PUP SAMAHAN NG MGA MAG-AARAL NG
KASAYSAYAN
Preamble
We, the students of the PUP Department of History, imploring the aid of the Divine
Providence, and guided by the PUP Philosophy and mission to establish a student
Organization that will embody our ideals, promote harmony, sense of family, loyalty, and
welfare based on love, justice, freedom, academic ecellence and truth do hereby
promulgate this !onstitution and "y#$aws%
Article I: Name an Domicile
&he student organization will be called 'PUP (amahan )g *ga *ag#aaral )g
+asaysayan' or PUP(*+% &he organization should have its principal office at the
Polytechnic University of the Philippines, *ain !ampus, (ta% *esa, *anila%
Article II: P!ilosop!y
Section 1 &he PUP (amahan )g *ga *ag#aaral )g +asaysayan or PUP(*+ conforms
to the objectives of the "achelor of -rts in History .-" History/ which are
consistent with the University,s vision and mission for 0uality education%
Section 2 PUP(*+ commits itself to the development of the country and its citizenry and
thus adheres to the role of humane and ethical leadership in both public and
private sectors%

Section PUP(*+ promotes a harmonious relationship between the students and their
professors and shares in the process of learning through 0uality instruction of
the faculty and 0uality research of the students which are the basic
foundations of academic ecellence%
Section ! PUP(*+ will facilitate the free echange of ideas between the -" History
students and the administration and faculty of the Department of History and
the !ollege of -rts which will be devoid of personal motives and political
consideration%
Section " PUP(*+ will participate actively in all activities and important events of the
Department of History, the !ollege of -rts and the University as a whole%
Section # PUP(*+ will participate actively in the study, conservation, and promotion of
the historical and cultural heritage of the country%
Article III: Lo"o

&he $ogo of PUP(*+ is its official symbol% &he color blue which
serves as its bac4ground represents its stability and the unity of its
members% &he 0uill and the scroll signify the tas4 of its members
who will become historians or history teachers while the $olo and the
%alasag with ali$ata scripts in its upper part that reads Kasaysayan
suggest their responsibility of ta4ing care of history by serving as its
vanguard% &he laureate indicates the ealted contribution of history
among the people in all ages% &he golden sun at the bac4ground
connotes the noble and illuminating role of history in nation building%
&he sun,s four pillars stand for the four levels of -" History% &he
three golden stars in the outer circle represent $uzon, 5isayas and
*indanao, the three archipelagic groups that constitute the
Philippines%
(ection 6 &he $ogo will be used in all official communications of PUP(*+% 2t
will be placed in a white flag to convey PUP(*+,s authority among
its members and the general public%

a% 1ncourage and inculcate discipline, camaraderie and courtesy among its
members
b% Promote continuing 0uality education, research and intellectual advancement
and social responsibility among its members
c% 9oster cooperation and networ4 between or among PUP(*+ members, the
faculty, and alumni%
d% Publish 0uality materials such as research papers, newsletters, information
brochures, etc% for the benefit of its members and the Department of History as a
whole%
e% Plan and organize program or activities that inculcate awareness on history and
culture among students and out#of#school youth%
f% 1ngage in outreach program or activities, presentations and civic activities
relevant to history and culture within and outside the University%
g% !onfer awards or citations to outstanding members and other personalities who
have made admirable contributions in the study or promotion of history and
culture in accordance with its rule and criteria%
Article #: Mem%ers!ip
Section 1 &he following will be considered automatic members of PUP(*+8
a% &hose active members#the members who are enrolled in the -" History
Program regardless of number of units%
b% &hose who are inactive members#the members who are not enrolled in
a given semester due to certain circumstances or those who are not yet
dismissed from the university or shifted to another program%

*embers of the PUP(*+ may pay a semestral membership fee of 9O;&<
P1(O( .Php=>%>>/ O)$<, subject to review and adjustment by the 1ecutive
!ommittee every two years% &he inactive members of the organization will not
be obliged to pay the membership fee during that semester%

