AOA INTERNATIONAL LICENSURE SUMMARY

Updated: April 2008


This summary of licensure availability in countries for graduates of United States
osteopathic medical schools is revised and expanded on a continual basis. Some
countries have denite policies regarding either the licensure of !.".s# the
licensure of internationally trained physicians and health care practitioners and$or
the licensure of non%citi&ens. A fe' countries have consistently refused to grant
U.S.%trained !.".s full practice rights# often permitting them to perform only
manipulation and sometimes refusing to grant them any type of practice. "ther
countries# ho'ever# are simply not educated on the (ualications of U.S.%trained
!.".s and their e(uivalence in education# training and practice to ).!.s. To that
end# communication 'ith international health care o*icials can be a time
consuming and formidable tas+.
There are a fe' issues to +eep in mind 'hen researching licensure possibilities in
foreign countries. )any countries that 'ere or continue to be under ,ritish
in-uence adhere to ,ritain.s denition of an /osteopath#/ a non%physician health
care practitioner 'ho practices only manipulation. !ue to the similarity of the
titles# many of these countries refuse to grant U.S.%trained !.".s practice rights
beyond the scope of manipulation.
0urther# the procedure by 'hich international countries consider granting
physician licensure to foreigners is not consistent among all countries. The
procedure can ta+e the form of a simple intervie' 'ith a )inister of 1ealth or
)edical ,oard# a handsha+e 'ith a governmental insider or the submission to a
battery of examinations# intensive residencies and the li+e.
Also# the intent and type of practice sought by the U.S.%trained !.". might 'arrant
a substantially di*erent application procedure. 0or example# those 'ho are
interested in 'or+ing on a volunteer basis or for a mission often nd the process
less hindered by paper'or+ and legal regulations. 0or this reason# an applicant
should be as clear as possible about his or her intentions 'hen ma+ing a 'ritten
in(uiry.
The follo'ing is a catalog of countries in 'hich the A"A has investigated
osteopathic licensure. 2ncluded in each country.s listing is the year in 'hich the
last re(uest for updated licensure status 'as made# the scope of osteopathic
practice in that country# an overvie' of issues specic to that country and the
contact for licensure in(uiries. As you 'ill note# information regarding many of
these countries is out%of%date and has not been reevaluated. 2n addition# licensure
status can change from year to year % so it is encouraged that the individual
contact the appropriate authority 'ell in advance of an expected visit or move.

hospital# he secured an unlimited medical license through the =e' South Bales
