The Ministry of Statistics & Programme Implementation has been
monitoring the implementation of Member of Parliament Local Area
Development Scheme (MPLADS). Hon’ble Minister for Statistics &PI (IC) has
convened a meeting on 23 January 2009, at 2.00 PM in the Conference
Room No. 223 of the Ministry at Sardar Patel Bhawan, Parliament Street,
New Delhi. A notice regarding the meeting has already been issued vide
letter of even number dated 26.12.2008. The main purpose of the meeting
is to review the implementation status of MPLADS in various States/UTs.

Review Meeting on Implementation of MPLADS
in States/UTs
AGENDA NOTE
Background
As per para 6.2 of the MPLADS Guidelines, the Ministry of Statistics & Programme
Implementation will hold meetings in the States and also at the Centre at least once in a year
to review the implementation of the MPLAD Scheme. To ensure better monitoring, the
Ministry of Statistics & Programme Implementation holds review meetings at the Centre
twice a year. Seven such meetings have been held on 11.7.05, 16.12.05, 28.7.06,
15.12.2006, 23.07.07, 04.12.2007 and 10.04.2008.
The Hon’ble Minister mentioned that many States/UTS have still not conducted any
training programme on MPLADS Guidelines. The defaulting States/UTs to send their
proposal to the Ministry for financial and other assistance for conducting these
training As on date-12 States/UTs viz. namely Bihar, Goa, Himachal Pradesh,
Jammu & Kashmir, Manipur, Nagaland, A&N Islands, Chandigarh, D&N
Haveli, Daman & Diu, Delhi and Pondicherry have not yet sent their proposals.
The Hon’ble Minister also expressed his concern over the inordinate delay in
completion of the pending Tsunami works. Tsunami works are still pending in the
States of Andhra Pradesh, Tamil Nadu, Andaman & Nicobar Islands and Kerala.
The Hon’ble Minister also directed the State representatives to conduct meetings
of the State Level Monitoring Committee and send the minutes to the Ministry. Six
States/UTs have not yet constituted the said Committees (Annexure –VI).
2. ITEMS FOR DISCUSSION
(i). MPLADS IMPLEMENTATION STATUS
PHYSICAL AND FINANCIAL
Physical Status – As on 31.12.2008, 12.36 lakh works have been
recommended by the Members of Parliament and District Authorities have
sanctioned 10.98 lakh works. The numbers of works completed have been
reported as 9.95 lakh. The percentage of works completed to sanctioned at the
national level is 90.59. The State-wise details are given Annexure-ID
There are 34 audit paras in the first report. It contains the result of the review
of implementation of the MPLAD Scheme from inception in 1993-94 to 1996-97
in 24 States and 6 Union Territories through sample checks in 165 of the 488
districts.
Complete replies have been received only from Arunachal Pradesh, Gujarat,
Uttarakhand, Chandigarh, Dadra and Nagar Haveli, Daman & Diu, Delhi and
Puducherry.
C&AG Report 2000
There are 45 audit paras in the second report, which covered the period from
1997-98 to 1999-2000 and reviewed the implementation of the scheme in 26
States and 4 Union Territories through sample checks in 241 out of 786
constituencies.
Complete replies have been received only from Haryana, Arunachal Pradesh,
Gujarat, Uttarakhand and Daman & Diu.
As per the latest report received, 49 Lok Sabha works and 110 Rajya Sabha
Works have been completed.
7 Lok Sabha works are in progress. One Lok Sabha work to the tune of Rs.10
lakh in Prakasham District (Providing PWS Scheme, Karedu) has been cancelled
and the fund has been returned to the Nodal District of the MP.
19 Rajya Sabha works are in progress. One work, namely, construction of ‘new
pond and drain water augmentation’ at Mulloothurai in Kanyakumari District has
been cancelled due to site problem.
The details of ongoing and cancelled/not yet started works are at Annexure-IV.
The concerned Nodal Secretaries of the States/UTs are requested to ensure that
the ongoing works are completed within the targeted dates.
