Fundo Monetrio Internacional (FMI).
s expectativas e necessidades do continente africano - inteno
tia de um fnanciamento adequado ao desenvolvimento de frica;
humanos, so outras medidas previstas na declarao.
mundial.

Educao s populaes e reduzir a pobreza. Ser vital construir

35 Multinationals may

Small and Medium Scale Enterprises
(PMES) face serious difficulties before
commercial banks, whenever seeking
loans to finance themselves. In that
sense, the national economy faces the
challenge of creating alternatives for
financing this segment of enterprises
which in fact, employ 67% of the labor
force. One of the alternatives may
entail that multinationals finance the
PMEs through the stock market.

aputo hosted a high level international conference
which was consecrated to gather a massive
representation of African government ofcials and the
International Monetary Fund (IMF).
Overall, all agreed to reinforce the partnership among
themselves as well as working towards responding the
expectations and needs of the African continent where this inten-
tion was well engraved in the on the Maputo Declaration.
The topic of the event indicated the position of those who gath-
ered to discuss future policies for the continent which promises to
soon be dealing the cards in terms of economic growth: Ascending
Africa.
In general, the Maputo Declaration, which was forged in the
conference, aims at the protection of the macroeconomic stabil-
ity through the defnition of poliktical actions which promote the
structural transformation and sustain a strong and inclusive growth.
Simultaneously, overcoming the situations of fragility; the guaran-
tee of adequate funding for Africa development and the efort from
the institutional capacities, including human resources, are among
other measures agreed on the declaration.
It is noticeable that with this move, Mozambique intends to rein-
force its ties with the IMF. In fact, the Minister of Finance, Manuel
Chang afrmed that it was a good opportunity to ensure the coun-
try keeps abreast the world fnancial sector.
In turn, Christine Lagarde, the IMF General Director articulated large
eulogizes to the sub-Saharan countries for their resilient capacity
before the global fnancial crisis and for the fact that the continent
is clearly on an ascending phase.
Nonetheless, she also makes it a point to alert the panel for the fact
that there is need to ensure that the economic growth is increas-
ingly sustainable and inclusive.
The continent owns 30% of the worlds mineral resources and
Africa thus have an enormous potential for growth where there is
also need to secure that the benefts do not only fall on the hands
of a minority.
The IMF made a heads up call for the demographic challenges
ahead as well as the need to provide education to populations
and also reducing poverty. It will be vital that infrastructures, in-
stitutions and people are in fact built up. The IMF is available to
continue providing the necessary fnancial support to facilitate the
capacity building.
The path is set. The challenges were identifed, as well as the ob-
jectives. There is support from the IMF! Now it is only missing the
part when rock upon a new day is built in Africa.

TANDARA HYDROELECTRIC WORKS PARALYZED
The construction works for the hydroelectric
micro-dam of Tandara, in the Manica district
of Sussundenga, continue on hold. It is per-
ceived that the funding of 2.23 million euros
there injected, have vanished and therefore
precluding the pursuance of the project. The
responsible authorities exchange accusations
as the Provincial Directorate of Mineral Re-
sources and Energy accuses the National
Fund for Energy (FUNAE) for the situation. The
construction works for the new hydroelectric
dam, known as mini-hydric, commenced in
August 2010, funded from the State Budget,
through FUNAE.
PEPSI MANAGERS ACCUSED
OF MISMANAGEMENT
The workers
from the Pepsi factory in Mozambique, which
is located in Matola municipality, recently
revealed gross irregularities. It is about issues
that range from unjustifed dismissals, lack of
labor contracts to precarious working condi-
tions.
MOCUBA DECLARED SPECIAL ECONOMIC ZONE
The Mozambican Government has just
declared the district of Mocuba as in
Special Economic Zone, as means of at-
tracting investment and contribute for a
faster development of this area in the
Centre of the country. Gathered in the
Cabinet Council, the executive decided to
transform the 19 acre plot from the Mocu-
ba Textile Company into an Industrial Free
Zone. In both situations, investors benefit
from incentives for the materialization of
their investments.
A SECOND BRIDGE OVER THE ROVUMA RIVER IS
BEING PROJECTED
The Governments of Mozambique and Tanzania
are projecting the construction of a second
bridge over the Rovuma River towards the
facilitation of circulation of people and goods
through both countries. Should it come to be,
the infrastructure may be implanted in the
district of Palma, more exactly in Namoto. At the
moment, the crossing of the Rovuma River at
the Namoto border is secured through a ferry-
-boat. The two governments believe that the
implantation of a bridge will boost commercial
relations which are currently impaired due to
lack of access routes.
LESSONS FROM COUNTRIES THAT APPRIZE THEMSELVES A
country that apprizes itself is not built with immediacies,
improvisations or unsustainable and demagogic projects. A country
that apprizes itself is not built with politicians that look at our
wonderful people as mere statistics. A country that apprizes itself is
built with a long term vision with politicians that live and identify
themselves with its cause.

