Committing to highest standards in health, safety, security and environment. as its mission. 1.1.2 POWERGRID is undertaking the extension of (i) 400kV Salem Pooling station, 400kV Madhugiri substation & 400kV Nagapattinam (GIS) substation under Common Transmission System associated with Generation Projects in Nagapattinam/ Cuddalore Area, Tamil Nadu, (ii) 400kV Narendra new (Kudgi) GIS substation, 400kV Bidadi (GIS) substation & 400kV Madhugiri substation under Transmission System required for evacuation of power from Kudgi TPS of NTPC Ltd., (iii) 400kV Khammam substation & 400kV Nagarjuna Sagar substation under System Strengthening in SR for import of power from ER and 400kV Nellore pooling station under Transmission System for connectivity for NCC Power Projects Ltd.
1.2 The associated Transmission System :
Transmission lines associated with various Transmission systems is as follows. The terminating lines are being developed under Tariff Based Competitive Bidding (TBCB).
A. Common Transmission System associated with Generation Projects in Nagapattinam/ Cuddalore Area, Tamil Nadu
- Nagapattinam (GIS) Pooling stationSalem 765kV D/C line (initially to be charged at 400kV) (line length is approx. 250km) with SECTION- PROJECT

- MadhugiriNarendra new (Kudgi) 765kV D/C line (initially to be charged at 400kV) (line length is approx. 350km) with 2x63MVAR, 420kV Shunt Reactors, LAs & NGRs (600 ohms) at both ends. - MadhugiriBidadi 400kV D/C quad line (line length is approx. 100km) - Extension of 400kV Madhugiri substation, 400kV Bidadi substation & 400kV Narendra new (Kudgi) GIS Pooling Station

2.0 SCOPE 2.1 The scope of this specification covers the following for substation package-S1: A. Common Transmission System associated with Generation Projects in Nagapattinam/ Cuddalore Area, Tamil Nadu
(a) Extension of 400kV Salem Pooling Station with the following:-

B. Transmission System required for evacuation of power from Kudgi TPS of NTPC Ltd.
(a) Extension of 400kV Madhugiri Substation with the following:-
(i) 400kV bays for termination of Madhugiri Narendra new (Kudgi) 765kV D/C line (initially to be charged at 400kV) alongwith 2x63MVAR line Reactors and associated 120kV Surge Arresters & NGRs (600 Ohms). (ii) 400kV bays for termination of Madhugiri Bidadi 400kV D/C quad line
(b) Extension of 400kV Bidadi Substation with the following:-
(i) 400kV bays for termination of Bidadi Madhugiri 400kV D/C quad line (GIS equipment for the extension shall be supplied by POWERGRID).
(c) Extension of 400kV Narendra new (Kudgi) Substation with the following:-
(i) Supply of 2 numbers 420kV, 63MVAR line Reactors and associated 120kV Surge Arresters & NGRs (600 Ohms).
C. Under System Strengthening in SR for import of power from ER.

2.2 The detailed scope of work for each substation is brought out in subsequent clauses of this section:- 2.2.1 Common Transmission System associated with Generation Projects in Nagapattinam/ Cuddalore Area, Tamil Nadu
2.2.1.1 Extension of 400kV Salem (Dharmapuri) Pooling Station
2.2.1.1.1 Design, Engineering, Manufacture, Testing, Supply including transportation & insurance, storage, Erection, Testing and Commissioning of the following equipments/items, complete in all respects.
(a) 400kV Circuit Breakers, Isolators, Current Transformers, Capacitive Voltage Transformers, Surge Arresters, Wave Traps and Bus Post Insulators.
(b) Complete Relay and Protection system for 400kV bays under present scope. Existing bus bar protection is of M/s Siemens make (7SA52). Bay units of Bus bar relay are available for bays under present scope. Necessary integration, wiring, cabling with existing Bus Bar protection relays for the bays under present scope shall be done by the contractor.
(c) Augmentation of existing substation automation system by providing necessary bay IEDs alongwith associated equipments for 6 (six) numbers 400kV bays (bay as identified in Technical Specification, Section-Substation Automation).

(Project ID:446) Salem PS (Dharmapuri) substation is equipped with substation automation system based on IEC 61850 protocols. The contractor has to integrate, wire and modify the control & protection system and IED to be supplied under present scope with the existing substation automation system and update the system database including hardware & software along with associated equipments.
(d) PLCC System at Salem PS end for the following lines.
Nagapattinam (GIS) Pooling station Salem PS 765kV D/C line (initially to be charged at 400kV) Salem PSMadhugiri 765kV S/C line (initially to be charged at 400kV)
(e) 1.1kV grade Power & Control cables along with complete accessories. Cable alongwith power receptacle for oil filtration machine required for 420kV Reactor, auxiliary power & control cables from BMK/Control Room/GIS hall to Reactor MB are also in the present scope of work.
(f) Lattice and pipe structures (galvanised): Standard 400kV Towers & Beams and Equipment support structures (except CB support structure) shall be provided as per Employers drawings to be provided during detailed engineering. CB support structure shall be as per CB manufacturers design.
(g) Insulator strings and hardware, Clamps & Connectors (including terminal connectors for owner supplied reactors), Equipment terminal connector, Conductors, Aluminum tubes, Bus bar and earthing materials, Bay marshalling box, spacers, cable supporting angles/channels, cable pull box, Cable trays & covers, Junction box, buried cable trenches as required. Main buses shall also be extended under present scope.
(h) Lighting and illumination of the switchyard area under present scope of work.
(i) Main earth mat is available in the 400kV Bay extension area. All the equipments, structures, cable trenches, auxiliary earth mat for isolators etc. shall be earthed by connecting them to existing main earth mat by the contractor. Existing Main earth mat (EMC/DEL/SALEM/ELCL/EMAT-LAY-005, Rev.1) is enclosed with the tender documents.
(j) Fire protection system (HVW spray system, hydrant system and complete U/G and O/G piping including all accessories etc. outside the pump house for owner supplied Line Reactors). Piping for fire protection system shall be extended from nearest header. One SECTION- PROJECT

(Project ID:446) number portable fire extinguisher (CO 2 type) of 4.5kg for each switchyard panel room as per bid proposal sheets (BPS) shall also be provided. Existing Fire Protection piping layout (PNGA/MCA/EMC-SALEM-FF-YARD-906, Rev.02) is enclosed with the tender documents.
(k) Air-conditioning system and fire alarm system for switchyard panel room shall be provided and integrated with SAS/IED.
(l) 145kV, 1-phase Circuit Breaker for NGR bypassing scheme.
(m) Any other equipment/material required to complete the specified scope.
2.2.1.1.2 Mandatory Spares - Design, engineering, manufacture, Testing, and Supply on FOR destination basis including transportation & insurance, storage at site as per Annexure-I.
2.2.1.1.3 Civil Works - The scope of work shall include but shall not be limited to the following:
i) Civil works for the following based on Employer supplied drawings, to be provided during detailed engineering :-
(a) Foundation for Owner supplied line reactors and associated SA & NGR along with Foundation bolt, jacking pad, pylon supports, rail cum road, unloading platform and fire walls between 400kV Reactors as applicable.
(b) Foundation for Gantries, Equipment supports structures.
(c) Cable trenches along with covers and sump pits. The existing cable trench layout drawing shall be provided during detailed engineering based on which the contractor shall submit detailed cable trench layout.
(d) Cable trench crossings with roads, culverts etc.
(e) Switchyard Panel Room (size 3.5 mx9m).
ii) Civil work including design and drawing by the vendor:-
(a) Foundation for lighting poles, bay marshalling boxes, panels, control cubicles etc. as required.
(b) Antiweed treatment, PCC and stone spreading shall be provided in the extension area.

