Consumer Protection BC Suspends Travel Licence For


Global Pacific Travel

Consumer Protection BC has suspended


the licence of Global Pacific Travel, a
travel agency located in Surrey, BC,
pending an investigation.
We understand that consumers may be
impacted by this situation and we urge
travellers to confirm their reservations
with their service providers for their
own peace of mind, says Consumer
Protection BC spokesperson, Tatiana
Chabeaux-Smith. As there is now an
investigation open, in order to maintain
the integrity of that process it would be
inappropriate for me to share details of
the situation at this time.
Travellers who have made arrangements
with Global Pacific Travel should first
confirm with their hotel, airline or other
travel provider that their travel has been
booked and paid for. If your travel has
not been confirmed, here are some steps
you may take before you travel:
-Talk to your airline, hotel or tour
operators to determine if there are
options available for you to rebook
your travel arrangements.
-Contact a BC-licensed travel agent to
determine if they can assist you with
rebooking alternative travel. To find a
licensed BC travel agent, please visit
www.travelrightsbc.ca.
In the unfortunate circumstance that
the original travel services you booked
through Global Pacific Travel Ltd.
were not provided and you are seeking
a refund; here are some steps you can
take:
-If you purchased travel services with
a credit card, please call or write to the
credit card company to determine if the

charges can be reversed.


-If you purchased separate travel
insurance, call the insurance provider
to see if they will cover the costs of the
undelivered services.
-If these steps have been unsuccessful,
consumers may make a claim to BCs
Travel Assurance Fund with Consumer
Protection BC.
Although consumers costs may
eventually be recovered through other
means, all claims to the Fund must be
filed within six months from the date
the travel services were not provided.
The Travel Assurance Fund is a fund
of last resort and provides possible
compensation for consumers who
did not receive the contracted travel
services they purchased through a BClicensed travel agent. Please note that
the fund only covers the cost of the
original travel services that were not
provided. It does not cover the cost of
alternate travel or any increase in price
due to re-booking travel.
Eligibility to the Travel Assurance
Fund is available to both consumers
and BC-licensed travel agents. For
more details about the Fund and
to find a licensed travel agent or

An Entire Island Nation Is Preparing To Evacuate To Fiji Before They


Sink Into The Pacific
This has to be the weirdest business deal
of the week: The Church of England
just sold a chunk of forest-covered land
on the Fijian island Vanau Levu for
$8.8 million to the government of the
Pacific island nation of Kiribati. For
the moment, Kiribati plans to use its
20-square-kilometer (7.7-square-mile)
plot for agriculture and fish farming.
But the investment is really a fallback
for its 103,000 residentsa place to live
if they must leave their home island.
We would hope not to put everyone
on [this] one piece of land, but if it
became absolutely necessary, yes, we
could do it, president Anote Tong told
the Associated Press, via the Guardian.
Tong is awaiting parliamentary
approval of the land purchase before
clearing that possibility formally with
Fijis officials.
Why is Tong preparing for a mass
defection to an island 2,000 kilometers
away?
The seas around Kiribatis 32 atolls
(ring-shaped coral reefs) are rising
1.2 centimeters (0.5 inches) a year

about four times faster than the


global averagethanks to the flux of
ocean currents. Some experts think
that by 2100, the country will have
disappeared beneath the waves. That
may be optimistic; some residents
expect the sea to subsume their homes
within 20 or 30 years.
Thats a grim outlook. But the present
isnt exactly peachy either. With its
atolls no more than about three meters
(9.8 feet) above sea level, Kiribati
currently faces periodic food shortages
thanks largely to rising tides. Not
only does rampant flooding caused
by spring tides destroy homes and
businesses, but it also increases the salt
content of the soil, ravaging crops and
tainting fresh water sources. On top
of that, coral bleaching caused by the
heating of ocean waters has decimated
the marine ecosystems built off those
reefs, driving fish away. Thats why
one of the short-term advantages of the
purchase of the Vanau Levu plot is that
it should help secure food supply for
Kiribatis residents.

Efforts To Lift Trade

"We have introduced the lowest
corporate taxes in the region at 20 per
cent across the board, 17 per cent for

headquarters here, and 10 per cent for
companies that register on the South
Pacific Stock Exchange."
He said a number of tax free regions
had been established on Fiji's two main
islands Viti Levu and Vanua Levu
as well as the maritime islands.
As a result, he said, total investments
in Fiji since 2009 had been on an
upward trajectory, reaching the highest
level since the 1980s and last year
totaled 28.2 per cent of gross domestic
products.
"Confidence of the investors is evident
through the increase in lending by
commercial banks, which is at an alltime high, with 17 per cent increase to
$4billion.
"More and more businesses are
beginning to understand that Fiji is not
only a market of 800,000 people, but a
gateway to a market of more than nine
million across the Pacific."

One Dead From Typhoid


A 16-year-old girl from Navosai,
Narere has died of typhoid. Confirming
this, the Ministry of Health said the
teenager was the first victim of the
disease.
Sub-divisional medical officer Suva Dr
Pablo Romakin said they had recorded
28 cases so far this year. Eight cases
of typhoid have been recorded in
the Wailoku area in Tamavua, Dr
Romakin said.

He said they had one case from Marata


Settlement, another case from Biliwai
Settlement and six cases from Ki Street
in Wailoku.
Typhoid usually occurs in these areas
and poor hygiene contributes to this
disease.
Dr Romakin said people needed to
wash their hands with soap and water
before eating and after using the toilet
or while preparing food.

Since Cabinet endorsed the construction
of women resources centers in 2010,
the ministry has opened 30 new women
resource centers and 26 women center
extensions in the 14 provinces around
Fiji. This has been achieved under
the leadership of the Minister for
Social Welfare, Women and Poverty
Alleviation Dr Jiko Luveni.
The Ministry has also established
networks with 1702 womens groups
around Fiji.
Dr Luveni said more facilities are
ready for opening this year which will
unfold new economic opportunities for
many women.
There new Women Resource Centres
that are currently under construction
and these are Macuata Rural Womens
Resource Centre, Ba Multicultural
Centre, Savusavu Multi-Cultural,
Nailaga Womens Resource Centre and
Korovisilou Womens Resource Centre
in Serua.
The Nativi Women Resource Centre,
in Ra and Qarani Women Resource
Centre in Gau and Semo Womens
Resource Centre in Sigatoka are
completed. These centers will operate
with One Centre, One Core Product
Concept to ensure quality and
consistency of supply of the products
for sales, Dr Luveni said.
These Centres will be accessible to
women from villages and settlement
and they will be provided with skills

trainings to earn income for their


families. These centers also provide
capacity building workshops for
women, its a gateway to disseminate
information on wide range of subjects
relating to womens leadership,
elimination of violence, gender
equality, financial literacy and womens
health to name a few.
This capital project is very important
to us-it is the infrastructure that
womens groups need to be able
organise themselves and acquire
better management skills to operate
their income generating programs.
These facilities are a great incentive
for women to work together and
contribute towards the development of
their communities.
The Women Resource Centres are
built with a standard design plans and
the Ministry also provides funding
of $5000 to build infrastructures
called women centre extensions. The
structures of these centers are smaller
than the women resource centers but
the objective is very similar to the
resource centers. To date we have
built more than 50 resource and centre
extensions altogether and there 40 new
requests for next year, she added.
The Ministry facilitates womens
empowerment
program
through
Womens Plan of Action (2010 to
2019) that has budgetary allocation
of $550,000-this provides funding
for
womens
income-generating
projects, legal literacy training and
empowerment programs in decisionmaking. In addition, $150,000 is
allocated for the construction of four
Womens Resource Centers in Serua,
Namosi, Ra and Macuata.

Robbers Only Wanted Liquor


A group of men broke through the front

around two oclock in the morning.
The thieves couldnt get through the

the door and got away with bottles of
liquor, but no cash was taken.

Driti Prosecution Not Political:

Party leader, Mahendra Chaudhry, and

Forces Land Force Commander, Pita
Driti, was not political.
Addressing the FijiNew Zealand
Business Council Conference last
Saturday at the Grand Pacific Hotel,
Suva, was the Director of Public
Prosecutions, Christopher Pryde.
He clarified that one factor that had
absolutely no bearing on the public
interest factor was whether the cases
were political.
Both the Chaudhry and Driti cases
could be seen as political in a broad
sense (and they were often described as
such in the media) but they were only
political in the sense that, in the case
of Mr Chaudhry, he was a politician
intending to run in the elections and in
the case of Mr Driti, that his intentions
were political by wanting to subvert
the government, Mr Pryde said.
In both of these cases, he said, the
first step in the process was satisfied;
there was sufficient evidence touching
on each element of the offence that
together provided a reasonable prospect
of conviction if the matter went to trial.
The matters therefore, from an

evidentiary perspective, were noncontentious; there was clear, objective


evidence upon which a court properly
directed could convict. The question
in both cases however was one of
public interest. In spite of there being
sufficient evidence to convict, was it in
the public interest to continue?
He said the public interest factors in
favour or against prosecution were
summarised in Fijis Prosecution
Code, which in turn is based on similar
codes used throughout the commonlaw world.
In the Chaudhry case, he said,
representations were received from
Chaudhrys lawyer and the original
trial date was vacated in order to
consider them.
Ultimately, I made a decision that the
factors favouring continuation of the
prosecution outweighed the factors
against. The same public interest test
process was applied in the Driti case and
both men were then committed for trial.
Meanwhile defence lawyer, Anand
Singh, has expressed strong disquiet
that the DPP had chosen to make
comments on the case of his client,
Mahendra Chaudhry, when it was still
before the courts.

A mother-of-three is in shock after

Fiji Airways Expands Capacity

Fiji Airways has increased its capacity


to key Australia and New Zealand
markets effective immediately.
The arrival of a new ATR 72-600 for
subsidiary Fiji Link to be used in the
South Pacific means the Fiji Airways
B737s have been freed up to operate more
sectors to Australian and New Zealand.
As a result, Fiji Airways has added two
more flights to Melbourne.
It has also added two overnight services
to Auckland, enabling two additional
evening flights from Nadi to Auckland,
and two additional early morning
departures from Auckland to Nadi.
Fiji Airways now flies 11 times a week

between Nadi and Auckland.