ABOUT THE IMAGE OF PARLIAMENTARIANS It is not a good
image that they show to the people because everyone will realize
that members of parliament (from the Assembly of the Republic)
are only concerned about themselves. In fact, one has to only see
that with regards to the privileges of former Heads of State, the
Renamo parliamentary bench voted against it, and now that it is
about privileges for parliamentarians, they voted in favor.

no Reino Unido, o primeiro celular Braille do mundo.
dades pessoais.
Em 2012, a OwnPhone havia lanado o primeiro telefone
parcialmente feito com a ajuda de impressoras 3D. No ano
seguinte, desenvolveu uma edio voltada para crianas,
chamada 1
st
pr-determinados.
O Braille-fone baseado nesses aparelhos prvios, man-
tendo seu tamanho pequeno e seu design colorido. Apesar
das inovaes, a ideia no completamente original. A start-

Behold the first braille mobile
phone in the world
G
ood news for the visual impaired. The United Kingdom
staged the launch of the frst Braille mobile phone in
the world. It is basically a device entirely manufactured
with 3D printing technology, as advised by its inventor,
Tom Sunderland.
During an interview with the British BBC channel, Tom
Sunderland said that the technology was ideal to create
the Braille keypads personalized keypads in a fast and cost-
efective manner. In turn, the design of the gadget is round-
shaped and has been made available in diferent colors.
The handset may be personalized with two or four preset
keys in order to call friends or emergency services. It is the
frst phone with keypads printed in 3D, and for those who are
not conversant with braille, we may print the texture and the
text in raised signage tells the inventor of the device.
Whoever is interested in purchasing a handset, will have
to log into the website of the manufacturer and create a
design in conformity with the personal needs. In 2012,
the OwnPhone had launched the frst handset partially
manufactured with the aid of 3D printers. In the following
year, it developed a version oriented to children which was
called 1stFone being a device of the size of a credit card
with programmed buttons to call pre-determined numbers.
The Braille-fone is based in these previous devices
and keeping its small size as well as its colorful design.
Nevertheless the innovations, the idea is not completely
original. The Indian Start-up Kriyate built in 2013 a prototype
of a smartphone equipped with Braille language and which
uses commands based on the devices vibration in order to
assist the visually impaired user.
Some of these advantages may be substituted by
applications such as VoiceOver from Apple, which has screen
reader and therefore enabling the user to surf through by
hearing what is on the screen.