(d) PLCC System at Madhugiri end for the following lines.
MadhugiriSalem PS 765kV S/C line (initially to be charged at 400kV)
(e) 1.1kV grade Power & Control cables along with complete accessories. Cable alongwith power receptacle for oil filtration machine required for 420kV Reactor, auxiliary power & control cables from BMK/Control Room to Reactor MB are also in the present scope of work.

(h) Lighting and illumination of the switchyard area under present scope of work. (i) Main earth mat is available in the 400kV Bay extension area. All the equipments, structures, cable trenches, auxiliary earth mat for isolators etc. shall be earthed by connecting them to existing main earth mat by the contractor. Grid spacing of existing Main earth mat is 7 X 7 Mtr. Existing earthmat layout (KPD-A176-PGCIL-TUM- E1-008A, Rev. R2) is enclosed with the tender documents.
(j) Fire protection system (HVW spray system, hydrant system and complete U/G and O/G piping including all accessories etc. outside the pump house for owner supplied Line Reactors). Piping for fire protection system shall be extended from nearest header. One number portable fire extinguisher (CO 2 type) of 4.5kg for each switchyard panel room as per bid proposal sheets (BPS) shall also be provided. Existing Fire Protection piping layout (BCFSL/PGCIL- KEC/TUMKUR/YPL, Rev.1) is enclosed with the tender documents.
(k) Air-conditioning system and fire alarm system for switchyard panel room shall be provided and integrated with SAS/IED.
(l) 145kV, 1-phase Circuit Breaker for NGR bypassing scheme.
(m) Any other equipment/material required to complete the specified scope.
2.2.1.2.2 Mandatory Spares - Design, engineering, manufacture, Testing, and Supply on FOR destination basis including transportation & insurance, storage at site as per Annexure-I.
2.2.1.2.3 Civil Works - The scope of work shall include but shall not be limited to the following:

ii) Civil work including design and drawing by the vendor:-
(a) Foundation for lighting poles, bay marshalling boxes, panels, control cubicles etc. as required.
(b) Antiweed treatment, PCC and stone spreading shall be provided in the extension area.
2.2.1.3 Extension of 400kV Nagapattinam GIS Substation (excluding GIS scope)
2.2.1.3.1 Design, Engineering, Manufacture, Testing, Supply including transportation & insurance, storage, Erection, Testing and Commissioning of the following equipments/items, complete in all respects.
(a) 400kV Capacitive Voltage Transformers, Surge Arresters, Wave Traps and Bus Post Insulators.
(b) Complete Relay and Protection system for 400kV bays under present scope. CB Relay panel for the GIS bays are being executed under a separate package. Necessary interface including cabling, wiring, termination etc. with the existing GIS bay equipments, CB Relay panels / LCC panels of bays are under present scope.
Bay units of distributed bus bar protection for the bays under present scope are available. Necessary interface with control, relay & protection panel shall be under present scope along with all necessary Co-ordination for AC and DC interconnection with existing scheme (Panels) for the bays under present scope. Details of existing Bus Bar protection shall be furnished to the contractor during detailed engineering.

Connection of outdoor AIS equipment to existing GIS SF6 to air bushing for the bays is under present scope.
(h) Lighting and illumination of the switchyard area under present scope of work.
(i) Main earth mat is being provided in the 400kV Bay extension area under a separate package. All the equipments, structures, cable trenches, auxiliary earth mat for isolators etc. shall be earthed by connecting them to existing main earth mat by the contractor. Details of existing earth mat shall be provided to the contractor during detail engineering.

Piping for fire protection system shall be extended from nearest header (preferably nearby bus reactor bay). Details of existing fire protection piping layout shall be provided to the contractor during detail engineering.
(k) 145kV, 1-phase Circuit Breaker for NGR bypassing scheme.
(l) Any other equipment/material required to complete the specified scope.
GIS for the bays under present scope are of M/s Hyosung, South Korea make and are being constructed by other agency. The contractor shall co-ordinate with the agency (who will be erecting GIS) for supervision, erection, testing and commissioning of AIS portion of the bays.
2.2.1.3.2 Mandatory Spares - Design, engineering, manufacture, Testing, and Supply on FOR destination basis including transportation & insurance, storage at site as per Annexure-I.
2.2.1.3.3 Civil Works - The scope of work shall include but shall not be limited to the following:
i) Civil works for the following based on Employer supplied drawings, to be provided during detailed engineering :-
(a) Foundation for Owner supplied line reactors and associated SA & NGR along with Foundation bolt, jacking pad, pylon supports, rail cum road, unloading platform and fire walls between 400kV Reactors as applicable.
(b) Foundation for Gantries, Equipment supports structures.
(c) Cable trenches along with covers and sump pits. The existing cable trench layout drawing shall be provided during detailed engineering based on which the contractor shall submit detailed cable trench layout.
(d) Cable trench crossings with roads, culverts etc. However, trench layout shall be developed and submitted for approval by the contractor.
ii) Civil work including design and drawing by the vendor:-

2.2.2 Transmission System required for evacuation of power from Kudgi TPS of NTPC Ltd.
2.2.2.1 Extension of 400kV Madhugiri (Tumkur) Substation
2.2.2.1.1 Design, Engineering, Manufacture, Testing, Supply including transportation & insurance, storage, Erection, Testing and Commissioning of the following equipments/items, complete in all respects.
(a) 2 Nos. 63 MVAR, 420kV, 3 phase Shunt Reactor Reactors along with associated 120 KV Surge Arrestors and Neutral Grounding Reactors of 600 Ohms including all materials. Complete design and detailed engineering shall be done by contractor. Supply of Insulating oil (for each reactor with associated NGRs), online dissolved gas (multi-gas) and moisture analyser and online insulating oil drying system (cartridge type) as per BPS is also under the scope.
Foundation bolts for line Reactor. The contractor shall indicate recommended pocket size for placing foundation bolts in their foundation plan drawing.
(a) 400kV Circuit Breakers, Isolators, Current Transformers, Capacitive Voltage Transformers, Surge Arresters, Wave Traps and Bus Post Insulators.
(b) Complete Relay and Protection system for 400kV bays under present scope. Existing bus bar protection is of M/s Siemens make (7SA52). Bay units of Bus bar relay are available for bays under present scope. Necessary integration, wiring, cabling with existing Bus Bar protection relays for the bays under present scope shall be done by the contractor.
(c) Augmentation of existing substation automation system by providing necessary bay IEDs alongwith associated equipments for 3 (three) numbers 400kV bays (bay as identified in Technical Specification, Section-Substation Automation).
Madhugiri (Tumkur) substation is equipped with substation automation system based on IEC 61850 protocols. The contractor has to integrate, wire and modify the control & protection system and IED to be supplied under present scope with the existing SECTION- PROJECT

