C*#, shall be manned by a composite team from the law enforcement and related agencies whose
structure and staffing shall be determined by the '#)C*#, 8ead, sub:ect to the approval of the P#.CC, as
reorgani-ed0
S!"#i$n &% Powers and Functions of the NAECTAF. 7 *he '#)C*#, shall have the following powers and
functions6
a0 $n coordination with the Philippine 'ational Police !P'P% and other law enforcement agencies, conduct and
cause the immediate arrest and investigation of suspects of crimes against the environment&
S!"#i$n '. Coordinating Instructions. 7 'othing in this )9ecutive .rder shall be construed as a derogation of
the P'P;s role as the primary general law enforcement agency of the country pursuant to 5# "97< and 5# 8<<10
#ccordingly, close coordination and cooperation shall be underta+en by the 8ead of the '#)C*#,, the Chief of
the P'P and other heads of law enforcement agencies, to ensure synergy in the anti(environmental crime
campaign0
S!"#i$n 5. Funding for the NAECTAF. 7 *he '#)C*#,;s operational budget shall be sourced from the
budgets of the /epartment of )nvironment and 'atural 5esources and the P#.CC, as reorgani-ed, and other
available funds0
S!"#i$n (. Reealing Clause. 7 #ll other rules, regulations and issuances, or parts thereof, which are
inconsistent with this )9ecutive .rder are hereby repealed or modified accordingly0
S!"#i$n ). Effectivit!. 7 *his )9ecutive .rder shall ta+e effect immediately0