Google car with no steering wheel,
accelerator, and no breaks.
A
prototype has been built and tested. With a futurist
design and extra small size, the car from Google which
has no driver may reach maximum speed of 40Km/h
yet it has no steering wheel, accelerator or breaks,
which then dismisses any human intervention. The
automobiles are very basic and the North American
frm which launched the project four years back guarantees a
safe drive with no luxuries.
Towards the end of April, Google announced one more step
in its no driver car project. With the upgrade of the software
used in normal vehicles it became possible to simultaneously
detect hundreds of distinct pedestrian-objects, buses,
stop signs used by the trafc police, or a cyclist indicating
a possible turn. To showcase the driving capacity with no
driver and no incidents, Google placed one of its test cars to
venture itself into the transit of the Mountain View road, the
city where the company is based in California.
The prototype, fully autonomous, needing no driver, operates
on the basis of a software and sensors.
In the interior, no luxuries. Two seats with belts, some
room for little luggage, push buttons to start and interrupt
a journey, a screen where passengers may follow trip.

European bankers
believe in Europe
A NUMBER
of economists from
some of the main banks in Europe
agreed in conference held in New
York that Europe is handling the
crisis well but it still has a long way
to go.
Europe has not yet recovered, but
its good we think that way, said
Mark Clife from the Dutch Bank
ING during the discussion panel
themed Has Europe Recovered?.
Clife added that progress is being
made, reforms underway and the ECB
[European Central Bank] has been
doing well in the past two years,
taking for instance the Banking Union
agreement established this year.
The conference unfolds from the
orchestrations towards the Pan
European Days and also counted
with the participation of the chief-
economists Michala Marcussen,
from the Socit Gnrale in France,
Siegfried Top from KBC in Belgium
and the Portuguese Jos Brando
Brito, from the Millenium BCP. With
the support from other participants,
Michala Marcussen sustained
that relying on BCE actions may
jeopardize the long term results.
We are relying too much on the BCE.
The more we bank on it, the less we
may expect on actions and political
will to implement reforms, the
economist enunciated while also
adding that the necessary reforms
may enhance the European Unions
Gross Domestic Product by 20%
through a decade ahead.
Mark Clife underscored the
importance of these reforms and
indorsed that these are particularly
necessary among some of the largest
European countries. Much attention
has been given to countries such
as Portugal and Ireland. However,
regardless of how important they may
be, they are still not as important as
other larger countries such as France
and Italy, where we still havent
seen enough reforms, uttered the
Hollander.
Siegfried Top argued that Europe is
continuously walking, but with small
strides and only gives large ones when
confronted with a crisis, as seen in the
recent years.

USA have soared at the highest rate
in seven years.
A recently published report revealed
that the S&P/Case-Shiller Index,
which is an indicator investors
always keep a close eye on,
appreciated 10,9% in homologous
terms, during the 12 months ended
in March, right after an increase of
9,3% in February.
The reading exceeded the average
guesstimate by economists probed
by the Bloomberg agency, which
pointed to a 10,2% progression and
thus refecting the greatest recovery
on the North American real estate
since April 2006.
As it was at the source of the
subprime fnancial crisis, the
North American real estate market

USA holds the first
position in the
ompetitiveness ranking
ACCORDING
to the report from the
Center for Global Competitiveness,
the USA leads the chart for the most
competitive countries in the world,
due to its resilient economy,
employment recovery and its
dominant position in the feld of
technology and infrastructure.
Some of the countries mostly
afected by the sovereign debt and
eventually by the economic crisis e
subsequent job losses, have soared
in the ranking as it is the case of
Portugal which moved from the 46th
position to 43rd, the Ireland which
moved up two positions and settling
at 15
th
place, and Spain moved from
the 45
th
to 39

The second position of the
competitiveness
global ranking
is occupied by
Switzerland
followed by
Singapore and
Hong Kong,
which are three
economies
which owe their
prosperity to
exportations,
the efciency
of its frms and
innovation.
Sweeden, Germany, Canada, United
Arab Emirates, Denmark and
Norway are the remaining countries
belonging to the top ten group.
Europe has bettered its position
when compared to the previous
year, however, among the other
regions in the world, Asia was
the one that stood out. Note that
the best experience in terms of
competitiveness is that of countries
oriented to exportation, small in size
and backed by the efciency of their
governments, while also securing a
regulatory environment conducive
for businesses.

