5. Brief on State e-Gov Initiatives

The State of Arunachal Pradesh works through the Department of
IT, State Council for IT and e-Governance (SCITeG) for executing its
various e-Governance initiatives.

These many ventures and initiatives could be considered under the
following heads;

Workshops/Seminars -

Technical Support -

SCITeG has coordinated in organising a Leadership Meet for the legislators of
the state under the Capacity Building Scheme of NeGP.

The meet was organized by National Institute of Smart Governance and it was
conducted at Indian School of Business, Hyderabad.

The objective of the meet was to generate awareness about National e-
Governance Plan and e-Governance projects for good governance. To imbibe
sense of responsibilities amongst the leaders to boost speedy and effective
implementation of e-Governance systems in the state. There were 16 MLAs
and Parliamentary Secretaries participated in this leadership meet.
Workshops/Seminars - 1
Awareness workshop on e-Governance for all the Deputy Commissioners was conducted at Itanagar by SCITeG.

Since many e-Governance projects such as CSC, SSDG, e-Districts etc, are being under state-wide implementation
stage, the Deputy Commissioners has crucial role to play in making the projects successful.

In order to gain the confidence of the DCs for their wholehearted involvement in the projects, it was necessary
that they be made aware about the National e-Governance Plan (NeGP) and of the various project underway in
the state.

Therefore this workshop was conducted specially for the DCs. The workshop was conducted in 2012.

Awareness workshop on e-Governance for CIC Operators was conducted to generate awareness amongst the CIC
Operators about the various e-Governance projects that are being implemented in the state.

Since the department has no offices at district level to handle the projects but only CIC Operators are being
posted at district, it was felt they should be made aware about the projects so that they can lend their helping
hand in executing and monitoring the projects.

The workshop was conducted in 2012.

State Level Consultation Workshop on e-Governance. NASSCOM in collaboration with SCITeG has
conducted this workshop at Itanagar 0n 18/09/2013.

The Secrtary (IT) in presence of Secretary to Governor and Senior Director from DeitY, GoI and many
senior officers from state government inaugurated this workshop.

Altogether 46 government departments participated in this workshop. 3 (Three) State Mission Mode
Project i.e. e-PDS, CCTNS and Commercial Taxes s & Excise have been showcased during this workshop.

A Sensitization workshop on e-Governance conducted by National e-Governance Division (NeGD) at
Rajiv Gandhi University, Doimukh was attended by SeMT members along with Director(IT)

Awareness workshop on e-Procurement project has been conducted. During the workshops hands on
training was also imparted by NIC officials on how to use the e-procurement software.

Secretary (IT) along with Director(IT) has attended the World IT Summit 2012 held at New Delhi.

Sikitech , an annual event on IT & e-Governance organized by Sikkim Government was attended by
former Chairman, Director (IT) and Deputy Director (IT) in 2011.

National Data Sharing workshop organized by NIC at Shillong during September 2013 was attended by
Project officer.

Many of the project officers of SCITeG had undertaken various trainings in their
respective subjects.

SeMT members have undergone several orientation training programme at
NISG Hyderabad.

Many officers from SCITeG were deputed as resource persons to
Administrative Training Centre (ATI) Naharlagun, to impart training for many of
the IT training programmes.

SSDG & State Portal project has been completed in respect of application
development, portal development and hardware installation and connectivity.
Only STQC audit is yet to be completed.

Training on using the applications for the officials of the concerned user
departments i.e., Agriculture, Labour Employment, Land Management and
Social Welfare has been imparted at State headquarter as well as all the
districts.
Trainings - 1

Training has been imparted to officials of RC office New Delhi, DRC Office Kolkata and DRC Office
Guwahati on how to use the ILP online application.

Training for police personnels on how check the ILP issued online through the portal
arunachalilp.com using the handheld device have also been imparted at Banderdewa Check gate.

Training and handholding of e-Samaj project have been completed at state headquarter as well as
at all the districts.

