A
FLURRY of mid-winter housing
announcements has left home-
owners uncertain about the future
shape of parts of the wider Mt Albert
area with a feeling among some
residents that theyre being kept in
the dark.
The uncertainty has come from two
quarters:
The announcement by Unitec
of plans to condense the campus
into a small part of its existing land
and develop the rest for intensive
housing with business add-ons.
The institute proposes occupying
just 10ha of its site and selling or
leasing the remaining 43ha in a 20-
to 30-year scheme, perhaps giving
developers the chance of creating
up to 800 residential units, mainly in
apartments and terraced housing.
The creation of special housing
areas under an agreement between
the Government and Auckland
Council, aimed at freeing up
development land and accelerating
building rates with an emphasis on
affordable homes.
The extent of the Unitec proposal
has taken many local residents by
surprise and, while acknowledging
the need for more residential
housing, they are concerned at the
scale and potential downsides.
Unitec needs the vast development
to nd ways of creating an education
hub a modern, compact learning
centre to take it into the future.
But the land is at present zoned
for educational purposes and the
institute wants a change to the
draft Unitary Plan to allow the
development of most of it for high-
density housing with associated
commercial buildings. That will
provide the funding for a Unitec of
the future.
In the past, such a step would have
required a public hearing. But
the institute is seeking the zoning
change in a submission to the draft
plan and most local residents
only became aware of the scale of
the proposal after media reports in
mid-June.
The cut-off time for submissions
is July 22, so that has left little
time to challenge some of the
contentious points, like potential
trafc congestion, reduction in
residential site sizes and an increase

guy who will roll up his sleeves
and get stuck in when eyes are
cast around a room and the
question is asked, Whos going to

The 69-year-old Mt Albert
man is the classic local hero,
somehow nding time for a range
of volunteer duties around his
busy work and family life.
He is the winner of the 2014
special volunteer awards set up
by Anne Duncan Real Estate to
mark 10 years since the business
was established.
The quality of nominations was
uniformly high, but judges Anne
Duncan and former Mt Albert
deputy mayor Alice Wylie decided
Tony best tted the mould of a
seless volunteer enriching our
community.
Its fair to say that all the
people nominated could have won
this award, says Anne. We have
some outstanding local heroes.
But we think Tonys contribution
has been exceptional.
All of which was a big surprise
to Tony. He didnt even know he
had been nominated!
Im just blown away, he said.
Im totally gob-smacked!
The prize? An overseas winter
holiday in the sun for Tony and
his wife Pam and a night out at
Sal Rose restaurant along with
the seven other nalists and their

devoting most of his spare time to his
voluntary work..
I love to give back, he says. If
people dont step forward, what sort
of place would we live in?
A less appealing place, thats for
certain.
Tonys anti-grafti work centres
on bike rides through his patch,
photographing and reporting the
mindless vandalism so it is removed
as quickly as possible, and he
wonders at the mentality of the
perpetrators.
One day he caught two teenage
girls in the act of scrawling on
the wall of a local business. He
challenged and chastised them,
warning they were breaking the
law and offending hardworking
and proud local citizens with their
vandalism.
After the reprimand, one of the
girls turned to him and said, Can
I nish my tag now? Her friend,
dangling an unlit cigarette, then
asked, You got a light, mate?
But for all the disappointments,
Tonys battle against taggers
helped by plenty of others and a
vigilant council has made its mark:
grafti is much scarcer now than it
was four or ve years ago.
Crime levels and anti-social
behaviour have also dropped and
while stepped-up policing and the
strength of Neighbourhood Support
deserve a lot of the credit, Tony
Mayes can take a bit too. Typical of
seless individuals, though, hes
reluctant to do so, pointing to others
he thinks are more worthy.
Tony was the leading light in
the establishment of community
patrols in Mt Albert, which act as
the eyes and ears of the police in
our community when most of us are
watching TV or nodding off. Without
his drive, the project may not have
got off the ground.
He arranged sponsors, bought
all the gear, liaised with the police,
recruited a network of volunteers
and started the ball rolling behind
the wheel of the bright yellow car
that slides through our streets on a
Friday or Saturday night, looking for
anything untoward. He trains new
recruits and, when the car breaks
down, he is the man who xes it.
Indispensible really. If anyone
deserves a holiday in the sun with his
supportive wife, its Tony Mayes.
Finalists in the awards, who will
be taken to dinner with partners