frica encontra-se, em mui-
tos aspectos, numa encruzi-
lhada. Actualmente, embora
rena em diversas reas as
condies necessrias para
uma verdadeira decolagem
econmica, os desafos continuam
a ser numerosos para o continente
africano: presso demogrfca com
um acrscimo de um bilio de habi-
tantes nos prximos 40 anos; presso
urbana; presso meio-ambiental;
presso migratria. De um modo
geral, o desafo para a frica consiste
em transformar esta grande decola-
gem econmica em desenvolvimento
sustentvel.
Apesar destes desafos, constata-se
que existe uma frica que conheceu,
nesta ltima dcada, uma taxa de
crescimento mdio anual de mais de
5%, o que suscita alis o interesse
dos pases emergentes. A proporo
do comrcio da frica com os pases
emergentes praticamente duplicou

em dez anos. Em 2009, a China
tornou-se, nesse processo, o maior
parceiro comercial de frica, frente
dos Estados Unidos.
Paralelamente, embora a Frana
partilhe com a frica uma histria
comum, temos a sensao de uma
presena francesa decrescente neste
continente em expanso. Assim, o
Neste contexto, apelamos no nosso
relatrio a uma maior conscientiza-
o das oportunidades econmicas
que resultam da decolagem de parte
do continente africano. Propomos,
neste sentido, o desenvolvimento de
certo nmero de iniciativas concretas
como a elaborao de estratgias
sectoriais e geogrfcas adaptadas
aos mercados africanos.
Alm disso, a Frana no tem interes-
se em abandonar a frica, situada a
poucos quilmetros de suas frontei-
ras, numa situao de instabilidade.
A presena militar francesa em frica,
no mbito das Naes Unidas para
a operao no Mali e na RCA, deve
sobretudo ser usada para ajudar a
frica a construir a sua prpria ar-
quitectura de segurana colectiva,
inclusive atravs de organizaes
regionais. Esta tambm deveria ser
uma preocupao fundamental para
a Europa.
so apenas parte integrante da nossa
histria, mas tambm a chave para o
nosso futuro.
Pois h para a Frana um imperativo
africano. Com o aumento das
interdependncias, o fracasso
da frica seria para a Frana
um pesadelo. Nosso interesse
promover o co-desenvolvimento
da Europa e de todo o continente
africano puxando a frica para
um modelo de desenvolvimento
equilibrado atravs de uma parceria
renovada.

A
frica is in many aspects in a
crossroad. Currently, although
in many areas it gathers the
necessary conditions for a
truly economic take-of, the
challenges are still numerous
for the African continent: demograph-
ic pressure with an increase of a bil-
lion inhabitants in the next 40 years;
urban pressure; environmental and
migratory pressure. In general, the
challenge for Africa consists in trans-
forming this major economic take-of
into sustainable development.
Despite these challenges, it is no-
ticeable that there is still an Africa
which registered an annual average
growth rate of over 5% in the last
decade, which in fact sparks the in-
terests from emerging countries. The
proportion of trade between Africa
and emerging countries has literally
doubled in ten years. Through this
process, in 2009 China became the
major commercial partner for Africa,
ahead of the United States.
In parallel, although France shares a
common history with Africa we have
the sensation of a decreasing French

