Types of Leave available to Central Govt Employees

A Central Government Employee has may kinds of leave and he has choice to avail any of
them. The types of Leave and the eligibility conditions, restrictions etc. in respect of each
kind of leave are given below for ready use

". Earned Leave4 Earned Leave is 5earned6 by duty. The credit for earn leave will awarded
at a rate of ") days on the "st of 7anuary and "st of 7uly every year. 8t can be accumulated up
to &22 days in addition to the number of days for which encashment has been allowed along
with LTC. *a/imum of ".2 days at a time can be availed in the case of Earned Leave.
#. Half Pay Leave 4 All Government servants are entitled to #2 days of $%L for every
completed year of service. $alf pay leave is calculated at #2 days for each completed year of
service. 9or eg, if you are in service for # years , you will be having a total of '2 days of half
pay leave. The service includes periods of duty and leave including e/traordinary leave with
or without *C. $alf pay leave can be availed with or without *C:*edical Certificate;. 9rom
"st 7anuary "1.+, half pay leave is credited in advance at the rate of "2 days on the "st of
7anuary and "st of 7uly every year.
&.Commuted Leave:- This Leave is granted on medical certificate normally. Commuted
leave not e/ceeding half the amount of half4pay leave due can be taken on medical certificate.
<p to a ma/imum of 12 days can be taken during the entire service without medical
certificate where such leave is utili=ed for an approved course of study certified to be in
university interest.
8t can be taken up to a ma/imum of +2 days can be granted to a female employee in
continuation of maternity leave without medical certificate and upto a ma/imum of +2 days
can be granted without medical certificate to a female employee with less than two living
children, on adoption of a child less than one year old. Commuted leave may be granted at
the re>uest of the employee even when earned leave is due to him.
'. Leave (ot !ue4 This Leave is also granted on medical certificate normally. Leave not due
is granted when there is no half4pay leave at credit and the employee re>uests for the grant of
Leave (ot !ue. 8t is granted only medical certificate if the leave sanctioning authority is
satisfied that there is a reasonable prospect of the employee returning to duty on its e/piry. 8t
may be granted without medical certificate in continuation of maternity leave, and may be
granted without medical certificate to a female employee with less than two living children,
on adoption of a child less than one year old. The amount of leave should be limited to the
half4pay leave that the employee is likely to earn subse>uently. Leave not due during the
entire service is limited to a ma/imum of &+2 days and due will be debited against the half4
pay leave that the employee may earn subse>uently.
). Maternity Leave :- *aternity leave is granted to women government employees.
"; %regnancy ".2 days ? Admissible only to employees with less than two surviving
children.
#; *iscarriage@abortion :induced or otherwise; Total of ') days in the entire service.
$owever, any such leave taken prior to "+.+."11' will not be taken into account for this
limitation. Admissible irrespective of number of surviving children. Application to be
supported by a certificate from a registered medical practitioner for (G0s and from A*A for
G0s.
The maternity leave is not debited to leave account and full pay is granted. 8t cannot be
combined with any other leaves and counts as service for increments and pension.
+. Paternity Leave 4 A male employee with less than two surviving children may be granted
%aternity Leave for a period of ") days during the confinement of his wife. !uring the period
of such leave he shall be paid leave salary e>ual to the pay drawn immediately before
proceeding on leave. %aternity Leave shall not be debited against the leave account and may
be combined with other kind of leave as in the case of *aternity Leave.
,. Study Leave4 -tudy leave may be granted to all government employees with not less than
five years6 service for undergoing a special course consisting of higher studies or speciali=ed
training in a professional or technical subAect having a direct and close connection with the
sphere of his duties as a civil servant.
The course for which the study leave is taken should be certified to be of definite
advantage to govt from the point of view of public interest and that particular study should be
approved by the authority competent to grant leave.
The official should submit a full report on the work done during study leave. *a/imum
