TEMPORARY UTILITY

GENERAL TRANSFER OF OFFICERS – GT 2005.

All the Branches/Offices are hereby informed that the General Transfer Exercise in respect of Officers
is proposed to be carried out for the year 2005. The following guidelines are formulated for GT-2005.

1. Every Officer is liable for transfer anywhere in India and the Management is entitled to
make placement of officers at any Branch/Office based on needs of business and
administration at any point of time.

a. Subject to the above, Officers who will be completing active service of 4 years in a
place/Region on or before 30th June 2005 are eligible for transfer.

b. The term for the officers working in our Island Branches is 3 years.

c. In case of rural centres, the term is 3 years and in case of hardship centres outside the
home state the term is 2 years, provided that they are staying at the headquarters
throughout their term. Otherwise, they are required to complete the active service of
4 years.

d. The term for officers working in North-Eastern region is 2 years.

2. Active Service : An Officer is entitled to avail any type of leave to the extent of its accrual
during the year. If the leave availment is less than or equal to the extent of accrual, he/she is
deemed to have completed the active service. In case the officer avails leave over and above
the accrual, he/she is deemed to have not completed the active service. Active service for the
purpose includes the period an officer was on leave to the extent of leave earned during the
period of stay in the place.

3. Submission of request applications :

(A) Officers fulfilling the above mentioned criteria may submit their request for transfer
through proper channel in the prescribed format annexed to this Circular indicating
3 places of their preference, falling in 3 different Regions to which the transfer is
requested. They should mark an advance copy of their request to HO PD PAD. The

requests will be considered depending on availability of vacancies in States/Regions


requested, suitability of Officers and administrative exigencies.

(B) Officers working in Inspection system, Vigilance Units, T & IBD Mumbai,
STCs/RBTCs, IT system, RRBs, RUDSETIs, LDOs, RDOs, Technical Officers, Security
Officers, Law Officers, Official Language Officers and IR Officers should submit a copy
of the transfer request to the Apex Departments concerned at Head Office/Corporate
Office also, besides sending a copy thereof to the respective Regional Office and to HO
PD PAD. All Apex Departments concerned shall forward their suggestions /
recommendations to HO: PD: PAD by 30 10 2004.

4. The last date for receipt of requests from Officers at Branches/Offices is 30 09 2004 and at the
respective Regional Offices/Apex Departments at Head Office/ Corporate Office is fixed at
09 10 2004 with remarks from the Branches/Offices. These Offices are required to process
and forward all inter-Regional transfer requests, to reach HO PD PAD by 25 10 2004.

5. Regions headed by General Managers and Dy General Managers shall dispose off the requests
for Intra-Regional Transfers of officers other than specified in 3 (B) above at their end as per
the Transfer Policy Norms.

6. Regions headed by Asst General Managers shall dispose off the requests for Intra-Regional
Transfers of officers in JMGS I other than those specified in 3 (B) above at their end strictly
as per the Transfer Policy Norms.

7. However, requests from Officers referred under 3 (B) above for inter/intra Regional Transfers
are to be disposed off only by HO PD PAD on the recommendations of Apex Departments
concerned at HO/CO.

8. All the Officers are hereby informed that requests submitted cannot be withdrawn after
31 12 2004 and no requests for cancellation of orders will be entertained for whatsoever
reason.

9. All the Officers are hereby informed that bringing external pressure on the Management
in transfer matters is a mis-conduct. Attention is drawn to Cir.No. 213-94-BC dated
05 09 1994 and Cir.No. 148-2002 -BC-IRD dated 22 08 2002 in this regard.

Clarifications required, if any, about this circular may be sought from PERSONNEL