(e) 1.1kV grade Power & Control cables along with complete accessories. Cable alongwith power receptacle for oil filtration machine required for 420kV Reactor, auxiliary power & control cables from BMK/Control Room to Reactor MB are also in the present scope of work.
(f) Lattice and pipe structures (galvanised): Standard 400kV Towers & Beams and Equipment support structures (except CB support structure) shall be provided as per Employers drawings to be provided during detailed engineering. CB support structure shall be as per CB manufacturers design.
(g) Insulator strings and hardware, Clamps & Connectors, Equipment terminal connector, Conductors, Aluminum tubes, Bus bar and earthing materials, Bay marshalling box, spacers, cable supporting angles/channels, cable pull box, Cable trays & covers, Junction box, buried cable trenches as required.
(h) Lighting and illumination of the switchyard area under present scope of work.
(i) Main earth mat is available in the 400kV Bay extension area. All the equipments, structures, cable trenches, auxiliary earth mat for isolators etc. shall be earthed by connecting them to existing main earth mat by the contractor. Grid spacing of existing Main earth mat is 7 X 7 Mtr. Existing earthmat layout (KPD-A176-PGCIL-TUM- E1-008A, Rev. R2) is enclosed with the tender documents.
(j) Fire protection system (HVW spray system, hydrant system and complete U/G and O/G piping including all accessories etc. outside the pump house for owner supplied Line Reactors). Piping for fire protection system shall be extended from nearest header. One number portable fire extinguisher (CO 2 type) of 4.5 kg for each switchyard panel room as per bid proposal sheets (BPS) shall also be provided.

The removal and re-speading of the gravel after cleaning and washing shall be in the contractors scope. Antiweed treatment and Extra gravel (if required) matching with the existing substation required for completion of the scope of work shall also be in contractors scope.

2.2.2.2.1 Design, Engineering, Manufacture, Testing, Supply including transportation & insurance, storage, Erection, Testing and Commissioning of the following equipments/items, complete in all respects. GIS (M/s Hyosung, South Korea make) for present two numbers bays shall be provided by the owner through other agency. The GIS bus duct (inside the GIS hall and outside) shall also be provided by the owner through the agency. The contractor shall co-ordinate with that agency (i.e M/s Hyosung) for supervision, erection, testing and commissioning of the AIS portion of the bays and the civil works shall be undertaken under the present scope of work. Drawings of GIS shall be provided to the contractor during detailed engineering.
(a) 400kV Capacitive Voltage Transformers, Surge Arresters, Wave Traps and Bus Post Insulators.
(b) Complete Relay and Protection system for 400kV bays under present scope. Necessary interface including cabling, wiring, termination etc. with the existing GIS bay equipments, CB Relay panels / LCC panels of bays are under present scope.
Augmentation of existing Bus Bar protection for present bays is also in present scope. Bay units of distributed bus bar protection for the bays under present scope are available. Necessary interface with control, relay & protection panel shall be under present scope along with all necessary Co-ordination for AC and DC interconnection with existing scheme (Panels) for the bays under present scope. Details of existing Bus Bar protection shall be furnished to the contractor during detailed engineering.
(c) Bidadi GIS substation is equipped with substation automation system based on IEC 61850 protocols. The contractor has to integrate, wire and modify the control & protection system and IED to be supplied under present scope with the existing substation automation system and update the system database including hardware & software along with associated equipments. Details of existing substation automation system shall be furnished to the contractor during detailed engineering.
(d) PLCC System at Bidadi end for the following lines.
BidadiMadhugiri 400kV D/C quad line
(e) 1.1kV grade Power & Control cables along with complete accessories. Auxiliary Power supply and control cables from Bay MB/control room are in present scope of work.

(g) Insulator strings and hardware, Clamps & Connectors, Equipment terminal connector, Conductors, Aluminum tubes, Bus bar and earthing materials, Bay marshalling box, spacers, cable supporting angles/channels, cable pull box, Cable trays & covers, Junction box, buried cable trenches as required. Connection of outdoor AIS equipment to existing GIS SF6 to air bushing for the bays is under present scope.
(h) Lighting and illumination of the switchyard area under present scope of work shall be provided by the Contractor as per Bid Drawing/Price Schedule (BPS) enclosed by the Employer.
(i) Main earthmat inside the switchyard is available. The existing Earthmat layout drawing (O10024-E-IS-SY-SK-003, Rev. A) is attached with the bid documents. All the outdoor equipment, structures, cable trenches, auxiliary earth mat for isolators etc. shall be earthed by connecting them to the main earth mat by the contractor. Extension of Earth mat inside the GIS buildings is also in the scope of contractor.
(j) Air conditioning & Ventilation System of extended area of GIS hall (As per Annexure-III & Annexure-IV respectively)
(k) Any other equipment/material required to complete the specified scope.

(a) Extension of 400kV GIS Hall for 2 nos. lines, 2 nos. future bus sectionalisers and one future ICT( i.e. approximately 32x14.7 m for GIS Hall including LCC/Relay/PLCC room) is under present scope (as per details in Annexure-V). The detail of existing GIS hall and the GA for the extension of the GIS hall is given in the tender drawing. The detailed drawing for the extension of the GIS hall as per the GA drawing need to be developed by the contractor. The extension of GIS hall shall be done in such a way that the existing EOT crane shall be used for extension portion also.
(b) All civil works including foundations alongwith associated with erection of SF6 gas insulated metal enclosed switchgear along with its SF6 ducts and SF6 to Air Bushing. Civil works including all foundations for all equipment inside GIS Hall are included in GIS building. The cable trenches inside 420kV GIS halls & associated LCC/Relay/PLCC rooms are also included in the scope of GIS hall. The design of GIS equipment shall be handed over to the successful bidder during detailed engineering stage.
(c) Other Contractor supplied drawings: Foundations for lighting poles, panels and control cubicles of equipments wherever required.
2.2.2.3 Extension of 400kV Narendra New (Kudgi) GIS Substation
2.2.2.3.1 Design, Engineering, Manufacture, Testing, Supply including transportation & insurance, storage, Testing and Commissioning of the following equipments/items, complete in all respects.

