The Container Yard Facility shall comply with the specifications and requirements as shown in

the Drawings and herein.


The Container yard facility shall cater to all the food supply and storage requirements to be
undertaken by the supply base including for the supply to local onshore community, the
operations of the supply base itself and off shore operations to support facilities such as rigs,
platform, drill ship and FSPO.
Foods and perishables, both cooked and uncooked whether locally supplied or imported will be
received by the supply base and will be reprocessed, packed and sealed to be stored in reefer
and dry goods container.
The Container Yard Facility area shall be enclosed by security fencing and shall be provided
with one (1) no. CCTV camera.
The Contractor shall ensure that the Container Yard Facility to be provided will be capable of
meeting the high standards of the Oil & Gas industry in respect of the health, safety and
hygienic handling and storage of the foods and perishables.
Upon completion, the Container Yard Facility shall have been fully equipped and outfitted by
the Contractor, and ready for use for commercial operations by the Employer.

1.5.16 Fuel Tank Farm
The supply base shall be provided with the Fuel Tank Farm (FTF) facility which shall comprise:
a) Two (2) nos 3,000 kilo litres (kl) tanks to store diesel fuel, plus the spatial requirements
for the additional future 2 nos of 3,000 kl tanks;
b) One (1) no 500 kl tank to store gasoline plus the spatial requirements for the additional
future one (1) no of 500 kl tank;
c) One (1) no 500 kl tank to store aviation fuel plus the spatial requirements for the
additional future one (1) no of 500 kl tank;
The Fuel Tank Farm shall designed and engineered in conjunction with and be connected to
the Fuel Loading Bay and the import and supply locations on the Main and Barge Berth jetties.
The Fuel Tank Farm shall comply with the specifications and requirements as shown in the
Drawings and herein.
Each of the different types of fuel storage tank shall be bund off separately on its own i.e. total
three (3) separate bunds, each to spatially accommodate the 3,000kl diesel fuel tanks, the
500kl gasoline tanks and the 500kl aviation fuel tanks. The requirements for the bund wall shall
be sufficient to cater for the future tanks as well.
The 2 nos. 3,000 kl tanks will be utilized to store diesel fuel for offshore drilling operations while
the 2 nos. 500-KL tanks will be used to store gasoline and aviation fuel each to support the
helicopter and small craft crew change. The fuel tanks will also be used for supply to the local
areas.
There shall be inter-tank connecting pipes for the for the 2 x 3000kl tanks.
The tanks shall be bund off by compacted earth mound containment bund or by other means to
meet the specified code, standard or Authority requirements in order to contain oil spills. The
bund height shall not exceed 1.5m, unless it cannot be avoided.
Each of the tank farm bund enclosure shall drain to a perimeter drainage system, discharging
through an oil catch pit before for treatment prior to discharging to the surface water system;
and shall also be completed with internal drainage, gravel paving, turf slope protection, ramp
and access for piping, equipment and other utilities as necessary. A proper maintenance
access system shall be provided.
The Fuel Tank Farm shall be designed and constructed with its own dedicated and separate
fire fighting system. The fire fighting system shall comply strictly with all the applicable Local
Authority requirements, international standards for Oil and Gas Industry and NFPA.
It shall at minimum be equipped with sprinkler and foam fire fighting system as well as fire
hydrant and water cannon.
The Fuel Tank Farm facility shall be provided with all pumping systems, including incoming /
import pumping system located at the Main jetty and Barge Berth jetty and a bi-directional
piping and pumping system from the Main J etty and Barge berth jetty to the tank farm. Fire
fighting system shall be provided along the way.
The Fuel Tank Farm shall also include all the pipelines and pumping system to and from the
Fuel Loading Bay to the fuel tanks.
All the pipelines and pumping systems shall be for the three (3) products, in three (3) separate
and individual pipeline systems.
The Fuel Tank Farm area shall be enclosed by security fencing and shall be provided with two
(2) nos CCTV cameras.
The 3000-kl fuel tanks for diesel shall be constructed and completed ahead and as early as
practicable so that these tanks may be used by the Employer and/or his operator to store fuel
required for the supply for local and/or for the supply to the Contractor during construction. The
Contractor shall make best efforts to ensure that the Fuel Tank Farm are completed as early as
possible including the mechanical and electrical systems are operational so as to enable its
earliest usage by the Employer even during the construction stage, with the support of
emergency diesel generator set for power supply if necessary.
Upon completion, the Fuel Tank Farm shall have been fully equipped and outfitted by the
Contractor, and ready for use for commercial operations by the Employer.

