station
layout

report

system
overlooks a
significant
number of vacancies for the

has
proposed
to
amend five
major
areas
of the
Ordinance Rules
and
Procedures
Presented below
are the
recommendations

that the overall
vacancy
rate in
housing
is at 32
percent
and
WHEREAS
the
Housing Vacancy
Survey
of the Federal Home
Loan
Bank
FHLB
system
dated
August 22

shows an
overall
housing
vacancy
rate of

WHEREAS
the information
from the above
referenced
CHAS
report
indicates
that there is
a
continuing
need
for
affordable
safe
decent
sanitary housing
particularly
for
persons
in
low and
moderate
income
households
senior
citizens
and
persons
on fixed
incomes
as demonstrated
by
more
than
16 000
families on the
Housing Authority
waiting list
and
WHEREAS
in
very
low income
rental
households
commonly
more
than 75of
residents
pay
more

gross

rent

WHEREAS
the current
shortage
of such
affordable
housing

a detrimental
effect on the
