1. GENERAL

1.1. Scope

This specification sets out the methods and the criteria for the transport, laying, junction,
burying and testing of submarine electrical cables.
The type and the characteristics of the electrical cables to be laid shall be those indicated
in the Project Documentation.


1.2. Normative references and relevant documentation

The normative references and the relevant documentation shall be those indicated in the
Project Documentation.

2. FUNCTIONAL CHARACTERISTICS


2.1. Operating environment

The characteristics of the operating environment shall be indicated in the Project
Documentation.


2.2. Marine operations

2.2.1. Marine investigation before laying

This kind of investigation is necessary to verify and check the bathymetric charts and the
information on the seabed conditions on which the detailed project plan is based and it
shall be carried out upon specific request by the Company.
The Contractor shall be entirely responsible for the operations to comply with the project
requirements. The minimum investigations requested along the cables route are reported
here below:

Bathymetric and morphological investigation
Magnetometric investigation.

As far as the magnetometric investigation is concerned, it is necessary to detect the
presence of any metallic objects along the cables route. The use of divers equipped with
cameras and portable magnetometer may be expected.
A tide gauge shall be installed in a point to be decided, nearby the work area. The tide
data shall be measured during the geophysical investigation.

2.2.2. Transport

Once manufactured, submarine cables shall be wound on a concentric or motorised reel
to be sent to the installation site. The type of reel shall be as indicated in the Project
Documentation.
Should the winding on a single reel not be feasible due to the cable length, one of the
following solutions can provide an alternative:

Cable provided in two or more parts on an equivalent number of reels
Cable provided in one piece to be loaded and wound in concentric coils on a special
vessel

Any chosen solution shall be indicated in the Project Documentation.
Before transport, the cable shall be tested to verify its functionality at delivery (ref. to par
2.2.3. pos A1).
In order to carry out transport operations, that is loading on vessel, transport, loading on
laying vessel, all necessary equipment and tools shall be made available.
At the time of the bid the Contractor shall provide the characteristics of the vessel and of
any other equipment necessary for transport.

2.2.3. Laying

All the vessels, equipment and operations necessary for the laying shall be as specified
at par.2.2.2.

2.2.4. Burying

The Contractor shall bury cables at a minimum depth of 1 metre below the seabed level.

The Contractor shall provide all the information relevant to the methods, the procedures,
the equipment, the instrumentation and the inspection methods that they plan to use for
the work.

The operations shall be carried out so as not to damage cables.
The Contractor shall be responsible for any repairs.

For particularly hard operations, upon request, the excavator shall be equipped with
monitors in the sight of the digging operator and the Company Representative.
The sensors shall indicate minute by minute the stresses caused to the cable by the
excavator during the various phases of operation.

2.2.5. Survey "As laid"

The survey instrument in aid of the laying vessel shall carry out a survey "As laid" during
the installation of the cable.

The survey data shall be received by the Company during the acquisition phase, in order
to identify and define any operation of support, lifting etc. that shall be deemed
necessary.

The final "As laid" documentation shall be provided to the Company immediately after the
completion of the survey .

2.3. Laying

2.3.1. Laying vessel

2.3.1.1. Type

The laying vessel shall be a self-propelled vessel able to advance at slow speed in order
to enable the adjustment to the cable unwinding speed.

2.3.1.2. Main characteristics

They shall be as follows:

Minimum dimensions as required in the project documents
Capacity adequate to the load
Shallow draft
Flat deck free from obstructions
Availability of ballast tanks
Anchoring system that enables a vessel to be perfectly balanced during operations
which require a prolonged stop

2.3.1.3. Support vessels

a) Adequately powered tugboats with a bow that enables them to hold onto the laying
vessel in case of transversal winds or currents
b) Motorboats for anchoring and disanchoring the vessel and floating the cable leaving
the landing
c) Adequate vessel for rapid shore - vessel - platform movements

2.3.1.4. Personnel

a) Highly specialised personnel for marine cable operations
b) Workers for the laying at the landings
c) Divers to be employed for the following operations:

positioning and recovery of floats
laying and control of cables in the riser and in the junction point
laying of cables at the landings

2.3.1.5. Minimum equipment required

a) Winches at the four corners of the vessel
b) 1 10-30kW diesel engine-driven generator 380V - 50Hz
c) 1 6-7 atm diesel engine-driven compressor 500 l/m
d) Cable coils for mooring, various ropes, steel wires, etc.
e) Night lighting lamps
f) Signals of no control
g) Rescue means and fire extinguishers
h) A two-way radio for shore - vessel - platform communications
i) Electronic aid system for navigation
j) Complete equipment for welders, pipers, electricians
k) Equipment and vessels for divers adequate to the water depth
l) Crane with a capacity indicated in the project documents

