This Association represents all the Ministerial Officers working in Central Excise,
Service Tax & Customs (Preventive) formations under CBEC in the Department of Revenue,
Ministry of Finance, Government of India. We represent about 6000 Ministerial Officers
working in the grade of Lower Division Clerk (LDC), Tax Assistant (TA), Senior Tax Assistant
(STA), Deputy Office Superintendent (DOS), Administrative Officer (AO) and are only
recognized Association in this particular Administrative wing of the field formations.

2. Other than Group A cadres there are mainly two types of cadres in CBEC -: (1)
Executive Cadres such as Superintendent (Group B Gazetted), & Inspector , (2) Ministerial
Cadres - Ministerial cadres at present consists of Chief Accounts Officer (Group A),
Administrative Officer (Group B Gazetted), DY. Office Superintendent (Group B non-
gazetted), Sr. Tax Assistant (Group B non-Gazetted), Tax Assistant (Group C) and Lower
Division Clerk (Group C).

3. Distinctive function of Ministerial Cadre:-
It is evident from the designation that these Ministerial Cadres are directly involved with
the Revenue collection procedure which is unique to this Ministerial cadres because the
Ministerial cadres in other department are involved with the house keeping job only.

These Ministerial Officers are being subjected to all kinds of neglect and apathetic
treatments over the years. While quantum of responsibilities and the area of functions have
grown over the years, the remuneration and other benefits are only getting squished. A simple
example shall explain the story. The Administrative Officer (AO) in CBEC are Group-B
Gazetted Officer being laden with the responsibility not only to act as a DDO but also to
implement the policy decision of the Government in Administration at grass root level, as well as
to discharge the special functions like Revenue Reconciliation, issue of Refund/drawback
cheques in Indirect Tax etc. They are presently pay-wise equated with the Group-C post of
Inspector in CBEC having much less responsibility being the processing officers at the
rudimentary level. This is a situation which is continuing for last 10 years when the Government
decided to hike the Pay Scale of Inspector and Superintendent of CBEC unilaterally and not on
the basis of recommendation of any Pay Commission vide Expenditures letter vide the
Department of Expenditure (Implementation Cell) Office Memorandum F.No.6/37/98-IC
dated 21.4.2004. The extend of discriminations of the Ministerial Officers since 2

Commission may further be explained with the help of a comparison between the scale of Pay,
granted to Administrative Officer and Superintendent, being placed on the same rung of
hierarchy in two different Wings in CBEC. The same is given below:-

The Ministerial Officers have been discriminated in terms of assignment of Pay Scales in
CBEC as the officers belonging into other channel have been awarded special dispensation more
than one occasion. This has led to a situation where the brighter elements in the Ministerial
grades have switched over to Executive grade, leaving a demoralized Administrative wing,
struggling to grasp with the excessive work load without commensurating salary. The time has to
come to contemplate as to whether the Ministerial Cadre should survive and if the answer is yes,
then they should be assigned not only with greater responsibility but also be compensated with
commensurating Pay Package.

CPCs Recommendation Related to Ministerial Officers:
Here it may also be worthwhile to highlight some of the fundamental recommendation of
the 6
th
Pay Commission which have, not only recognized the need for special dispensation for
the Ministerial Cadre, working at the field formations, but also given weightage to the
administrative wing in the CBEC in specific term, giving due cognizance to the discrimination
and unfair treatment, matted out to them by the government which has been explained in the
preceding paragraph.
It is felt that rather than explaining the philosophy evolved adopted by the 6

CPC it will
be empirically better to quote the relevant paragraphs of the recommendations to adduce our
contention. The underlining cry is that the Ministerial Officers working in CBEC, is desperately
in need of a special attention of the 7
th
CPC.
Extract of the relevant recommendations of the 6
th
CPC:
Salient features Para: 2.2.19 The revised scheme of pay bands being recommended has the
following characteristics: -
vii. Many pre-revised scales are being merged. Barring the Group D posts,
this merger has been done by extending the existing minimum prescribed for the
highest pay scale with which the other scales are being merged. However, the grade
pay for the merged scale so derived has been computed with reference to the
maximum of the highest scale. This, besides ensuring a uniform benefit, will also
prevent bunching. Following scales have been merged:-

The scales belonging to Group 'D' are merged with the entry grade in
the pay band PB 1 due to upgradation of Group 'D'.

Scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 have been
merged to bring parity between field offices; the secretariat; the
technical posts; and the work shop staff. This was necessary to ensure
that due importance is given to the levels concerned with actual
delivery. It is also noted that a large number of anomalies were created
due to the placement of Inspectors/equivalent posts in CBDT/CBEC
and Assistants/ Personal Assistants of
CSS/CSSS in the scale of Rs.6500-200-10500. The scales of Rs.5500-
175-9000 and Rs.6500-200-10500, in any case, had to be merged to
resolvethese anomalies. The scale of Rs.6500-200-6900 was an
intermediary scale identical to the scale of Rs.6500-200-10500, albeit
with a shorter span. Since the length of a pay scale is not very relevant
in the revised scheme of running pay bands, no rationale existed for
retaining the scale of Rs.6500-6900 as a distinct scale.

The scales of Rs.9000 and Rs.9000-275-13500 were unusually short in
duration and applied to a very few categories. These have been merged
with the scale of Rs.8000-275-13500.

The scale of Rs.10325-325-10975 also was unusually short in duration
and applied to a very few categories. It has, accordingly, been
merged with the scale of Rs.10000-325-15200.

The scale of Rs.12000-375-18000 was limited to a very few categories.
It has been combined with the scale of Rs.14300-400-18300 as a
measure of rationalization.

The two scales are identical with a slight difference in span which will
have no meaning in a running scale.

The scale of Rs.14300-22400 presently applies to very few posts in the
Central Government. The scale was earlier available to Professors, etc.
in Government institutes, almost all of whom have now switched to
UGC pattern. As such, no rationale exists for retaining this scale as a
separate scale. It is, accordingly, being merged with the next higher
scale in the hierarchy.

The two scales had common maxima. The difference was in their span
and the rate of increments. Running pay bands and increments payable

on percentage basis left no functional justification for continuing the
two scales as distinct entities.
Para: 3.1.3 Higher pay scales in the Secretariat Offices may have been
justified in the past when formulation of proper policies was of
paramount importance. The present position is different. Today,
the weakest link in respect of any Government policy is at the
delivery stage. This phenomenon is not endemic to India.
Internationally also, there is an increasing emphasis on
strengthening the delivery lines and decentralization with greater role being assigned at delivery
points which actually determines the benefit that the common citizen is going to derive out of
any policy initiative of the Government. The field offices are at the cutting edge of
administration and may, in most cases, determine whether a particular policy turns out to be a
success or a failure in terms of actual benefit to the consumer. Accordingly, the time has come to
grant parity between similarly placed personnel employed in field offices and in the Secretariat.
This parity will need to be absolute till the grade of Assistant. Beyond this, it may not be possible
or even justified to grant complete parity because the hierarchy and career progression will need
to be different taking in view the functional considerations and relativities across the board.
Recommendations Para: 3.1.9 Accordingly, the Commission recommends upgradation of the
entry scale of Section Officers in all Secretariat Services (including CSS
as well as non participating ministries/ departments/organizations) to
Rs.7500-12000 corresponding to the revised pay band PB 2 of Rs.8700-
34800 along with grade pay of Rs.4800. Further, on par with the
dispensation already available in CSS, the Section Officers in other
Secretariat Offices, which have always had an established parity with
CSS/CSSS, shall be extended the scale of Rs.8000-13500 in Group B
corresponding to the revised pay band PB 2 of Rs.8700-34800 along with
grade pay of Rs.4800 on completion of four years service in the lower
grade. This will ensure full parity between all Secretariat Offices. It is
clarified that the pay band PB 2 of Rs.8700-34800 along with grade pay of
Rs.4800 is being recommended for the post of Section Officer in these
services solely to maintain the existing relativities which were disturbed
when the scale was extended only to the Section Officers in CSS. The grade
carrying grade pay of Rs.4800 in pay band PB-2 is, otherwise, not to be
treated as a regular grade and should not be extended to any other
category of employees. These recommendations shall apply mutatis-
mutandis to post of Private Secretary/equivalent in these services as well.