of #' months of leave is sanctioned. 8n the case of C$- officers &+ months of leave can be
granted at a stretch or in different spells.
-tudy leave will not be debited to the leave account and may be combined with other
leave due. -tudy leave is not granted for studies outside 8ndia if facilities are available in
8ndia and to an official due to retire within & years of return from the study leave.
.. Extra Ordinary Leave 4 E/traordinary leave is granted to a Government servant when no
other leave is admissible or when other leave is admissible, but the Government servant
applies in writing for e/traordinary leave.
E/traordinary leave cannot be availed concurrently during the notice period, when going on
voluntary retirement and E0L may also be granted to regulari=e periods of absence without
leave retrospectively.
1. Casual Leave 4 8n a calendar year eight days of casual leave is permissible.
Casual leave is not a recogni=ed form of leave and is not subAect to any rules made by the
Government of 8ndia. An official on Casual Leave is not treated as absent from duty and pay
is not intermitted.
:i; Casual Leave can be combined with -pecial Casual Leave@vacation but not with any other
kind of leave.
:ii; 8t cannot be combined with Aoining time.
:iii; -undays and $olidays falling during a period of Casual Leave are not counted as part of
Casual Leave.
:iv; -undays@public holidays@restricted holidays@weekly offs can be prefi/ed@suffi/ed to
Casual Leave.
:v; Casual Leave can be taken while on tour, but no daily allowance will be admissible for
the period.
:vi; Casual Leave can be taken for half day also.
:vii; Essentially intended for short periods. 8t should not normally be granted for more than )
days at any one time, e/cept under special circumstances.
:viii; LTC can be availed du ring Casual Leave.
:i/; 8ndividuals appointed and Aoining duty during the middle of a year may avail of Casual
Leave proportionately or to the full e/tent at the discretion of the Competent Authority.
"2. Cild Care Leave 4 Boman employees having minor children may be granted Child
Care Leave by an authority competent to grant leave for a ma/imum period of ,&2 days :#
years; during their entire service for taking care of up to two children., whether for rearing or
to look after any of their needs like e/amination, sickness, etc..
Conditions for Child Care Leave
". Child care leave shall not be admissible if the child is eighteen years of age or older e>ual
to the pay drawn immediately before proceeding on leave.
#. 8t can be availed in more than one spell.
&. 8t can not be debited against the leave account.
'. 8t may be combined with leave of the kind due and admissible.
"". Hospital Leave4 $ospital leave is admissible to Group CCC employees whose duties
involve handling of dangerous machinery, e/plosive materials, poisonous drugs and
performance of ha=ardous takes and to Group C!C Employees.
*edical certificate from an authori=ed medical attendant is necessary for grant of this leave.
This hospital leave may be combined with any other kind of leave due and admissible,
provided total period of leave does not e/ceed #. months.
"#. !a"ation #epartment Staff leave Entitlement 4 The leave entitlements of employees of
3acation !epartments :i.e. departments where regular vacations are allowed during which
those serving in them are permitted to be absent from duty; are the same as those serving in
non4vacation !epartments e/cept in respect of Cearned leaveC.
(o earned leave will be admissible to a government servant of a vacation !epartment in any
year in which he avails of the full vacation. The vacation can be combined with casual leave.
"&. Spe"ial #isability Leave 4 -pecial disability leave admissible to all employees when
disabled by inAury intentionally or accidentally inflicted or caused in or in conse>uence of
the due performance of official duties or in conse>uences of official position. The disability
above should have manifested within three months of the occurrence to which it is attributed
and the person disabled had acted with due promptitude in bringing it to notice. The leave
sanctioning authority, if satisfied as to the cause of the disability, may rela/ the condition and
grant leave in cases where disability has manifested more than three months after the
occurrence of its cause.
-pecial disability leave is also admissible when disabled by illness incurred in the
performance of any particular duty, which has the effect of increasing liability to illness or
inAury beyond the ordinary risk attaching to the civil post held, under the same condition.This
disability should be certified by an Authorised *edical Attendant to be directly due to the
performance of the particular duty.

