Project Background and
Scope

Imperial APGCL Power Limited is a joint venture company comprising Imperial Energy &
Construction Privatet Limited, Imperial Fasteners Private Limited, Intelli Mine Inc and
Assam Power Generation Corporation Limited (APGCL). Imperial Group of Companies has
74 per cent equity while Assam Power Generation Company Limited (APGCL) has 26 per
cent equity stake in the project. The total cost of the project including all facilities is
estimated to be Rs 1.6 billion.
The original naphtha-based plant was set up in the early seventies primarily to supply
power to Guwahati. Its first unit was commissioned in March 1973 and the second unit
started functioning in January 1989. But operation of both units was suspended in 1999
following a steep increase in fuel prices.
Imperial APGCL proposes refurbishment of 2 x 30 MW thermal power plant by replacing
existing oil-fired boilers with coal based boilers. Post refurbishment, the naphtha-based
project that has been sitting idle for many years will be converted to coal-based power
station.
Water requirement is 556 cubic meter per hour (m3/hr) and will be met through Kalang
river; the intake point is about 1 km from plant site. Coal for the project would be
indigenous and will be sourced from Margherita and Rajmahal. Blended coal will be used
and requirement considering a gross calorific value of 4,000 kcal/kg will be about 0.3
million tonnes per annum (mtpa) . Light diesel oil (LDO) will be used as an auxiliary
fuel. Power will be evacuated after stepping up of generation voltage from 11 kV to 132
kV for matching with the existing 132 kV substation bus of the substation through
existing unit connected generator transformers.
The project is currently in the announced stage and is awaiting environment clearance.