* This scale shall be available only in such of those organizations/services which have
had a historical parity with CSS/CSSS. Services like AFHQSS/AFHQSSS/RBSS and
Ministerial/Secretarial posts in Ministries/Departments organizations like Ministry of EA,
Ministry of Parliamentary Affairs, CVC, UPSC, etc. would therefore be covered.

Recommendations for non -Secretariat Organizations:
Para: 3.1.14 In accordance with the principle established in the earlier paragraphs, parity
between Field and Secretariat Offices is recommended. This will involve merger of few
grades. In the Stenographers cadre, the posts of Stenographers Grade II and Grade I in the
existing scales of Rs.4500-7000/Rs, 5000-8000 and
Rs.5500-9000 will, therefore, stand merged and be placed in the higher pay scale of Rs.6500-
10500. In the case of ministerial post in non- Secretariat Offices, the posts of Head Clerks,
Assistants, Office Superintendent and Administrative Officers Grade-III in the respective pay
scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 will stand merged. The existing and
revised structure in Field Organization will, therefore, be as follows:-

Note 2 The existing Administrative Officer Grade II / Sr.Private Secretary / equivalent in
the scale of Rs.7500-12000 will, however, be placed in the corresponding replacement pay
band and grade pay till the time they become eligible to be placed in the scale of Rs.8000-
13500 corresponding to the revised pay band PB 2 of Rs.8700-34800 along with grade pay
of Rs.5400.
Non-executive Para: 7.15.13 The posts of Inspector and equivalent exist in CBDT as well
posts in CBDT and as CBEC. The Fifth CPC had recommended the scale of Rs.5500-
CBEC 9000 for these posts. The pay scale of these posts was, however, upgraded to
Rs.6500-10500. Demands have been received from other posts existing in the
scale of Rs.5500-9000 in these two Boards seeking similar dispensation. The
Commission has recommended merger of the pay scales of Rs.5000-8000,
Rs.5500-9000 and Rs.6500-10500 which will automatically meet this
demand. Hence, no specific recommendation on demands seeking such
up-gradations is being made.

Note 1 The posts in the intermediate scale of Rs.7450-11500, wherever

Para: 7.15.14 Fifth Central Pay Commission had recommended the pay
scale of Rs.6500-10500 for the posts of Appraiser/Superintendent
(Preventive)/equivalent in CBEC and the post of Income Tax
Officer/equivalent in CBDT. The Government, in 2004, upgraded the pay
scales of these posts to Rs.7500-12000. Various posts in ministerial cadres
that earlier were in the pay scale of Rs.6500-10500 have demanded an
identical dispensation in order to maintain their relativity. The Commission
would like to clarify that posts in ministerial cadres cannot claim any
relativity with those in the executive cadre as the functions are different.
Mere fact of two posts being in the same pay scale cannot be a ground
for establishing relativity. However, the ministerial posts will get a separate
dispensation because the Commission has recommended parity between
headquarters organizations and the field offices in chapter 3.1 of the report.
The recommendations made therein shall apply to the ministerial cadre
in CBDT and CBEC as well without any relativity being established vis-
a-vis the posts belonging to the executive cadre.

