CONSTITUTION OF THE YOUNG DEMOCRATS OF NEVADA

PREAMBLE
The Young Democrats of Nevada are leaders of a movement within the State of Nevada focused
on the continuing pursuit of and support for the ideals that this country was founded on: Life,
Liberty and the pursuit of Happiness. We shall pursue these ideas through support and growth of
the Democratic Party and its ideas, ideals, and candidates and the promotion of active
engagement of the youth of the State of Nevada.


Article I
NAME AND AFFILIATES
Section 1: Name
The name of this organization will be the Young Democrats of Nevada. Hereafter the terms this
organization and YDNV will refer to the Young Democrats of Nevada, unless specifically
stated otherwise.
Section 2: Local Affiliates
YDNV is the recognized youth organization of the Nevada State Democratic Party.
Section 3: National Affiliates
YDNV will be affiliated, as a state federation, with the Young Democrats of America (YDA) and
the College Democrats of America (CDA).


Article II
MEMBERSHIP
Section 1: Membership Requirements
Membership in YDNV shall be open to:
1. Any person whom is a registered Democrat under the age of 36 in the State of Nevada; or
2. Any person whom is a registered Democrat and is a student who attends a college or
university in Nevada, who is a primary member of a chartered organization at his/her
campus and who shares the beliefs and values of the Democratic Party.
Section 2: Categories of Membership
Primary Membership
1. An individual who has membership in a chartered chapter is deemed to be a member of
YDNV upon the chartering of that organization for the present year. The member shall be
counted in awarding delegates to the various chartered chapters. Each member shall have
primary membership in only one chapter at a time.
Secondary Membership
1. Secondary membership shall be available to any individual holding a primary
membership in another chartered chapter. This individual shall designate if their
membership in a chapter is secondary, and their membership shall not count in
determining that second clubs delegate count. The number of secondary memberships
shall not be limited.
Honorary Membership
1. Any registered Democrat who does not meet the membership requirements listed in
Article II, Section 1 but can be granted honorary membership status by a majority vote of
the YDNV Executive Board.
2. Honorary members will be full, life-time non-voting members of YDNV.


Article III
CHARTERED CHAPTERS
Section 1: Definition of a Chartered Chapter
Any group of Democrats meeting the criteria for membership outlined in Article II, Section 1 of
these Bylaws, representing an academic institution or geographic region may apply to be
chartered by YDNV.
Section 2: Granted Rights of Affiliation
Officially chartered chapters of YDNV shall have certain granted rights of affiliation. These
rights shall include:
1. The right to be added to the Permanent Rolls of YDNV;
2. The right to be recognized by YDNV, YDA, CDA, and the Nevada State Democratic
Party and the County Democratic Parties;
3. The right to present themselves as an affiliate of YDNV;
4. The right to use the name Young Democrats of Nevada;
5. The right to participate fully in YDNV activities;
6. The right to elect delegates to the YDNV State Convention;
7. The right to receive notification of all meetings of YDNV and to receive copies of all
publications of YDNV;
8. The right to request funds from YDNV for Programs and Events.
Section 3: Initial Charters
1. In order to become an officially chartered chapter of YDNV, a potential chapter must
submit a chartering packet which includes the following information:
a. Potential chapter name
b. Chapter type
i. College/University
ii. High School
iii.Young Professional
iv. Geographic Based
c. Certification signed by the chapters President verifying that the information
submitted in the chartering packet is current, complete and in every respect
accurate.
d. A Statement of Understanding signed by at least five chartering members of the
potential chapter which contains the following language: We, the undersigned
members of the (name of the chapter here) herby submit this application to be
chartered under the Young Democrats of Nevada and: promise to represent YDNV
with integrity; understand that YDNV is the official youth arm of the Nevada State
Democratic party and that we cannot, under any circumstances, be uncharted
with YDNV to form a competing Democratic organization; recognize the bylaws of
YDNV as the ultimate governing authority and understand that the bylaws of
YDNV supersede our governing documents when a conflict is present; promise to
abide by any and all policies set forth by the YDNV Executive Board; understand
that we may never oppose a Democratic candidate for political office, either by
supporting non-Democratic candidates or by not supporting all Democratic
candidates in a primary election, nor will the chapter support a non-Democratic
candidate, even if the said candidate does not have a Democratic opponent;
understand that the YDNV Executive Board reserve the right to suspend or revoke
our charter at its discretion and that violation of any points of this Statement of
Understanding is grounds for the suspension or revocation of our charter.
e. A copy of the chapters constitution, bylaws or any other governing document;
f. An officer roster including addresses, phone numbers, email, date of election, date
of term expiration;
g. The meeting minutes from the meeting where the potential chapters latest officer
elections took place;
h. All fully completed membership forms which include a members name, date of
birth, type (primary or secondary), phone number, address, and e-mail address (if
available)
Section 4: Approval of Charters
1. Applications for chartering can be submitted for approval:
a. at any regular meeting of the YDNV Executive Board or to the credentials
committee at the YDNV State Convention
2. A charter can be approved by either.
a. A majority vote of the YDNV Executive Board
b. A majority vote of delegates at the YDNV State Convention
Section 5: Renewal of Charters
1. Once a charter is approved, it remains valid until the subsequent YDNV State
Convention.
a. Unless the Charter was approved within six months prior to the YDNV State
Convention in which case the charter will not need to be renewed.
2. The application for charter renewal must contain all items listed in Article III, Section 3.
3. Chapters which do not apply to renew their charter at the YDNV State Convention will be
unable obtain votes for that Convention.
4. A chapters voting strength will be determined by the chapters number of members at the
time of rechartering at the YDNV State Convention by the Credential Committee
Section 6: The Suspension and Revocation of Charters
The YDNV Executive Board will retain the right to suspend or revoke any charters by a two-
thirds vote of any chapters acting outside the approved bylaws of YDNV or acting in a manner
that negatively damages or impacts the organization.