*embership fees from each class will be collected by the class 5ice President
for 9inance or &reasurer within the first month of the given semester% &he
class 5ice President for 9inance or &reasure will, in turn, remit the collected
amount to the 5ice President for 9inance of the PUP(*+%

&he immediate past president will serve as &'-officio *ember within a year,
co-terminus to the terms of the 1ecutive !ommittee members, and will be
considered as regular 1ecutive !ommittee member% -s regular member, the
&'-officio *ember will enjoy the same rights and privileges enjoyed by the
incumbent 1ecutive !ommittee members%
On a matter of succession, however, the &'-officio *ember will not be allowed
at any time to succeed as President of PUP(*+%
Section <1-;#$151$ ;1P;1(1)&-&251(
1ach !lass President will become <ear#$evel ;epresentative automatically
and therefore serve as regular 1ecutive !ommittee member% 2n case that the
!lass President has been elected to any of the positions specified in
Paragraph @, (ection 5 of this !onstitution and "y#$aws, the !lass 5ice
President will become representative automatically% &he highest class officer
who has not been elected to any of the positions specified in Paragraph @,
(ection 5 of this !onstitution and "y#$aws will become <ear#$evel
;epresentative%
&he <ear#$evel ;epresentatives will re0uire no election for they have been
elected Presidents by their respective classes%

-ny candidate for any position in PUP(*+ must possess the following
0ualifications8
a% &he candidate must be currently enrolled in the -" History Program
b% &he candidate must be enrolled within the duration of his term as
officer
c% &he candidate must not be a candidate for graduation on the first
semester of the academic year following the election
d% &he candidate must not be a cross#enrollee from another school
e% 9or the candidate who desire to run for President, he must have earned
a least twenty#three .6:/ units without a failing or incomplete grade%
f% )o member of the !ommittee on 1lections will be allowed to run for
any position unless the member will resign from his position at least on
the day before the start of the filing of !ertificates of !andidacy%
- candidate will be dis0ualified if found guilty of violating or circumventing the
rules of PUP(*+,s !ommittee on 1lections%

1lection for a new set of officers for PUP(*+ will be conducted on the last
&uesday of the month of 9ebruary% 2f classes will be suspended on that day or
when force ma(eure will re0uire, the election will be postponed on the net
three consecutive days%
Postponement, if any, will be announced by the !ommittee on 1lections
.!om1lec/ at not later than @6 o,cloc4 of the previous day%

With the eception of the President and 1ecutive 5ice President, the officers
identified in Paragraph @, (ection @ of this -rticle of this !onstitution and "y#
$aws may run for re#election to the same positions that they have occupied
previously, unless the officers, for such reason of re#election, will violate
Paragraph @, (ection = of this -rticle of this !onstitution and "y#$aws%

&he terms of office of the officers of the PUP(*+ will commence right after
ta4ing their Oath of Office and will continue for one .@/ year until such time that
successors will have been elected%
Section * 2)DU!&2O) O9 1?1!U&251 !O**2&&11 *1*"1;(
&he elected members of the 1ecutive !ommittee of PUP(*+, including the
<ear#$evel ;epresentatives, will be inducted to office before a 3eneral
-ssembly on the last wee4 of Cune or, when force ma(eure will re0uire, on the
first wee4 of Culy% &he !hairman of the !ommittee on 1lections will serve as
witness to the induction%
&he &'-+fficio Mem$er will not be inducted to office but will be present in the
ceremony to witness the induction of the new 1ecutive !ommittee members%