It would be evident from the above paragraph that the 6
th
CPC has evolved conclusion
that the Ministerial Officers working in the field formation deserves a special dispensation on par
with similarly placed officers at the Hdqrs organization and such a dispensation is also required
to be dished out to Ministerial Officers in CBEC in particular. The 6
th
CPC has also
categorically recognized the anomaly, resulting out of the unilateral hike in the pay scale of
Inspector and Superintendent of Central Excise & Income Tax, effected vide the Department of
Expenditure (Implementation Cell) Office Memorandum F.No.6/37/98-IC dated 21.4.2004
vide sub para (vii) of Para 2.2.19 of the recommendation of 6
th
CPC. It has also
recommended to remedy the discrepancy by way of merger of pay scale of Rs.5000-8000,
Rs.5500-9000 and Rs.6500-10500 & also in the form of special dispensation (hierarchical
structure) provided in 3.1.14 read with 7.15.14.
A positive action on the basis of this recommendation would have settled the
discrimination and brought the Ministerial Officers in CBEC on par with the similarly placed
counterparts in Hdqrs. Organizations and commensurating to their duties and responsibilities.
Therefore, it is imperative that DOS or any equivalent restructured posts in CBEC
i.e. EA be placed as par with Inspector with CBEC.

5. Presently Sr.Tax Assistant is the feeder cadre of both Inspector (Group C) and Dy.
Office Supdt.(Group B Supervising Officer.) as per Recruitment Rules. The Grade pay of
Inspector is 4600/- and that of DOS is Rs.4200/-, ridiculously the Grade pay of Sr. T.A. is also
Rs. 4200/- but at the time of promotion from Sr.T.A. to DOS a 3% increment is allowed as a
fixation benefit (Also, eligibility for promotion to the grade of DOS from STA is 03 years
regular service in the grade of STA as per the existing Recruitment Rule of DOS). Further ironic
is that DOS is the Reporting Officer of Sr.T.A so far as the APAR is concerned. The DOS were
enjoying same pay scale with the Inspector i.e. Rs. 5500/- - 9000/- w.e.f. 01.01.1996 but
unilaterally the pay scale of Inspector was hiked to the tune of Rs. 6500/- - 10500/- w.e.f.
21.04.2004. As a result the above said anomaly/discrepancy has arisen. This Federation
effectively pointed out this phenomenon before 6
th
CPC and 6
th
CPC in its recommendation vide
Para 7.15.15 removed this anomaly but further up-gradation of pay scale of Inspector effected
vide the Order No.1/1/2008-IC dated 13.11.2009 of Department of Expenditure, the above
mentioned anomalous situation has further cropped up.
Despite specific recommendation by the 6
th
CPC, the Government has not turned the due
attention to the Ministerial Officers in CBEC. The common replacement Pay band and Grade
Pay have only been implemented for different Ministerial posts. Whereas the Grade Pay of
Inspector has been hiked to Rs.4600/- in PB-2 by the government vide Order dated 13.11.2009
without sighting any functional justification. This has restore the anomalies, existing prior to 6
th

CPC, as explained in the preceding paragraph.

6. Differences between CBEC/CBDT and parity required, relates to our Ministerial
Cadre:-
This Association also believed that such parity should prevail in the Revenue Department
also in respect of pay and designation. Designation and pay scale of CBDT and CBEC as on
01.06.2014 is given below from where it can be seen that the designation and pay scale of all the
cadres except ministerial are same. But due to some unknown reasons there is some difference
in respect of pay scale and designation in the Ministerial cadre. This is our basic demand that
there should be pay parity in between CBDT and CBEC so far Ministerial Officers are
concerned.

From the above chart it is evident that CBDT has Principal Administrative Officer
having GP Rs.6600/- and Administrative Officer Gr.-II with GP Rs.4800/-, on the other
hand in CBEC we have only Chief Accounts Officer with GP Rs.5400/- and Administrative
Officer with GP Rs.4600/- which clearly shows the imparity in pay structure between
CBDT and CBEC.