Fiji Airways managing director/chief
executive, Stefan Pichler, said: Its
exciting for us to be able to add additional
capacity to our key markets of Australia
and New Zealand for the peak season.
This is thanks to the addition of the
ATR 72 which has freed up the Boeing
737s needed to operate these services.
The increase in capacity to our tourist
source markets is good news for us as
Fijis national airline group and for
Fijis tourism industry.
This was always our intention, in
line with earlier announcements in our
Five Year Master Plan for increased

capacity to all markets.


And we note with satisfaction, that
the Department of Immigration has
reported rising visitor numbers from
our major inbound markets.
The announcement comes as official Fiji
Government figures reveal an increase in
visitor arrivals from Australia this April
(compared to April 2013) of 9.6 per cent.
Mr Pichler said peak seasons now
starting with Australia and New Zealand
school holidays means very high loads.
So the increased capacity and
additional frequency options to these
key markets will be good for all tourism
stakeholders, he said.

FBC Celebrates Diamond

The countrys oldest radio broadcaster enterprises whose budgets are unlikely
is celebrating its 60th anniversary with
exciting deals for its audience and

otherwise known as FBC, has no doubt
come a long way from its gradual
transition from being a purely public
broadcaster to a commercial one.
While highlighting the deals customers
and audience could look forward to,
chief executive Riyaz Sayed-Khaiyum,
the media organisation which currently
has 152 staff, was one-of-a-kind.
We are trekking really well in terms
of budget. Although weve got a loan
to pay weve never defaulted, Mr
Sayed-Khaiyum said when asked of its
business performance.
Were doing much better than before.
And this is despite our competitors
slashing their prices in advertising.
When we started off in the market,
we were almost on par or just below
our competitors price, be it radio or
television.
Right now, we are glad to say were
in a position where our competitors
have felt the heat so much that theyve
slashed their prices.
Mr Sayed-Khaiyum said it plans to
offer free advertising spots for both
its continuing radio and television
clients. Another deal it plans to launch
is to target towards small and medium

to go for marketing.
They are the ones who generally want
to advertise on radio and television
but they never get the chance to, Mr
Sayed-Khaiyum said.
The reason is they are smaller
businesses which dont make too much
money and they dont have a budget as
robust as other businesses.
Interested customers would be given
from July 7 to 18 to apply with
the first 20 customers settling for
extremely low rates for radio and
television advertising. Because of its
apt anniversary, signifying a diamond
one, a competition for one touching
all genres of communication was
launched.
For instance, Mr Sayed-Khaiyum said,
it may be as simple as a birthday card or
be dramatised into video performance
illustrating the question: What does
FBC mean to you?
Public pledge
Coinciding with its anniversary, Mr SayedKhaiyum also reiterated the companys
Public Declaration stating what it stands for
and means a broadcaster and watch dog.
This all comes at a time to round off
our 60th birthday and at the end of the
month, this competition will culminate
with our FBC 60th party, he said.
A huge party is set for the end of this
month to round up the anniversary.

FNPF Buys Shares Vodafone Fiji


Vodafone Fiji Limited is now 100 per
cent locally-owned after Fiji National
Provident Fund (FNPF) purchased
Vodafone's entire 49 per cent stake
in Vodafone Fiji Limited (VFL). This
takes the superannuation fund's direct
and indirect ownership to 79 per
cent of VFL. Amalgamated Telecom
Holdings Ltd (ATHL) owns the
remaining 51 per cent shares in VFL.
In a statement, FNPF chief executive
Aisake Taito said the investment is
part of FNPF's move to diversify its
investment portfolio. "The purchase

will allow FNPF members to directly


realise the benefits from VFL's
strong financial performance through
a higher dividend share," Taito
said. Although entirely Fiji-owned,
FNPF says VFL will maintain its
relationship with Vodafone Group for
propriety services and branding under
a Partner Market Agreement. Under
the new arrangement, the current VFL
board directors will continue to serve
on the board. The FNPF also assures
stakeholders, "it remains business as
usual with little operational change."

Staff from the Office of the President


will now benefit from a new block of
flats that was opened by His Excellency
the President Ratu Epeli Nailatikau.
The four flats, which is one of the
seven capital projects under the head of
States office, will house four families
who had to previously live in bachelor
quarters.

was part of Governments effort to

look after the wellbeing of its human


resource as these are the people
delivering the service to the President.
Providing similar accommodation to
other staff is the long term plan of the
Office of the President and we have
been given $2 million for the seven
capital projects we have this year, he

Fiji And Russia Strengthen Relations

He said that the appointment of a
new non-resident ambassador in 2009

our relations in Russia, Ratu Inoke
said two countries recognised that a lot

significant growth, and he is confident
that the future of Fiji and Russia
bilateral relations will grow even
stronger in the coming years.
Bilateral relations between the
two countries began after Fiji's
independence in 1970 and at the end
of the cold war era. Reflecting on those
past years and how the two countries
relations slowly developed over the 32
years, Ratu Inoke said it only began to
fully take off in the last seven to eight
years.

VAT Fraud Charges


A Ba man who is facing 13 counts
related to VAT returns fraud, appeared
before the Magistrates Court in Ba.
On the first count, Mohammed Iliyaz
Ali is accused of conspiring to commit
a felony with intent to defraud. He had
obtained $31,689.03 as VAT refunds
from the Fiji Revenue and Customs
Authority in VAT returns from July 25,
2008 to September 12, 2009.
On the second count of fraudulently
obtaining payment of VAT refund,
it is alleged that Ali and one another
between January 1, 2008 and
November 1, 2009 obtained $1267.01
as VAT refunds from FRCA.
On the third count of forgery, Ali is
accused of making false entries in VAT
return forms.
Ali is also charged with a fourth count
of uttering forged documents.
The fifth count against Ali is also
related to fraudulently obtaining the
payment of VAT refund from FRCA of
$14,900.33 between January 1, 2008
and November 1, 2009.
The sixth count against Ali also relates
to forgery whereby it is alleged that
he made further false entries to enable
him to get $14,900.33 in VAT refunds.
On the seventh count of uttering
forged documents, it is alleged that Ali
knowingly lodged forged documents- a
FRCA VAT return application.
The eighth count of fraudulently
obtaining the payment of VAT refund

relates to allegations that Ali obtained


$5047.74 as VAT refund from FRCA
between January 2008 and November
2009.
Count nine is related to allegations that
Ali forged VAT return documents as
part of the application to FRCA.
He also faces one further count of
uttering forged documents as VAT
return application to FRCA.
On the eleventh count, it is alleged that
Ali fraudulently endeavored to procure
payment of VAT refund amounting to
$10,162.74.
The twelfth count he faces is another
allegation of forgery where it is claimed
that he made false entries in the FRCA
documents in order to get $10,162.74
as VAT refund.
The final count Ali faces is that of
uttering forged documents to FRCA.
Fiji Independent Commission Against
Corruption lawyer Irshad Hameed
represented the State while the accused
represented himself when the matter was
called before Magistrate Mosese Naivalu.
Ali told the court that he would be
seeking legal representation through
Legal Aid.
He has been given bail with strict bail
conditions which includes reporting
at the FICAC office in Lautoka every
Monday and to surrender his travel
documents.
The matter has been adjourned to July
28 for plea.

Only 3% Left To Submit The Tax Electronic Monthly


Summaries

Only three per cent of employers


are yet to submit the Pay As You
Earn (PAYE) Final Withholding Tax
Electronic Monthly Summaries (EMS)
of their employees.
This was confirmed by Fiji Revenue
and Customs Authority of Fiji chief
executive, Jitoko Tikolevu, as the
authority conducted the Commissioners
Assessment on the PAYE Final
Withholding Tax filed by the employers.
Mr Tikolevu activated the computerbased programme in Suva which
signified the change from manual
assessment that took months in the past.
He
said
the
Commissioners
Assessment will assess the tax liability
of a taxpayer, it will inform whether a
taxpayer had paid the correct tax, has
a refund or if he or she needs to pay
more taxes.
Data gathering
Mr Tikolevu said: In terms of data,
we are glad to note almost 97 per cent
of employers have been lodging their
returns or EMS in the past month.
More than 40 per cent of employers
are still bringing in their Electronic
Monthly Summaries with errors.
Nevertheless we are working closely
with them.
Its only three per cent of employers
out there who have not lodged anything

at all.
But we know the names and we
are going to work closely with them
during the course of this given that
we have launched the Commissioners
Assessment.
As a result of the EMS system, Mr
Tikolevu said they had found out in the
past couple of days that the compliance
level was big.
Thats quite a challenge for us to
work closely and finalise the details of
the EMS and we have been working
closely with Ministry of Finance in
regards to that.
But either than that, we are glad
we are getting close to 100 per cent
compliance from employers and we
thank them for taking that initiative
and committing for launching the EMS
for 2013 in 2014.
2013 is the first year for EMS, so we
hope the compliance level will continue
to increase in 2015 looking at 2014.
Stakeholders pleased
Fiji Retailers Association president,
Himmat Lodhia, stressed the new
EMS system would make it easier for
everybody concerned.
When we have a simplified process
for compliance, it only makes it so
much easier, he said.

compliant and everybody should throw
in their weight and do the right thing.
Fiji Institute of Accountants executive
member Jerome Kado said: The
institute has done a lot of work with
the authority and the International
Monetary Fund representatives to

substantial amount of work on the part
of authority and also for individual tax
payers, he said.
The challenge of going forward is
we need to ensure that we perfect

the system so that it works as it was


intended to work and we get the
functionality right.
We have taken a huge step forward in
doing this and also looking forward to
the next step in bringing companies to
self-assessment.

revolves around simplification making
things easier for tax payers and also
reducing compliance cost which is
important.

Fiji Airways Slashes Domestic


Airfares For Fijians

Fiji Airways has responded to


requests for cheaper domestic fares by
introducing an offer for Fijians only.
The national airline unveiled a unique
fare deal for Fijians only for travel
within Fiji and much of its South
Pacific network.
The announcement was made as part of
the national carriers series of initiatives
rolled out to mark its first birthday. The
special fare is an additional 30 per
cent discount off the lowest available
fare level for flights between Nadi,
Suva, Labasa, Savusavu, Taveuni, and
Kadavu.
These special fares are available for all
Fijian citizens with proof of citizenship
(passport or birth certificate) required
at the airport check-in.
The Gift for Fijians special fares
are available for purchase for the next
three months and then travel after date
of purchase right up to November 30.
Fiji Airways Group managing director/
chief executive, Stefan Pichler, said:
Its an exciting period for us as we
celebrate one-year of a new, strong and
successful Fiji Airways.
And on our first birthday, we thought
what better way to share the moment
with our most important stakeholders
the people of Fiji.
Whats new and very attractive about
todays birthday gift is that we have
never had a fare offer with such a long
and flexible booking period and travel
window.
Of course seats with these low fares
are limited on every flight and some

An amendment in the Electoral Decree


has ruled out the use of party symbols
in the Candidate Booklet.