"'. Cild $doption Leave4 Child adoption leave is granted to 9emale employees, with
fewer than two surviving children on valid adoption of a child below the age of one year, for
a period of "&) days immediately after the date of valid adoption.
Leave salary will be e>ual to the pay drawn immediately before proceeding on leave.
8t may be combined with leave of any other kind. Leave not debited against the leave
account.
"). Leave to Probationers 4 A person appointed to a post on probation is entitled to all kinds
of leave admissible under the rules to a permanent servants according as his appointment is
against a permanent post.
"+. Leave to $pprenti"es 4 Apprentices are admissible to leave on medical certificate, on
leave salary e>uivalent to half pay for a period not e/ceeding one month in any year of
apprenticeship

The instructions on the grant of casual leave and special casual leave to Central
Government servants paid from Civil Estimates, on specified occasions have been issued by
the Government of 8ndia from time to time, over a period of years. A need has been felt for
consolidating at one place the instructions issued from time to time and still in force on the
subAect of grant of casual leave and special casual leave. Accordingly, it has been decided to
bring out the salient features of the e/isting instructions on the subAect with which the
*inistry of %ersonnel, %ublic Grievances and %ensions are now concerned in the form of a
Drochure indicating the general principles relating to the grant of casual leave and special
casual leave and the special features relating to grant of special casual leave for specific
purposes@occasions. The authority for the various provisions indicated in the different
chapters of the Drochure has also been indicated at the end of every para so that the originals
could be referred to, whenever necessary.

leave is not treated as absent from duty and his pay is not intermitted. Casual leave must not,
however, be given so as to cause evasion of the rules regarding4

#."2 Grant of half a day6s casual leave to a Government servant is permissible. The lunch
interval will be the dividing line for the grant of half a day6s casual leave. The balance at
credit in the casual leave account of Government ser ants can, therefore, be in terms of full
day or full days and half a day.

#."" 8f a Government servant having only half a day6s casual leave at his credit avails it in
the afternoon of a day and is unable to resume duty on the ne/t working day due to sickness
or other compelling grounds, he may be permitted to combine half4a4day6s casual leave with
regular leave by way of e/ception in the principle laid down in paragraph #." above.
$owever, a Government servant having only half a day6s casual leave at his credit who has
applied for regular leave shall not be permitted to avail of the half a day6s casual leave on the
afternoon on the day preceding the commencement of his leave.

#."# $alf4d4day6s causal leave should be debited to the casual leave account of a
Government servant for each late attendance but late attendance up to an hour, on not more
than two occasions in a month may be condoned by the competent authority, if it is satisfied
that the late attendance is due to unavoidable reasons. -imilarly a Government servant,
leaves office early before the time for closing of office without permission, half4a4day6s
casual leave should be debited to his casual leave account for each such early departure from
office.
#."& 8f a Government servant having no casual leave to his credit comes late without
sufficient Austification and the administrative authority is not prepared to condone the late
coming but does not at the same time propose to take disciplinary action, it may inform the
Government servant that he will be treated as on unauthori=ed absence for the day on which
he has come late and leave it to the Government servant himself either to fall the
conse>uences of unauthori=ed absence or apply for earned leave or any other kind of leave
due to admissible for the entire day and sanction the leave.

maintained. 0nly one page should be used for a whole year for all the employees in one
section :Group; appropriate indication being given in the relevant column against the date on

attested by the sanctioning office promptly by means of dated initials.

Grant of special casual leave for undergoing tubectomy by female Government servants
will be permissible even when the operation is under laproscopic method. The grant of
special casual leave for undergoing sterili=ation i.e. vasectomy@tubectomy for the second time
will be subAect to production of a medical certificate from the prescribed medical authority to
the effect that the second operation was performed due to failure of the first operation. The
special casual leave connected with sterili=ation can either be prefi/ed to or suffi/ed with
regular leave or casual leave and not both.

can be granted to Government servants, who development post4sterilisation operation
complications and are hospitali=ed. The grant of additional special casual leave covering the
period of hospitali=ation is subAect to the production of a medical certificate from the hospital
authorities concerned@authori=ed *edical Attendant. The same benefit is also admissible to
those who do not remain hospitali=ed but are not found fit to go to work, on the production of
a medical certificate from the above authorities but the grant of e/tra special casual leave will
be subAect to the following ceilings in these cases4

'.& -pecial casual leave upto a ma/imum period of , days can be given to a male
Government servant, whose wife undergoes puerperal@non4puerperal tubectomy including
sterili=ation performed through laproscopy for the first or the second time. The same amount
of special casual leave is admissible to him even if his wife undergoes tubectomy
@salpingectomy operation under *T%. The grant of special casual leave in both the cases will
be subAect to production of a medical certificate certifying that his wife has undergone the
particular sterili=ation operation.

'.' Central Government servants who undergo operation of recanlisation may be granted
special casual leave upto a period of #" days or the actual period of hospitali=ation as
certified by the authori=ed medical attendant whichever is less. Desides, special casual leave
may also be granted for the actual period of Aourney performed :to and fro; for undergoing
the operation. The grant of special casual leave is subAect to the following conditions4
:i; The operation should have been performed in an hospital@medical college@institute where
facilities for recanalisation is available. 8f the operation is performed in a private
hospital, it should be one nominated by -tate@Central Government for performing the
recanlisation operation.
'.) The concession of special casual leave for recanalisation operation is admissible to
central Government servants who 4
:a; are unmarried, or
:b; have been less than two childrenH or
:c; desire recanalisation for substantial reasons, e.g. a person has lost all male children or all
female children after sterili=ation operation performed earlier.
". '.+ -pecial casual leave connected with recanalisation may be prefi/ed or
suffi/ed with regular leave or casual leave and not both.