1.5.17 Fuel Loading Bay
The supply base shall be provided with the Fuel Loading Bay facility which is to enable the fuel
stored in the fuel tanks to be top loaded into trucks for transporting out to the outside local
community. The facility shall include all pumping system, the pipelines from the fuel tanks to the
fuel station, the top loaded delivery system with pumps and individual meters, the roof covered
enclosure and building, all equipment, mechanical & electrical system and all ancillaries
necessary for the full operations of the Fuel Loading Bay.
The Fuel Loading Bay facility shall comply with the specifications and requirements as shown
in the Drawings and herein.
The Fuel Loading Bay shall comprise three (3) truck bays for loading, where all 3 bays shall be
capable of loading Diesel fuel and one (1) bay capable of loading Aviation Gas and Gasoline
fuel.
All pumps and equipment shall be housed under roof cover and be sheltered.
The facility shall include an office and storage room for managing the operations at the fuel
loading bay.
The Fuel Loading Bay area shall be enclosed by security fencing and shall be provided with
one (1) no. CCTV camera.
The Fuel Loading Bay shall be designed and constructed with its own dedicated and separate
fire fighting system. The fire fighting system shall comply strictly with all the applicable Local
Authority requirements, international standards for Oil and Gas Industry and NFPA.
Upon completion, the Fuel Loading Bay shall have been fully equipped and outfitted by the
Contractor, and ready for use for commercial operations by the Employer.

1.5.18 Fuel Station
The Fuel Station is a standalone diesel and gasoline fuel dispensing facility capable of storing
20 KL of each fuel to support day to day operations of the supply base facility.
The Fuel Station facility shall be equipped with spill protection and oil trap, fire fighting
equipment such as fire extinguisher and portable foam system, lightning protection, lighting for
night use and fencing with 3 layer barbed wire.
The Fuel Station shall be located at the Fuel loading Bay and may be under the same roof
covered structure.
The Fuel Station shall be equipped and connected with pipelines and pumping system from the
tanks at Fuel Tank Farm.

1.5.19 Platform for Temporary Explosive Store
The Platform for temporary explosive store is as shown in the Drawings and comprise 100 m x
85 m earthworks platform with a finished platform level of +7 m ACD plus the fencing and road
access as shown in the Drawings.
The temporary explosive store is not in the scope of the Contract.