-ny member of the 1ecutive !ommittee may be removed from his position if
found guilty on the following grounds8
a% 9ailure or incapacity to discharge the duties of his position
b% 3rave misconduct or dishonesty
c% 3raft and !orruption
d% 5iolation of this !onstitution and "y#$aws
e% Dropping out at least three currently enrolled courses
f% -bsence without Office $eave .-WO$/
g% 9ailure from at least two courses
h% "etrayal of members, trust
(uch ground will be determined by the other members of the 1ecutive
!ommittee through a special meeting to be called by the President, or in case
that the President is the member accused with any of the specified grounds in
Paragraph @ of this (ection, the 1ecutive 5ice President, or in case that the
two of them are charged, the 5ice President for Plans and Programs%
&he officer charged with any of the specified grounds in Paragraph @ of this
(ection will be informed of the reasons of such ground through writing and,

thereafter, will be allowed to respond through writing li4ewise% &he member
will be given five consecutive school days to prepare and submit his written
response regarding his desire to be retained to the members of the 1ecutive
!ommittee who met and discussed his removal from his position% &he
1ecutive !ommittee members who met and discussed his removal from his
position will meet again to tac4le the merits of his reasons% "ased on the said
merits, the 1ecutive !ommittee members then will vote whether or not the
removal of the member will continue by conducting a special election for that
purpose among all the members of PUP(*+% - majority vote by the rest of
the 1ecutive !ommittee members will pursue the attempt to remove him from
his position%
2f the majority of the rest of the 1ecutive !ommittee members have voted for
the pursuance of the member,s removal, a special election for that purpose will
be held by the !ommittee on 1lections within ten .@>/ consecutive school days
among the members of the PUP(*+% 2f majority of the members have voted
'<1(' for the member,s removal, the member is removed from his position and
henceforth will cease to serve as officer%
&he absence of a written response from the member would mean the absence
of interest in pursuing the duties and responsibilities of his position% (uch an
absence of interest is inimical to the interest of PUP(*+, accordingly the
member will be removed automatically from his position%

2n case of removal from his position or resignation, the President and the
remaining 1ecutive !ommittee members will ma4e a resolution declaring the
presence of a vacant position and the acceptance of nomination for a
successor%
With the eception of the President and 1ecutive 5ice President, the other
members of the 1ecutive !ommittee, in case of removal from position or
resignation, may be succeeded by any student#whether he is a committee
chair, member or not#who has been nominated through writing by another
student% &he nominee must 0ualify according to (ection =, -rticle 52 of this
!onstitution and "y#$aws% &he 0ualified nominees will become candidates for
the vacant position%
&he remaining members of the 1ecutive !ommittee will vote on a date
determined by the !ommittee on 1lections% 1ach of the officers may vote up
to three .:/ candidates using ballots% &he !ommittee on 1lections will canvass
the votes and proclaim the elected student% &he !hairman of the !ommittee
on 1lections will administer immediately an oath#ta4ing ceremony for the
elected student before the 1ecutive !ommittee members and a public%
&he elected student will become a regular officer and member of the 1ecutive
!ommittee after having sworn into office and will enjoy the same
rights and privileges enjoyed by the incumbent 1ecutive !ommittee
members%

Article #II: D*ties of t!e ()ec*ti'e +ommittee

&he President will perform the following functions and responsibilities8
a% &o act as the !hief 1ecutive Officer of PUP(*+
b% &o preside over all meetings
c% &o create ad hoc committees in times of necessity and designate its
members for purposes of carrying out programs or activities of
PUP(*+
d% &o represent PUP(*+ in any conference, meeting, consultation with
the -dviser and the !hairperson of the Department of History, or any
higher University authorities on matters affecting the entire organization
e% &o supervise all committees and adjunct organizations in the
implementation of all programs or activities
f% &o spearhead the turnover of unepended funds, properties, and other
records of the PUP(*+ to the newly elected President, within two .6/
wee4s after the induction of the new sets of officers
g% &o submit reports of the annual activities of PUP(*+ with the consent
of the adviser, as maybe re0uired by the !hairperson of the
Department of History or higher authorities
h% &o appoint committee chairs and members and to disseminate tas4s
among them
i% &o uphold this !onstitution and "y#$aws and the welfare of the
members of PUP(*+