Augmentation of existing Bus Bar protection for present bays is also in the present scope. Existing bus bar protection scheme is ABB make RADSS (high impedance type). Necessary integration, wiring, cabling with existing Bus Bar protection relays (including trip relays if required) for the bays under present scope shall be done by the contractor.
Further, Event Logger shall also be supplied by the contractors as Technical Specification enclosed herewith in Annexure-VII.
(c) Bay controller units (BCU) as per BPS to be installed in the control panel and to be integrated with existing system. The BCU shall be integrated to NTAMC project as per Annexure-VIII of this specification.
(d) PLCC System at Khammam end for the following lines.

(b) Antiweed treatment, PCC and stone spreading shall be provided in the extension area. The stone (gravel) is partly laid in the switchyard under area of present scope of work. The removal and re-speading of the gravel after cleaning and washing shall be in the contractors scope. Antiweed treatment and Extra gravel (if required) matching with the existing substation required for completion of the scope of work shall also be in contractors scope.
2.2.4 Transmission System for connectivity for NCC Power Projects Ltd
2.2.4.1 Extension of 400kV Nellore Pooling Station
2.2.4.1.1 Design, Engineering, Manufacture, Testing, Supply including transportation & insurance, storage, Erection, Testing and Commissioning of the following equipments/items, complete in all respects.
(a) 400kV Circuit Breakers, Isolators, Current Transformers, Capacitive Voltage Transformers, Surge Arresters, Wave Traps and Bus Post Insulators.
(b) Complete Relay and Protection system for 400kV bays under present scope. Existing bus bar protection is of M/s ALSTOM make (P74x). Bay units of Bus bar relay are available for bays under present scope. Necessary integration, wiring, cabling with existing Bus Bar protection relays for the bays under present scope shall be done by the contractor.
(c) Augmentation of existing substation automation system by providing necessary bay IEDs alongwith associated equipments for 6 (six) numbers 400kV bays (bay as identified in Technical Specification, Section-Substation Automation).
Nellore PS substation is equipped with substation automation system based on IEC 61850 protocols. The contractor has to integrate, wire and modify the control & protection system and IED to be supplied under present scope with the existing substation automation system and update the system database including hardware & software along with associated equipments.
(d) PLCC System for the following lines.

(e) 1.1kV grade Power & Control cables along with complete accessories. Cable alongwith power receptacle for oil filtration machine required for 420kV Reactor, auxiliary power & control cables from BMK/Control Room to Reactor MB are also in the present scope of work.
(f) Lattice and pipe structures (galvanised): Standard 400kV Towers & Beams and Equipment support structures (except CB support structure) shall be provided as per Employers drawings to be provided during detailed engineering. CB support structure shall be as per CB manufacturers design.
(g) Insulator strings and hardware, Clamps & Connectors, Equipment terminal connector, Conductors, Aluminum tubes, Bus bar and earthing materials, Bay marshalling box, spacers, cable supporting angles/channels, cable pull box, Cable trays & covers, Junction box, buried cable trenches as required. Main buses shall also be extended under present scope.
(h) Lighting and illumination of the switchyard area under present scope of work.
(i) Extension of Main earth mat in the 400kV Bay extension area. All the equipments, structures, cable trenches, auxiliary earth mat for isolators etc. shall be earthed by connecting them to existing main earth mat by the contractor. Existing Main earth mat (J- 843/NELLORE/E-DRG/EAR/ 400kV/008A, Rev.1) is enclosed with the tender documents.
(j) One number portable fire extinguisher (CO 2 type) of 4.5 kg for each switchyard panel room as per bid proposal sheets (BPS) shall also be provided.
(k) Air-conditioning system and fire alarm system for switchyard panel room shall be provided and integrated with SAS/IED.
(l) Any other equipment/material required to complete the specified scope.
2.2.4.1.2 Mandatory Spares - Design, engineering, manufacture, Testing, and Supply on FOR destination basis including transportation & insurance, storage at site as per Annexure-I.

(Project ID:446) 2.2.4.1.3 Civil Works - The scope of work shall include but shall not be limited to the following:
i) Civil works for the following based on Employer supplied drawings, to be provided during detailed engineering:-
(a) Foundation for Gantries, Equipment supports structures.
(b) Cable trenches along with covers and sump pits. The existing cable trench layout drawing shall be provided during detailed engineering based on which the contractor shall submit detailed cable trench layout.
(c) Cable trench crossings with roads, culverts etc.
(d) Switchyard Panel Room (size 3.5mx9m).
ii) Civil work including design and drawing by the vendor:-
(a) Foundation for lighting poles, bay marshalling boxes, panels, control cubicles etc. as required.

2.2 The Bidders are advised to visit the substation site and acquaint themselves with the topography, infrastructure and also the design philosophy. Before proceeding with the construction work in the existing substation, the Contractor shall fully familiarize himself with the site conditions and General arrangements & scheme etc. Though the Owner shall endeavor to provide the information, it shall not be binding for the Owner to provide the same. The bidder shall be fully responsible for providing all equipment, materials, system and services specified or otherwise which are required to complete the construction and successful commissioning, operation & maintenance of the substation and reactors in all respects. All materials required for the Civil and construction/installation work shall be supplied by the Contractor. The cement and steel shall also be supplied by the Contractor. SECTION- PROJECT

(Project ID:446) The complete design (unless specified otherwise in specification elsewhere) and detailed engineering shall be done by the Contractor based on conceptual tender drawings. 2.3 The Contractor shall also be responsible for the overall co-ordination with internal/external agencies; Supplier of Owners supplied equipments, project management, training of Owners manpower, loading, unloading, handling, moving to final destination for successful erection, testing and commissioning of the substation/switchyard. 2.4 Design of substation and its associated electrical & mechanical auxiliaries systems includes preparation of single line diagrams and electrical layouts, Erection key diagrams, electrical and physical clearance diagrams, control and protection schematics, wiring and termination schedules, foundation & cable trench layout drawing including associated invert levels, civil designs (as applicable) and drawings, design of fire-fighting system and air conditioning system, lighting/illumination and other relevant drawings & documents required for engineering of all facilities within the fencing to be provided under this contract, are covered under the scope of the Contractor. 2.5 Any other items not specifically mentioned in the specification but which are required for Erection, Testing and Commissioning and satisfactory operation of the substations are deemed to be included in the scope of the specification and the same shall be supplied and erected by the contractor unless specifically excluded elsewhere. The Contractor shall arrange all T&P (such as necessary supports, cranes, ladders, platforms etc.) for erection, testing & commissioning of the system at his own cost. Further, all consumables, wastage and damages shall be to the account of contractor. 2.6 Owner has standardized its technical specification for various equipments and works for different voltage levels. Items, which are not applicable for the scope of this package as per schedule of quantities described in BPS, the technical specification for such items should not be referred to. 3.0 SPECIFIC EXCLUSIONS The following items of work are specifically excluded from the scope of the specification: (a) Boundary wall along substation property line. (Project ID:446) 5.2 All equipments/items for which bill of quantity has been indicated in BPS (Bid price Schedules) shall be payable on unit rate basis. During actual execution, any variation in such quantities shall be paid based on the unit rate under each item incorporated in Letter of award. 5.3 Wherever the quantities of items/works are not indicated, the bidder is required to estimate the quantity required for entire execution and completion of works and incorporate their price in respective Bid price schedules. For erection hardware items, Bidders shall estimate the total requirement of the works and indicate module-wise lump sum price bay wise and include the same in relevant Bid price schedules. For module identification, Bidder may refer typical drawings enclosed with the specifications. Any material/works for the modules not specifically mentioned in the description in BPS, as may be required shall be deemed to be included in the module itself. 5.4 Bidder should include all such items in the bid proposal sheets, which are not specifically mentioned but are essential for the execution of the contract. Item which explicitly may not appear in various schedules and required for successful Commissioning of substation and shunt reactor shall be included in the bid price and shall be provided at no extra cost to purchaser. 6.0 BASIC REFERENCE DRAWINGS 6.1 For 400kV Salem PS, 400kV Madhugiri and 400kV Nellore PS substations, breaker and half bus-switching scheme with I type layout arrangement and 400kV Khammam and 400kV Nagarjuna Sagar Substations, with breaker and half switching scheme with D-type layout arrangement is proposed. 400kV Nagapattinam & Narendra New (Kudgi) GIS substation is having with one and half breaker scheme whereas 400kV Bidadi GIS Substation is having Double Main bus- switching scheme. 6.2 Single line diagram and general arrangements are enclosed with the bid documents for reference, which shall be further engineered by the bidder. The other related drawings shall be provided to the successful bidder. 6.3 The reference drawings, which form a part of the specifications, are given at Annexure-II. The bidder shall maintain the overall dimensions of the substations, phase to earth clearance, phase to phase clearance and sectional clearances, clearances between buses, bus heights but may alter the locations of equipment in consultation with POWERGRID to obtain the statutory electrical clearances required for the substation. 6.4 The enclosed drawings give the basic scheme, layout of substation, substation buildings, associated services etc. In case of any SECTION- PROJECT