2.3.1.6. Laying equipment

The equipment listed below shall be fixed or laid on the vessel before the laying
operations start:

a) Reel/s with or without motor-driven trolley (in case of cable wound on reel)
b) Derrick to lift reel/s
c) Conveyor (in case of cables wound on reel)
d) Dynamometric unit to control the pulling of the cable, provided with a measuring
gauges or odometer (in case of cables wound on motor-driven reel)
e) A-frame pulley (in case of cables to be wound on the vessel deck)
f) 1 motor-driven unit complete with dynamometer, measuring gauges and odometers
in case of the laying of cables provided on reel or to be wound on the vessel deck
g) Rollers path
h) 1 bow laying skid
i) Floating balloons for cables
j) Mechanic draft
k) Equipment for marine cable operations, pulling heads, open and closed metallic
braidings
l) 1 Stanchion for joint assembly
m) Complete equipment for joint assembly
n) Materials for various use
o) Test equipment

2.3.2. Laying of platform - shore cable

2.3.2.1. Preparatory operations

The laying of the cable shall be preceded by the following operations:

a) Inspection of the platform, the landing and the cables route to check, define or verify
the following:

The exact distance between platform and shore
Seabed nature, verifying the absence of obstructions or debris that may damage
the cable or prevent its good laying on the seabed
The exact position of sea-lines or existing cables to avoid crossovers
Topographic points for the correct laying of sinkers and buoys
The point on the shore for the positioning of the winch
The configuration and consistency of the landing shore and marine section
Meteo-marine conditions

b) Shore section works required as indicated in the project documents.

c) Installation on platform of scaffolding and all that is required for the correct and safe
pulling of the cable.
Should there be a deckless structure, the operation of the above works is one of the
essential conditions for the laying.

d) Completing the laying vessel with installation and shelter aboard of the cable and the
equipment listed in pos. 2.3.1.6.

e) Testing the cable to check functionality before the start of the laying operations (ref.
par. 2.4. pos. b).
After the test the cable heads shall be thoroughly taped to avoid infiltrations during
laying.

f) Buoying the sea-line wires and the cable every 500 metres.
The distance between the two routes shall be no less than 50 m.

g) Positioning two winches on the landing and the platform to pull the cable.
A swivel shall be placed between the pulling rope and the electric cable to release
the torsional stresses caused to the electric cable.

h) Laying on shore of optical linings of small coloured stakes. Such installation is
advised to keep safely track of the planned cables layout.

k) Recovery of the existing cable at the landing and the platform if the cable to be laid
replaces it.

2.3.2.2. Laying operations

Laying operations shall start with:

a) Laying vessel complete with all the equipment and fixtures.

b) Forecast of favourable meteo-marine conditions for the whole period of laying.

c) Completion of preliminary works on the platform, at sea and on shore as described in
pos. 2.3.2.1.

d) Absence of impediments and/or dangers in the work area in the following order:

Mooring the vessel close to the platform

Unwinding the cable on the vessel using only labor and/or adequate equipment
avoiding narrowings and deformations

Unwinding the cable to sea applying floats and inserting it in the platform protection
riser utilising the pilot cable provided in the inside. Such operation shall be carried
out with extreme care avoiding excessive stresses, keeping a bending and pulling
angle within the limits imposed in the project specification and checking the riser
cable. Perfect co-ordination between crew aboard the vessel, on the platform and
the divers is essential to the success of the operation. It is advisable that the divers
are provided with cameras and two-way radios to carry out the above mentioned
operations.

The platform should be provided with cable of sufficient length for the connection
with the planned junction point

The cable should be fixed on the riser end with an anchor collar

e) Laying of cable according to the following requirements:

Laying shall be carried out with a constant pulling tension avoiding sudden speed
variations by the vessel
The cable tension measured by the dynamometer shall stay within the limits
imposed by the Supplier
Aboard the vessel the cable shall lay on rollers avoiding sliding on the platform in
between
The cable bending angle shall never be less than the one recommended by the
Supplier
In case several cables need laying, overlappings shall be avoided

f) Possible junction in case the cable is provided in more than one piece.

g) The vessel should approach the shore up to the minimum possible distance to limit
the quantity of cable to be eased off to sea and pulled to shore.

h) Unwinding cable on the vessel.

i) Easing cable off to sea and applying floats.

j) Pulling the cable to the waters edge in the planned shore/sea junction point.

2.3.2.3. Final operations

Unless otherwise required, the operations to be carried out at completion of laying shall
be the following ones:

a) Test (ref. par. 2.4. pos. c).

b) Shore/sea junction.

c) Burying or laying of cable protections.

d) Terminations and connections of cables made by qualified personnel.

e) Completion of platform and shore operations required in the project specification.

f) Final test (ref. par. 2.4. pos. d).

g) Disembarkment of residual cable.

h) Demobilization of the vessel.

