ACTIVITY TITLE : Project Management

ACTIVITY DESCRIPTION :

Provide overall project management and technical supervision for the entire project dura-
tion within contract obligations, procedures, cost and schedule.
Prepare and issue weekly and monthly progress report to PCML. The progress report will
highlight critical items, point out the most important delays and changes and their impact,
and indicate problem areas and extreme consumption of float.
To develop overall project schedule for EPCIC contract.
CONTRACTOR is also expected to continuously monitor project progress, looking for op-
portunities to expedite and improve schedule, be proactive in proposing remedial steps
whenever there are slippages. Aggressively follow-up with relevant parties for any infor-
mation/data that may be holding up the progress.
Provide engineering support for procurement for early tie-ins workpack, reviews to be car-
ried out by PCML on IFC/AFB/TRP/Enquiry and audit/third party study packages, e.g.:
Line Discipline Review (LDR), Project Independent Review (PIR) , QRA, EIA, Hazop
Studies.
Inter discipline coordination and coordination with PCMLs representative.
Compile / gather all clarifications and resolve all disciplines issues raised during LDR,
HAZOP and Project Integrated Review (PIR) activities.
CONTRACTOR Project manager, Project engineer and Lead engineer to attend presen-
tation/discussion with Operations personnel at Petronas CARIGALI Myanmar Limited at
Yangon, Myanmar whenever required.
Produce revised sets of drawings as a result of changes. Design change package if re-
quired.
Provide design quality assurance, including management of all change proposals.
Provide project manhour, manning, cost and cost control report.
Third party and Myanmars statutory liaison.
Response to Technical Queries from CONTRACTORs, PCML, JV Partners, Vendors.
Document control: maintain an efficient technical project filing, compilation, equipment
dossiers, etc. Secretarial, administrative and clerical services, including Document Con-
trol Centre (DCC).
Management of client approvals (IFC, AFB, Final Documentation)
Preparation of all reports and Minutes of Meetings.
Prepare project schedule, procedures, planning and reporting systems.
Follow-up and tracking project/activity scheduling, cost and work done
Interdiscipline liaison/meetings
Discipline progress reporting

Note:
1. Participation is required from all lead discipline engineers in the weekly meeting or
other meeting which are deemed necessary.
2. This is a multi-discipline CTR controlled by PM but input by all lead engineers and
designers who have to allow time for attending meetings, prepare update to various
project management documents etc.
3. CONTRACTOR shall note that the activities and deliverables may overlap between
different CTRs. In such instances CONTRACTOR shall clearly state where manhours
and cost for a particular activity/deliverable is included

ACTIVITY DESCRIPTION :
1. To prepare/ update conceptual design report considering all studies from each disci-
pline. The report shall include all areas of concern, mitigation plan and recommenda-
tion by all disciplines. The study shall also include opportunities and potential risk as-
sociated with all development schemes.
Perform comparative studies for the options considered and provide input for the
preparation of Conceptual Study Design Report, detailing the limitations and/or
disadvantages and advantages for each development option. This is applicable
for all disciplines.
Recommend the best option from engineering perspective on the most viable, op-
timum and cost effective development scheme.

2. Prepare Conceptual Study Closed Out Report highlighting all options considered, ar-
eas of concern and proposal, recommendation, compile calculation and reports for all
disciplines. The report should also highlight the modifications, upgradings and other
activities required for the project.
3. Computer output provided as appendices.
4. Prepare design manual to include but not limited to
- Description of facilities
- Key philosophies
5. Technical notes, including waivers
6. Full size drawings (A3/A1/ACAD/Spreadsheet/ specified)
7. Design Basis
8. Any other documents such as report, Minute of Meeting (MOM), etc.
9. The tables of content for the report shall be submitted to PCML for approval.
Note : This work should be carried out in a flexible manner with data presented in a format
which can readily be adapted for changes during the course of the design. The report shall be
presented to PCMLs internal committee for endorsement.

ACTIVITY DESCRIPTION :

Establish the design basis to be contained in the Design Basis Memorandum (DBM)
by incorporating the information available during conceptual design. DBM shall be
prepared as such that the content shall be adequate to facilitate subsequent Basic
Engineering.

The table of contents for the report shall be subjected to PCMLs approval.