However, the Bidder is advised to get these clarified from Purchaser. 7.0 DIFFERENT SECTIONS OF TECHNICAL SPECIFICATION 7.1 For the purpose of present scope of work, technical specification shall consist of following sections and they should be read in conjunction with each other.

(Project ID:446) 7.3 In case of any discrepancy between Section-GTR and individual sections for various equipments, requirement of individual equipment section shall prevail. 8.0 SPARES 8.1 Mandatory Spares 8.1.1 The Mandatory Spares shall be included in the bid proposal by the bidder. The prices of these spares shall be given by the Bidder in the relevant schedule of BPS and shall be considered for evaluation of bid. It shall not be binding on the purchaser to procure all of these mandatory spares. 8.1.2 No mandatory spares shall be used during the Commissioning of the equipment. Any spares required for Commissioning purpose shall be arranged by the Contractor. The unutilized spares if any brought for Commissioning purpose shall be taken back by the contract. 9.0 SPECIAL TOOLS AND TACKLES 9.1 The bidder shall include in his proposal the deployment of all special tools and tackles required for erection, testing, commissioning, operation and maintenance of equipment. The special tools and tackles shall only cover items which are specifically required for the equipment offered and are proprietary in nature. However a list of all such devices should be indicated in the relevant schedule provided in the BPS. 10.0 FACILITIES TO BE PROVIDED BY THE OWNER 10.1 Owner shall make available the auxiliary supplies at a single point in the substation on chargeable basis. The prevailing energy rates of the state shall be applicable. All further distribution from the same for construction supply shall be made by the contractor. However, in case of failure of power due to any unavoidable circumstances, the contractor shall make his own necessary arrangements like diesel generator sets etc. at his own cost so that progress of work is not affected and Owner shall in no case be responsible for any delay in works because of non-availability of power. 10.2 Owner shall make available construction water supply at a single point in the substation. All further distribution for the same shall be made by the Contractor. In case of non-availability or inadequate availability of water for construction work, the contractor shall make his own arrangement at his own cost and the Owner shall in no case be responsible for any delay in works because of non-availability or inadequate availability of water.

(Project ID:446) 11.0 SPECIFIC REQUIREMENT 11.1 The bidder shall be responsible for safety of human and equipment during the working. It will be the responsibility of the Contractor to co- ordinate and obtain Electrical Inspector's clearance before commissioning. Any additional items, modification due to observation of such statutory authorities shall be provided by the Contractor at no extra cost to the Owner. 11.2 The lighting fixtures for switchyard lighting shall be mounted on LM (Lightning Masts) wherever LMs are provided. Where LMs are not available, the fixtures may be mounted on Gantry structures or on lighting poles to be provided by the contractor. 11.3 Transmission line side tension insulator strings for the line termination and tension clamp for shield wire termination is also under the scope of this specification. 11.4 The fault level of all the equipments to be supplied under present scope shall be as per following:-

11.5 The bidder is required to quote the price of isolator(s) with the insulator as an integral part of the Isolator(s). In case the price of insulators and metallics for isolator(s) are quoted separately by the bidder, the total price quoted by the bidder for such insulators shall be considered as the lump sum price of insulators required for the specified quantity of isolator(s) under the subject package(s). In such an event the quantity of insulators indicated by the bidder shall be treated as the quantity estimated by the bidder. 11.6 Technical requirement for 420kV Reactor: The manufacturer, should have designed, manufactured, tested, supplied, installed and commissioned 345 kV or above class shunt reactor of atleast 50 MVAR capacity (or equivalent capacity in banks of SECTION- PROJECT

(Project ID:446) 3 single phase units). Shunt reactor should have been in satisfactory operation for atleast two (2) years as on the originally scheduled date of bid opening.
11.7 Normally feasible range of losses for Shunt Reactor is enclosed in Annexure-IX of Section-Project. 11.8 The contractor shall provide outdoor power receptacle (400A rating) for oil filtration unit near 420kV Reactors & Transformer area of the switchyard under present scope. 11.9 All steel works used for grating and supports in Transformers/ Reactors foundation shall be painted with Zinc Phosphate Primer (Two Packs) conforming to IS:13238-1991 instead of steel primer and anti-corrosive bitumastic/ synthetic enamel paint mentioned in para 11.6 of Section- Civil Works (Rev.07), Technical Specification. 11.10 Erection, Testing and Commissioning of Reactors, Relay & Protection Panels, Substation Automation System and PLCC system shall be done by the contractor under the supervision of respective equipment manufacturers. Such supervision charges shall be included by the bidder in the erection charges for the respective equipment in the BPS. 11.11 The frequency range for the earthquake spectra shall be as per IEC 62271-300. 11.12 All RCC shall be as per Bid Price Schedule (BPS). All reinforcement steel shall be of Fe 500. 11.13 The Contractor shall be responsible to select and verify the route, mode of transportation and make all necessary arrangement with the appropriate authorities for the transportation of the equipment. The dimension of the equipment shall be such that when packed for transportation, it will comply with the requirements of loading and clearance restrictions for the selected route. It shall be the responsibility of the contractor to coordinate the arrangement for transportation of the transformers for all the stages from the manufacturers work to site. The conditions of roads, capacity of bridges, culverts etc. in the route shall also be assessed by the bidders. The scope of any necessary modification/ extension/ improvement to existing road, bridges, culverts etc. shall be included in the scope of the bidder. The contractor shall carry out the route survey along with the transporter and submit the detail proposal and methodology for transportation of transformer for approval of Purchaser within three months from the date of award

(Project ID:446) 11.14 The bidder shall make necessary modifications in the structures to match fixing details with existing Gantries at site as applicable at existing substations extension (if applicable) 11.15 Relay panels to be placed in the existing relay panel rooms shall be adequate to fit in. Contractor should visit the substation and take all measure so that relay panels could be placed without any disturbances to the existing panels. 11.16 The bays covered under the scheme are to be remotely operated from centralized control centers. The technical requirements for integration are given as per Annexure-VIII. 12.0 Section GTR and other Technical specifications, the term Purchaser and/or Owner may be read as Employer.

