Public-Private Partnership Incentive mechanism

The overall work of the authors is remarkable, especially the introduction, where the
discussion begins with the multinational collaborations, involving public-private
partnerships and the challenges within the public sector. Whereas, the main theme
incentive or the incentive mechanism has not been discussed. This will make the
introduction more comprehensive and will give the reader, a clear picture or a road
map, of the entire thesis.
In the theoretical framework, a good work has been shown, through the usage of
sufficient depth of literature, which also has a well-defined story line through out the
paper. oreover, an e!planation is needed on each concept, like "ew public
management or Incentive mechanism, that how each concept is relevant to #$#%&
and can be used there. This e!planation should be the view of the author.
'urthermore, within the heading of incentive mechanism, it is a bit tough to identify
that who is the %gent and who the principal. This can be e!plained better if again
the case on hand is used as an e!ample to further e!plain the simple agent to principal
relationship, as in if the former is the contractor and the latter is probably the
$uropean union. (owever, when the model that includes the stakeholders gets
comple! due to the consideration of all of them. The authors must e!plain that how a
political multi principal program must look like with pertinence to the case under
study.
It is mentioned in the paper that the most important part is not the technology but it is
the business model instead. The business model supports the synchroni)ation
throughout the transition of the partnership from the development to the deployment
phase. The authors* views on this will make it even more interesting that how the
incentive scheme can support this business model and make the partnership a success
story.
+nce the authors* have given their analysis based on the literature review. They will
be able to compare this with the empirical findings, while they are in the final analysis
part of their thesis.

the paper and shall connect every concept with each other in different dimensions.
