!ouncil which will represent your issues and concerns on poerty-alleiation and at the sa"e

*he National #outh and $tudents $ectoral Asse"(ly %N#$$A& facilitates the for"ation of the
National #outh and $tudents $ectoral !ouncil %N#$$!& and the selection of no"inees for the
position of National #outh and $tudents $ectoral /epresentatie %N#$$/&)
1n the e3ercise of its powers, the N#$$A has the followin' functions4
a) Deter"ine the co"position, powers and functions of the N#$$A, such as the
responsi(ility of co"in' up with a consensus on anti-poerty pro'ra"s, includin'
fla'ship pro'ra"s and other issues affectin' the sector and to assist the $ectoral
/epresentatie in the "onitorin' of the i"ple"entation of the fla'ship pro'ra" at the
local leel)
() $et the 5ualifications re5uired of each "e"(er of the N#$$!6
c) 7sta(lish the process of electin' the "e"(ers of the N#$$!, includin' replace"ents
in cases of acancies6
d) 7lect the "e"(ers of N#$$! which shall not (e less than fifteen %18& nor "ore than
twenty-fie %28&6
e) $et the 5ualifications re5uired of each no"inee to the position of National #outh and
$tudents $ectoral /epresentatie %N#$$/&6
f) 7sta(lish the process of selectin' the no"inees to the position of N#$$/6
') 9or"ulate and approe the !ode of 7thics and !onduct and *ransparency and
accounta(ility "echanis"s a"on' the N#$$!6 and
h) !onene wheneer called upon (y the N#$$!)
*he out'oin' N#$$!, serin' as the *echnical Wor.in' !o""ittee %*W!&, has adopted the
followin' rules4
a) *hat, the N#$$A should (e co"posed of at least 100 youth-led or'ani2ations6
() *hat, representaties "ust (e co"posed of at least 40: wo"en, upholdin'
pro'ressie 'ender reco'nition6
c) *hat, representaties "ust (e duly authori2ed (y the or'ani2ation that they are
representin'6
d) *hat, representaties "ust not (e a full-ti"e and;or per"anent or part-ti"e or casual
e"ployee, of any (ranch of 'oern"ent %e3ecutie, le'islatie or <udiciary&6
e) *hat, in order to ensure 'eo'raphical representation, 8 slots are resered per re'ion
and 18 slots to or'ani2ations with a national presence6
f) *hat, in cases where the tar'et nu"(er of representaties in the re'ional and the
national leel is not reached, the *W! reseres the ri'ht to re-allocate slots6 and
') *hat, =in a(sentia> representation will not (e allowed)