Khaiyum said there will only be the
name of the candidate, photograph of
the person and the designated number
of the person.
There has been a lot of talk about
the party symbol being there in the
candidate list. There will be no party
name or party symbol it wont be
there and that has been reiterated again
in law through the amendment because
obviously a lot of people thought there
was some ambivalence in it so weve
removed that.
The whole rationale behind this is
that its an open list system the open

list system means that you will choose


the individual that you want. And the
choosing of the individual that you
want is not dictated by the political
party that a candidate necessarily
belongs to.
Mr Sayed-Khaiyum said a Technical
amendment has also been made
regarding the calculation of seats.
When doing the calculation of seats,
there is an assumption that everybody
will field 50 candidates. There may be
instances when a political party will
field only 10 candidates, what happens
when they win more votes than what
is required for ten candidates, what
happens to the allocation of seats then
thats what it takes care of.
Both amendments came into effect last
Friday.

Proposed Party Reapplies To


Register
The proposed Fiji United Freedom
Party filed another application
Thursday to the Supervisor of Elections
Mohammed Saneem to register as a
party for the September 17 general
election.
Proposed Party president Jagath
Karunaratne said they paid another fee
for this as their application would be
treated as a new application. We made
sure that we also doubled the number
of signatures that were invalid initially
to be on the safe side and we believe
we should have enough, Karunaratne
said.
The proposed party had initially made
an attempt to register as a political
party but failed. Karunaratne says they
are looking at youths to join the party
and use it as a platform for elections.

If they want to come they can join


but it doesnt mean that they need to
contest unless they want to. Once
were registered, we will make an open
announcement for those that would like
to come and take up the positions in the
committee and the initial party founder
will take them on, Karunaratne said.
He said there were currently no fixed
persons in a position at the proposed
party. But we have a constitution
which can be amended when the
national committee executive is
formed. Supervisor of Elections
Saneem told them that their application
would be treated as a new one. We
will deal with it as a new application
and advertise within 14 days and it will
take its course from there, Saneem
said.

Mahendra Chaudhry Case Not


Before The Court: DPP
Director of Public Prosecutions
Christopher Pryde has confirmed that
the case of Fiji Labour party leader
and former Prime Minister Mahendra
Chaudhry is not before the courts since
the High Court has already convicted
and sentenced him.
Pryde made the comments after
Chaudhrys lawyer Anand Singh
expressed strong disquiet that the DPP
made comments on the case of his
client at the Fiji-New Zealand Business
Council meeting last weekend. Singh
said this was because the case was
still before the courts. Mr Singh is
mistaken.
There was no discussion of the merits
of the Chaudhry case. If Mr Singh had
read a copy of the speech to the Fiji
NZ Business Conference he would
have seen that the issues discussed
concerned the decision to prosecute
only.
In any event, the matter is not currently
before the courts since the High Court
has already convicted and sentenced
Mr Chaudhry and he is yet to obtain
leave from the Court of Appeal, Pryde
said. Singh also refuted the claim by
DPP Christopher Pryde that there had
been no consultations between the
DPPs Office and the regime in relation
to Chaudhrys case. There was clear
proof of interference in Mr Chaudhrys
case as contained in a Prosecution
document dated 15 July 2010, which
had been admitted as evidence in the

course of the trial. The Prosecution


had not disputed the document, Singh
said.
Singh said the DPP had been in
consultation with the Attorney General,
Aiyaz Sayed-Khaiyum. An extract
from Singh showed that On 19 April
2010, the Office of the Director of
Public Prosecutions wrote to Siwatibau
and Sloan Lawyers confirming our
conversation and the Office of the
Director of Public Prosecutions
advised the Hon. Attorney-General Mr.
Aiyaz Sayed Khaiyum accordingly.
This Singh said was a clear evidence of
consultation between the DPPs office
and the Attorney General. It goes to
show that Mr. Prydes statement was
totally incorrect, Singh said.
Meanwhile the DPP reiterated that
the decision to prosecute Chaudhry
was made by him alone and without
reference or consultation with anyone
outside the Office of the Director of
Public Prosecutions. As mentioned
in the paper, the DPP reviewed the
Chaudhry file in 2011 shortly after
his appointment as DPP to assess the
sufficiency of evidence against his
client. He then applied to have the
trial date vacated in order to consider
representations from Mr Chaudhry's
lawyer to discontinue the prosecution.
Following a further review of the
case he decided it was in the public
interest to prosecute, Pryde said in his
statement.

Floating Health Centre To Service


Islands

Sea Mercy, a floating health care clinic


staffed by volunteer doctors, dentists
and nurses serving the remote South
Pacific people will now service Fiji
beginning with Taveuni and later the
Lau islands.
Prime Minister Voreqe Bainimarama
launched the foundation in Fiji at the
Suva Yacht Club to see two catamarans
travel throughout the Lau Group
with a team of medical professionals
conducting outreach clinics. From
their respective bases in Lomaloma,
Vanuabalavu and Tubou, Lakeba, these
catamarans provide us with floating
platforms to deliver a range of health
care services to people living in some
of the most isolated places in Fiji. Im
very excited about this project and
its potential to deliver better health

outcomes for ordinary people.


A team of international volunteers has
been assembled to work with personnel
from the Ministry of Health on board the
Sea Mercy vessels. And when they anchor
at a particular island, they will bring
with them an unprecedented capacity to
deal with a range of medical and dental
complaints, Bainimarama said.
The Vessel with its volunteers has
been servicing Tonga and they are now
looking at going through Yasawa and
Islands in the West with Rotuma in the
near future.
Sea Mercy president Richard Hackett
said they were blessed and honoured
to be available to work with the people
of Fiji and the Ministry of Health.
Were looking forward to solving the
insolvable of the past, Hackett said.

he has nothing to hide and labels the
amendment of the political parties
decree as useless and unnecessary.

(No.2)
Decree 2014, which came into effect last
week now requires party executives like
Professor Biman who took over reigns
after the registration of the party to declare
their assets and liabilities by July 30.
"It's a useless amendment because
eventually we will have to declare our
assets and liabilities as a candidate for
the 2014 election," Professor Biman
said.
"This is unnecessary amendment.
The attorney general wants to talk
about transparency, but what about
issues they still have not disclosed like

the Auditor General's Reports.


"I'll declare all my assets by July 29."
Attorney-General,
Aiyaz
SayedKhaiyum had said the amendment was
made to ensure transparency in the
process and one which had to be done
because new party executives were still
to declare their financial status as per
the law since taking office. Meanwhile,
the amended decree also requires any
person who is appointed after June
30 as an office holder or a registered
officer of a registered political party to
declare their assets and liabilities along
with their spouses and children within
30 days of their appointment.
All party office bearers will also be
required to declare their financial status
on or before December 31 annually.
The amended political parties decree
(Decree 24 of 2014) came into effect
on June 30.

RCA Implements Excellence


Programme
The Fiji Revenue and Customs
Authority (FRCA) has this year
implemented the Malcolm Baldridge
Framework
throughout
their
organization through the creation of
an internalized Service Excellence
Awards programme.
The authority first participated in the
service excellence awards programme
in 2011 and was last year recognized at
prize level.
FRCA chief executive officer, Jitoko
Tikolevu remains an avid champion and
supporter of the SEA programme and
the Malcolm Baldridge Framework.
Mr Tikolevu said that the organization
saw the framework as an opportunity to
benchmark their processes and systems
against a widely accepted framework
and set of best practices in order to
improve. The service excellence KPIs
are now also used as a part of the
organizations balance scorecard to
ensure measureable and accountable
improvements are made.
The internal SEA programme involves
the formation of 10 teams from FRCA
Headquarters and ports from around the
country that will prepare submissions
to be evaluated independently by
FRCAs trained evaluators. The
evaluators are FRCA staff members
that have undergone training by the
Public service commissions service
excellence secretariat.
SEA Secretariat trained staff are now
SEA advocates in their respective work
areas. Earlier this year, the service
excellence secretariat and FRCA

management embarked on a nationwide


SEA awareness programme, visiting
every port to share knowledge on
the criteria of the service excellence
awards, the program itself and the
processes involved.
This is in line with FRCAs roadshows
which have been led by Mr Tikolevu
who addressed the staff on the various
developments in the organizations push
towards organizational excellence.
Public Service permanent secretary,
Parmesh Chand said that the initiative
taken by FRCA was encouraging
to the rest of the agencies that are
participating in the 2014 Service
Excellence Awards.
Mr Chand said that this has displayed
a commitment to continuously strive
for excellence and higher standards in
the provision of services to the people
of Fiji, and the professionalism of the
Public Service as whole.
Mr Tikolevu said that the staff and
management of FRCA were grateful
to the Public Service Commission
for the assistance and guidance that
has been provided in relation to their
implementation of the SEA in FRCA.
Our participation in the SEA is a
long term commitment that is being
led by our Board of Directors. Being
recognized at the highest SEA level
and receiving the Prime Ministers
award is our aim but it will not stop
there. We will continue to strive for
improvement, for the betterment of this
country and its people, Mr Tikolevu
said.

Nadi Man Gets 9 Years For


Raping Boy
A 22-year-old man of Nadi who invited
a nine-year-old boy to his house for
lunch before he assaulted and raped
him, has been sentenced to a little over
nine years in jail by a high court in
Lautoka.
Aditya Deedar Sami, also known as
Roy, lived in the same settlement as
the victim in Vuniyasi. The victim
was a class four student then and was
residing with his grandmother. On
Sunday, October 13 last year, at about
3pm, Sami had invited the victim and
two other children to his place for
lunch. When the other two children
went outside to wash the dishes, Sami
called the victim over to his bedroom
where he was lying in bed and
watching porn. He later removed the

boy's clothing, assaulted him, forced


him to do unnatural things before
raping him. He later threatened the
victim not to tell anyone. The matter
however was reported to police. Sami
admitted later to authorities that he
did rape the boy. He was charged
and convicted accordingly on one
count of rape and one count of sexual
assault. Justice Sudharshana De
Silva sentenced him to nine years,
three months and 16 days for the
first count of rape and six years for
the second count of sexual assault.
He then ordered the sentences run
concurrently, also putting in place
a permanent Domestic Violence
Restraining Order (DVRO) for the
protection of the victim.