This Association strongly proposes that there should be parity in terms of
hierarchical structure and Grade Pay between the Ministerial posts in CBEC and CBDT.
It will be evident from the above that while all other posts belonging to other Cadres lie in
the same hierarchy in the CBEC and CBDT, except there is a mismatch between the posts
in Ministerial structure. This ought to go and the hierarchical structure in CBDT for the
replicated in CBEC.
7. Hierarchical Reform (Our Prime Demand) -:
To improve the precarious state of the service carrier of the Ministerial Officers in CBEC,
this Association proposes the following hierarchical structure of the Ministerial Wings with
revision of Grade Pay as indicated against the name of each of such restructured posts as

The justification for above proposal - functions and the responsibilities of these posts
are proposed as under:-
(1) Principal Administrative Officer :
The Principal Administrative Officer may be placed in the Office of the Principal Chief
Commissioner /Chief Commissioner and entrusted with the following responsibilities/functions/
duties:-
(i) Coordination among all the Commissionerates under the Zone on all administrative
issues.
(ii)Assistance to the Chief Commissioner and the Commissioners of all Commissionerates
on all administrative matters including transfer posting, vigilance matter of the
officers of the Zone.
(iii) Assistance to the Chief Commissioner and the Commissioners of all Commissionerates
on framing of Budget proposals on expenditure management.
(iv) Supervision of Revenue Reconciliation and Internal Audit function.
(v) Providing assistance and tendering advice to the Chief Commissioner and the
Commissioners of all Commissionerates in all other administrative matters.
(vi) Supervision over the work of Administrative Officer Grade-I.
(vii) General supervision of administration / establishment and accounts personnel.
(viii) Framing proposals on infrastructure and staff motivation and welfare issues.

Hence we demand for, Principal Administrative Officer with Grade Pay Rs. 7600/- in PB-3.

(2) Administrative Officer Grade-I (AO Gr-I) :
The Administrative Officer Grade-I (AO Gr-I) may be placed in the Offices of the Chief
Commissioner/the Commissioner of Central Excise/each office of the Commissioner of Service
Tax/the Commissioner of Customs/the Commissioner of Customs (Prev.)/the Commissioner of
Audit/the Commissioner of Cadre-Controlling Commissionerate, and entrusted with the
following responsibilities/functions/ duties:-

(i) Coordination among all the Commissionerates under the Zone on all
administrative issues.
(ii) All administrative matters including transfer posting, vigilance matter of the officers of
the Commissionerate.
(iii) Assistance to the Commissioner of all Commissionerates on framing of Budget
proposals on expenditure management.
(iv) Assistance to the Principal Administrative Officer.
(v) Revenue Reconciliation and Internal Audit function.
(vi) Providing assistance and tendering advice to the Chief Commissioner and the
Commissioners of all Commissionerates in all other administrative matters.
(vii) Supervision over the work of Administrative Officer Grade-II.
(viii) General supervision of administration / establishment and accounts personnel.
(ix) Framing proposals on infrastructure and staff motivation and welfare issues.

Hence we demand for, Administrative Officer Grade-I with Grade Pay Rs. 5400/- in
PB-3 and Rs. 6600/- in PB-3 on NFSG after 4 years.

(3) Administrative Officer GradeII (AO Gr-II):

The Administrative Officer GradeII (AO Gr-II) may be placed as head of all
Section/Branch (e.g. DPC/APAR/Establishment/Accounts/ General/Audit) & Divisions /
Circle Offices under the Offices of the Principal Chief Commissioner/the Chief
Commissioner/the Commissioner of Central Excise/the Commissioner of Service Tax/the
Commissioner of Customs/the Commissioner of Customs (Prev.)/the Commissioner of
Audit/the Commissioner of Cadre-Controlling Commissionerate, and entrusted with the
following responsibilities/functions/duties:
(i) Providing assistance and tendering advice on implementation of policy decision of
the Commissioner.
(ii) Budget framing on expenditure management at the Commissionerate level.
(iii) Accounts, Revenue Reconciliation and Refund thereof.
(iv) Supervision over the work of Executive Assistants.
(v) General supervision of administration/establishment and accounts personnel and
ensuring discipline and punctuality in office.
(vi) Functions of Drawing & Disbursing Officer (DDO) and responsible in the matter of
deduction of Income Tax at source.
(vii) Infrastructure and staff welfare of the Commissionerates of Central Excise and
Service Tax.
(viii) Providing assistance and tendering advice on vigilance and legal matters.
(ix) Matters relating to staff grievances action thereon, follow-up and disposal
thereof.