1.5.20 Reverse Osmosis (RO) Plant System with Water Storage Tanks
The sea water Reverse Osmosis (RO) plant shall have a minimum capacity to produce 25 KL
(Kilo Litres) per hour of potable water to WHO water quality standards and be equipped with 2
nos. 800KL steel water storage tanks.
The source of raw water for the RO Plant shall be directly from the sea.
The Reverse Osmosis Plant with Water Storage Tanks shall comply with the specifications and
requirements as shown in the Drawings and herein.
The RO plant and system to be provided shall be of a proven international make and complying
with internationally recognised standard. It shall be procured from a reliable supplier and
manufacturer with proven service record.
The RO plant and system shall include all mechanical & electrical works, all equipment, piping,
pipelines, pumps and ancillary items required for the full and proper functioning of the plant so
as to provide a complete system from intake, treatment, to storage and delivery of treated water
to the designated supply points at the jetties, berths, buildings and other facilities.
The facility shall be connected with minimum 150mm diameter pipelines and pumping system
to the Main J etty with Passenger Boat Berth and the Barge J etty with Tug Boat Berth. The RO
water supply shall be to five (5) berth locations on the Main J etty and two (2) locations on the
Barge jetty.
A pumping station shall be provided to pump the processed water from storage tanks with a
minimum discharge capacity of 30KL/hr at the discharge points on the berth locations. Each
discharge point will be fitted with water flow meter and quick release clip-lock connection.
The required set of pumps consisting of duty pumps and standby pumps shall be installed to
cater for the required flow rate and pressure.
The pipelines shall be HDPE coated for UV protection and of specifications which is suitable
and able to withstand the pumped water pressure.
One (1) no. of outdoor fixed CCTV camera with water proof housing and fully equipped for
connection to the central CCTV control rooms.
The RO Plant facility shall be provided with fully equipped and furnished office of 15 m2 and
installed and equipped with modern and the latest integrated systems including for PABX
telephone and fax system, high speed and broadband internet and wireless connection, and
computer local area network.
The Contractor shall provide one (1) no. of current specifications desktop computers for office
and administrative use, with 17 LCD wide screen full HD monitors and pre-installed with latest
operating system; plus A4 laser colour printer.
The RO Plant with Water Storage system shall incorporate an emergency power back-up
system for the pumping system in order to supply to the discharge points in the case of a fault
or shut down.
The Contractor shall procure and provide a 12 months service contract from the vendor or
supplier for the RO system for the Employer and/or the operator of the Supply Base .
Operations and emergency spares for 12 months period for the RO Plant with Water Storage
system shall be supplied as a part of the works.

1.5.21 Fire Fighting and Protection System
The Fire Fighting System shall comply with the codes and standards of the applicable Oil and
Gas Industry, NFPA and the Local Authority.
The Fire Fighting System shall comply with the specifications and requirements herein.
The Fire Fighting System shall comply with all Local Authority, Oil & Gas Industry and NFPA
requirements and shall at minimum comprise the following
a) Fire hydrants complete with fire hose cabinet and fire fighting hoses and nozzles;
b) Electric fire pumps backed up by diesel fire pump with operating pressure of minimum
8 bar;
c) J ockey pump to maintain an stand by pressure of minimum 10 bars;
d) Foam fire fighting systems;
e) Firewater tank with the required reserve capacity;
f) Smoke/heat detectors;
g) Potable fire extinguishers; and
h) Automatic sprinkler fire systems.
The fire hydrants will receive water from a fire water tank with the required designed capacity. A
set of pumps consisting of electrical driven duty and jockey pumps and a diesel driven standby
pump will be provided to deliver the required flow rate and pressure.
The fire water tank shall be linked to the RO water tank and the process water tank with a one
way valve to ensure flow into the fire water tank but not otherwise.

1.5.22 Process Water System
The process water system shall have a capacity of 25KL/hour.
Process water pipelines and wash down points are required at the Main jetty, Barge Berth jetty,
LCT Ramp and at all onshore facilities requiring wash down.
Water available from the deep tube well system will be pumped into the process water
treatment filter tank system using a submersible well pump. The well water shall be filtered to
remove suspended particles up to 600 microns shall be pumped into a storage tank for use as
process water.
Potable water from the RO water main line shall be provided to supply the process water tank
and may be used when water is not available from the wells to make up the water level in the
process water tank.
The process water system shall have a storage capacity for 4 days but in any case a minimum
storage capacity of 400KL. The water tank shall be of galvanized hot dipped pressed steel and
divided into compartments. The tank will rest on a piled reinforced concrete plinth on the
ground.
A set of pumps consisting of a duty pump and a standby pump shall be installed to cater for the
required flow rate and pressure. This shall be back-up with essential power supply from
emergency diesel generator set.