$33.7M Profit
AN overall growth in revenues, cost
reduction in some areas and favourable
performance from major Amalgamated
Telecom Holdings subsidiaries have
resulted in an audited consolidated net
profit after tax of $33.7million.
This was announced by ATH in its
annual audited accounts for the year
ending March 31, 2014.
Released by the South Pacific Stock
Exchange Monday, the positive growth
was a big improvement from a loss of
$27.9m for the corresponding period
last year.
"Consolidated net profit after tax and
minority interest for the full year was
$14.5m as compared with a loss of
$15.9m for the same period last year,"
the company said.
It said favourable performances were
noted for Vodafone Fiji Limited, FIJI
International Communications Limited
(FINTEL) and Fiji Directories Limited.
"During the prior year, Vodafone
Fiji undertook a major network
transformation
program
where
it replaced its entire mobile
telecommunications
network

infrastructure.
"The old network assets were disposed,
which resulted in overall loss recorded
last financial year for the group."
ATH said significant events during
the financial year included the holding
company acquiring 357,000 shares in
the subsidiary company, FINTEL, held
by government for $9m.
This consideration was based on the
net assets position of FINTEL as of
March 31, 2013.
In December last year, the holding
company also sold all of its 51 per cent
shareholding in the subsidiary, Pacific
Emerging Technologies (Fiji) Limited,
to Pacific Electronic Commerce
Pty Limited, for a consideration of
$850,000.
In March this year, ATH said, FINTEL
also sold its freehold land and building
in Suva (Mercury House) for $4.6m to
its ultimate parent entity Fiji National
Provident Fund.
"The net gain on disposal of the
freehold land and building after capital
gains tax was $1.226m," the holding
company said.

Chennai Building Collapse

The death toll in a building collapse in
the southern Indian city of Chennai has
risen to 24, reports say.
Some 24 survivors have so far been
pulled from the rubble, and 20 others
are feared trapped in the debris.
More than 70 workers were in the
11-storey building which was under
construction when it toppled in heavy
rain late on Saturday.
India has seen frequent building
collapses, many blamed on lax safety
and substandard materials.
At least six people, including
construction company officials, have
been arrested in connection with the
collapse in Chennai (Madras), the
capital of the southern state of Tamil
Nadu.
Dr K Kulandaisamy, a senior health
official of Tamil Nadu, told the NDTV
news channel that 15 of the dead had
been identified.
The dead were mainly construction
workers from neighbouring Andhra
Pradesh state and were in the building
to collect their wages, reports say.
On Monday, two workers, including a
woman, were pulled alive from rubble
by rescue workers, reports say.
The woman is being treated for a head
injury at the hospital, a hospital

spokesperson told Press Trust of India


news agency.
Hundreds of rescue workers, including
personnel from India's National
Disaster Response Force, are working
with cutters, shovels and other
equipment to search for survivors.
"The building has come down like a

11-Year-Old Driver Flees From


Police In Auckland

comment on how an 11-year-old boy
in their care ended up leading police
in a high-speed vehicle chase through
Papakura.
The boy was caught by police behind
the wheel of a car around midnight
after the chase.
Senior Sergeant Stephen Richards of
Counties Manukau police said the boy
drove of speeds up to 120 km/h for
about two minutes before stopping.
The boy's 14-year-old passenger fled
but was found an hour later.
The driver was spoken to by police at

the scene.
In a statement CYF clarified that the
boy was cared for in a community
placement, not a secured unit, but
would not say any more because it was
a matter for the police.
Police later said a Manurewa police
patrol was alerted about 12.05am to a
vehicle performing a "sustained loss of
traction manoeuvre".
After police attempted to pull the car
over it fled, resulting in the pursuit.
It stopped a short time later.
Both the driver and the passenger were
still being investigated.

Dog Coughs Up Owner's Wedding


Ring Five Years After It Was Lost

A dog known as the "food burglar" has


thrown up its owner's wedding ring
five years after it was lost.
The diamond ring's return came
after Lois Matykowski's dog Tucker
snatched an icy pole from her
granddaughter about two weeks ago.
The dog did not keep the sneaky snack
down for long and two days later it
threw up again, returning the ring.
"I look in the paper towel and here is my
wedding ring," said Ms Matykowski,

who lives in the US state of Wisconsin.


"I kid you not. My wedding ring was in
Tucker's puke.
"Friends have said I want a dog that
throws up diamonds. Who doesn't,
right?"
Ms Matykowski's veterinarian says the
icy pole stick may have dislodged the
ring inside Tucker's stomach.
"So I have my wedding ring back, and
Tucker is big dog on campus right now.
He's my hero," Ms Matykowski said.

Qantas Flight From Los Angeles


To Melbourne Diverted
A Qantas flight had been forced to turn
back to Los Angeles after a burst drinking
water pipe flooded part of the cabin.
The plane was an hour into the flight
from LA to Melbourne when it turned
around.
Water was flowing down the aisles of
the Airbus A-380 after the pipe burst.
Qantas says safety was not at risk.
"There was no safety of flight concerns
with the water leak," Qantas said in a
statement.
Qantas says passengers were moved
to "unaffected areas" of the plane and
given blankets to stay dry.
"Crew on board did everything they
could to help customers," the statement
says.
The airline says it is discussing the

problem with Airbus.

the captain had returned to Los Angeles

who dishonestly accessed a computer
system to fund a "lavish lifestyle" has
been sentenced to five months' home
detention.
Dina Jan, 30, worked for Flight Centre
for three years, a court heard.
She dishonestly accessed the computer
system to load money that belonged to
Flight Centre onto a MasterCard Cash
Passport she created in her boyfriend's
name.
Jan did this 104 times over six months,
taking more than $117,000 in total.
Judge Philippa Cunningham said
when sentencing Jan at the Auckland
District Court that the offending
was used to fund a "lavish lifestyle"
including a family holiday to the

Girl Told To Sit On Car Roof Dies


A girl, 12, has died after she and five
playmates were made to sit on the roof
of a car.
Octavia Watkins and her friends, aged
eight to 14, had been to the Creekside
Community Pool in Crowley, Texas,
when they were met by Kisha Young,
39, and Octavias mother.
It was a one-minute trip from the pool
to home but the women did not want
the girls in Youngs Chevrolet Malibu
in case their wet bathing suits damaged
the vehicles upholstery.
The girls were made to sit on the roof
of the car but four of them were thrown
off when Young went around a corner.
Watkins and Octavias mother, who
had been drinking, were unaware of
what happened until a witness flagged
down the car, NBC reported.
Octavia was knocked unconscious in
the fall, suffering severe head injuries.
She died in hospital after being kept
alive by life support.

Drinking Will Be Banned, Not Bikinis On Goa Beaches: Manohar

Bikinis will not be banned from Goa's
beaches, but drinking alcohol in public
and on the state's popular beaches
will not be tolerated, Chief Minister
Manohar Parrikar said Wednesday,
while defending a cabinet minister
who has demanded a ban on revealing
clothes in pubs.
"You cannot ban bikinis on beaches.
But we will have to crack down on
drinking in open areas, especially
beaches," Parrikar told a press
conference Wednesday.
The chief minister defended Public
Works Department (PWD) Minister
Sudin Dhavalikar, who triggered
a nationwide controversy after he
demanded a ban on mini-skirts and
bikinis in Goa's nightclubs and beaches
because they were against "Goan
culture" and encouraged crime.
Backing his cabinet minister, Parrikar
said several accounts of Dhavalikar's
comments had appeared in the media.
"Whatever he told me during his
meeting with me is not objectionable. I
am OK with it," Parrikar said.
The chief minister said Dhavalikar's
opinion was personal and that in a
private meeting with him, the minister

had explained his part of the story.


Dhavalikar, during an interaction with
reporters recently, had said: "Young
girls wearing short skirts in nightclubs
are a threat to the Goan culture. This
habit of young girls wearing short
dresses everywhere does not fit the
Goan culture. What will happen to it
if this continues? We should not allow
this. It should be stopped."
He also advised women to stop
drinking, "because it is not good for
their health".
The Congress, which had earlier in the
day demanded Dhavalikar's resignation
for his allegedly misogynist comments,
later said the chief minister was being
hypocritical.
"On one part, he is supporting Sudin
Dhavalikar, and on other, he says these
are personal views of Sudin. The chief
minister should not forget that Sudin
is part of his government," Congress
spokesperson Durgadas Kamat said in
a statement issued here.
Dhavalikar's comments also attracted
flak from his cabinet colleague,
Tourism Minister Dilip Parulekar, who
was not willing to buy his logic of
banning bikinis on beaches.

Couscous Salad With Honey
Mustard Chicken

A light, lemony dressing perfectly coats


tiny pearls of couscous and flavourful
baked chicken in this Middle Easterninspired salad.
Ingredients
Salad
3/4 cup (175 mL) uncooked couscous
Water
1 cup (250 mL) seedless red grapes,
cut in half
1/4 cup (50 mL) green onions
1/4 cup (50 mL) slivered almonds,
toasted
Dressing
2 tbsp olive oil
2 tsp grated lemon peel
2 tbsp fresh lemon juice
1 tsp salt
1/4 tsp pepper
Chicken
3 tbsp honey
3 tbsp Dijon mustard
1/4 tsp salt
1/4 tsp pepper
4 boneless skinless chicken breast
halves
Instructions
1. Cook couscous in water as directed

on package. Cool uncovered for 20


minutes.
2. In large bowl, combine all remaining
salad ingredients. Add cooked
couscous; toss gently to mix
3. In small jar with tight-fitting lid,
combine all dressing ingredients;
shake well. Pour dressing over salad;
toss gently. Cover; refrigerate 1 to 2
hours to blend flavours.
4. Heat oven to 425F. Line shallow
baking pan with foil; spray foil with
nonstick cooking spray. In small bowl,
combine honey, mustard, 1/4 teaspoon
salt and 1/4 teaspoon pepper; blend
well. Reserve half of honey mustard
mixture in a second small bowl. Place
chicken breast halves in sprayed foillined pan. Spread chicken with one
half of honey-mustard mixture.
5. Bake at 425F. for 20 to 25 minutes
or until chicken is fork-tender and
juices run clear.
6. To serve, arrange salad on individual
serving plates. Cut chicken crosswise
into slices; arrange on top of salads.
Drizzle remaining honey-mustard
mixture over chicken.