&he President will perform the following functions and responsibilities8
a% &o serve as !hair of the !ommittee on 1tension and Outreach
Program
b% &o assist the President in all of the activities of PUP(*+
c% &o serve as the immediate successor of the President in his official
leave of absence, resignation or incapacity to perform the functions of
the his office
d% &o represent the President in any affair delegated to him outside the
organization
e% &o act as the presiding officer in all meetings of PUP(*+ in the
absence of the President

&he 5ice President for Plans and Program will perform the following functions
and responsibilities8
a% &o serve as !hair of the !ommittee on Development
b% &o initiate and plan out development programs or activities for
PUP(*+
c% &o plan out development programs or activities initiated by the
President
d% &o plan out and implement income generating projects and fund raising
activities
f% &o serve as the immediate successor of the 1ecutive 5ice President in
his official leave of absence, resignation or incapacity to perform the
functions of his office
e% &o prepare and submit reports of the annual activities of the PUP(*+
to the President
f% &o strategize the smooth conduct of programs or activities at all times
g% &o serve as e#officio member, or his representative, in all of the
committees and adjunct organizations of PUP(*+ ecept the
!ommittee on 1lections and !ommittee on -rbitration and
!onstitutional -mendment

b% &o collect dues from its active members every semester%
c% &o act as custodian of funds, boo4 of accounts, and effect deposit of
funds in any designated ban4 and ma4e periodic financial report of
collections and disbursements on a 0uarterly basis
d% &o render accounting of all funds and disbursements during the end of
the one#year term and to turn#over all savings and financial records to
the new 5ice President for 9inance
e% &o disburse the funds of PUP(*+ upon approval of the members of
the 1ecutive !ommittee for legitimate obligations
f% &o act as co#signatory with the President in the disbursement of funds
g% &o turn over unepended funds, properties and other records of the PUP(*+
to the newly elected 5ice President for 9inance, within two .6/ wee4s after the
induction of the new set of officers
h% &o facilitate in the general appropriation of budget for PUP(*+
h% &o serve as e#officio member, or his representative, in all of the
committees and adjunct organizations of PUP(*+ ecept the
!ommittee on 1lections and !ommittee on -rbitration and
!onstitutional -mendment

group page of general circulation with prior consent from -dviser and !hair
of the Department of History

newsletter of the PUP(*+
&o serve as e#officio member in the !ommittee on 1tension and
Outreach Program

&o act as custodian of all records of the PUP(*+, specially the
updated roster of membership every semester
&o record all meetings of the PUP(*+ and prepare its minutes
&o prepare all communications for the PUP(*+, the 1ecutive
!ommittee, the !ommittees, the President and 1ecutive 5ice
President
&o coordinate schedules among all 1ecutive !ommittee officers
&o be responsible for furnishing notices for all meetings among
1ecutive !ommittee, !ommittee#level andGor adjunct organization
officers
&o conduct roll call during the meetings of 1ecutive !ommittee,
!ommittee#level andGor adjunct organization officers to determine the
eistence of a 0uorum
&o help the 5ice President for Plans and Program in preparing and
submitting reports of the annual programs or activities of PUP(*+ to
the President
&o perform such other official functions as maybe determined by the
President from time to time
&o serve as e#officio member of the !ommittee on !ommunication%

&he -uditor#3eneral will perform the following functions and responsibilities8
&o audit funds and ma4e an inventory of the properties of PUP(*+
every semester
&o submit audit reports to the office of PUP(*+ on a semestral basis
&o 4eep record of audit reports and recorded properties
&o serve as principal auditor in awards given by PUP(*+ or tabulator
in academic contests sponsored by the same
&o turn over all records of audited funds and recorded properties to the
new -uditor#3eneral after the end of hisGher term

&he chairs of the committees, including their members, if not elected, will be
considered as committee#level officers%
&he committee level officers may vote within the committee#level only%

&o initiate and effectively implement etension and outreach programs
or activities
&o coordinate with the 1tension !oordinator of Department of History
and the !ollege of -rts regarding the implementation of etension