Article IV
CHARTERED CAUCUSES
Section 1: Definition of a Chartered Caucus
Any group of Democrats that share a common interest and meet the criteria for membership
outlined in Article II, Section 1 of these Bylaws are able to form a caucus.
Section 2: Granted Rights of Affiliation
Officially chartered caucuses of YDNV shall have certain granted rights of affiliation. These
rights shall include:
1. The right to be added to the Permanent Rolls of YDNV.
2. The right to be recognized as an official organization by YDNV, YDA, CDA and the
Nevada State Democratic Party.
3. The right to use the name Young Democrats of Nevada.
4. The right to present themselves as an affiliate of YDNV.
5. The right to participate fully in YDNV activities.
6. The right to receive notification of all meetings of YDNV and to receive copies of all
publications of YDNV.
7. The right to request funds from YDNV for Programs and Events.

of the (name of the caucus here) herby submit this application to be chartered under the
Young Democrats of Nevada and: promise to represent YDNV with integrity; understand

cannot, under any circumstances, unchartered with YDNV to form a competing
Democratic organization; recognize the bylaws of YDNV as the ultimate governing

Section 4: Approval of Charters

Article V
EXECUTIVE BOARD
Section 1: List of Officers
1. President
2. Vice President
3. Washoe Director
4. Clark Director
5. Rural Director
6. National Committeeman
7. National Committeewoman
8. Secretary
9. Treasurer
Section 2: Function of the YDNV Executive Board
The YDNV Executive Board shall be the governing authority for YDNV when its state
convention is in adjournment. Actions by the YDNV Executive Board shall be in compliance
with the policies of its state convention, bylaws, and the provisions of its state charter or any
other governing documents.
Section 3: The Powers of the YDNV Executive Board
The principal duties and powers of the YDNV Executive Board include the following:
1. Issue calls for state conventions;
2. Formulate and disseminate the policies, resolutions and the platform of YDNV;
3. Conduct regular meetings in accordance with other sections of these bylaws; the members
of the Executive Board shall have all the powers necessary and proper and not elsewhere
prohibited in these bylaws, the charter of YDNV, its state convention, or other governing
documents,
4. Create Select Committees
Section 4: Officer Qualifications/Criteria
1. Must meet the criteria of general membership outlined in Article III, Section 1;
2. Must attain the age of 18 by the day of their installment as an officer;
3. must be under the age of 36 throughout their entire official term;
4. must meet any qualifications for the office they are seeking
Section 5: Officers on Dual Councils
In the event that an Executive Board member is on the governing board of any chartered
organization or caucus, the following rules shall apply:
1. No more than two YDNV Executive Board member shall sit on the same chartered
organization or caucus governing board;
2. The YDNV Executive Board member will not vote on any item which involves funding
or disciplinary action for their respective chartered organization or caucus
Section 6: The Young Democrats of Nevada Advisory Board
1. YDNV shall be allowed to establish a non-voting Advisory Board of the YDNV
Executive Board with rules and membership to be established in Bylaw.