1.5.23 Sewerage Treatment System
The sewerage treatment system shall comprise of individual septic tanks, and /or packaged
plant as appropriate to the population equivalent (P.E.) and location of the relevant facilities.
Package plants are commercially available prefabricated sewerage treatment plants. The
proposed package plant shall use a system that produce good effluent quality, have low sludge
yield and be easy to operate, for example, the Extended Aeration Activated Sludge process.
The performance of package plants shall be improved by sizing the components
conservatively.
The proposed sewerage treatment shall comply as far as practicable with minimum nuisance
from sight, smell and noise.
The sewerage treatment system shall be a proprietary and compact unit supplied by a
reputable system supplier.
Effluent from the sewerage treatment shall meet the required standards (Standard A) before
discharge to the existing surface drainage network for eventual discharge to the sea via settling
or retention ponds. Access to the sewerage treatment facility by de-sludging trucks shall be
provided.


1.5.24 Street, Compound and High Mast Lighting
The street, compound and high mast lighting for the whole supply base facilities including both
the onshore and offshore facilities shall adopt low energy consumption concept and shall
enable a secure, safe and efficient 24 hours x 7days operations.
The street lighting system consists of designed pole heights with LED lamp on single/double
arm along all the roads as shown in the Drawings, at all the marine structures, and at strategic
locations within the supply base facilities to allow for sufficient illumination in these areas.
Additionally compound lighting also with LED lamp shall be provided at all open yards, and at
strategic locations within the supply base facilities to allow for sufficient illumination in these
areas.
The Contractor shall design and propose to the Engineer a foldable street lighting post which
shall be installed along certain roads and routes as shown in the Drawings where extra-wide
loads are envisaged to pass. The foldable street lighting pole design shall be robust and
durable, easy to use and enable a low loader with extra-wide loads to pass unhindered.
The Main J etty with Passenger Boat Berth, Barge J etty with Tug Boat Berths and the LCT
Ramp shall be equipped with high mast LED lightings, street lightings and general lighting so
as to enable secure, safe and efficient 24 hours x 7days operations.
Along the wharf of the Main J etty, Barge J etty, Passenger Boat Berth, and the Tug Boat Berths,
kerb lights shall be provided at a low level on the inner edge of the wharf structure as a safety
feature.
1.5.25 Security Guard Towers
The Contractor shall provide the six (6) nos. of Security Guard Towers as shown in the
Drawings.
These Security Guard Towers shall be of sufficient height to enable the line of sight over near
buildings or structures and shall allow a 360 degrees view. In any case the minimum height
shall be 6 m.
These towers shall have staircase access with handrails, covered roofs, 3m x 4m transparent
enclosures with bench, perimeter walkways with handrails for look outs, and shall have general
lightings for night duty operations.
1.5.26 Waste Management Facilities
The supply base will handle waste from two (2) separate sources, namely waste which are
generated by the offshore oil & gas operations (Offshore Waste) and waste which are
generated within the supply base facilities (Onshore Waste).
1.5.26.1 Offshore Waste
Offshore wastes which are mostly hazardous and scheduled wastes stored in self-contained
containers or vessels may be stored while in transit at the supply base prior to the disposal off
the site. A third party waste management company will usually handle and dispose these
offshore wastes off site.
The Contractor shall design and provide a waste management facility for the storage of these
offshore wastes which shall enable the clean, safe and proper handling and storage prior to
such disposal off site (including for the storage and transfer of hazardous and scheduled
liquids).
1.5.26.2 Onshore Waste
Onshore waste is generally produced by the supply base facilities and the diagram below
illustrates the different type of onshore waste classification which require a proper disposal
system which in compliance with the local authority, rules and regulations.

The Waste Management facility for the onshore wastes shall address the following

1.5.26.2.1 Covered Dumpster Area
The Contractor shall provide a proper covered storage area to accommodate three (3)
dumpsters sufficient for 2.5m (wide) x 6.5m (length) roll-off type container for both the domestic
biodegradable and non-biodegradable wastes.