1 GENERAL
1.1 This specification covers supply, installation, testing and commissioning and handing over to POWERGRID of Air conditioning system for the control room building and Local Control rooms in the GIS hall extension at Bidadi substation.
1.2 Air conditioning units for control room building shall be set to maintain the inside DBT at 24 o C 2 o C and the air conditioning system for Local Control room inside GIS hall shall be set to maintain DBT inside Local Control room inside GIS hall below 24 o C.
1.3 At least 50% spare AC units shall be provided for the extension of Local Control rooms in the GIS hall extension.
1.4 Controllers shall be provided in Local Control room inside GIS hall extension, Control room and Battery room for controlling and monitoring the AC units in these rooms as detailed in clause no. 2.5.
1.5 Each Local Control room inside GIS hall extension, Battery Room and control room shall be provided with temperature transducer to monitor the temperature of the Local Control rooms in the GIS halls. The Temperature transducer shall have the following specification:
Sensor : Air temperature sensor (indoor use) Output : 4 to 20mA Temperature range : -5 o C to 60 o C Resolution : 0.1 o C Accuracy : 0.5 o C or better.
2 AIR CONDITIONING SYSTEM:
2.1 Air conditioning requirement for extension of Local Control room inside GIS hall building extension shall be met using a combination of following types Air Conditioning units as required.
a) High wall type split AC units of 2TR.
2.2 Scope
The scope of the equipment to be furnished and services to be provided under the contract are outlined hereinafter and the same is to be read in conjunction with the provision contained in other sections/ clauses. The scope of the work under the contract shall be deemed to include all such items, which although are not specifically mentioned in the bid documents Annexure-III

and/or in Bidder's proposal, but are required to make the equipment/system complete for its safe, efficient, reliable and trouble free operation.
(i) Required number of High wall type split AC units of 2TR capacity each complete with air cooled outdoor condensing unit having hermetically sealed compressor and high wall type indoor evaporator unit with cordless remote controller.
(ii) Copper refrigerant piping complete with insulation between the indoor and outdoor units as required.
(iii) First charge of refrigerant and oil shall be supplied with the unit.
(iv) GSS/Aluminium sheet air distribution ducting for distributing conditioned dehumidified air along with supply air diffusers and return air grilles with volume control dampers and necessary splitters etc., suitable fixtures for grilles/diffusers and supports for ducting complete with insulation.
(v) Local start/stop facility for local starting/ stopping of all electrical equipment/ drives.
(vi) All instruments and local control panels alongwith controls and interlock arrangements and accessories as required for safe and trouble free operation of the units.
(vii) PVC drain piping from the indoor units upto the nearest drain point.
(viii) Supply and erection of Power and control cable and earthing.
(ix) MS Brackets for outdoor condensing units, condensers as required.
2.3 Technical specifications.
(i) High wall type split AC units
(a) The split AC units shall be complete with indoor evaporator unit, outdoor condensing units and cordless remote control units.
(b) Outdoor unit shall comprise of hermetically/semi hermetically sealed compressors mounted on vibration isolators, propeller type axial flow fans and copper tube aluminum finned coils all assembled in a sheet metal casing. The casing and the total unit shall be properly treated and shall be weatherproof type. They shall be compact in size and shall have horizontal discharge of air.

(c) The indoor units shall be high wall type. The indoor unit shall be compact and shall have elegant appearance. They shall have low noise centrifugal blowers driven by suitable motors and copper tube aluminum finned cooling coils. Removable and washable polypropylene filters shall be provided. They shall be complete with multi function cordless remote control unit with special features like programmable timer, sleep mode and soft dry mode etc.
(d) Cooling capacity of 2TR AC units shall not be less than 22000 btu/hr. and shall have energy efficiency rating of 3star or above.
2.4 The Split AC units shall be of Carrier, Voltas, Blue Star, Hitachi, Daikin, LG, National, OGeneral or Samsung make.
2.5 Controllers shall be provided in Control room / Relay room and Battery room, one controller for each room, to control and monitoring of AC units and shall have the following facilities;
Standby units shall come in to operation automatically when the running main unit fails
Main and standby units shall be changed over periodically which shall be finalised during detailed engineering.
Following alarms shall be provided:
a. Compressor On/OFF condition of each unit b. Compressor failure of each unit c. Power OFF to AC unit d. High temperature in room.
2.6 Warranty

VENTILATION SYSTEM FOR GIS HALL EXTENSION
Extension of GIS Hall shall have an independent ventilation system. Each Ventilation system shall consist of two 100% capacity systems, one operating and one stand-by.
To ensure that the air being supplied to the GIS hall is free from dust particles, a minimum two stage dust filtration process shall be supplied. This shall consist of at least the following:
1. Pre Filters: To remove dust particles down to 10 micron in size with at least 95% efficiency.
2. Fine Filters: To remove dust particles down to 5 microns in size with at least 99% efficiency.
All the filters shall be panel type. Easy access should be available to the filters for replacement/cleaning.
The ventilation of the GIS hall shall be of a positive pressure type with minimum 2 air changes per hour. The pressure inside the GIS hall shall be maintained 5 mm of water above the atmospheric pressure. Fresh outdoor air shall be filtered before being blown into the GIS hall by the air fans to avoid dust accumulation on components present in the GIS hall. GIS hall shall be provided with motorized exhaust dampers with local control.