Article VI
OFFICER DUTIES
Section 1: The President
The President shall:
1. Act as the Chief Executive Officer of the Young Democrats of Nevada with all powers
necessary and proper not prohibited by these bylaws or another governing document or
assigned by another officer;
2. Chair all meetings of the YDNV Executive Board;
3. Set normal meetings of the Executive Board and call special meetings;
4. Create non-voting directors of Select Committees;
5. Act as chair of the Finance Committee;
6. Establish statewide goals and objectives for the organization to be presented at the first
Executive Board meeting of their term in a strategic plan for their term;
7. Draft a budget for the organization to be presented within the strategic plan;
8. Drafting quarterly reports for the Executive Board and State Central Committee;
9. Set an agenda for all meetings;
10. Appoint all members to select committees with Executive Board approval;
11. Approve all charters and caucuses with the Executive Board;
12. Act as an official representative of YDNV at the YDA and/or CDA National Committee
Meetings;
13. Be a non-voting member of the YDNV Executive Board, except for in the place of a tie.
Section 2: The Vice President
The Vice President shall:
1. Assume the office of the President in the event of a vacancy or absence of that office
2. Be responsible for the overall management of the organizations chapter infrastructure
a. Manage the Regional Directors
b. Manage the Secretary/Treasurer
3. Perform such duties as assigned by the President or the YDNV Executive Board
4. Assist the President in their duties
5. Be a voting member of the YDNV Executive Board.
Section 3: The Regional Directors
The Clark Director shall:
1. Reside in the county of Clark;
2. Be responsible for chapter development and recruitment in their respective region;
3. Represent their region on the Executive Board and assist the President with the drafting of
a strategic plan for that region;
4. Be the initial political point of contact in their respective region;
5. Submit reports to the County Central Committee of the county they represent;
6. Be a voting member of the YDNV Executive Board.
The Washoe Director shall:
1. Reside in the county of Washoe;
2. Be responsible for chapter development and recruitment in their respective region;
3. Represent their region on the Executive Board and assist the President with the drafting of
a strategic plan for that region;
4. Be the initial political point of contact in their respective region
5. Submit reports to the County Central Committee of the county they represent
6. Be a voting member of the YDNV Executive Board.
The Rural Director shall:
1. Reside in the counties of Storey, Douglas, Lyon, Churchill, Carson City, Humboldt,
Lincoln, Nye, Esmeralda, Pershing, Mineral, Lander, Eureka, White Pine, or Elko;
2. Be responsible for chapter development and recruitment in their respective region
3. Represent their region on the Executive Board and assist the President with the drafting of
a strategic plan
4. Be the initial political point of contact in their respective region
5. Submit reports to the County Central Committee of the counties they represent
6. Be a voting member of the YDNV Executive Board.
Section 4: The National Committeewoman and Committeeman
The National Committeewoman and Committeeman shall each:
1. Act as an official representative of YDNV at YDA and CDA National Committee
Meetings;
a. because attendance of the National Committeewoman and Committeeman at YDA
National Committee Meetings earns YDNV votes for the YDA National
Conventions, it is the responsibility of these officers to attend the meetings, or to
follow YDA guidelines to proxy their attendance to another person, preferably a
Young Democrat from within Nevada
2. Represent YDNV to national organizations when assigned by the President or the
Executive Board
3. Assist in charters to any and all national organizations
4. Develop, in coordination with the President, a youth delegate maximization plan in
presidential election years
5. Be the initial interstate contacts with other state organizations
6. Act as a liaison for the Chartered Caucuses other than those listed in Article IV, Section 7
7. Be voting members of the YDNV Executive Board.
Section 5: The Secretary
The Secretary shall:
1. Record all minutes of Executive Board meetings;
2. Obtain from all chapter groups and caucus their membership lists and maintain accurate
lists of all members, in accordance with YDA guidelines;
3. Present Executive Board meeting minutes at the each of the following Executive Board
meetings for approval; and
4. Be a voting member of the YDNV Executive Board.
Section 6: The Treasurer
The Treasurer shall:
1. Obtain financial report information from the Finance Committee to present to the
Executive Board
2. Sit on the Finance Committee
3. Be a voting member of the YDNV Executive Board.