The DBM shall be subjected to PCMLs internal review processes and contractor is
responsible to incorporate all comments without any additional cost to PCML.

Prepare presentation material for DBM deliberation to PCML Technical Team and
Partners. CONTRACTOR to allocate sufficient manhours to deliberate the DBM to
parties above, response to queries and incorporate comments.

ACTIVITY DESCRIPTION :

To conduct manning level study.
Detailed study shall show the calculated basis of manning as per Yetaguns produc-
tion and maintenance philosophy requirement, taking into consideration on the exist-
ing PCML operating & maintenance philosophy.
CONTRACTOR shall review platform and facilities configurations and determine the
optimum manning and finalise with Yetagun Operations.
CONTRACTOR to research and compile on the latest practices by other operators
with regard to manning level.
CONTRACTOR to review and update study on optimum manning level requirements
for safe and optimal platform operations.
CONTRACTOR is required to nominate senior personnel experienced in plants / plat-
forms operations to perform the study.

ACTIVITY TITLE : QRA for Conceptual Study

ACTIVITY DESCRIPTION :

To perform Quantitative Risk Assessment (QRA) on Yetagun Field and make rec-
ommendations to reduce risk in accordance with agreed principles. CONTRACTOR
to provide any assistance, information, coordination, follow-up, comments incorpora-
tion, as required in this exercise. To provide models of the risk study using proven
tool and software.
CONTRACTOR to provide third party verification.
CONTRACTOR to be familiar with Local Authority's requirement and is capable to
advise PCML on Local Authority's requirement.
The QRA study scope shall look at the risks (potential, incremental, etc. ) as a result
of:
o Presence of new platform and new flare tripod installation in the field and new
facilities or modification on the existing platforms.
o Heavy lifting associated with the installation, HUC, rig-up activity, etc.
o Pipe and conductor piping/driving activities which may generate vibra-
tions/tremors on platform
o Incremental presence of personnel
o Supply/standby boat movements
CONTRACTOR to propose any additional areas to be considered in the study to pro-
duce a meaningful and useful exercise.
The result of the QRA shall be use as a tool to justify the most optimum configuration
of Yetagun-C, flare boom/tripod and Host Tie-In facilities.
The study shall involve the following activities and including updating existing QRA (at
minimum):
- Hazard Identification (HAZID) on all areas.
- Hazard and Risk Register
- Fire and explosion study (to determine PFP requirement, evaluate/determine
blast rating, time etc.)
- Gas Dispersion and gas plume study
- Heat radiation during emergency flaring and generator exhaust on personnel
and structure.

Note : The structured techniques for the above assessment and deliverables shall
be as per PTS 60.166. All assessment carried out shall be in line with industry and
company standards. Third party proposed is required to prepare Scope and Term
of Reference for approval for the study.

ACTIVITY DESCRIPTION :

Cover all non labour costs such as local/ domestic travelling, printing, stationery and tele-

Any other than labor items including the provision of office space, secretarial and docu-
ment controller services for PCML PMT

ACTIVITY TITLE : Site Visits


ACTIVITY DESCRIPTION :

Allow three (3) offshore site visits (3 days each) exclusive of mob & demob from
origin for each discipline engineer and designer for framing SOW and deriving inputs
for conceptual and basic design works. The first visit will verify the existing As Built
drawing furnished by PCML and condition of the facilities. The second visit will be
carried out upon completion of conceptual design work for verification of the proposed
modification and upgrading work. This visit shall also be utilized to do site measure-
ment for the Basic Engineering work. The third visit may be carried out after the
HAZOP findings and/or before AFB document release. All basic engineering query
and HAZOP comments and check lists should also be resolved in this site visit.
During the above visits, PCSB design engineers will accompany the consultant to
take on the spot decisions in coordination with operations.
Allow extra visits as required and/or during vendor data incorporation and discussion
with operation personnel, if any.
The cost shall include mob - demob i.e. Transportation to and fro origin, onshore ac-
comodation / meals.
All personnel shall have valid offshore safety passport, prior to the site visit at CON-
TRACTOR's expense.
CONTRACTOR shall be attired with full PPE (fire retardant Coverall, Safety Hat,
Safety shoes, safety glasses)

