CONSTITUTION

ARTICLE I Name
Section 1 The name of this club or organization shall be Licean Rhapsody of Liceo de Cagayan
University.
ARTICLE II Objectives and Activities
Section 1 eneral ob!ectives of this club shall be"
a. To unite and promote camaraderie among musically inclined students of Liceo de
Cagayan University
b. To be ambassadors of music in the university and the community.
Section # The activities of the club shall be in accord $ith its ob!ectives. eneral activities shall
include the follo$ing"
a. %erformances &inside the university and outside the campus'
b. Seminars ( $or)shops
c. *oin competitions outside the school
ARTICLE III Officers
Section 1
President
The president presides over and conducts all meetings in accordance $ith parliamentary
procedure+ )eeps the members, discussion to the sub!ect at hand and $ithin time limits+
appoints committee chairs and serves on committees e-cept the nominating committee as an
e- officio member+ represents the organization of special school events and out.of.school
functions+ coordinates the activities of the organization by )eeping in touch $ith the other
officers/ the membership/ and the advisor+ and/ )eeps himself or herself informed to ensure
that the organization is moving according to its established goals.
The Presiding Officer sho!d"
1. 0egin the meeting on time and proceed in a manner established by the order of
business. &1embers $ill be there if they )no$ that the meeting is begun'.
#. 0e sure a 2uorum is present before the business portion of the meeting is begun.
3. 4eep the practices under control al$ays. Limit debate on the part of any one
individual to specified times or turns. &5mple/ but not e-cessive time should be
allo$ed for debate'.
6. Conduct the practices in accordance $ith parliamentary procedure.
7. 0e impartial at all times.
8. Turn over the chair to the 9ice.%resident or other designated member $hen he or she
$ants to enter into debate. :nformation/ but not opinions/ may be given from the
chair. :f the presiding officer $ants to ma)e or discuss a motion personally/ he or she
must leave the chair and do so from the floor.
;. 5llo$ a member to suspend the regular order of business <=L> by a formal motion/
$hich is carried by a t$o.thirds vote.
#ice President
The 9ice.%resident assists the %resident in the discharge of his?her duties. The 9ice.
%resident presides at meetings and other functions in the absence of the %resident and must
be prepared to assume the office of the %resident if necessary. The 9ice.%resident is in
charge or all committee $or) and the management of committee assignments. @e?she $or)s
closely $ith all committees/ )eeping $ell informed on all of their activities.
The #ice$President sho!d"
1. 5ssist the %resident.
#. %reside in the absence of the %resident.
3. @ave charge of setting up and carrying out the chapter program of activities.
6. 5ssist $ith the preparation of the meeting agenda.
7. 0e responsible for a report on the status of the program of activities at each meeting.
8. Submit a report on chapter accomplishments at the end of the year.
;. 4eep an accurate list of committee members and manage committee assignments
using committee report forms.
Secretar%
The Secretary prepares and reads the minutes of meetings+ sends out and pots meeting
notices+ has the agenda for each meeting available for the %resident+ reads communications
at meetings+ counts and records votes $hen ta)en+ attends to official correspondence+ )eeps
permanent records of the organization+ and maintains and has on hand for each meeting a
Secretary,s Record 0oo)/ $hich includes pertinent documents concerning past business
decisions.
The Secretar% sho!d"
1. Record the minutes of all meetingsAformal/ informal/ and called.
#. Record in the minutes $hat is BCC:BCB U%<= and B<=C.
3. Record/ $hether carried or lost/ the e-act $ording of motions and
amendments and the name of the member $ho made the motion
&amendment'.
6. Stop the proceedings/ if necessary/ to get the e-act $ording of a motion.
The Secretary may re2uest that a motion be submitted in $riting by the
member presenting it.
7. Record in the minutes the names of members $ho have been appointed to
committees as $ell as the persons serving as chairs of those committees.
8. :nclude a copy of the Treasurer,s report in the minutes.
;. 1aintain a Secretary,s 0oo).
The Secretar%&s 'oo(
The Secretary,s 0oo) is generally a three.ring binder/ $hich is used to )eep important
documents concerning the business of the chapter. The boo) usually contains"
1. 5 copy of all approved minutes+
#. 5 list of all members
3. 5 copy of the local/ state/ and national program of activities+ and
6. The constitution and byla$s of the organization.
Treasrer
The Treasurer administers and is responsible for the organization,s money. @e?she collects
all state and national dues/ if re2uired+ is responsible for ensuring payments by the
appropriate deadlines+ )eeps financial records in order and up to date+ devises fund raising
activities $ith the cooperation of the appropriate committee and the approval of the
membership and advisor+ assists in preparing an annual budget+ serves on any Dinance
Committee,s as the e- officio member+ and protects the financial reputation of the
organization.
The Treasrer sho!d"
1. 4eep a permanent/ up.to.the.minute record of all financial transactions.
The entries should be recorded in in) and in a Treasurer,s ledger &boo)'.
#. 4eep a record of all incoming money noting the date and from $hom the
money $as received. &turn over to the organization sponsor.'
3. Record all e-penses noting the date and to $hom the money $as paid.
6. <btain and )eep a copy of all receipts in the permanent records.
7. 0e prepared to report the financial status of the organization at any
regular meeting.
8. <btain and present ideas and suggestions to the membership for
increasing the treasury and financing different activities.
Aditor
The 5uditor is directly accountable to the eneral 5ssembly of the Club. The 5uditor shall
chec) the accounts and balance sheet and verify the financial state of the Club. :n e-ercising
his?her duties the 5uditor have the right to chec) all financial documents/ $hich should be
done in the presence of the Treasurer. The 5uditor $ill prepare a $ritten report for the
5nnual eneral 1eeting/ $hich $ill be sent out $ith the 5genda. :n the event of
irregularities being found/ the 5uditor $ill inform all members of the 0oard/ in $riting/
immediately. Ehen in opinion of an 5uditor/ the irregularities being found are of such nature
that could bear the suspension or e-pulsion of a member/ then the 5uditor must also inform
immediately the club moderator or the president of the club.
Cach 5uditor may act independently of the other and in the event of irregularities either
5uditor has the right to re2uest that an C-traordinary eneral 1eeting be called.
P)I)O *Pb!ic Information Officer+ , -istorian
The %:</ gathers club ne$s+ ac2uaints local ne$spaper editors $ith information about the
club e-hibits+ and collects and prepares ne$s and feature stories of club activities. The %:<
is also tas)ed to spread the information regarding meetings and other important events
through email/ te-ting &group message'/ or simply posting information on the club bulletin.
-istorian
The %:< should also act as a @istorian/ :t shall be the duty of the historian to serve in any
capacity as directed by the president to )eep all past financial and membership records as
necessary/ and to promote the general $elfare of the association.
The -istorian sho!d"
1. 4eep a record boo) &scrapboo)' of all activities and events. :nclude in the boo)
the names of members and leaders/ copies of the calendar/ ne$s clippings/ and
pictures of special events.
#. Eor) closely $ith the secretary in )eeping a complete record of activities.
3. Bevelop a theme for the record boo) &scrapboo)' that $ill carry through the year.