Article VII
TERMS OF OFFICE
Section 1: Election of Officers
All voting members of the YDNV Executive Board are elected at the YDNV State Convention
Section 2: Terms of Office
Terms of office shall be as follows:
1. Officers shall serve a two year term beginning on the first day of the month immediately
following the State Convention and concluding on the last day of month of the subsequent
State Convention, unless appointed in mid-term, in which case the officer shall serve from
the time of appointment until the expiration of the term of office, which shall remain the
last day of the month of the subsequent State Convention.


Article VIII
EXECUTIVE BOARD POLICY AND PROCEDURE
Section 1: Meetings
The YDNV Executive Board shall meet:
1. At least once a month
2. four of the meetings annually shall coincide with the date, time, and location of the State
Central Committee Meetings
Section 2: Quorum
There must be a quorum of 4 of 7 voting members plus the President
Section 3: General YDNV Executive Board Meeting Policies
General YDNV Executive Board meeting policies include:
1. Dates and times shall be determined by the President
2. Meetings must be announced at least 14 days in advance and an agenda for the meeting
needs to be submitted at least 3 working days in advance
3. Meetings that take place at the State Central Committees shall be open to the public,
however, comment will be limited to Executive Board members except public comment
sections or at the discretion of the President.
4. Meetings may take place by teleconference or video conference.
5. Votes taken via email will be acceptable for all motions except for those regarding
Constitutional and Bylaw changes.


Article IX
REMOVAL AND CENSURE OF OFFICERS
Section 1: Censure of Officers
Elected officers of the YDNV Executive Board may be censured or removed by the YDNV
Executive Board, as follows:
1. A motion must be made and seconded in the form of written resolution for impeachment
or censure and the resolution must be listed on the agenda
2. The Executive Board member who a resolution is directed towards shall rescind all voting
rights
3. The hearing must commence immediately after the introduction of the resolution
4. The hearing shall comprise of the remaining Executive Board members in addition to the
immediate former past-President who will have voting privileges
a. If the President is the officer named in the resolution of impeachment and/or
censure then the committee shall elect a voting chair.
b. If the President is not the officer named in the resolution then the committee shall
be chaired by the President without voting privileges
5. At the hearing, the officer in question will first be open for questions related to the matter
regarding the impeachment and/or censure, following this will be the final statement not
exceeding 10 minutes from the officer
6. The resolution must be adopted by minimum of 2/3 vote (5 of 7 members)
7. The classification of the contents of the resolution is up to the President or Chair of the
Hearing Committee