(x) Procurement of goods and stationeries etc. and framing proposal thereof.

(xi) Assistance to the Administrative Officer Grade-I.


Hence we demand for, Administrative Officer Grade-II with Grade Pay Rs. 4800/- in
PB-2 with up-gradation to Rs. 5400/- PB-3 on NFSG after 4 years.

(4) Executive Assistant (EA) (Earlier Senior Tax Assistant and Dy. Office
Superintendent):
The Executive Assistant (EA) may be placed in every Section/Branch/Unit (e.g.
Establishment/Accounts/General/Internal Audit) & Divisions/Circle Offices under the
Offices of the Principal Chief Commissioner/the Chief Commissioner/the Commissioner
of Central Excise/the Commissioner of Service Tax/the Commissioner of Customs/the
Commissioner of Customs (Prev.)/the Commissioner of Audit/the Commissioner of
Cadre-Controlling Commissionerate, and entrusted with the following
responsibilities/functions/duties:
(i) Revenue Reconciliation and Internal Audit function and work pertaining to
Drawback.
(ii) Work pertaining to refund of duty.
(iii) Work pertaining to Inland Container Depot (ICD).
(iv) Coordination of matters relating to Supreme Court, High Court, CAT etc. in
the Office of the Chief Commissioner/Commissionerate offices and
liasionising with the departmental counsels in Service matters.
(v) Management of areas relation to preparation of statements, statistics and
matters relation to recovery.
(vi) Preparation of pension and other retirement related papers and forwarding
thereof.
(vii) All administrative functions concerning to the section under control.
(viii) Deduction and calculation of Income Tax.
(ix) Welfare work relating to recreation and sports.
(x) Annual physical verification and stock taking of records and stationery.
(xi) Drawing up of contingent bills within the limit of sanction of budget allotted
to the Head quarter Accounts/Division office/Circle office.
(xii) Transfer and posting of all personnel with the approval of administrative
Chief Commissioner/Cadre-Controlling Commissioner.

(xiii) Providing inputs and suggestions and assistance of the sections under control to
Administrative Officer Grade II.

Executive Assistant (EA) is the 100% promotional cadre of Tax Assistant. For getting
promotion in this cadre one has to qualify the Prescribed Departmental Examination where
papers consists of Central Excise, Customs, Service Tax Acts, Rules, Procedure and Law. At the
same time one Tax Assistant has to pass General Administration papers consisting of FR,SR,
LTC Rules, GPF Rules, etc. Besides all these, the Tax Assistants are required to pass the
prescribed computer proficiency and application test for promotion. From this, it is evident that
for doing the Executive Assistants job one has to know the technicality of Customs Act and
other related Act/Rules also. It is also worthwhile to mention that the 6
th
CPC has recommended
the parity between Hdqrs. organization and field formations and also observed that such parity
shall be absolute upto the level of Assistant (Para: 3.1.3, recommendation of 6
th
CPC ). The
Grade Pay of Assistant in CSCS is Rs.4600/- and Executive Assistant (EA) is equivalent to the
same.
Hence we demand for Executive Assistant (EA) with Grade Pay Rs. 4600/- in PB-2.

Tax Assistant (TA): The Tax Assistant (TA) may be placed in every Section/Branch/Unit
(e.g. Establishment/Accounts/General/Internal Audit) & Divisions/Circle Offices under the
Offices of the Principal Chief Commissioner/the Chief Commissioner/the Commissioner of
Central Excise/the Commissioner of Service Tax/the Commissioner of Customs/the