for all operating cases to produce Corrosion Design Basis Memorandum (CDBM)
document.
The corrosion studies shall include the following topside surface facilities:
Process and Utilities (including equipment, piping and thermal insulation
piping)
Structures below and above sea level
Export pipeline from Yetagun North to Yetagun-C
The scope of the corrosion studies shall include at least the following:
Identify corrosion mechanisms at the facilities such as CO2 corrosion, H2S
corrosion, microbiologically influenced corrosion, chloride corrosion etc.
Evaluate the corrosiveness/corrosion rate of each corrosion mechanisms.
Evaluate and provide recommendations/justifications on the selection of
corrosion control measures including material selection for construction,
coating and lining/cladding, corrosion inhibition and injection program, ca-
thodic protection system etc.
Evaluate and provide recommendations/justifications on the selection of
corrosion monitoring features and identify the suitable locations and posi-
tions for coupons and probes, corrosion sampling points and corrosion inhi-
bition.
Provide the required data such as reservoir data, heat and materials bal-
ance, PFDs, P&IDs, Design Basis Memorandum (DBM) etc. and coordinate
with the third party (if the third party is engaged) for the study.
Materials selection for pressure vessels, piping, valves, fittings, in-line in-
struments, pumps, compressors and other rotating equipment
Sand production impact to the surface facilities.

ACTIVITY DESCRIPTION:

To develop the cost estimates with +/- 25% accuracy for both capital and operating

CONTRACTOR shall solicit budgetary quotations for all equipment items which
are allocated tags numbers. Other material not tagged shall be based on MTO
quantities.

The CAPEX cost elements shall include but not limited to the following:

- Engineering design
- Procurement
- Fabrication
- Transportation
- Installation and Hook-up and Commissioning
- Platform certification and insurance.
- Project Management

Estimate to cover platform topsides/substructures, platforms modification, pipings
and host tie-ins facilities.
Cost estimate to be completed within 12 weeks of award.

ACTIVITY DESCRIPTION :

This CTR includes provisional manhours for unidentified work and any unidentified
studies that are necessary for the project execution. An allowance of 1900 man hours
shall be made.
PCML will advise on the need of the special studies as and when required to be con-
ducted during project execution.
The budgets allocated in this CTR must not be used without specific written approval
from PCML Project Manager.
CONTRACTOR shall allow the following manhours (See Resources below) strictly in
accordance with Contract rates.
If lump sum contract is awarded, the part or whole of the above manhours and cost
must be deductible from total lump sum cost unless otherwise approved in writing by
the PCML Project Manager. PCML shall have the rights to utilise partly or all of the
manhours quoted in this CTR.

The manhours to be specified for the general services are as follow:

ACTIVITY DESCRIPTION:
The Consultant shall specifically address the following:
Demonstrate that all construction and tie-ins will be constructed without interrupting
gas export and operation activities.
Perform the constructability study to ensure safe construction of all hot and cold
tie-ins; work-packs put under optional CTR shall be developed for all tie-ins and
also for the installation of all headers / piping at existing platforms. The work-pack
for a particular activity shall provide complete multi-discipline studies, drawings, re-
port, approvals, permits, and all related information that would be readily available in
one place without having to refer to another source. CONTRACTOR shall prepare the
tie-ins workpacks to enable PCML to procure the tie-in valves for early installation.
The constructability study shall address all related matters including but not limited to
access areas for work barge movement, accessibility during emergency.
The study shall also include current market scenario i.e. fabrication yard loading, in-
stallation method, barge with name/candidate availability.

ACTIVITY DESCRIPTION:
Proper facility integration is a major task due the nature of several concurrent activities. On
the one hand the existing platform must continue to operate. The new facilities shall be inte-
grated with existing facilities.

Facility integration efforts shall include, but not limited to, the following:
Take advantage of early tie ins during 5 days shutdown in early Feb 2014 and early
2015, in order that disruptions for new facilities tie ins will be minimised.
Such early tie-ins shall cover all disciplines including piping, instrumentation; electri-
cal and structural with a focus on ease of tie ins when the new facilities are installed.
Valved or spooled tie-ins with appropriate block and bleed connections shall be pro-
vided.
Workpacks shall be provided for all facility integration activities including early tie-ins
and future tie-ins
All potential tie-ins and workpacks shall be clearly identified and prepared.