Article X
VACANCIES IN OFFICE

Section 1: Vacancies
Vacancies may occur on the YDNV Executive Board from resignation, death, removal, or non-
attendance
Section 2: Resignation
Resignation shall become effective immediately upon the written notice given to the President
and Secretary, and once it is presented to the Executive Board
Section 3: Removal via Non-Attendance
Non-Attendance shall be defined as failing to appear in-person or by phone for scheduled YDNV
Executive Board Meetings. Attendance, for purposes of this non-attendance policy is not
established by proxy. Non-Attendance shall result in a resolution being drafted for vote of
removal from office of said officer, if an officer has failed to the last three of the, at minimum,
twelve scheduled regular meetings;
Section 4: Officer Vacancies
All vacancies will be filled by the President, by appointment, to be confirmed by the Executive
Board
Section 5: Presidential Vacancy
1. In the event that the office of the President becomes vacant, the Vice President shall
become the President immediately without need of confirmation and shall be the official,
non-interim, President of YDNV
2. The order of succession in the event of a Presidential vacancy shall be as follows:
a. Vice President
b. Director from the region with the greatest amount of chapters
c. Director from the region with the second greatest amount of chapters
d. Director from the region with the least amount of chapters
e. National Committee Representative of the opposite sex of the President
f. National Committee Representative of the same sex as the President
g. Secretary
h. Treasurer


Article XI
THE YDNV STATE CONVENTION

Section 1: Authority
The YDNV State Convention shall be the highest authority of YDNV
Section 2: Purpose
The purpose of the YDNV State Convention shall to adopt a platform and resolutions which
embody the basic principles of the Democratic Party and which set forth the positions of YDNV
on current issues of statewide and national significance; to review and amend these bylaws; and
to take such action as it deems necessary and proper to effect the operations of YDNV.
Section 3: Time and Location
The YDNV State Convention must convene every two years and must coincide with the date and
location of the Nevada State Democratic Party State Convention
Section 4: The Convention Chair and Convention Budget
1. The YDNV President shall appoint a permanent chair of the YDNV State Convention
with the consent of the Executive Board who shall be responsible for creating a budget
and executing the State Convention.
a. The budget may include a fee to be charged to members attending the state
convention.
b. The budget must be approved by the Executive Board before any money may be
spent.
Section 5: Chapter Voting Strength
1. Each club placed on the Temporary Roll of the Convention shall be allotted delegates on
the following stratified system: Groups with 5-9 members receive one (1) vote, groups
with 10-19 members receive two (2) votes; groups with 20-39 members receive three (3)
votes; groups with 40-59 members receive four (4) votes; and groups with 60 or more
members receive five (5) votes. Secondary members who do not have a primary chapter
will be combined into a voting pool that shall receive one (1) vote, if the pool is less than
five members, or two (2) votes, if the pool has five or more members.
Section 6: Voting Rules
1. At the YDNV State Convention, each chapter will caucus independently and allow each
of their members/delegates to vote.
2. The chapter must then must assign votes proportionally based on the result of their caucus
and cast a ballot reflecting the assigned votes
a. Under no circumstances may a chapter assign votes based on a majority rules
system