Para 2.8 of MPLADS Guidelines provides that “In the event of “Calamity of severe
nature” in any part of the country, an MP can recommend works up to a
maximum of Rs.50 lakh for the affected district. Whether a calamity is of severe
nature or not, will be decided by the Government of India. The funds in this
regard will be released by the District Authority of Nodal district of the MP
concerned to the District Authority of the affected district to get permissible
works done. The Works Completion Report, Utilization Certificate and Audit
Certificate for such works and funds will be provided by the District Authority of
the affected districts to the respective District Authority of Nodal district from
whom the funds were received”.
Hon’ble Chairman, Rajya Sabha and Hon’ble Speaker, Lok Sabha on 3.9.2008
appealed to the MPs to contribute Rs.10 lakh each from their MPLADS funds for
reconstruction projects as permissible under MPLADS Guidelines. Hon’ble
MOS(IC), S&PI vide letter dated 11.9.2008 appealed to all MPs to indicate the
amount they would wish to contribute for such works as permissible under the
MPLADS Guidelines latest by 30th September,2008. They were also asked to
indicate the specific district(s) where such works may be undertaken, if they so
desire.
In response to the aforesaid appeals, 155 Lok Sabha MPs have contributed
Rs.21.95 crore and 149 Rajya Sabha MPs have contributed Rs.20.46 crore
towards Bihar Flood Relief so far.
The state Govt. was asked by this Ministry to furnish the list of rehabilitation
works to be undertaken in the flood affected areas with MPs contribution. The
State Government proposed the following works:-
On noticing that cost of land (prohibited under the MPLADS Guidelines) is also
included in the estimated cost, this Ministry asked the State Government to
furnish list of eligible works, vide letter dated 12.11.2008 without including the
cost of land. However, the State Govt. has again submitted the same proposal
even after the visit of the Parliamentary Committee (RS) on MPLADS to Bihar.
This Ministry, vide do. letter dated 15.12.2008, has asked for the list of eligible
works under MPLADS Guidelines, as suggested by the Rajya Sabha Committee
during its visit to the State, alongwith place/location of the works and cost
(excluding the cost of land) for rehabilitation and reconstruction of the flood
affected areas of Bihar, from the Govt. of Bihar. Reminder was sent on
2.01.2009. However, the requisite information is still awaited from the State
Govt.
Out of the 430 nodal districts, data has been uploaded from 420 districts. 10
districts viz. Darbhanga, Khagaria, Kishanganj, Banka in Bihar, Baramullah,
Kathua, Leh in Jammu & Kashmir, Imphal (East) in Manipur and Kohima in
Nagaland have not uploaded any data even after four years of the launch of the
Software Manual for Monitoring of works under MPLADS.
As on 31.12.2008, data in respect of 1959 MPs have been uploaded. Of these,
1474 belong to the Lok Sabha (current and previous periods), with 520
belonging to the 14th Lok Sabha and 954 belonging to the previous Lok Sabha.
Data in respect of 485 Rajya Sabha MPs (sitting and previous) have been
entered, of which 168 are of sitting MPs and 317 are of previous MPs. The
details are at Annexure-VII.
Hon’ble Minister had, in the meeting of 4th December, 2007 desired the
States/UTs to complete the uploading in the MPLADS Software by 30.06.2008.
This needs to be completed on priority latest by 31.03.2009.
As this matter cannot be kept pending further because of the need and
requirement of data to be made available on this website, MOSPI
impresses upon all States/UTs to ensure that complete, accurate up-
to-date information may be uploaded in the specified proformae of the
works monitoring software already available with the District
Authorities by 30th June, 2008. The Guidelines do provide for utilization
of 0.5% as contingency expenses with regard to expenditure incurred
on operationalisation of the works monitoring software.

