management of major infrastructure projects including tunnels, underground and marine structures.
He currently holds a position as Chief Specialist/Chief Project Manager in the Department for Tunnels
and Underground Structures in COWI, a Danish Consulting Engineering Company.
He has been working in all phases of project development within immersed tunnel projects from the
early feasibility studies to detailed design and design follow-up with Contractors during construction.
Furthermore, he has been involved in assessment and maintenance inspection of existing tunnels.
Some of the main assignments cover:
Project/Design Manager for the Immersed Tunnel in Limerick, Ireland during environmental impact as-
sessment, preparation of employers requirements up to the tender evaluation phase. The contract was
tendered as a Public Private Partnership contract.
Team leader on the Busan Immersed Tunnel in South Korea, responsible for structural design of a 3 km
long immersed road tunnel. The tunnel is located at water depths of around 48 m and exposed to off
shore waves and moderate seismic activities. The tunnel is the longest and deepest immersed concrete
segmental tunnel in the world.
Structural Design Team Leader for Owners reference design, IMT Specialist for winning Contractors
tender design and subsequently team leader for COWIs part of detailed design of the 5.5 km long Im-
mersed Road Tunnel being part of a new xed link between Hong Kong and Macao planned to open
in 2016. The tunnel will be located at water depths of around 42 m and having three carriage ways in
each bore.
Jonathan Baber >> BEng (Hons), University of Surrey, UK (1989) Chartered Engineer, Mem-
ber of the Institution of Civil Engineers, UK, Member of the British Tunnelling Society, Animateur
of ITA Working Group 11 Immersed and Floating Tunnels
Current Position: Project Director, Mott MacDonald Ltd, UK
Jonathan has worked in consultancy on major road and rail infrastructure construction projects
for over 25 years. He is a specialist in the eld of immersed tunnels and has worked on many
such projects in Europe, Scandinavia, Asia and North America. He has worked with most of the
contractors operating in the immersed tunnel eld worldwide and has experience on projects in
inland waterways, in estuary environments and offshore. His notable projects include the resund Tunnel that forms
part of the link between Denmark and Sweden, and is the largest concrete tunnel in the world, the Bjrvika Tunnel in
Oslo, the Limerick and Jack Lynch Tunnels in Ireland, the Aktio-Preveza tunnel in Greece, the Lantau & Airport Railway
tunnel in Hong Kong and the New Tyne Crossing in the UK. He also provided expert advice to the Virginia Department
of Transportation in the USA for the procurement of a new immersed tunnel beneath the Elizabeth River in Norfolk,
Virginia.
Jonathan is the Animateur of the International Tunnelling Association Working Group 11 for Immersed and Floating Tun-
nels, having acted as vice-Animateur for 9 years previously. This group is the only forum of its kind in the world where
experts in the eld of immersed tunnel discuss best practice and prepare industry guidance. A structural engineer by
background, he has a thorough working knowledge of all aspects of immersed tunnel design and construction including
structural design, geotechnical engineering, mechanical and electrical operational systems, and the specialist temporary
works and construction methods required. He has undertaken immersed tunnel design in seismic areas and for numer-
ous different forms of immersed tunnel structure in a wide variety of soil conditions. He has worked on immersed
tunnel projects at all stages of design and under all of the main forms of procurement including PFI projects.
