This #tag guideline will become a trusted companion for your cu-
riosity, search, ingenuity and creativity as you browse the internet,
or add your own content to it.
Remind your dictionary that was there when you didnt know the
meaning of a word, or when you wanted to check whether a word
you had in mind existed already or not.
The age of internet brings new possibilities for your curiosity,
ingenuity and creativity.
These possibilities are already nurtured by the internet, yet its
mainstream use is distractive, consumptive and commercial.
As a general purpose counter-measure for the information overload
and bias of that mainstream internet, the proposed systematic tags
will empower users in an instructive and productive use of the
internet.
Howyou will exploit this newpowertool, is up to you to explore and
learn. It depends on where you are in your personal development
and what responsibilities you have been endowed with in society.

The hashtags cover topics that are of interest to people in all
possible professions and areas of study, in all countries of the world,
and in all languages spoken.
By tagging content, we can make it discoverable as if it was put in
a library.
On the internet this library is a global library.

If the tagged content is open access, it becomes part of the public
part of that global library as well.
As long as there will be social media platforms supporting hashtags,
you, your favourite authors, your students, your teachers and your
peers can use each defined hashtag to share and discover content.
On the #Tag Guideline being an

In its electronic or print version, your personal copy of the #tag
guideline will be a companion for the rest of your life.
It provides a global shared topic map with over a hundred thousand
topics that matter for development, personal, public, and socio-

On the tags structure and meaning
This book addresses three kinds of hashtags:
isic tags are for sectors of industry;
cofog tags are for functions of government;
lgu tags are for local government units.
For sectors of industry or functions of government, a root tag such
as #isic0112 is combined with an ISO country code, for instance US
for the United States of America, to create a tag #isic0112US for the

economic activity growing of rice in the United States. Powertags
for functions of government are created in the same way.
By using powertags when posting content on a social platform
such as Twitter, Facebook, Google+, Instagram, Pinterest you or an
unknown author can indicate that the content is related to a sector
of industry of function of government in the country.
Country-specific tag guidelines also propose #lgu tags for local
government units. The chapter on territorial tags proposes for a few
countries how to construct #lgu tags for their administrative sub-
divisions.
On using the tags
Tags can be used to search content via the common search engines
and on many social platforms.
On the social platforms anyone can tag content relevant to a sector
of industry or function of government in a country to make it part
of domestic discourse which is globally visible.
This makes the discourse inclusive. Everyone can contribute, with-
out a need to join a specific group or community, or without a need
to be rich or famous for the contribution to be noticed.
Whereas social media gives you a means to communicate with your
social network, the powertags allow you to target a discourse rather
than the public in general or your own network.
In an inclusive culture, the leadership gives each individual personal
attention and room to contribute, ask, learn and develop.
Bringing a similar inclusion capability to any countrys institu-
tions and millions of citizens using many languages is a major
Public Communication challenge. Systematically defined hash-tags
or structured tags offer an opportunity for overcoming prevalent
divides that threaten the inclusive public-private discourse.

Language-neutral tags that cover every function of government,
every economic activity and every locality matter for the relation-
ship between institutions and citizens: there is a tag for everyones
livelihood or public service needs. Public content, shared with a
structured tag, is like a word in a dictionary: it will be found when
needed. Moreover, other tagged content merges into a focussed
news stream, including one for every territorial area (or every mu-
nicipality when using national statistics codes). With their coarse
grain the proposed tags are not too specialised, nor too general.
They are just fine for structuring the public-private discourse.
How would structured tags affect the top of a countrys #TalkDig-
ital pyramid?
When a countrys Parliament Committee or the executive puts a
topic on their agenda, this event deserves a post tagged suitably.
Stakeholders in the debate follow-up a tags timeline and can
contribute their views in the open by tagging their posts or by
liking what others contributed (see also E-Parliament tagger,
elaborated during a European hackathon in Brussels, early 2014).
Authors and public communicators only need a simple search for a
structured tag to assess a topics coverage or neglect. When readers
observe neglect, structured tags empower them to ask questions,
like prior questions, or contribute content to fill content gaps.
At the base of the #TalkDigital pyramid consider farmers in a
developing country using a tablet on a time-share basis, paying
access to internet per minute, with low bandwidth. Remembering
the tags that matter to their livelihood, they can find recent, relevant
and popular content in seconds. A short period of using a tablet will
allow them to find answers, or to contribute to a topic or post their
questions.
Using the contemporary internet and social media, the collaborative
use of systematically defined hash-tags is a small step that would

nurture a radically more inclusive public-private discourse. Such a
discourse is a key characteristic of a civilized and open society, both
in the EU and globally.

Powertag Code of Conduct
By tagging we can fight information overload. The success in this
fight also depends on applying certain principles in dealing with
content that others have created, and when contributing your own
content on the internet.
Respect for copyright
It is rather meaningless to discover content via a tag, then copy or
repeat it, and post it with the same or a neighbouring tag (e.g. a
different country code). Your content is likely to appear in the same
search result as the copied content.
Rather if you wish to strengthen the original authors message,
retweet or repost it, or like, favorite, +1 it.
By using powertags, the author expresses confidence his or her
content is not infringing the copyright of others, or is not just
repeating what others wrote already.