". )." 8n view of the important role played by sports in the national life,
Government servants participating in sports events of national and international
importance are allowed various concessions which include grant of special casual
leave as also treatment of the period of participation in the sports activities as duty.
The circumstances in which the participation of Government servants in sporting
events is to be regulated as duty or by grant of special casual leave is given in the
subse>uent paras.
).# The period of participation of Central Government servants in sporting events of
national@international importance as also the time spent by them in traveling to and from for
such tournaments@meets may be treated as duty instead of special casual leave. 8f any pre4
participation coaching camp is held in connection with such events and the Government
servant is re>uired to attend the same, this period may also be treated as duty.

).& Government servants, whose services are selected in connection with the coaching or
administration of the teams participating in sporting events of national and international
importance may be granted special casual leave for a period not e/ceeding thirty days in any
calendar year, provided their services are utili=ed by the organi=ation such as the
sports@9ederation of 8ndia@Association recogni=ed by the All 8ndia Council of -ports and
approved by the *inistry of Education or by a -tate =one or circle.
).' Government servants functioning as commentator in sporting events of national
or international importance can be granted special casual leave not e/ceeding &2 days in a
calendar year provided the Government servants were selected or sponsored for giving
running commentaries over the All 8ndia Fadio@!oordarshan in national@international meets
by the organi=ation such as the -ports 9ederation of 8ndia@Association recogni=ed by the All
8ndia Council of -ports and approved by the *inistry of Education, etc. or by a -tate, Ione
or Circle.

).) Government servants, who attend coaching or training camps in the following
institutions, can be granted special casual leave not e/ceeding &2 days in a calendar year and
this special casual leave can be combined with regular leave

similar All 8ndia Coaching or Training -chemes.
:ii; (ational 8nstitute of -ports, %atiala.
:iii; Coaching camp organi=ed by the (ational 9ederation of sports boards recogni=ed by the
All 8ndia Council of -ports, *inistry of Education and Kouth -ervices.
).+ Government servants, who participate in trekking or mountaineering e/peditions
which have the approval of the 8ndian *ountaineering 9oundation, may be granted special
casual leave not e/ceeding thirty days in any calendar year. This special casual leave may be
combined with regular leave.

Tournament sponsored by Central -ecretariat staff welfare and Amenities committee and
other recogni=ed sports@recreation clubs of Government servants.
". ).. Government servants, who participate in cultural activities like dance, dramas
music, poetic symposium etc. of an All 8ndia or 8nter4state character organi=ed by the
Central -ecretariat -ports Control Doard or on its behalf, may be granted special
casual leave not e/ceeding thirty days in any calendar year. %rovided that such
special casual leave will not be admissible for practice, or for participation in cultural
activities organi=ed locally.

attend meetings organi=ed by -cientific Association like 8ndian -cience Congress
Association, the (ational 8nstitute of -cience of 8ndia, the 8nstitute of Engineers, the
Academy of -cience Dangalore and other similar bodies, and for Aourneys to and from the
place of meetings. -pecial casual leave for this purpose is available to invitees, member
officials delegates of the organi=ation concerned or those who have been asked to read papers
at a conference. -pecial casual leave granted for this purpose may be combined with casual
leave.

Bhere a <nion@Association@9ederation follows a year other than the calendar year for the
purposes of its annual elections, the entitlement of special casual leave should be regulated in
terms of the year actually followed by such <nion@Association@9ederation in place of the
calendar year. Bhen an office4bearer comes into office during the course of the year in
casual vacancies, the competent authority has the discretion to grant special casual leave up
to the ma/imum entitlement in a full year, having regard to the genuineness and merits of
each particular case.

decisions have been taken by the Government.

introduced since 7une4"1.) in the civil administrative offices of Government of 8ndia.
!epartments whose functions are pre4dominantly marked by public dealings or of
commercial nature and at present are functioning on )4day4week basis, will review the
e/isting arrangements and switch over to +4day4week wherever feasible. Action taken in this
regard will be reported to this *inistry within the ne/t four months.
&. $0L8!AK- The e/isting system of holidays will continue. (o holiday shall,
however, be declared in the event of death of any person other than the incumbent %resident
of 8ndia or the incumbent %rime *inister of 8ndia. -uitable orders in this regard have already