1.0 BUILDINGS - GENERAL REQUIREMENTS 1.1 GENERAL The scope include the design, engineering and construction including anti- termite treatment, plinth protection DPC including electrification etc. of GIS building. The buildings shall be of RCC framed structure. Architecture of the building shall be same as of existing building. 1.2 AREA REQUIREMENT:- (A) GIS BUILDING:- Dimensions of the building shall be decided by the bidder depending upon requirement. A corridor having minimum width of 1500 mm shall be provided all around GIS to facilitate maintenance of equipments. Provision for service bay shall also be made. The Dimension of the GIS building for Bidadi Station shall be finalized based on the following numbers of bay modules:- a) GIS BIDADI Station i) 400kV GIS Building (Extension):- 2 nos. of Line bay module under present scope and 2 no. of future Bus Sectionalisers Bay module including service bay module and extension piece module. Panels shall be kept in an air-conditioned enclosure. This enclosure shall be separated from main GIS hall by providing a glazed partition made of aluminum frame and 5.5mm thick glass. 1.2.1 DESIGN a) The buildings shall be designed: 1. to the requirements of the National Building Code of India, and the standards quoted therein. 2. for the specified climatic & loading conditions. 3. to adequately suit the requirements of the equipment and apparatus contained in the buildings and in all respects to be compatible with the intended use and occupancy. 4. with a functional and economical space arrangement. 5. for a life expectancy of structure, systems and components not less than that of the equipment which is contained in the building, provided regular maintenance is carried out. 6. to be aesthetically pleasing. Different buildings shall show a uniformity and consistency in architectural design. 7. to allow for easy access to equipment and maintenance of the equipment. 8. with, wherever required, fire retarding materials for walls, ceilings and doors, which would prevent supporting or spreading of fire. 9. with materials preventing dust accumulation. b) Suitable expansion joints shall be provided in the longitudinal direction wherever necessary with provision of twin columns. c) Individual members of the buildings frame shall be designed for the worst combination of forces such as bending moment, axial force, shear force, torsion etc. d) Permissible stresses for different load combinations shall be taken as per relevant IS Codes. e) The building lighting shall be designed in accordance with the requirements of relevant section. f) The building auxiliary services like air conditioning and ventilation systems, fire protection and detection systems and all other miscellaneous services shall be designed in accordance with the requirements specified in relevant section or elsewhere in this Specification. g) Chequred plate walkway shall be provided at crane girder level with suitable access ladders.

Dead loads shall include the weight of structures complete with finishes, fixtures and partitions and should be taken as per IS:1911. Super-imposed loads in different areas shall include live loads, minor equipment loads, cable trays, small pipe racks/hangers and erection, operation and maintenance loads wherever these loads are expected. Equipment loads shall constitute, if applicable, all load of equipments to be supported on the building frame. For crane loads an impact factor of 30% and lateral crane surge of 10% (lifted weight + trolley) shall be considered in the analysis of frame according to provisions of IS:875. The horizontal surge shall be 5% of the static wheel load. The wind loads shall be computed as per IS 875 - 1987, Seismic Coefficient method/Response Spectrum method shall be used for the seismic analysis as per IS 1893 with importance factor 1.5. Wind and Seismic forces shall not be considered to act simultaneously. Floors/slabs shall be designed to carry loads imposed by equipment, cables and other loads associated with building. Floors shall be designed for live loads as per relevant IS. Cable load shall also be considered additionally for floors where these loads are expected. In addition, beams shall be designed for any incidental point loads to be applied at any point along the beams. The floor loads shall be subject to Owners approval. For consideration of loads on structures, IS:875-1987, the following minimum superimposed live loads shall, however, be considered for the design. a. Roof 1.5 KN/M 2 for accessible roofs 0.75 KN/M 2 for in-accessible roofs

1.2.3 SUBMISSION The following information shall be submitted for review and approval to the Owner: 1. Structural design calculations and drawing (including construction/fabrication) for all reinforced concrete and structural steel structures. 2. Fully, dimensioned concept plan including floor plans, cross sections, longitudinal sections, elevations and perspective view of each building. These drawings shall be drawn at a scale not smaller than 1:50 and shall identify the major building components. 3. Fully dimensioned drawings showing details and sections drawn to scales of sufficient size to clearly show sizes and configuration of the building components and the relationship between them. 4. Product information of building components and materials, including walls partitions flooring ceiling, roofing, door and windows and building finishes. 5. 6. A door & window schedule showing door types and locations, door lock sets and latch sets and other door hardware. Approval of the above information shall be obtained before ordering materials or starting fabrication or construction as applicable.
1.2.4 FINISH SCHEDULE The finishing schedule is given in subsequent clauses. Internal walls of GIS hall shall be painted with two or more coats of oil bound washable distemper (DSR item code 13.77.2). Paints used in the work shall be of best quality specified in CPWD specification. In case of extension of GIS Buildings, finishing items shall be same as in existing buildings. Details of finishing items in the existing GIS hall is attached with the tender documents.
1.2.5 FLOORING 52mm thick ironite flooring (DSR item code 11.8) shall be provided in GIS hall.
1.2.6 WALLS All the buildings shall be of framed superstructure. All walls shall be non- load bearing walls. Min. thickness of walls shall be 230 mm (one brick) with 1:6 cement sand mortar.
1.2.7 PLASTERING All internal walls shall have minimum 15mm thick 1:6 cement sand plaster. The ceiling shall have 6mm thick 1:3 cement sand plaster.

treatment conforming to CPWD specification (item no. 25.8 of DSR 1997). The water proofing treatment shall be of following operations: (a) Applying and grouting a slurry coat of neat cement using 2.75 kg/m 2 of cement admixed with proprietary water proofing compounds conforming to IS: 2645 over the RCC slab including cleaning the surface before treatment. (b) Laying cement concrete using broken bricks/brick bats 25mm to 100mm size with 50% of cement mortar 1:5 (1 cement : 5 coarse sand) admixed with proprietary water proofing compound conforming to IS: 2645 over 20mm thick layer of cement mortar of min 1:5 (Cement : 5 coarse sand) admixed with proprietary water proofing compound conforming to IS: 2645 to required slope and treating similarly the adjoining walls up to 300mm height including rounding of junctions of walls and slabs. (c) After two days of proper curing applying a second coat of cement slurry admixed with proprietary water proofing compound conforming to IS: 2645. (d) Finishing the surface with 20mm thick joint less cement mortar of mix 1:4 (1 cement : 4 course sand) admixed with proprietary water proofing compound conforming to IS: 2645 and finally finishing the surface with trowel with neat cement slurry and making of 300 x 300 mm square. (e) The whole terrace so finished shall be flooded with water for a minimum period of two weeks for curing and for final test. All above operations to be done in order and as directed and specified by the Engineer-in-charge. With average thickness of 120 mm and minimum thickness at khurra at 65 mm.
1.2.10 CABLE TRENCH IN GIS HALL All cable trenches in GIS hall shall be covered with minimum 6mm thick MS chequered plate with suitable stiffeners.

1.2.11 DOORS AND WINDOWS The details of doors, windows and ventilators of the GIS building shall be of powder coated aluminum frame with 5.5 mm thick glazing. Rolling steel shutters and rolling steel grills shall be provided as per layout and requirement of buildings. Main entrance door to control room building shall be made of powder coated aluminium frame with 5.5 mm thick glazing.
1.2.12 PARTITION Partitions, if required, shall be made of powder coated aluminium frame provided with 5.5 mm thick clear glass or pre- laminated board depending upon the location of partition.