Garlic Prawns
Ingredients
1/2 cup olive oil
1 tablespoon Dijon mustard
3 cloves garlic, minced
1 lemon, juiced
1 orange, juiced
1 teaspoon dried basil, or to taste
2 tablespoons white wine (optional)
30 tiger prawns, peeled and deveined

Directions
In a glass dish, mix together the olive
oil, mustard, garlic, lemon juice,
orange juice, basil and white wine. Add
the prawns, and stir to coat. Cover, and
let marinate for 1 hour.
Heat an outdoor grill to high heat.
Thread prawns onto skewers. Grill for
3 to 5 minutes, turning once, until pink.

Prosciutto And Fontina-Stuffed


Chicken Breasts

Ingredients
Cooking spray
1 ounce chopped prosciutto
1 1/2 teaspoons minced fresh rosemary
2 garlic cloves, minced
1/4 cup (1 ounce) shredded fontina
cheese
4 (6-ounce) skinless, boneless chicken
breast halves
1/4 teaspoon freshly ground black
pepper
42 saltine crackers (about 1 sleeve)
1/2 cup all-purpose flour
2 large egg whites
1 tablespoon Dijon mustard
2 tablespoons canola oil
Preparation
1. Heat a large nonstick skillet over
medium-high heat. Coat pan with
cooking spray. Add prosciutto to pan;
saut 2 minutes or until browned. Add
rosemary and garlic to pan; saut 1
minute. Spoon prosciutto mixture into
a bowl; cool to room temperature. Stir
in fontina cheese; set aside.
2. Cut a horizontal slit through
thickest portion of each chicken breast
half to form a pocket. Stuff about 2
tablespoons prosciutto mixture into

each pocket; press lightly to flatten.


Sprinkle chicken evenly with pepper.
3. Place crackers in a food processor;
process 2 minutes or until finely
ground. Place cracker crumbs in a
shallow dish. Place flour in another
shallow dish. Combine egg whites
and mustard in another shallow dish,
stirring mixture with a whisk.
4. Working with one chicken breast
half at a time, dredge chicken in flour,
shaking off excess. Dip chicken into
egg white mixture, allowing excess
to drip off. Coat chicken completely
with cracker crumbs. Set aside. Repeat
procedure with remaining chicken,
flour, egg white mixture, and cracker
crumbs.
5. Heat pan over medium-high heat.
Add oil to pan, swirling to coat. Add
chicken to pan; reduce heat to medium,
and cook 10 minutes on each side or
until browned and done.
Note:
Finely ground saltine cracker crumbs
create a golden crust. You can save
the step of making your own crumbs if
your supermarket stocks cracker meal;
if so, start with about 1 1/2 cups.

Canada's New Anti-Spam Law: Can It Really Clean Up Your Inbox?


Legislation is considered tough, but
some observers question how effective
it will be
The recent anticipation around the
arrival of Canada's anti-spam law
July 1st had a rather ironic impact. It
actually increased the amount of email
in your inbox.
As businesses braced for the new
legislation, which has taken on the
acronym CASL, they were firing off a
torrent of email requests asking people
for permission to keep sending emails.
It's all part of ensuring they comply
with a law that carries hefty penalties
up to $1 million for individuals and
$10 million for businesses.
But some observers wonder how
effective it will actually be.
"It's a total waste of money or time. The
only payoff is one [the government]
didn't intend," says David Skillicorn, a
professor in the school of computing at
Queen's University in Kingston, Ont.
That payoff, he says, comes from those
permission requests from legitimate
businesses that have been filling up
inboxes and are giving recipients a
chance to opt out of further electronic
communication if they wish.
Otherwise, Skillicorn says, those
unsolicited and unwelcome emails
that junked up inboxes just aren't the
consumer problem they once were.
"Ten years ago it was, but it's not
any more because if anyone has got a
decent [email program] and is willing
to spend 10 seconds a week saying,
'This is spam, this is spam,' [they]
won't really see very much spam after
the first half an hour."
Others are more optimistic about the
legislation, which will also deal with
threats posed by the installation of
malware on computers or unlawful
collection of email addresses.
'Significant effect'
Peter Murphy, a privacy and technology
lawyer at Gowlings in Toronto, thinks
the legislation can be quite effective.
"Its going to establish some significant
enforcement rights for the CRTC to
help combat spam," he says.
How to stay safe online

post your email address to a website;

dot com.
-Don't reply to a message if it looks
suspicious.
"To the extent this law is targeting major
spammers, it should have a significant
effect at reducing that kind of spam.
Those kind of major spammers will
likely look to other places to carry on
their activities."
That's not to say, however, that the
legislation has been getting a rousing
welcome, particularly from Canadian
businesses trying to figure out how to
comply with the legislation and keep up

the electronic flow of communication


with potential customers or clients.
"There has been criticism of the
legislation from much of the business
community because it is complicated
legislation and it does create a burden
on honest, non-spamming businesses
to comply," says Murphy, who is coleader of his firm's CASL group.
In the lead-up to the new law coming
into effect, he recommended that
businesses consider the types of
commercial emails they send and
whether they had the express consent
of the recipients, or if some implied
consent existed. If not, then they should
send emails to obtain it.
It's also important, he says, for
businesses to offer an "unsubscribe
mechanism" that allows people to opt
out in a simple and easy way if they
wish.
Late to the table
Canada's law, which was passed in
December 2010, comes into effect
years after other countries ranging
from Australia to the United Kingdom
and the United States enacted antispam legislation.
"Canada's rather late to the table and
maybe that's why Canada's enacting
such a strong and in some ways harsh
law," says Murphy.
"But that said, I don't feel that
technology had made this irrelevant in
any way."
While legitimate businesses are
wrestling with how to ensure they
comply with the legislation, those
directly affected by the law are less
likely to be too worried about it.
"The more legitimate the business, the
more likely it is that they are going to
be following the rules, but of course
the people who are not following the
rules already aren't going to follow the
new rules," says Skillicorn.
And there are a lot of those folks out
there in cyberspace, even if email
programs and spam filters have
become more effective at keeping
offers to enlarge body parts or requests
to help a destitute Nigerian prince out
of inboxes.
Gary Davis, the chief consumer
security evangelist at global computer
security giant McAfee in Santa Clara,
Calif., says the amount of spam
circulating worldwide hit a record in
the third quarter of 2013, when there
were almost 8.5 trillion yes, trillion
messages sent.
That number has fallen marginally
to 7.5 trillion in the first quarter of
this year. Legitimate emails, or emails
that aren't spam, were considerably
less: slightly more than two trillion.
Trying new things
Davis says the number of spam
messages does vary a bit from time to
time.
"The people that use these types of
activities are always trying new things,
so if for some reason spam isn't having
the desired effect, they're going to try
other techniques to either scam you or

do something malicious."
According to an annual internet
security threat report released in April
by Symantec, 63 per cent of emails
sent to Canadians last year were spam,
a decrease from 65 per cent in 2012
and down from 80 to 90 per cent in the
early 2000s.
"Globally as well as in Canada, the
rate has been going down the last four
years," says Kevin Haley, director of
Symantec Security Response.
One major incident helped drive
that decline.
"Two of the largest companies involved
in pharmaceutical spam actually got
into a business dispute and instead
of hiring lawyers, they hired hackers
and they hacked each other out of
business," says Haley.
But a lot of other spammers are still out
there, and the international nature of
their activities could make it harder for
any one country to effectively stamp
out spam at home.
"It will definitely help when you
find your own homegrown hackers
and cyberthieves, but you'll have a
challenge when those people are out of
the country," says Haley.
Getting around the rules
Davis says professional spammers
know how to get around legislation.
"They'll create it from a country
outside of Canada, where it's almost
impossible for anybody to litigate
against or adjudicate against."
Spamming activities are also moving

to other platforms such as social


media, although the new legislation is
supposed to address that, too.
Of course, the best defence against
spam would be if those receiving it just
didn't click on it.
But even with widespread awareness
around it, temptation and human
nature, along with more sophisticated
spamming techniques, still seem to
take people in. They click and end up
spending money in many cases they
didn't intend and would be hesitant
to admit they fell prey to.
"These techniques work and obviously
because the barrier to entry is so low,
it really has no distribution cost," says
Davis.
Spammers refine their art and figure out
what can grab somebody's attention.
"A lot of this is that they're getting
better," says Davis.
"It used to be you could tell something
was spam because it had a lot of bad
grammar and just a lot of awkward
URLs.
"But they're getting very good at
making it look like it's actually coming
from a bona fide company."
Davis says there's nothing spammers
won't try.
"What makes them really good at their
art is that they can spin these up and
spin them down so quickly it's almost
impossible to legislate against them or
take an action against them because
they can move around so quickly.
They're very nimble."

Driver Training Students Must


Hold A Valid Licence

This is a reminder that driving schools


and their instructors are required to
check for a valid (i.e., not expired)
driver's licence or learner's licence
before providing driver training to a
student.
If any students present a non-English
out of province licence, a school can
verify its validity if they show either:
-an international driving permit from
their home jurisdiction, or
-an Approved Translator Declaration
for Conduct of a Translation (MV2943)
form completed by an ICBC certified
translator.