presence in this continent under
expansion. Hence, Frances infuence
on the GDP of the francophone zone
shifted from 40% from 1985-1995
to 20% through 2005-2009, while
Chinas infuence in the same period
was being multiplied by eight!
In this context, we urge in our report
for a greater awareness of the eco-
nomic opportunities arising from the
take-of from part of the African con-
tinent. In this regard, we suggest the
development of a number of specifc
initiatives with the elaboration of
sectorial and geographic strategies
adjusted to the African markets.
Besides that, France has no interest
in abandoning Africa in a situation of
instability as it is located a few kilo-
meters from its borders. The French
military presence in Africa, in light
of the United Nations operations
in Mali and CAR, should be used to
above all help Africa rebuilding its
own collective security architecture,
including the use of regional organi-
zations. This should also be a funda-
mental preoccupation for Europe.
Finally, it is urgent that a new per-
ception of Africa is sought, while
also formulating a diferent speech
for this continent. It is about leaving
behind the old story of an Africa
from the past and understanding
and valuing the ongoing economic
mutations and to develop a more
fair-minded narrative on the ties that
bind France to the African countries,
which are not just an integral part of
our history but are also the key for
our future.
There is indeed an African Impera-
tive for France. With the increase
of interdependencies, the failure of
Africa would be for France a night-
mare. Our interest is to promote the
co-development of Europe and the
whole African continent and pulling
Africa to a balanced development
model through a renewed partner-
ship.

a construo de um hospital

a concretizar o ltimo desejo do
libertador da terra do rand.
Sibongile Mkhabela, directora-
executiva da Nelson Mandela

vontade dos moambicanos, por isso
espera angariar mais de 50 mil rands
durante a campanha.
A iniciativa Vencer possvel da

Admirador confesso de Mandela,

queremos seguir o exemplo mas,
certamente, ser um hospital pequeno
que vai custar menos dinheiro. Ainda

Mozambique reaches
out for Madiba
There is not clearer revelation of a societys soul than the
manner in which it treats its children Nelson Mandela.
I
t was by this creed that was
founded that which may be con-
sidered as Madibas last dream:
The construction of a pediatric
hospital for the healthcare of
children from South Africa and the
whole southern African region.
The engines already roar towards the
erection of the infrastructure; how-
ever the funding is not enough. To
date, the Nelson Mandela Foundation
received from people of good will,
60% of the 100 million dollars which
are necessary for the undertaking.
Mozambique decided to reach out
for Nelson Mandelas dream. As such,
Maputo staged the launch of the ini-
tiative Winning is Possible, which
aimed at fundraising towards helping
to materialize the last wish of the
liberator of the land of the Rand.
Sibongile Mkhabela, the executive
director of the Nelson Mandela Chil-
drens Hospital, believes on the good
will of Mozambicans and therefore
expects to raise over 50 thousand
Rands during the campaign.
The initiative Winning is Possible is
devised by the businessman Ablio
Soeiro, writer of the novel Thank
you Madiba, who revealed that the
donations will be made through text
messages at the cost of 10 meticais
on the three networks of mobile
telephony as well as in the mobile
system of the Mozambique Telecom-
munications. An admitted admirer
of Mandela, Soeiro revealed that the
project will be replicated through
the country, taking into account that
there are already partners that have
ofered to support the initiative.
Ablio Soeiros dream now is to
adopt the name Nelson Mandela
Childrens Hospital for the project in
Maputo and to achieve that, he will
have to count with the collaboration
from Sibongile Mkhabelas adminis-
tration.
It is an initiative that should be
embraced by the whole continent. In
Mozambique we want to follow the ex-
ample but it will certainly be a smaller
hospital that will cost less money. It
is still a dream, however, our partners
encourage us to move forward, sus-
tained the sponsor.
Prize to donnors
While people are donating money
for the campaign which ends to-
wards end-July, they stand a chance
win prizes that range from movie
tickets, dinners and even a brand
new zero kilometer vehicle. The pro-
cess will be properly monitored and
audited by the Gaming Inspection
and by the consultant KPMG such to
ensure that the donations are indeed
channeled for the referred project.
A quick reminder that the messaged
ought to me sent to the number
1807 which represents Madibas
anniversary date. It is estimated
that the Nelson Mandela Childrens
Hospital becomes one of the most
sophisticated hospitals in the world,
and with a capacity for 200 beds,
over and above a training center for
medical doctors, nurses and other
health professionals, provided that
the good will is sustained.