The state Govt. was asked by this Ministry to furnish the list of
rehabilitation works to be undertaken in the flood affected areas with MPs
contribution. The State Govt has proposed the following works for examination
and submitting the recommendation of the Ministry to the Committee for
consideration:-
(a) Disaster Shelter(one for every two panchayat)

Land@ 7.5 lacs per acre and 75 lacs per unit
Cost of 206 units
=Rs.15450.00 lacs
(b) Multipurpose Community Center
( one for each 1000 population )

position to the State Govt. and asked them to furnish list of eligible works, vide
letter dated 12.11.2008. However, the State Govt. has again submitted the
same proposal subsequent to the visit of the Parliamentary Committee (RS) on
MPLADS to Bihar. This Ministry, vide do. letter dated 15.12.2008, has asked for
the list of eligible works under MPLADS Guidelines, as suggested by the Rajya
Sabha Committee during its visit to the State, alongwith place/location of the
works and cost (excluding the cost of land) for rehabilitation and reconstruction
of the flood affected areas of Bihar, from the Govt. of Bihar. Reminder was sent
on 2.01.2009. However, the requisite information is still awaited from the State
Govt.
Agenda Item No. (ii) & (iii) : On-line Month Progress Reports (MPR) and Work
Monitoring System
II. Online Monthly Progress Reports (MPRs) - The present MPLAD system
envisages release of funds by MOSPI on the basis of MPRs being submitted by
the District Authorities containing financial and physical performance of MPLAD
works and monitoring of works through the data being uploaded by the District
Authrities on the work monitoring software. However, the late and incomplete
receipt of MPRs results in delay in release of funds. Further, the present MPRs
enable availability of only cumulative information on MPLADS both physical and
financial information.
Many a times, the Ministry does require information with regard to releases,
expenditure, work details (recommended, sanctioned, completed, not started,
discontinued) year-wise, constituency/MP-wise, House-wise, State-wise, etc. total
as well as separately for Scheduled Castes and Scheduled Tribes (SCs/STs). The
above information is also required for replying Parliament Questions and various
other queries raised by Ministries/Committees.
As per the existing system, the hard copies of the MPRs are received from
District Authorities. The cumulative data on physical and financial aspects are
punched in this Ministry for the purpose of release of funds and generation of
various reports. However, this does not meet the various requirements of this
Ministry as mentioned above.
Keeping these aspects in view, and the need for availability of on-line information
through MPRs, the Ministry has modified the existing MPR proforma and
proposes to host the same on the MPLADS website with the request to all the
District Authorities to upload the data especially for the release of funds by the
Ministry and also to have information (both physical and financial) pertaining to
SC/ST areas. This would facilitate the faster release of funds and availability of
some information as indicated above. However, the success would depend upon
the uploading of up-to-date complete information both present and past by the
District Authorities. While uploading the information, the District Authorities also
have to ensure that the information is also consistent with the information being
furnished by them till now.
Since the new system of submission of on-line MPR is likely to take some time,
the MOSPI is constrained to continue with the existing system till the new system
becomes fully operationalized throughout the country.
In order to operationalize the new system at the earliest, the Ministry would like
to request all the Nodal Secretaries of States/UTs to ensure that all District
Authorities must submit the accurate and complete information in the new MPR
proforma w.e.f. 1st June, 2008 in hard copy and post this information on-line
w.e.f. 1st September, 2008.
With a view to ensure that the system becomes fully operational on-line, the
Ministry proposes to release funds only on the basis of on-line MPRs containing
all information i.e. the Ministry would not release funds after 1st September, 2008
on the basis of hard copies of MPRs and the entire responsibility of non-release
of funds in such cases will lie with the concerned Secretaries/District Authorities
of States/UTs. (Copy of the modified MPR is enclosed)

of which 247 are of sitting MPs and 165 are of previous MPs. The details are at
Annexure-IB
Hon’ble Minister had, in the meeting of 4th December, 2007 desired the
States/UTs to complete the uploading in the MPLADS Software by 31.01.2008.
But only four districts have uploaded the data since the last meeting. This needs
to be completed immediately.
As this matter cannot be kept pending further because of the need and
requirement of data to be made available to this website, MOSPI impresses upon
all States/UTs to ensure that the complete accurate up-to-date information may
be uploaded in the specified proformae of the work monitoring software already
available with the District Authorities by 30th June, 2008. It is also imperative to
mention that the Guidelines do provide utilization of 0.5% as contingency
expenses with regard to expenditure incurred on opertionalization of work
monitoring software.