The @istorian is usually the club photographer. Ta)ing good pictures is not difficult+ neither
is it dependent on the camera. Rather/ good pictures are ta)en by the photographerAnot the
camera.
ARTICLE I# E!ections
Section 1 The election of officers shall be by a ma!ority vote of the members. The
president shall be elected first/ follo$ed by the vice.president/ the secretary/ and the
treasurer/ in that order. Cach officer shall hold office for one year. The election/ if possible/
shall be held for the forthcoming year at the last meeting of the preceding year.
Section # . 5n officer can be impeached &tried' for cause/ upon $ritten re2uest signed by ten
&1F' members or one.third of the members/ $hichever is fe$er. The president shall preside
at any impeachment/ unless he is impeached/ in $hich case the vice.president $ill preside.
:t shall ta)e a t$o.thirds vote at a regular meeting to remove an officer.
Section 3 . :f the president resigns or is removed/ the vice.president $ill become the
president and a ne$ vice.president $ill be elected.
Section 6 Cach officer shall serve for one year and may be re.elected.
Section 7 . <fficers can be blood.related to each other e-cept for the position of Treasurer
and 5uditor.

ARTICLE # Practices
Section 1 The club shall hold three practices a $ee) at such time and place as shall be determined
by the club officers and sponsor.
ARTICLE #I Ratification and Amendments
Section 1 This constitution must be ratified by #?3 or the club membership present at a duly
announced meeting.
Section # 5mendments may be made to this constitution $ith a #?3 vote of the club membership
present at a duly announced meeting.
ARTICLE #II .embershi/
Section 1. 1embership in this organization is restricted to those students $ho are bonafied students
of Liceo de Cagayan University

1. <pen to all students $ho are currently enrolled in Liceo Be Cagayan University
#. 1ust fill.up application form and undergo auditions scheduled by the Licean Rhapsody officers
3. Those $ho $ish to apply for membership should be $illing to be trained for # months

1. %ractices should be three times a $ee)
#. 5 member is only allo$ed four &6' e-cused absences for one &1' semester
rounds for e-cuse absences"