If they can't provide this information,


they'll need to get their licence
translated. A list of approved translators
is available on icbc.com.
Why a foreign licence translation is
important
Other than helping driving schools
verify the validity of a driver's licence,
a licence translation is important
because:

Citizenship Amendments Change


What It Takes To Be Canadian
July 1 is supposed to be a day to
celebrate Canadian identity, but recent
amendments to the Citizenship Act
have redefined what it takes to be
legally declared Canadian.
The
Conservative
Government's
Bill C-24 received Royal Assent on
June 19, significantly changing the
requirements to attain (or in some
cases maintain) Canadian citizenship.
The government called it the
"Strengthening Canadian Citizenship
Act." They say the changes clarify and
add value to citizenship, and ensure
that newcomers are more prepared to
join and have a stronger bond with
Canadian society.
But those who opposed the bill said the
changes turn citizenship from a human
right to a privilege that can be arbitrarily
taken away. Critics include Amnesty
International, The Canadian Association
of Refugee Lawyers, and lawyer Rocco
Galati, who has filed a legal challenge
against the amendments.
Changes
to
the
citizenship
application process
-The changes require that permanent
residents be physically present in the
country for longer than before, in order
to gain citizenship. Under the old rules,
permanent residents had to be living
in Canada for three out of four years.
Now, they must be physically present
for at least 183 days during four out of
six years before their application.
-In addition, permanent residents
seeking citizenship must intend to
continue to live in Canada. Or, if
they are living outside of Canada but
working in public service or with the
armed forces, they must intend to keep
working those jobs, or to stay married

and living with a spouse who works


one of those jobs.
-The changes also expand the age
bracket for language and knowledge
tests. Before, those citizenship tests
were required for citizenship-seekers
between the ages of 18 and 54. Now,
those aged 16 to 64 are required to take
the tests.
-The fees for processing citizenship
applications have also gone up from
$100 to $300.
New government powers to revoke
citizenship
Controversially, the changes give
the government powers to revoke the
citizenship of Canadians who have
dual citizenship and are found guilty in
terrorism or treason cases.
This has attracted attention recently,
with the high-profile case of Mohamed
Fahmy. Fahmy is an EgyptianCanadian journalist who was recently
found guilty of terrorism in Egypt. The
prime minister's office said Thursday
that it has no intention of revoking his
citizenship.
The new bill also gives the citizenship
and immigration minister the power to
revoke citizenship for people who have
served in a foreign army or organization
that fought against Canadian forces.
This includes overseas extremist
organizations.
Granting citizenship to "Lost
Canadians"
There is a small population of people
who were born before the first
Citizenship Act in 1947 and who
didn't have citizenship until this point.
The new changes retroactively grant
citizenship to those "lost Canadians"
who fell through legal loopholes

choke collar; and
Dogs cannot spend more than 4 hours
per 24 hour period tethered;
The most recent amendment to this bylaw is expected to be adopted and enacted
at the July 7, 2014 Council Meeting.

Edmonton Judge Fined $1,500


For Drunk Driving

An Edmonton judge admitted Monday

one year after pleading guilty to one
count of driving with a blood-alcohol
level over .08.
Sully was also ordered by Calgary
Provincial Court Judge Paul Mason to
pay a $450 victim fine surcharge.
Crown prosecutor William Burge, who
came from the Saskatchewan Crown
prosecutors office to handle the case,
told court Sully was pulled over at
a Checkstop on Calgary Trail at 54
Avenue just after midnight on June 13.
The accused, as he drove up, did drive
over a traffic cone, said Burge. He
admitted drinking. He was observed to
be slightly unsteady on his feet while
standing and described as steady as he
walked.
Burge said two breathalyzer readings
were taken and Sullys blood-alcohol
level was .20 on both.
The prosecutor noted the minimum

fine on a first offence is $1,000, but


said that due to the high readings
being aggravating, there was a
joint submission between Crown and
defence for an increased fine of $1,500.
Defence lawyer Peter Royal told court
that Sully was fully cooperative
with police at the time and said that he
was later driven home by one of the
officers.
This is a very sad event in his life,
said Royal, adding that Sully was
accompanied in court by his wife.
Royal told the judge that he met Sully
the day after the incident and said he
decided to plead guilty then and he also
resigned as a judge that day as well.
It is a sad end to a very distinguished
career, said Royal.
A second charge of impaired driving
was stayed.
Sully was appointed to the Provincial
Court in 1988. He retired as a full-time
judge in April after having reached the
mandatory age of retirement and was
named as a supernumerary (part-time)
judge who only sits on the bench when
requested to do so.

Unpacking The Motivations For Bullying The Bully In


Bula Bully?

When I first sighted Kathy Markss


weighty article titled Bula bully?
(see Good Weekend Section of the
Sydney Morning Herald, 21 June
2014), I was quite excited. Interspersed
with no less than six large snapshots, at
a cursory glance, it seemed to convey
a balanced view of the events leading
to the elections on 17 September, and
the challenges faced by Fiji as it makes
yet another transition to democratic
governance. For the uninitiated, Kathy
has written some illuminating pieces
on Fiji since 1987. But on closer
examination, this analysis seems
to fall victim to its own hubris and
reinforces the overworked refrain that
foreign commentators, despite their
best intentions, often fail to appreciate
not only the historical context which
sowed the seeds of discord in Fiji,
but, more so, the subtle nuances of a
conflicted, multi-ethnic society. The
readers can make their own minds
about the timing, but the contents leave
much to be desired. There is not a
great deal in the piece that we havent
heard, but her perceptions bring to
mind the all-too-familiar observations
of external observers, seemingly
unable to reconcile with the fact that
there is genuine desire amongst all
Fiji people to find internal solutions to
their complex problems. A necessary
first step is to put an end to a culture
of coups. How many times have they
tasted brief interludes of euphoria, only
to their hopes dashed?
Kathy is an award-winning journalist
with more than a fleeting acquaintance
with the problems faced by many
Pacific island countries. So, what was
the motivation for the hatchet job?
Why the name-calling, hectoring tone
and condescending attitudes towards
the incumbent leadership and their
home-grown solutions (albeit far
from perfect)? Is she disseminating
useful ideas that can help heal the
psychic wounds of the past and
aid in establishing much-needed
rapprochement or is she responding
to the lack of press freedom and
associated outrage for its own sake,
rather than for the sake of seeking
truth? And, how do her observations
assist the people of Fiji in overcoming
the debilitating upheavals they have
hitherto experienced? These questions
arise, not because of some perverse
desire to attack her insights but, rather,
to stress the obvious point that Fiji
finds itself, yet again, at a crossroads
and state and non-state actors including
commentators, overly fixated on press
freedom and human rights, also have
a responsibility to make a positive
contribution to help return the country
to democratic rule, and restore the
kind of normalcy that the civilized
Western world keep telling us it is so

keen to see in Fiji. Criticisms are fine,


but it would be so much better to have
alternative solutions as well. After all,
there was no apparent restriction on her
ability to move freely, talk to anyone
she wished to and report on whatever
she had witnessed.
In using the tropes of her language as in
this superficially enchanting country
which is already an international
pariah, at a crucial time for healing
and constructive engagement, it is
somehow acceptable to refer to the
interim Prime Minister as a military
dictator, the dictator, mercurial
leader and an affable showman;
an easy target heading a regime
accused of trampling human rights
and brutalising its citizens. It is also
unfortunate that one finds a degree
of mockery in her observations on
some aspects of iTaukei customs, but
by producing compelling evidence in
relation to six cases of abuse of power
she redeems herself. They highlight
aspects of the regimes underbelly that
it may not want us to fully scrutinize.
Despite that, by speculating on
rumours, likely corrupt practices and
cronyism she opens a can of worms,
especially when there is insufficient
compelling evidence to back such
claims. Also, one has to wonder, if
any foreign journalist would ask ever
Australian or NZ Prime Ministers
to reveal their salaries. Sure, it is
spurious to suggest other coup leaders
were equally repressive and trampled
on human rights, and the Attorney
Generals tu quoque argument (you do
it too) of what happens in Australia or
elsewhere is, at best, a farcical defense
of the indefensible. But all coups are
equally bad, and once you accept any
dictatorship (China, Thailand, Cuba,
Myanmar, and North Korea, to name a
few) you lose moral
high ground if you apply differing
standards of acceptable conduct,
bearing in mind that western economic
priorities mostly determine the
complexion of inter-state relations.
To state the obvious, it is easier to
bully smaller nations into submission;
powerful nations have far more leverage
to thumb their noses. The gentle
treatment of the charismatic colonel
who destroyed Fijis future, a genuine
fox who still claims to be guarding the
henhouse, is also perplexing but not
entirely surprising - given the way he
was feted after the first two coups. He
has already predicted a 50:50 chance of
another coup and wants to contest the
election to correct the coup culture.
He has a penchant for knowing when
coups happen and seems to be always
in the thick of things. We could have
also done without the sage advice from
two past, failed and equally tainted
leaders, still at each others throat, and

The Day I Left My Son In The


Car

I made a split-second decision to run into the store. I had no idea it would
consume the next years of my life

The day it happened was no different


from most; I was worried, and I was
running late. I was worried because
in a few hours time I was going to be
enduring a two-and-a-half hour flight
with my kids, ages 1 and 4. I was
running late because, like many parents
of small children, I often find there just
arent enough hours in the day.
We were visiting my family and I was
eager to get home to my husband.
My 1-year-old daughter had just gone
down for a nap when, in the process
of packing, I realized that my sons
headphones, the ones he used to watch
a movie on the plane, had broken. I
called across the house to my mother
that I was going to run to the store to
replace them.
Me too, my son said.
I asked him if he was sure he didnt
want to stay home with Grandma. You
hate going to the store, I reminded
him.
No I dont! he said. I should have
seen what was going on my parents
had been letting him play with the iPad
in the car and he was trying to score
the extra screen time. We got in my
mothers minivan and drove a mile up
the road, through the sleepy subdivision
where Id grown up, the sort of
subdivision where kids ride bikes in
cul-de-sacs and plenty of people dont
bother to lock their doors, and then we
parked in the recently erected, nearly
empty strip mall. I had two hours to
get the headphones, get home, get my
1-year-old daughter up from her nap
and fed and changed, get everyone to
the airport, through security, and onto
a plane.
I dont want to go in, my son said as
I opened the door.

What do you mean you dont want to


go in? You wanted to come.
He was tapping animated animals on
a screen, dragging them from one side
to the other. I dont want to go in. I
changed my mind.
I tried to make my voice both calm and
firm. Simon, I said (not his real name
but the name Ill use here). If we
dont get your headphones, you wont
be able to watch a movie on the flight.
Its a long flight. If you cant watch
a movie on the flight youre going to
be a very, very, very unhappy boy. It
will just take a minute. Now come on.
Were running late.
He glanced up at me, his eyes alight
with what Id come to recognize as a
sort of pre-tantrum agitation. No, no,
no, no, no! I dont want to go in, he
repeated, and turned back to his game.
I took a deep breath. I looked at the
clock. For the next four or five seconds,
I did what it sometimes seems Ive been
doing every minute of every day since
having children, a constant, neverending risk-benefit analysis. I noted
that it was a mild, overcast, 50-degree
day. I noted how close the parking
spot was to the front door, and that
there were a few other cars nearby. I
visualized how quickly, unencumbered
by a tantrumming 4-year-old, I would
be, running into the store, grabbing a
pair of child headphones. And then I
did something Id never done before. I
left him. I told him Id be right back. I
cracked the windows and child-locked
the doors and double-clicked my keys
so that the car alarm was set. And
then I left him in the car for about five
minutes.