&o encourage PUP(*+ members to participate in the etension
programs or activities of the Department of History and the !ollege of
-rts

&he !ommittee on Development will be chaired by the duly elected 5ice
President for Plans and Program% &his committee will be composed of at least

&o plan out and implement income generating projects .23P,s/ or fund#
raising activities
&o plan out programs or activities initiated by the President
&o plan out and organize leadership training and wor4shops among

&o strategize the smooth conduct of programs or activities or activities

&o collect dues from the members of PUP(*+
&o ensure the intelligent use of fund in all programs or activities
&o plan out source of budget for programs or activities
&o deliberate on the allocation of budget for PUP(*+
&o wor4 closely with the !ommittee on Plans and Program with
regards to the implementation of income generating projects or fund
raising activities and receive proceeds from them
&o receive donations from alumni and 4ind#hearted individuals
&o serve as ad hoc !ommittee on 9ood and ;efreshment in times of
program or activities or activities

&o create, maintain, and update the mailing list of PUP(*+ members,
the social networ4ing accountGs or group of PUP(*+ and other
communication platforms as the case may be%
&o manage the promotion of programs and activities of PUP(*+
&o prepare and distribute handouts for the use of participants during
programs or activities
&o assist the editorial board of the official newsletter of PUP(*+ in
publishing a newsletter .paper, online or both/ for the purpose of
promoting programs, accomplishments, activities, and events of
PUP(*+ to a broader public%

&he (ecretariat !ommittee will be headed by the duly elected (ecretary#
3eneral% &his committee will be composed of at least three .:/ other members
to be appointed by the President upon the nomination of the !hair of the
committee%
&he 5ice President for Public ;elations will serve as e#officio member of the
(ecretariat !ommittee%
&he tas4s of the !ommittee on (ecretariat are as follows8
&o ta4e charge of the documentation of events and projects of the
PUP(*+, which may include registration of participants, ta4ing of
photos and videos of programs or activities and safe4eeping of such
records and documents
&o create and maintain a database of important information of
PUP(*+ members such as their email addresses and contact
numbers among others%

&o initiate and organize conferences, fora, symposia and round table
discussions on history and culture that would benefit PUP(*+
members
&o loo4 for conferences, fora, symposia and round table discussions on
history and culture outside the University that would benefit PUP(*+
members
&o facilitate in the participation of PUP(*+ members in conferences,
fora, symposia and round table discussions on history and culture
outside the University
&o wor4 with the faculty members of the Department of History in the
conduct of conferences, fora, symposia and round table discussions

&o assist the guests of PUP(*+ and the Department of History in
times of programs or activities
&o facilitate in the conduct of programs or activities according to its
rules
&o be responsible in the order of events in each program or activity
&o prepare and distribute invitations among its members, faculty
members, university officials and other guests
&o prepare and distribute certificates, pla0ues andGor trophies among
the participants of programs or activities
&o select emcees among its members for PUP(*+ programs or
activities
&o coordinate with other committees regarding programs or activities

misunderstanding or 0uarrel

&o impose penalty, if any, to conflicting students or officers
&o coordinate with the !ommittee on 1lections in conducting a
referendum for the amendment of any of the provisions of this

&he !ommittee on 1lections .!om1lec/ will be chaired by a student appointed

&o conduct and supervise the conduct of election, referendum or
ratification among the members of PUP(*+
&o conduct election arbitrarily among the members of the 1ecutive
!ommittee regarding the removal of officers
&o conduct election for the position of a !hair among the members of
an adjunct organization, ecept when the nature of the organization will
not warrant such conduct of election
&o canvass votes arbitrarily and to proclaim winners immediately after
the canvassing

1ach !ommittee !hair will prepare a report on the epenses and the
achievements of his committee and submit it to the 1ecutive !ommittee
before the end of every semester%