Avoid spam or aggressive, commercial push of
content
A common practice to reach a large audience using (social) media
is to repeat the same post regularly or at many places.
For instance in Twitter, some post the same content weekly, daily
or more frequent. In LinkedIn or Facebook we may post the same
content in multiple groups, in Google+ in multiple communities,
etc.
The use of hashtags in a public platform makes such multiple
posting unnecessary.
By using powertags, the author or publisher opts out of spamming-
like, excess content-push attitudes addressing readers. He or she
posts once, and next let the readers discover the content, via the
tags, when they need it. This is called on-demand.
Contribute to an inclusive discourse
A discourse has questions and answers. Authors tend to use the
print and social media to share their answers, even without ques-
tions being asked.
Where can people express their burning questions?
People working in an under-served economic activity can tag
their question. A question can become prominent as it is liked by
others. And when a person able to answer comes across a prominent
question, he or she can be sure that the tagged answer will be
appreciated.
The hurdles to joining the discourse are much less on a public social
platform than in a closed group of app users.
By using systematic tags, tagged questions become part of an
inclusive discourse, in addition to answers and arguments.
COFOG
COFOG is the abbreviation of Classification of the Functions of
Government. The full structure and definition of each of the over 100
classes can be found at the website of the United Nations Statistics
Division.

Territorial Tags
For territorial tags it is recommended to combine the ISO country
code with numeric, alphabetic or alpha-numeric codes defined by
the national statistics organizations.
Here a few examples.
The European Union
The NUTS classification (Nomenclature of territorial units for
statistics) is a hierarchical system for dividing up the economic
territory of the EUfor the purpose of statistical analysis. The current
NUTS classification valid from 1 January 2012 until 31 December
2014 lists 97 regions at NUTS-1, 270 regions at NUTS-2 and 1294
regions at NUTS-3 level. Due to the accession of Croatia on 1 July
2013 the NUTS classification was extended by 1 NUTS-1, 2 NUTS-2
and 21 NUTS-3 regions. Full details on NUTS are at the Eurostat
website.
Territorial #EUlgu tags on the basis of NUTS are defined at the EU
Social Capital wiki. Tags can also be defined on the basis of the
identifiers that national statistical systems give to municipalities
and cities.
The joint definition of both tags is illustrated in the table below,
taken from the Hovedstaden page of the EU Social Capital Wiki:
Frederiksberg has NUTS3 tag #DK011, and national statistical
tag #DK147.

How to construct territorial tags for other EU member states is

India
Territorial #INlgu tags will be defined for states, union territories
and districts, cities, villages and towns.
The current proposition is to use the coding pattern devised fol-
lowing the recommendation of the Metadata and Data Standard
(MDDS) Committee. Its full details are at the Census of India web-
site: Description of Coding Sequence for Location Code Directory.
This is the coding convention:
A State code of 2 digits within India
A District code of 3 digits continuous code within India
A Sub-district code of 5 digits continuous code within India
A Village code of 6 digits continuous code within India in
which the range of 000001 799999 is for Villages and the
range 800001 - 899999 is for statutory towns.

For instance the village Dilawarpur has sub-district code 04343, it
is part of District Adilabad with code 532, in Andhra Pradesh with
State code 28.

Territorial #NPlgu tags will be defined for districts, cities, mu-
nicipalities and Village Development Councils. For progress, see

of identifiers defined by Nepals Central Bureau of Statistics.
Philippines
Territorial #PHlgu tags have been defined on the basis of municipal
identifiers in domestic statistical systems.

United States of America
Powertags for counties in the United States of America are created
by adding the identification numbers of their state and the county
to the tag starting with #US. For Autauga, the county in Alabama,
the powertag is #US01001. This tag is constructed from the NGA
Geopolitical code of the state (01) and county (001) (formerly FIPS
codes).

Annex - Generic Tags for all
Countries
This annex lists all countries and territories of the world, each with
its ISO country code and their generic powertags. Over a hundred
thousand topics for discourse are supported by combining the ISO
code with the #isic and #cofog root tags in the previous chapters.
Moreover, there will be over a million #lgu tags.
For most countries, the #cofog and #isic tags are listed in their Actor
Atlas initiative book, as illustrated in the picture for Fiji. Those
territories for which this is not the case are marked with *.

About the author
The author
Jan Goossenaerts is a social media entrepreneur and a business and
architecture consultant specialized in applying ICT and communi-
cations solutions for inclusively meeting the peoples needs in com-
plex socio-technical settings. In 2012 he founded Wikinetix which
became a finalist in the 2012 Social Media Leadership Awards.
In order to catalyse further the instructive and productive use of
internet he launched the Actor Atlas and a number of related
social capital wikis: one for the Philippines, Tanzania, Nepal, India,
the EU and the US. Jan has edited several books on information
infrastructure in manufacturing systems and published in a num-
ber of journals including Computers in Industry, Information &
Management, Production Planning and Control and International
Journal of e-Collaboration. In 2013 he co-edited a book on Foreign
Aid and the making of Democracy in Nepal which is published via