Advanced Ct Scanners To Reduce


Radiation Exposure

The growing use of CT scans could


be placing patients at a higher lifetime
risk of cancer from radiation exposure,
but advanced CT scanning equipment
has reduced the danger significantly,
says a new study.
Computed tomography (CT) scans
are an accepted standard of care for
diagnosing heart and lung conditions.
The new study by Beaumont Health
System, of 2,085 patients at nine
centers in the US and Middle East,
found that using newer generation,
dual-source CT scanners significantly
reduced radiation exposure for patients
when compared with first generation,
64-slice, single-source scanners or first
generation, dual-source CT scanners.
Patient radiation exposure was reduced
by 61 percent with the newer scanners,
with no significant difference in image
quality for patients having CT scans
for coronary artery disease, pulmonary
embolism or aortic disease.
"Newer technology makes a difference
in terms of radiation exposure and the
difference is quite large," said study
author Kavitha Chinnaiyan, director of

Advanced Cardiac Imaging Research


at Beaumont Hospital, Royal Oak.
"It is important for patients to ask
questions when referred for a radiationbased test to understand what the
procedure involves and what the risks are
of the particular technique and if there are
alternative imaging choices," she said.
The study findings also have important
implications for referring physicians,
she said.
"Clinicians must understand that
imaging studies not only have a major
impact on the care of an individual
patient, but also on trends in radiation
exposure, as well as overall health care
costs," Chinnaiyan added.
"Incidental findings may require
further imaging studies with other
radiation-based tests. It is important to
discuss the risks and benefits of testing
with patients, and to refer them to
centers that offer newer technologies,"
she said.
The study results provide information
that will help in setting standards for
radiation safety quality control in
cardiovascular imaging.

Vidya Balan found it exciting to return
to her roots the small screen, to
promote her forthcoming entertainer
Bobby Jasoos.
She made an appearance on BIG
MAGICs comedy show Ajab Gajab
Ghar Jamai to spread buzz about her
movie, in which she plays a detective.
For Vidya, who started her career by
playing a part in TV show Hum Paanch,
shooting a cameo for Ajab Gajab turned
out to be a fun experience.
It was exciting to act on the small
screen once again after a very long
time. It brought back many memories
for me and now has made this show
special. It was like coming back home
since this is where I started my acting
career, Vidya said in a statement.
Ever since the National Award winning
actor made it big on the silver screen,
she has made various appearances on

Veteran actor Anupam Kher, whose media. She has to go on the field and
wife Kirron Kher won the Chandigarh
Lok Sabha seat on a BJP ticket this

joined the Bharatiya Janata Party

2014 Has Some Star-Studded Bollywood Releases Ahead


Unlike the first half of 2014, the next six months promise movie fare led by bigger and more bankable names

Half of 2014 is already over and we already have a few entrants in the Rs 100 crore club, including the likes of Jai Ho, 2 States and Holiday: A Soldier is Never
Off Duty. Of course, apart from the moneyspinners, this year has also seen many commercial flops. There's hardly been a Friday without a film release. But
what's really interesting is that the first few six months were marked by the absence of some of the biggest Bollywood stars.
But worry not, for all that is set to change in the second half. If the list of films slated to release in the second half of this year is anything to go by, B-town's
biggest stars are going to more than make up for their absence so far. hitlist tells you about the big stars' eagerly awaited cinematic outings.
'Kick'
Director: Sajid Nadiadwala
Release Date: July 25
Lowdown: His Jai Ho has already
collected Rs 100 crore but this
upcoming film looks more promising
as it also stars names like Nawazuddin
Siddiqui and Randeep Hooda. The
official remake of a Telugu film by the
same name, Kick also marks producer
Nadiadwala's directorial debut.

'Bang Bang'
Director: Siddharth Anand
Release Date: October 2
Lowdown: An out-and-out thriller,
Bang Bang is said to feature one of the
finest action sequences in Bollywood
so far. Starring Hrithik Roshan and
Katrina Kaif in lead roles, the highoctane film is an official remake of the
Tom Cruise and Cameron Diaz-starrer,
Knight and Day (2010).

'Bobby Jasoos'
Director: Samar Shaikh
Release Date: July 4
Lowdown: Her recent ventures
opposite leading actors may have not
really worked, but this time around,
Vidya Balan is back in a film centred
around her character. The National
Award-winner plays a detective in
this film and it looks like she will get
a chance to exploit her potential to the
fullest in this sleuth project.

'Haider'
Director: Vishal Bhardwaj
Release Date: October 2
Lowdown: Shakespeare is back! An
adaptation of Hamlet, Haider completes
Bhardwaj's Shakespeare trilogy after
Maqbool (2003) and Omkara (2006).
With the cast boasting of names such
as Shahid Kapoor, Tabu, Shraddha
Kapoor and Irrfan Khan, one will have
to wait to see how this film shapes up.
'Finding Fanny'
Director: Homi Adajania
Release Date: September 12
Lowdown: Deepika Padukone had
four releases last year and all of them
crossed the R100 crore mark at the
box office. Finding Fanny marks
her first Hindi release this year. She
stars opposite Arjun Kapoor and
the cast also includes veterans like
Naseeruddin Shah, Pankaj Kapur and
Dimple Kapadia.

'Mardaani'
Director: Pradeep Sarkar
Release Date: August 22
Lowdown: With Gulaab Gang and
Revolver Rani showcasing a violent
side to female protagonists' - played
by Madhuri Dixit and Kangna Ranaut
respectively - Rani Mukerji's Mardaani
is now being looked forward to.
Besides, it's the actress' first film release
in about 21 months, not to mention that
is being produced by hubby Aditya
Chopra's Yashraj Films.

'Happy New Year'


Director: Farah Khan
Release Date: October 23
Lowdown: Marking King Khan's first
release of the year, the action comedy
will have no biggie to compete against
this Diwali. The film is said to feature
the costliest song made in Bollywood
so far. Along with SRK, it stars Deepika
Padukone, Abhishek Bachchan, Boman
Irani and Sonu Sood.

'P.K.'
Director: Rajkumar Hirani
Release Date: December 19
Lowdown: Aamir Khan's film is said
to be a satire on religious dogmas,
though not much about the plot has
been revealed as yet. What's known
though is that the film features other
stars like Anushka Sharma, Sushant
Singh Rajput and Sanjay Dutt.

Double dose
Last year, Emraan Hashmi had
two releases: 'Ek Thi Daayan' and
'Ghanchakkar'. This year too, he has
two films slated to hit the marquee in
the later half of the year. The first is a
thriller called 'Raja Natwarlal' and the
second is a comedy titled 'Ungli'.

'Bombay Velvet'
Director: Anurag Kashyap
Release Date: November 28
Lowdown: After the debacle called
Besharam, Ranbir Kapoor's upcoming
film is a period drama. Set in 1960s
Bombay and shot largely in Sri Lanka,
the film sees him as a street fighter,
opposite Anuska Sharma. The film also
marks filmmaker Karan Johar's acting
debut.

that the person whom she called 'father'
is not her father, but her step-father.
That's when her life gets complicated,"

Oscar Winner's Heirs Sued By


Academy For Auctioning Oscar

The Academy of Motion Picture
Arts and Sciences has filed a lawsuit
against late Oscar-winner Joseph
Wright's successors and Briarbrook
Auctions for reportedly selling his
Oscar statuette.
According to the Hollywood Reporter,
the Academy asserted in their lawsuit
filed in Los Angeles Superior Court the
trophy, which was awarded to Wright
in 1942 for color and art direction on
'My Gal Sal', was auctioned for 79,200

dollars in June 2014.


As per Academy's rules put after
1951, award winners or their heirs are
prohibited to sell their Oscars without
offering the Academy the first right to
acquire them for 10 dollars, which was
later lowered to 1 dollar.
The Academy is now demanding the
right to buy the Oscar for 10 dollars
along with compensatory damages, the
auctioned price of the statuette, as well
as punitive damages.

new TV show "Extant" because the
script was much better than the movies
she was being offered.
The 47-year-old, who has children

How To Remove An Ingrown Hair


An ingrown hair is actually a hair that
curls back on itself and starts growing
back into the follicle, or a hair that
fails to grow out of the follicle and
stays embedded in the skin. Ingrown
hairs can affect the face, neck, legs,
or any part of the body. They are
usually just minor irritations, but can
be painful or unsightly. Moreover, if
they are left untreated, ingrown hairs
can become infected. Unfortunately,
while ingrown hair is more common
with people having curly hair, almost
everybody will get one at some time,
and if you shave regularly, you may
have to deal with ingrown hairs quite
frequently. Got one now? Follow these
instructions to get rid of it, and keep it
from coming back.
Exfoliating method
1. Exfoliate the area. Twice a day, scrub
the ingrown hair gently. This will help
to remove any dead skin cells, dirt, and
oils that might be trapping the ingrown
hair. It may also physically nudge the
tip of the hair out of your skin. Try to
hit the ingrown hair from a variety of
directions. Use an exfoliating glove,
or try one of the following exfoliating
techniques:
2. Be gentle. You'll need to exfoliate
enough to achieve this effect, but not
so much that the ingrown hair starts to
bleed.
When in doubt, exfoliate more
gently but for a longer period of
time.
Note! It's very difficult to remove
an ingrown hair from under a scab.
In this case, it might be best to use
a different method.
Acne medication method
Apply a dab of acne medication.
Ingrown hairs are pretty similar to
pimples, especially when the ingrown
hair is accompanied by pus. Apply
benzoyl peroxide or salicylic acid
several times a day for a few days.
This, combined with daily exfoliation,
is often enough to remove the ingrown
hair, since swelling will be reduced,
giving the hair more room to grow out
(rather than in). If you don't have acne
medication on hand, you can try using
the aspirin method or adding a dab of
toothpaste.
Compress method
Apply a warm, moist compress to the
area for a few minutes. This will soften
the skin
Just wet a washcloth with hot water,
wring it out, and press it against the
ingrown hair. When the washcloth

cools down, run it under hot water


again.
If you can see the ingrown hair
embedded in the skin, this treatment
will soften the hair and bring it closer
to the surface. If you can't initially see
the hair, leave the warm compress on
until it rises to the skin's surface.
If you apply the compress for ten
minutes and you still can't see any sign
of hair, you're not going to be able
to remove it yourself, or it might be
something else altogether. And while
you're fretting over your skin, this
might be a good time to Check for Skin
Cancer.
Sharp device method
Use a sterile needle, tweezers or a
rotable medical device for ingrown
hairs to gently tease the hair out of
the skin. Use the warm compress
firstthis should bring the hair to the
surfacedon't dig for the hair if you
can't easily get at it. Don't pluck the hair
out completely if you can avoid doing
so; just make sure that the ingrown end
is out of the skin. It may take a little
time to coax the hair out, so persevere
and do not cut the skin.
Sometimes you'll see a loop of the hair
close to the surface of the skin. This
means that the tip of the hair has begun
growing down into the skin. If you get
a needle in the loop and tug lightly, the
end will often come loose.
If you choose to use tweezers,
remember that tweezers can be
bought either pointy or flat-tipped.
A pointy-tipped pair may cause less
damage to the skin around the hair
if used carefully. Another choice
might be to use a rotable medical
device for ingrown hairs which
does not damage the follicle or the
surrounding skin.
Keeping the skin clear of ingrown
hairs
Wash the area around the (formerly)
ingrown hair with warm water and a
moisturizing soap. Apply an antiseptic
to provide extra protection against
infection. Avoid wearing tight clothing
on that area, and exfoliate regularly to
prevent new ingrown hairs. You may
wish to apply a daily topical solution to
prevent any further ingrown hairs from
developing.
Sometimes, the ingrown hairs may
not budge at all due to the fact that
they may be placed in very deep. If
these methods do not work, talk to
your doctor or dermatologist to get a
prescription medication.