- committee chair or member may be removed from his position on any
ground specified in Paragraph @, (ection F, -rticle 52 of this !onstitution and
"y#$aws ecept the chair and members of the !ommittee on 1lections and
!ommittee on -rbitration and !onstitutional -mendment% &he chairs and
members of the two committees will be removed from their respective
positions according to the whole (ection F, -rticle 52 of this !onstitution and
"y#$aws%
(uch ground will be determined by the officers of the 1ecutive !ommittee
through a special meeting to be called by the President or, in his behalf, the
1ecutive 5ice President%
&he officer charged with any of the specified grounds will be informed of the
reasons of such ground through writing and, thereafter, will be allowed to
respond through writing% &he officer will be given five consecutive school days
to prepare and submit his written response on his retention to the 1ecutive
!ommittee officers who met and discussed his removal from office% &he
1ecutive !ommittee officers who met and discussed his removal from office
will meet again to tac4le the merits of his reasons% "ased on the merits of his
reasons, the 1ecutive !ommittee officers will vote whether or not the
committee officer would be removed from his office% - majority vote by the
1ecutive !ommittee officers will remove the committee officer from his office%
&he absence of a written response from the committee officer would mean the
absence of interest in pursuing the duties and responsibilities of his office%
(uch an absence of interest is inimical to the interest of PUP(*+, hence the
officer will be automatically removed from his office%

-ll adjunct organizations will be under the direct supervision of PUP(*+%
1ach adjunct organization will consist of a !hair and members% &he chair and
the members will be directly responsible to the President of PUP(*+%
&he budget to be used by each adjunct organization will be provided by
PUP(*+%
-ll transactions to be made by the adjunct organizations outside PUP(*+ will
be informed to and approved by the President andGor the 1ecutive !ommittee
officers prior to the conduct of such transaction%
&he adjunct organization may have its own adviser who is a faculty member of
the Department of History%
Section 2 1(&-"$2(H*1)& O9 -DCU)!& O;3-)2H-&2O)(
- group of at least ten .@>/ bona fide -" History students may establish an
adjunct organization by writing the President of PUP(*+% &he letter must
indicate the nature, objectives and initial members of the organization%
-fter eamining the merit of the nature and objectives of the organization, &he
1ecutive !ommittee will issue a certification declaring the establishment of
the organization%

Section &H1 !H-2; -)D *1*"1;(
&he members of the adjunct organization will elect their !hair% Only the !hair
of the organization will be considered as adjunct#level officer%
&he adjunct organization must 4eep the applications or records of its
members%

&he President of PUP(*+ will be responsible in calling for all meetings% &he
(ecretary#3eneral of the PUP(*+ will be responsible for the distribution of
notices of meetings among PUP(*+ Officers%
2n case that the meetings will be held at the committee#level or adjunct
organization and will not re0uire the presence of the President or any of the
1ecutive !ommittee officers, the !ommittee !hair will call for and preside
over that meeting% - copy of the letter that calls for a meeting with the
enumerated agenda, however, must be furnished to the President before the
meeting would be held% - copy of the minutes of its meeting, however, will be
furnished to the (ecretary#3eneral of PUP(*+%
Section 2 ;13U$-; *11&2)3 O9 O992!1;(
&he regular meeting of the officers of PUP(*+ will be held every first wee4 of
the month%

&he meetings of the officers will be held preferably at the sith floor of the *ain
"uilding%

&he 0uorum of the meetings of the PUP(*+ 1ecutive !ommittee,
!ommittee#level and adjunct organization members will consist of majority
.A>JK@/ of all members%

(pecial meetings for the PUP(*+ may be called upon by the President of the
PUP(*+ or at least three .:/ 1ecutive !ommittee members to discuss
issues or urgent concerns of PUP(*+%

-mendment to any of the provisions of this !onstitution and "y#$aws maybe proposed
by the majority of the members .A>JK@/ of the 1ecutive !ommittee and submit the
same to PUP(*+ members for ratification by a majority in a general assembly called for