Tax Assistant is the entry cadre of Ministerial Staff. As per Recruitment Rules the Direct
Recruitment in this cadre is 85% and rest is on promotion from LDC and from other Non-
Ministerial Group C cadre. As per Recruitment Rules, LDC is the 100% promotional Post from
non-Ministerial Group C cadres. For Recruitment in the grade of Tax Assistant cadre, S.S.C
takes a Graduate Level Examination with Computer Proficiency Test. Tax Assistant also has to
posses extra knowledge on direct and indirect taxes.
However, Tax Assistant under CBEC being unique in nature and having distinct
functions and as ratified by the Recruitment Rules providing the eligibility in terms of Computer
proficiency, deserves to be placed at a least a pay scale higher in comparison to normal UDCs of
other departments.
Grade Pay of Tax Assistant in CBEC & CBDT in Rs 2400/- for which minimum
Educational Qualification is Graduation in any discipline. The candidates are selected through
Combined Graduate Level Examination conducted by Staff Selection Commission. The
Candidates have to qualify three stages of selection (Tier-I, Tier-II and Skill test which is
qualifying in nature). But the post of Inspectors carries the Grade Pay of Rs 4600/- for the same
Examination because of difference of few marks. There is a big setback for the post of Tax
Assistant. It is also pointed out that the Divisional Accountant selected through same CGLE
also gets the Grade Pay of Rs.4200/-.
It is also pertinent to mention that the post of Auditors in CGDA, Accountants and others
Departments the post carries the Grade Pay of 2800/- . But the candidates are selected through
Combined Graduate Level Examination conducted by Staff Selection Commission. The
Candidates have to qualify only two stages of selection (Tier-I, Tier-II).
Whereas the candidates who are selected through Combined Higher Secondary (10+2)
Examination conducted by Staff Selection Commission for the post of Data Entry Operator the
Grade Pay is Rs 2400/- which is highly unjustified in respect of Educational Qualification.
Owing to this above discriminations, we demand for Grade Pay of Rs. 4200/- for the post
of Tax Assistant uniformly in CBEC and CBDT to the entry Grade Pay through SSC Combined
Graduate Level Exam.
Hence we demand for Tax Assistant (TA) with Grade Pay Rs. 4200/- in PB-2.

Lower Division Clerk (L.D.C): Each Unit/ Section/ Branch of Office of the Chief
Commissioner, each Central Excise, Service Tax, Customs, Audit, Cadre Controlling
Commissionerate.
L.D.C is mainly doing Receiving and dispatching job of letters, files related with house-
keeping and technical nature and also they takes part in other communications such as noting,
drafting and prepared office letters with Computer which is unique in nature. Also, they assist
with other Superior Ministerial Officers in CBEC and CBDT. They also perform the duties like
file related works in Accounts, Establishment and Administrative sections.
Hence we demand for Lower Division Clerk (L.D.C) with Grade Pay Rs. 2800/- in PB-1.

8. Proposal from Ministerial Association on General issues, applicable to all Central
Government Employees:

Minimum wage for MTS (Skilled) Rs.26,000 p.m.

Ratio of minimum and maximum wage should be 1:8. (minimum: maximum Govt.
Salary ratio in the developed countries (in USA it is 1: 4, in UK it is 1: 6 and in France it
is 1: 6.6).

This Association demands at least five (5) promotions in ones service life.

Annual rate of increment @ 5% of the pay.

Fixation of pay on promotion = 2 increments and difference of pay between present
and promotional posts (minimum Rs.3000).

Incorporation of appropriate provision in CCS-MA Rules to improve the re-
imbursement facility for medical treatment: -
This Association strongly feels that the present dispensation under the CCS-MA Rules for
getting re-imbursement for under taking medical treatment is not sufficient to cater the need. A
comprehensive study is required to re-visit various provisions of the rules to examine their
applicability vis-a-vis the requirement. ,
This Association proposes that the present system of having specific referral Private
Hospitals for specific treatment should be done away with. The present system of appointing
A.M.A.'s, subject to their concurrence and getting the treatment done only through them has not
served the basic requirement of the employees. It has resulted in complications. The system
should be simplified. All employees should be permitted to avail general treatment at their own
choice and the re-imbursement should be restricted to a certain specific limit as may be
determined by the Govt, from time to time. Specific & costlier treatment may also be permitted
at the option of the employee and the re-imbursement should be restricted up-to the limit of
CGHS rate.
Hence we demand for change of the present Medical facility system by tagging the
CGHS and AMA facilities to a unique Medical/Health System uniformly for all Central
Government Employees.