suddenly may not be rehired.
Employees who quit their jobs run
the risk of severing ties and burning
bridges that they may never get to cross
again. The question of whether or not a
company can rehire an employee who
has quit his job is not so much a legal
question as it is a pragmatic question.
Determining whether an employer can
rehire someone who quits depends
upon various factors, such as company
policy and the circumstances under

which the resignation occurred.

Application

An ex-employee can reapply
for a position, regardless of the
reason he quit. It's a good idea to keep
applications for non-hires on file for
one to two years, but there are no hard
and fast rules for this. Keeping them
on file does not mean that the employer
necessarily needs to give equal weight
to applications from former employees.

smarts are what turn desire into results
more than any other factor.
What does it mean to be "street smart"?
It means you follow your instincts,
you listen to your gut, you don't overthink things, you pay attention to the
details that tell you what's really going
on, you learn the rules and how to use
them, you know when to speak up and
when to shut up and you know enough
to know what you don't know and
what you must know. You use your
curiosity, ingenuity, industriousness
and initiative to advance you towards
your goals. You don't wait for other
people to do it for you. You control
and leverage your attitude to position
yourself for success.
To be street smart you've got to be both
optimistic and realistic
Nay-sayers don't get nearly as far as
people who believe in the possibilities.
But just seeing what's possible
without applying a healthy dose of
practical strategy isn't going to get you
anywhere. It's not magic, after all.
Instinct vs. Intuition
There's an element of both instinct
and intuition in the formula for street
smarts. Instinct is a natural aptitude
or gift for something while intuition
is pure, untaught, non-inferential
knowledge, you just "know". You can
have an instinct for art or science or
mathematics or law or anything, really.
And, you can have "a feeling" or "just
know" but still not be street smart.
If street smarts are, in fact, learned, you
can learn them. Or I should say, you
can learn how to tap into them. (You
already have some measure of street
smarts already. We all do.) Here's how
to raise your street I.Q.

Follow your instincts. If
you're in the habit of talking yourself
out of what they are telling you, stop
it. Instincts are something that get

stronger with use.



Don't over-think things. Resist
overriding your instincts (and intuition)
by thinking too much. Go with your
gut.

Pay attention to the details.
Details are often what your instincts,
intuition and gut are reacting to. What's
off? What's missing?

Learn the rules. Every
organization you work for or with has
its own set of rules. Learn them!

Speak up and shut up. It's as
important to stop talking as it is to start.
Make your point or state your request
and then stop.

Know what you don't know
and what you must know. Be honest
with yourself about what you don't
know and make a plan to learn (or hire)
what you need.

Control and leverage your
attitude. A good attitude will take you
alot farther than a poor one. Use it. It's
one of your most effective tools.

Unleash
your
curiosity,
ingenuity,
industriousness
and
initiative. Don't wait to be plucked
from obscurity!
Knowledge is power! Learning can
raise your street I.Q.

before resigning, whether that included
giving proper notice or going through
a formal exit interview process.
If the employee consistently met
expectations in his first go-round with
the company, that too can be reason
to rehire. Instances of misconduct or
deliberate rule-breaking are, of course,
valid reasons not to rehire, but an
ex-employee who can reasonably be
expected to do the job and do it well
should be considered a viable candidate
for open positions.

A soccer referee who was punched in


the head by a player during a weekend
game in a Detroit suburb has died,
police said on Tuesday.
John Bieniewicz, 44, was about to eject
a player from a recreational game at a
park in Livonia, Michigan, on Sunday
when he was hit and critically injured,
police said.
Bieniewicz, who was a resident of
Westland, a suburb next to Livonia,
died Tuesday morning at Detroit
Medical Center, Livonia police said.
They released no other details.
Bassel Abdul-Amir Saad, 36, was
charged on Monday with assault with
intent to do great bodily harm by Wayne
County prosecutors. His bond was set
at $500,000 in a court appearance on
Monday. A preliminary examination
was set for July 10.
Police said several people saw the
player throw the punch during the
game.

Suva Skipper Relishes First


Award

After making a big splash on Day 1 of


free agency by signing Ryan Miller, the
Vancouver Canucks took some time to
gain some organizational depth with
three smaller deals.
The Canucks signed centres Dustin
Jeffrey and Cal O'Reilly and
defenceman Bobby Sanguinetti but did
not announce the term of any of those
contracts.
Jeffrey most recently played 24 games
with the Dallas Stars after 100 with the

After Unbeaten Streak Grinds To Halt

The suddenly-slumping Vancouver


Whitecaps are taking stock after their
eight-match unbeaten league run came
to an end in Colorado on Saturday
evening with a 2-0 defeat to the Rapids.
Colorado is rarely an easy place to
go and get points, but the nature of
Vancouvers performance is causing
some questions to be asked, coming
as it did on the back of a disappointing
showing in the 0-0 draw with Montreal
on June 25.
The performance was slightly
below the levels that we've probably
performed in the first 12, 13-odd
games, coach Carl Robinson admitted
to reporters at training on Wednesday.

"I said at the start of the season, I won't
get too carried away when we win and
I won't get too beat up when we lose.
We were playing some very attractive
stuff, scoring a lot of goals, but not
keeping as many clean sheets as I
would like. I put a big focus and onus
on defending, and then we go and don't
score a goal in two games."
Though its easy to point to rustiness
from their World Cup break, the
Whitecaps do not seem like a team
fully clicking upon their return,
managing only one shot on target
against Colorado on Saturday while

Canucks Sign Radim Vrbata To


Two-Year Contract
Free-agent forward Radim Vrbata on
Thursday signed a two-year contract
with the Vancouver Canucks.
TSN's Darren Dreger reports the
contract will be worth $10 million, for
an annual NHL salary-cap charge of $5
million.
Vrbata, a 33-year-old native of the
Czech Republic, had 20 goals and 51
points for the Phoenix Coyotes in 201314. He has spent the past five seasons
with the Coyotes and had career-highs
of 35 goals and 62 points in 2011-12.
Vrbata has played for the Colorado
Avalanche,
Carolina
Hurricanes,
Chicago Blackhawks and Tampa Bay
Lightning, and has scored at least 20
goals five times.
He has 215 goals and 464 points in

792 regular-season games, and six


goals and 14 points in 36 Stanley Cup
Playoff games. He is tied for fourth on
the all-time list with 35 shootout goals.
The Coyotes, for whom Vrbata has
scored 137 of his goals, were interested
in bringing him back.
"I had several communications with
Radim directly," general manager
Don Maloney told azcentral.com. "He
wanted to stay, was very, very flexible
in what we were talking about. So the
answer is yes, I thought there was a
very good chance under those terms
that we would be able to keep him.
"He's been a good soldier for us. I have
no hard feelings. He got himself what
I think is a very good deal, and that's
good for him and his family."

Whitecaps goalkeeper David Ousted
and striker Erik Hurtado may get
views of the game from different ends
of the pitch, but they both see the
same issue.
"The intensity, especially in our press,
has gone a little bit out of our game,"
Ousted told MLSsoccer.com. "[This
season] we've been tremendous at
putting the other teams under pressure
and getting after the ball when we lose
it. You always lose the ball and you
always make mistakes, that's part of
the game, but the way we've reacted,
that's been a big part of our game, and
I think we lost that the last two games.
So we need to get back to that."

That feeling was echoed by Hurtado,


who has failed to register even a
shot on target in the last two games
after scoring in his previous five. The
intensity, pressure and tempo need to
be raised.
We just haven't created as many
chances as we did at the beginning of
the season, but I think that comes down
to getting the ball back as soon as we
lose it, Hurtado told MLSsoccer.com.
We can't put our heads down and feel
sorry for ourselves. We've got to work
and get the ball back. If we press and
work 100 percent to get the ball back,
that creates more chances for us. We've
just got to get that offensive mind back
in."

Whites Remain Upbeat Despite

The Suva football team has graciously
accepted defeat in the Vodafone Fiji
FACT and is looking forward to its
future games with optimism and
positivity. Coach Gurjit Singh said
one loss in 11 matches does not really
affect their chances as they are focused
on doing better this season.
"We had a very good tournament.
We won all our pool matches and the
semifinal. The final was very closely
contested and just one mistake in
defence allowed the opponents to
score and win. Both Suva and Nadi
had their fair share of chances and
they were lucky to score and defend
their title."
"I am very proud of my players. They
worked hard in training and played
to the best of their abilities. I have a

wonderful set of players this season


and we should bounce back to winning
ways soon."
"We will take a little break and then start
with our National League preparations.
At the moment we are leading the
competition and need to maintain our
consistency."
"I just want to thank all the players,
their families, supporters, officials and
sponsors for having faith in me and the
team. We will surely be out to do better
in our upcoming matches," he added.
South Seas Logistics Suva went down
1-0 to Nadi in extra time of the grand
final.
The Whites defeated Lautoka 3-0,
Navua 4-1 and Nadi 1-0 in pool play
before beating Labasa 2-1 in the
semifinal and reaching the final.