During the course of the execution of the EPCIC contract, the CONTRACTOR is re-

tion & drawings in relation to the workscopes prepared for the EPCC contract.
The CONTRACTOR will provide support to Project Team, in preparing all the relevant
documents and drawings to support the obtaining of all statutory requirements and

As necessary the CONTRACTOR will participate in the discussion and follow-up to
ensure statutory compliance.
Post FEED activities will occur during the EPCIC execution.

cedure Manual.


Note : The study shall considered both technical and commercial aspect on CAPEX and
OPEX.

USD, PSD and ESD.
The extent of shutdown functions and the appropriate level of protection to be firmed up.
The degree of independence of the other platforms when it comes to safety and shut-
down functions to be established. The platforms shall be able to shut in by themselves
when the operating conditions warrant such action without waiting for a shutdown signal
from central platform.
Safety Instrumented System (SIS) / Shutdown System
Consultant to evaluate the available SIS technology and propose technically acceptable
and cost effective solution taking into consideration the following factors:
i. System CAPEX and subsequent OPEX.
ii. Expansion of existing system (Hema PLC) with minimal shutdown period giv-
en for interfacing and space limitation for marshalling cabinet installation etc.
iii. Type approval certification.
iv. Meet or expected SIL level or equivalent NEC standard (existing equipment).
Consultant to study and propose design philosophy with regards to the following :
Voting arrangement for sensors and final elements.
The use of conventional sensors and final elements vs. SIL rated (with type
approval and certificate) sensors and final elements.
Fire and Gas System (FGS)

To study the requirement for General Platform Alarm System and Public Address System

Review Company supplied survey data, maps, bathymetry and sub-surface reports, and
all pertinent data to finalize the pipeline route. Confirm with the Platform structural lead
engineer to confirm the platform locations, type and profile of structure, and location of
drill-bay on the jacket. Confirm the riser locations and tie-ins of incoming and outgoing
pipelines.
Evaluate the pipeline route in conjunction with ambient temperature, flow temperature,
flow assurance, pipe size, installation feasibility and reliability. Identify the final route
based on cost effectiveness, installation feasibility and operation reliability.
Perform engineering and identify location coordinates of pipeline and marine cables
crossings. Design and recommend a method for crossing. Pumped grout bag with sad-
dles is Companys preferred method.
Recommend the pipeline route such that it can be installed by pipe lay vessels available
in the area through competitive bids and the route does not lead to the advantage of a
single installer eliminating the competition.

Perform pipeline hydraulics for dense phase gas/condensate flow. Determine the flow
patter and design for offshore slug catcher as required. Perform flow assurance calcula-
tions for liquid pipeline. Finalize pipe size, wall thickness and API 5L grades for gas and
liquid pipelines and their respective risers.
Finalize the different zones for water depth range and perform pipeline stability and instal-
lation stress analysis for confirming wall thickness, pipe grade, required weight coating
thickness, buried and non-buried sections, allowable spans, third party facility crossing,
riser tie-ins, and tie-ins to Yetagun-C facility.
Design pipeline corrosion coating and riser splash zone protection coating requirements.
Design for sacrificial anodes for cathodic protection of pipelines and risers.
Perform riser analysis for structural stability, thermal stress analysis, and allowable trans-
fer of loads from riser to the jacket. Determine a location of the shutdown valve support-
ed by riser and ensure its accessibility from the top of jacket or from a safe location on the
topside structure. Shutdown valves and pipe bends will be a part of riser and will not add
to the jacket and topside structure weight. Determine a maximum allowable height for the
bottom clamp above the sea floor, and maximum allowable span between all intermediate
clamps. Locate and design anchor clamp on top of the jacket or sub-structure.
Develop all drawings, schematics, specifications and procedures to sufficient details so as
to include them in the company supplied data for the bid tender of the Execution phase.
Develop updated project schedule and estimated total installed cost with -10%, +15% ac-
curacy. Prepare scope of work for execution phase.
Assist PCML with necessary deliverable required for government and partners approval
to proceed to the Execution Phase.

ACTIVITY DESCRIPTION:
Identify and prepare a list of long lead items. Line pipe and pipeline valves (block valve,
check valves, shutdown valves) are identified as long lead items.
Prepare material-take off of the long lead items,
Prepare material and performance specifications of all long lead items.
Prepare necessary schematics and drawings for technical input to the procurement of
long lead items.