The event logger shall include Video Display unit (VDU), printer and keyboard. Alternatively, desktop PC with VDU, printer and keyboard can be supplied with Event Logger. 1.2. The equipment is used to record changes in digital events. When such changes occur, a display in VDU as well as print out on printer should result. 1.3. The equipment should be constructed in clearly defined plug-in modules. A monitor module should be provided for indicating internal faults such as Processor failure, memory failure and other internal hardware failures. These failures should be displayed on the LED's mounted on the monitor module and facility shall exist to alarm the operator. 1.4. The event logger shall have stable software, reliable hardware, simplicity of maintenance. The equipment shall be carefully screened, shielded, earthed and protected against severe hostile electrical environment of EHV switchyard which are prone to various interference signals typically from large switching transients. 1.5. The event Logger equipment shall meet the following requirements (a) At least 500 digital event inputs shall be accommodated in single equipment. (b) The time resolution shall be 1 milli second. (c) Cope with up to 40 changes in any one 10 milli seconds interval. (d) The date and time should be printed to the nearest 1 milli second followed by a message describing the point which has operated. (e) The operator shall be able to change the date and time from the key board and allow normal inputs of Accept, Alarm demand log, Plant state demand log and date & time. (f) Events occurring whilst a previous event is in process of being printed are to be stored to await printing. Over 100 such events must be stored. (g) Necessary facility to change the text of the event by the operator shall exist. 1.6. Event Logger shall its own time generator and the clock of the time generator shall be such that the drift is limited to 0.5 seconds/day, if allowed to run without synchronisation. Further, Event Logger shall have facility to synchronise its time generator from Time Synchronisation Equipment having output of following types Voltage signal : (0-5V continuously settable, with 50 milli seconds minimum pulse duration) Potential free contact (Minimum pulse duration of 50 milli seconds) Annexure-VII

IRIG-B RS232C The Event Logger shall give annunciation in case of absence of Synchronising pulse within a specified time. 1.7. The printer shall be compatible with event logger and VDU/ desktop personal computer and shall use plain paper. Two packets of paper (500 sheets in each packet) suitable for printer shall be supplied. 1.8. The printout of the events shall contain at least the station identification, date & time (in hour, minutes, seconds & milliseconds), event number and event description (at least 40 characters). 1.9. Event Logger shall be suitable to operate from 220V DC or 110V DC as available at sub-station. VDU along with the printer shall normally be connected to 230V, single phase AC supply .In case of failure of AC supply, VDU and printer shall be switched automatically to the station DC through Inverter of adequate capacity. The inverter supplied along with Disturbance Recorder can be shared for the Event Logger also. 1.10. At existing sub-stations where Event logger is provided, necessary potential free contacts of various relays/equipment for plant and alarm states shall be provided and co-ordinated with existing Event logger for proper logging of events. The drawings containing schedule of events with necessary termination details shall be submitted during Engineering of the project. 1.11. Necessary software for transferring the data automatically from the local Event logger to a remote station and receiving the same at the remote station through owners PLCC/VSAT/LEASED LINE shall be provided.

Scope All Substation of POWERGRID are to be remote operated from centralized control centres (i.e. NTAMC, Backup NTAMC & RTAMC). The new equipments along with associated control & Relay panels under these packages are therefore required to be provided with provision for Remote Control & Monitoring as mentioned in subsequent para. Bays covered under this package are to be provided with control panel and/or BCU based panel as specified in relevant section elsewhere and are to be integrated with the requirement of remote data transfer and control through existing Substation gateway. The substation gateway is being provided under separate package. Necessary substation adaption works like providing BCU modification of A/R scheme, installation of transducer, communication to the relays and even logger is presently being done under separate package. 1. Control Panel: The conventional control panels are to be augmented with provision of Bay control unit with one BCU per bay (For this purpose bay shall mean one breaker). The Bay control unit shall provide telemetry and tele-control for remote operation from NTAMC control centers. The Bay control unit shall acquire all the analog measurements, Status of Circuit breakers, Isolators and Earth switches, status of alarms, and provide Control of devices (Circuit breaker/Isolators/Reset of Relays/position selection for Auto reclose etc).
The Bay control unit shall also provide synchronization check facility for the circuit breakers suitable for the bus bar scheme. It shall allow synchronization between the Bus-1 & Line, Bus-2 & Line, Bus-1 & Bus-2, Line-1 & Line-2 for a 400kV Scheme One and Half breaker scheme and Bus-1 & Line, Bus-2 & Line for 220 /132 kV DMT / Double Main Scheme. The Bay control unit can optionally have other provisions such as auto-reclose inbuilt into it as per design of the manufacturer. The Bay control unit shall communicate over IEC 61850 protocol to the Gateway/RTU provided under NTAMC project. A Local/Remote selection shall be provided to transfer the control between the BCU and the Control panel. The control shall be available to either the BCU or from the Control panel however data monitoring shall be available at both the devices. The Bay control unit shall be flush mounted in the Control panel with their mimic displays accessible from the front of the panel. The Bay control unit mimic shall Annexure-VIII

The control panel shall have control switches, status indication lamp, semaphores, and synchronization sockets as defined section C&R Panel. The indicating meters shall be optimized by having only one voltmeter, one ammeter with selection for any of the three phases (R-Y/Y-B/B-R or R/Y/B).MW /MVAR/Temperature displays are not required. The conventional annunciation panel is not required but an annunciation system (One annunciation lamp and one hooter) shall be provided and each of the BCU shall energize this annunciation on occurrence of alarms. 2. Local HMI - No local HMI is required for control of the BCUs however all configuration and maintenance software for the BCUs and numerical relays are to be provided.
3. Disturbance recorder-Data capture by DR to be provided under the scope needs to be transferred to existing redundant SDC of NTAMC system are IEC61850 protocol.

4. Substation LAN switch The Bay Control unit and the numerical relays shall be connected to new substation LAN switch(s) (managed switch) to be supplied by the contractor. The substation LAN switch shall comply with IEC 61850-3 requirements. It shall have sufficient number of ports to accommodate all the IEDs of the new bays and at least 6 spare ports for integrating the numerical Relays/BCUs with NTAMC system i.e. redundant Gateways/RTU and redundant SDC and two spare ports. The IP addressing scheme for the devices shall be provided by POWERGRID.
5. Auto reclose position selection Auto-reclose position selection between single phase auto and Non-Auto mode shall be provided from local as well as through BCU from Remote SCADA system. The selected position shall not change if the BCU/numerical relays power is cycled.
6. Protection transfer switch for DMT schemes- The High Speed Bi-stable relays for protection transfer from Normal to Transfer and vice versa, whose position can be controlled locally as well as from remote through SCADA system shall be provided. The position once selected should not change in case of Power cycling.
7. The expansion/modification of existing auxiliary systems (e.g. Fire Fighting system, AC LT, DG Set, DCDB, Battery & Charger, Air Conditioning system etc.), if covered under the bays extension package, then the scope of expansion of auxiliaries shall include the adaptation work required for necessary integration of the relevant signals in BCU.