Article XII
STANDING COMMITEES
Section 1: Credentials Committees
1. The purpose of the Credentials Committee will be to review all chartering materials
submitted by chapters for the State Convention, to verify that all submitted paperwork as
been completed correctly, and to assign votes to chapters for the State Convention.
2. The credentials committee will consist of five (5) members: two (2) members from the
South, two (2) members from the North and one (1) chairperson from either region.
3. The President, with the majority approval of the YDNV Executive Board, shall appoint
all members of the Credentials Committee at the first quarterly meeting of the year in the
year of the State Convention
4. Chapters will submit chartering packets/credentials to the Credentials Committee no later
than 15 days prior to the YDNV State Convention
5. The location for submission of chartering materials/credentials will be set by the Chair of
the Credentials Committee.
6. Once all chartering packets/credentials have been received, the Credentials Committee
shall hold a public conference call to open and examine all credentials, to note any lack of
conformity with the requirements of these Bylaws, and to establish a Temporary Roll with
a vote count for the YDNV State Convention
7. The Credentials Committee will submit the Temporary Roll and vote count for a vote of
affirmation at the floor of the YDNV State Convention.
a. Once approved, the Temporary Roll will become the Permanent Roll
Section 2: Nominations Committee
1. The purpose of the Nominations Committee shall be to establish guidelines and to create
a ballot for the election of officers to be held at the YDNV State Convention.
2. The Nominations Committee will consist of five (5) members: two (2) members from the
South, two (2) members from the North and one (1) chairperson from either region.
3. The President, with the majority approval of the YDNV Executive Board, shall appoint
all members of the Nominations Committee at the first quarterly meeting of the year in
the year of the State Convention.
4. The Nominations Committee will create an application for interested parties to apply to
run for an office.
a. Applicants must submit the application to the Nominations Committee no later
than 15 days prior to the State Convention
b. Once all applications have been received, the Nominations Committee shall hold a
public conference call to review the applications and establish a list of candidates
to be placed on an official ballot created by the Nominations Committee.
5. The Nominations Committee shall also be responsible for setting time limits on both
nominating (first and seconds) and candidate speeches.
6. The Nominations Committee cannot prevent any interested candidates from receiving a
nomination from the floor.
7. The Nominations Committee shall submit these rules for a vote of affirmation at the floor
of the YDNV State Convention.
8. The Nominations Committee shall dissolve after the YDNV State Convention.
Section 3: Platform and Resolution Committee
1. The purpose of the Platform and Resolution Committee shall be to review and
recommend amendments to the Platform of YDNV and proposed resolutions other than
those of impeachment and/or censure.
2. The President shall appoint a Chair from the membership of the Executive Board
3. The Chair of the Platform Committee will be responsible for creating membership of no
more than seven members
a. Requirements for membership must include that no majority of members, other
than the chair, be from a specific region.
4. The Committee shall present the Platform with all changes for a vote of approval at the
floor of the YDNV State Convention.
5. The Committee may recommend, reject, or amend a resolution prior to referring it to the
membership, 30 days prior to State Convention, or Executive Board.
Section 4: Bylaws Committee
1. The purpose of the Bylaw Committee shall be to review and recommend amendments to
these Bylaws
2. The President shall appoint a Chair to the Bylaws Committee
3. The Chair of the Bylaws Committee will be responsible for creating membership
requirements for the Committee
4. The Committee shall present the Bylaws with all recommended amendments for a vote of
approval on the floor of the YDNV State Convention
a. These bylaws may be amended by a 2/3 vote of the Executive Board at two
consecutive meetings or by a majority of delegates to the YDNV State Convention
b. All amendments must be presented typed, without error, at least 15 days before a
vote can be taken by the Executive Board and be placed on the agenda
5. The Bylaws shall take affect upon adjournment of the Executive Board meeting where
these Bylaws are adopted.
Section 5: Awards and Honors Committee
1. The purpose of the Awards and Honors Committee is to acknowledge dedication and
achievement by young activists and chartered clubs.
2. The committee shall convene prior to the State Convention via teleconference.
3. Awards shall be presented at the State Convention.
4. The State President shall appoint the Awards Committee Chair, who shall develop and
administer the nomination and awards procedures, and who may not vote on Awards
except in case of a tie.
a. At no time during his or her service may the Chair run for election to any Office
listed in Article VI
5. The Chair of the Awards Committee will be responsible for creating membership of no
more than seven members
a. Requirements for membership must include that no majority of members, other
than the chair, be from a specific region.
6. Annual awards shall be:
a. YDNV Woman of the Year
b. YDNV Man of the Year

Section 6: Finance
1. There shall be a Standing Committee on Finance consisting of the President, Vice
President, One Regional Director, Secretary/Treasurer and two members, each from
separate regions or counties.
2. This committee shall assist in planning and implementing the fundraising plans.
3. This committee shall approve any expenditure greater than $100 or any reimbursement of
Executive Board Member.

Article XIII
Miscellaneous
Section 1: Tax Identification Status
The Tax Identification Number (TIN) issued to YDNV is XX-XXXXXXX. This number is
issued by the IRS to Young Democrats of Nevada for banking purposes only. Further, it is issued
for a non-profit social club. YDNV will make every effort to comply with the proper uses of this
TIN.
Section 2: The Dissolution of YDNV
1. If YDNV dissolves, after any outstanding debt from YDNV is paid, the remaining funds
will be given to the NSDP to hold and reallocate to a new YDNV once it reconstitutes.
2. In the event of starting a dissolved YDNV or the loss of an entire Executive Board, the
chair of the NSDP shall be authorized to appoint an interim President to restore the
Executive Board.