2.3.3. Laying of cable between two platforms

2.3.3.1. Preparatory operations

The laying of the cable shall be preceded by the following operations:

a) Inspection of the platforms and the cables route to check, define or verify the
following:

The exact distance between the platforms

the cable or prevent its good laying on the seabed
The exact position of sea-lines or existing cables to avoid crossovers
Topographic points for the correct laying of sinkers and buoys
Meteo-marine conditions

b) Installation on platform of scaffolding and all that is required for the correct and safe
pulling of the cable.
Should there be a deckless structure, the operation of the above works is one of the
essential conditions for the laying.

c) Completing the laying vessel with installation and shelter aboard of the cable and the
equipment listed in pos. 2.3.1.6.

d) Testing the cable to check functionality before the start of the laying operations (ref.
par. 2.4. pos. b).
After the test the cable heads shall be thoroughly taped to avoid infiltrations during
laying.

e) Buoying the sea-line wires and the cable every 500 metres.
The distance between the two layouts shall be no less than 50 m.

f) Positioning winches on the platforms to pull the cable.

2.3.3.2. Laying operations

Laying operations shall start with:

a) Laying vessel complete with all the equipment and fixtures.

b) Forecast of favourable meteo-marine conditions for the whole period of laying.

c) Completion of preliminary works on platform and at sea as required in pos. 2.3.2.1.

2.3.3.3. Concluding operations

Unless otherwise required in the project specification, the operations to be carried out at
completion of laying shall be those listed in 2.3.2.3 of this specification:

a) Test (ref. par. 2.4. pos. c).

b) Burying or laying of cable protections.

c) Terminations and connections of cables made by qualified personnel.

d) Completion of platforms operations required in the project specification.

f) Final test (ref. par. 2.4. pos. d).

g) Disembarkment of residual cable.

h) Demobilization of the vessel

2.4. Tests

The aim of these tests is to check the continuity and the good insulation of the cable
during operations.

The tests shall be executed according to the following items and shall include the
measurements and tests indicated in TABLE 1.

2.5. Boundary conditions, limits and exclusions

The Contractor shall be responsible for the correct working of the equipment and of the
material provided as well as of the correct performance of all operations.

He shall also be responsible for the Companys material taken for the laying operation.

He shall be in charge of all the activities as required in the "Competencies Data Sheet".

He shall also recommend all the measures to be adopted, asking the Company for any
information and data not explicitly reported in the specification in order to optimise and
improve the functionality and the reliability of operations.


2.6. Ergonomics

2.6.1. Access

The access to the equipment during the various phases of assembly, maintenance,
manoeuvre and operation shall be in compliance with the requirements of the Normative
references and to the relevant ergonomic requirements.


2.7. Safety

The Contractor shall comply with the safety requirements included in the Normative
References.


2.8. Requirements for Quality Management and Assurance

Any additional requirements of quality management and/or quality assurance are
contained in the relevant management specification enclosed in the bid request.

2.9. Documentation

2.9.1. General

The Contractor shall provide the Company with all the documentation listed in Data Sheet
in compliance with the stated procedures and schedule.
The technical documentation shall be in the official language indicated in the Data Sheet
using the symbols specified in the normative references.

2.9.2. Bid documentation

The Contractor shall attach the following information to the bid:

Companys Data Sheet filled in all the parts to be completed by the Contractor and
explicitly accepting it with attachments
Personnel organisation chart for the operations
Works chart starting from receipt data of the order to the completion of laying and
testing
Description of all the operations listed in the work chart
List of equipment and vessels used for the works, detailing quantity and
characteristics (particularly for the laying vessel and for the equipment for pulling the
cable on the platform)
Cable route based on the preliminary survey
List of tests on cable during laying
Any other information required to enable a more precise evaluation

The Contractor shall also highlight any details which does not comply with the Companys
documentation describing any alternative suggestions in detail.

2.9.3. Documentation subject to approval

The approval to the documentation by the Company shall be only relevant to the formal
review of the parameters indicated in the project documents.

2.9.4. Test documentation

The Contractor shall provide the Company with all the certificates relevant to the tests in
conformity with the procedures and the schedule indicated in the Data Sheet.

In addition to the management information defined elsewhere, the test documentation
shall include at least the following technical information:

list of tests and inspections carried out with indication of methods and procedures, list
of instrumentation and results
inspectors signature and signature of the Company representative
any dispensations to the contractual documents, accepted at the time of the testing

2.9.5. Final technical documentation

The final technical documentation, with the only exception of catalogues and publications
provided by the Contractor or Sub-contractors, shall be completed with the following
references:

name of the Contractor
name of the Company
identification tag defined by the Company
title of document
reference to the Companys order