Training on how to use the e-procurement software has been conducted by SCITeG with the help
of NIC, Itanagar. The software developed by NIC has been customised for Arunachal Pradesh.

The project has been launched and PHED and RWD have been identified as the pilot departments
to undergo e-Tendering processes. PHED has already published e-Tender for four projects through
the arunachaltenders.gov.in portal worth around Rs.1831.72 lakhs

SCITeg has extended its support to the Planning Department in implementing
the BPR and implementation support project.

SCITeG selected the System Integrator through open bidding process for this
project. SCITeG also helped the user department in monitoring the project.
Fund was released to SCITeG by Planning Department.

The project has been completed except the last phase training. The application
is hosted at National data Centre of NIC, New Delhi.

SCITeG is also extending the support to Police Department in executing the
CCTNS project. CCTNS project is a state Mission Mode Project under NeGP. It is
being funded by the Ministry of Home Affairs.

SCITeG has extended its support to the Department of Economics and Statistics
in preparing the RFP and floating the same selection of enrolment agencies for
the UID project. However no firms turned up to participate in the bid process.
Technical Support by SCITeG
E-Office application has been developed for the Governor Secretariat.

The application is running and around thousands of files have been
completed scanning.

Training for using this application has also been imparted to all the
concerned users in the Governors Secretariat.

SCITeG has extended its support to the Department of Food & Civil
Supply in vetting the DPR of e-PDS project.

SCITeG has extended its support to the department of UD in technical
evaluation of its tender for selection of Project Implementation
Consultant (PIC)to execute the project e- Governance in Municipality.

SCITeG has extended its support to the department of Tax and Excise in technical
evaluation of its tender for the state Mission Mode Project (MMP) of Commercial Taxes.

SCITeG has distributed 200 (Two Hundred) laptops to the those meritorious students
who have passed the state Joint Entrance Examination 2011 and secured birth in
engineering, medical, BDS, and many other allied fields.

It was funded by the state government. The Honble Chief Minister had felicitated the
students by distributing the laptops to them on the occasion of statehood day 2012.

SCITeG is helping the state government in establishing the National Institute of
Electronics and Information Technology (NIELIT).

NIELIT Centre has been established at Naharlagun. IT is currently running in a rented
building. Two more centres will be established at Pasighat and Tezu/Bordumsa.

SCITeG has extended its support to the department of Audit and Pension in preparing
the DPR for the project Creation of Centralised Management Information System for
Employees and Pensioner Database for the Department of Audit & Pension.

SCITeG has extended its support to the department Accounts and Treasuries in
preparing the DPR for the State Mission Mode Project Computerisation of Treasuries
under NeGP.

The DPR has been prepared and submitted to the user department and it has been
approved by Govt. Of India.

SCITeG has extended its support to the state government in preparing the DPR for the
project City Surveillance of Itanagar.

The DPR has been submitted to the Ministry of DONER and has been shortlisted for
retention by DONER for which SCITeG has to prepare a power point presentation and
submit it to Planning Department which will be further discussed at DONER.

At the request of Home Department SCITeG has conducted detailed survey for
establishment of Videao Conferencing System between the Courts and Jails in
Arunachal Pradesh. After survey the DPR has also been prepared and submitted to
state government for approval and funding.

6. Brief Roadmap for e-Governance

The State of Arunachal envisages a robust growth strategy in terms of e-
Governance and hopes to implement the following in the next year
(2014);
Various NeGP MMPs (e-Prisons, e-Health etc.)

Diverse State projects under SCITeG or partner Departments within the
Government of Arunachal Pradesh

A vibrant e-Gov. training & workshop Road-Map in collaboration with various
entities/bodies (NASSCOM, NISG, CERT-In etc.) to create both awareness and
structure change management & capacity building across the State

Creation of vertical & horizontal SPVs for dissemination of project awareness
and also project implementation (review, monitoring, up-gradation etc. )