recognition of their community

A chat with
Joe OSullivan
You recently returned to real
estate after a three-year break
what have you been doing and
why are you back? I spent 10
years in Canada in the 70s and
went back there with my wife
Margaret, only this time it was a
working holiday, enjoying things
in a different way at a different
stage of life. When it comes
to careers, I have had more
enjoyment and satisfaction from
selling real estate in Auckland
than any other work Ive done.
Is it difcult to re-establish
yourself after that much time
out? Yes, to a degree. But after
18 years of selling real estate in
central Auckland with a major
franchise, the break was very
benecial. The battery is now
fully charged.
Tell us about your patch:
Most of my own contacts and
clients are local and my main
farming area is Owairaka ,
which has improved considerably
over the last few years, and is
commanding some excellent
prices.
What advice do you give new
buyers? Work with people you
trust, educate yourself, dont
be afraid to pay for the right
professional help. For sellers its
the same do your homework!
How do you nd the single ofce
operation? This ofce culture is
brilliant. We do work as a team
for our vendors, and I used to
think that was not possible. The
competition is outside the ofce,
not inside, and the client is the
winner.

team earlier this year.

But the divisions remain wide and
many local people, accepting that
some development is inevitable, are
searching for a restrained approach
sitting more comfortably with the Mt
Albert-Pt Chevalier environment.
Anne Duncan, principal of Anne
Duncan Real Estate, says she
worries at the potential impact of the
full development plan so far revealed
by Unitec.
Yes, they need to plan their future,
and we need more houses. But we
need to take great care over how and
where they are provided, she says.
This is a very big proposal and it
needs to be very closely examined
before it goes too far.
People have got to be given fair
time to digest the plan, gather their
thoughts, make informed decisions
and then be heard.
Anne is opposed to any
development which squeezes in
apartments and terraced housing
without regard to open spaces or
existing neighbours. She is also
concerned at the likely impact on
local schools, and worried that heavy
trafc will destroy the quality of local
streets that become feeder roads to
the development.
Meanwhile, the future of two local
areas remains uncertain after the
Auckland Council disclosure that
land owned by Housing NZ at the
corner of Asquith Ave and Burch St,
and in Jennings St have been granted
special housing area status.
Local people have been hoping
Housing NZ will sell the two areas to
private developers, providing quality
homes in an in-demand suburb
and freeing up capital to build State
homes on cheaper land further away
from the city centre.
But the new status allowing
a land owner fast-track planning
consent and restricting rights of
appeal if intensive, low-cost housing
is the plan casts some doubt on
that.
The council website suggests
up to 80 dwellings can be built on
the 8094sq m of the Asquith Ave
land, and that can only be achieved
with an intensive, multi-storeyed
development. When merged, the
12 existing sections in Jennings St
could accommodate up to 50 new
dwellings, according to the website,
and that means intensive housing.
As local concerns rise, Housing
NZ will not reveal its intentions,
saying only that it is still assessing
potential for re-development.

Tony is a relaxed, easy-going yet
determined man who has lived in Mt
Albert since 1979 and is a past winner
of an Auckland Council award for his
work in countering grafti.
He has helped lead a number of
local actions against proposals he
thought were against the interests of
the community, like the plan for yet
another liquor shop and a housing
development on land better suited
for a park.
But it is his work as a long-time
treasurer of the Mt Albert Residents
Association and his pivotal role
in establishing the Mt Albert
community patrol movement that
has seen him make his greatest
and ongoing contributions to his
neighbourhood.
Tony was raised in Torbay,
back in the days of dirt roads and
open farmland, and took up an
apprenticeship as an auto electrician.
The job took him to Manurewa,
Tokoroa and Murupara before he
returned to Auckland in the late 60s,
a passionate follower of motor racing
and a saloon car driver of some note,
later joining the Ford works team for
the Heatway international rally.
He had set up a pioneering mobile
car tuning operation by the time
he met Pam in 1974 and the couple
married a year later, producing ve
children.
Now, just a month or two shy of
his 70th birthday (with his second
grandchild on the way), Tony is still
working full time in his own business
