Rice Price Index Increases Slightly in July 2014

The FAO All Rice Price Index increased by 2 points to about 238 points in July 2014, from about 236 points in
June 2014 due to increases in Aromatic, Higher Quality Indica and Lower Quality Indica sub-indices.
Lower Quality Indica sub-index showed highest increase among all sub-indices. It increased by about 4 points
to around 206 points in July 2014, from around 202 points last month. Higher Quality Indica sub-index
increased by about 3 points to around 212 points this month from around 209 points last month. Aromatic sub-
index increased by about 1 point to around 266 points in July 2014 from around 265 points last month. Japonica
sub-index remained unchanged from last month's 263 points.
In January - July 2014, the FAO All Rice Price Index averaged 235 points, down about 2 points from about 237
points during the same period in 2013. Sub index for higher quality Indica rice prices declined about 7% y/y,
sub index for lower quality Indica prices declined about 16% y/y. Aromatic rice price sub index declined about
2% y/y. However, sub index for Japonica rice prices increased about 14% y/y.

According to the FAO, export prices of all Thai rice varieties registered increases due to subdued rice sales in
July following the military government's decision to stop rice sales and review rice stocks. Thai 100% broken
prices increased about 5% m/m to around $439 per ton; Thai 5% broken prices increased about 6% m/m to
around $420 per ton; Thai 25% broken prices increased about 5% m/m to around $373 per ton; Thai parboiled
prices increased about 4% m/m to around $444 per ton; Thai A1 Super increased about 4% m/m to around $325
per ton and Thai fragrant prices increased about 1% to around $1,178 per ton.
Rice export prices in Pakistan and Vietnam increased and were stable in India and Americas, according to the
FAO.

Guyana in Search of Premium Export Markets as
Rice Production Increases

Guyana is in search of lucrative export markets for its rice as production is likely to cross 600,000 tons this
year, according to local sources.
The Agriculture Minister noted that Guyana has struck new deals with Haiti, Panama and Belize this year apart
with Venezuela, with which it has oil-for-rice swap deal. He said Guyana rice exporters had been attracted to
the Venezuelan deal last year due to price differential and had neglected the traditional European and Caribbean
markets. This year, the Guyana Rice Development Board (GRDB) is trying to renegotiate deals with the
European and Caribbean countries.
The Minister expressed concern that they cannot lower their prices unlike Asian exporters such as Vietnam and
India, and therefore are aiming at premium export markets. However, he noted that excessive competition from
Asian counterparts in recent times has been forcing them to cut down on prices. He stated that finding export
markets is imperative for them due to lack of requisite storage facilities in the country. They cannot afford to
store rice waiting for desired prices, he noted.
In 2013, Guyana produced around 535,000 tons of rice and exported around 395,000 tons, according to the
Minister. He said the government is forecasting the rice production to reach around 614,000 tons in 2014 and
targets to export around 461,000 tons.
USDA estimates the country to produce 536,000 tons in the MY 2014-15 (January 2014 - December 2014) and
export about 400,000 tons. The country's consumption needs during the year are estimated at 130,000 tons.

Futures Remain under Pressure Despite Bounce in
Other Grains

Chicago rough rice futures for Sep delivery settled 5 cents per cwt (about $1 per ton) lower at $12.625 per cwt
(about $278 per ton). The other grains finished the day firmly higher; soybeans closed about 1.3% higher at
$10.8000 per bushel; wheat finished about 2.8% higher at $5.6800 per bushel, and corn finished the day about
1.9% higher at $3.7425 per bushel.
U.S. stocks were little changed, with the S&P 500 making only a limited comeback off a two-month low, as
investors sorted through developments in Ukraine and mulled two derailed deals. Strategists said technical
factors were in play, with the S&P 500 holding 1,920 at Tuesday's close seen as bullish, as well as Wednesday's
testing and bouncing back off of the prior session's intraday low of 1,913. Equities offered little reaction to a
report from the Commerce Department, which said the nation's trade deficit narrowed more than expected in
June, suggesting trade was less of a drag on second-quarter economic growth than previously thought. After a
57-point drop and 61-point rise, the Dow Jones Industrial Average was lately near unchanged at 16,429.73. The
S&P 500 shed nearly a point to 1,919.37, with consumer staples the best performing and telecommunications
falling the most among its 10 main sectors. The Nasdaq gained 4.17 points, or 0.1%, to 4,357.03. Gold is
trading 1.8% higher, crude oil is seen trading about 0.5% lower, and the U.S. dollar is seen trading about 0.1%
higher at about 1:00pm Chicago time.
Tuesday, there were 1,950 contracts traded, up from 622 contracts traded on Monday. Open interest the
number of contracts outstanding on Tuesday increased by 6 contracts to 9,853.

The U.S. cash market remains very quiet with little to no old crop trading as sellers remain unfazed by the
weakness in the futures market while buyers continue to shop hand to mouth expecting better prices as the
harvest picks up.As of today, offers were unchanged near $13.33 per cwt fob farm (about $294 per ton) while
bids held steady around $12.85-$13.25 per cwt (about $282-$292 per ton) for September-October delivery;
however, there was no selling interest at those levels today.

Thai Commerce Ministry Expects Good Response
for August 7 Rice Auction

Thailand's Commerce Ministry is expecting an overwhelming response for the first rice auction scheduled after
the National Council for Peace and Order (NCPO) took over in May 22 due to increased demand in the market,
according to local sources.
The Ministry has planned to auction around 167,000 tons of all types of rice on August 7, 2014 and will allow
exporters, domestic traders, rice packers, feed-meal producers and millers to participate in the bidding process.
The Director-General of the Foreign Trade Department (DG-FTD) told local sources that the Commerce
Ministry is taking all steps to ensure the auction process is carried out more transparently unlike previous
auctions. She noted that the Ministry is considering to set up a "floor price" for bidding to ensure bidders would
not offer too low prices further impacting market prices.
The DG-FTD said that nearly 30 rice traders and exporters participated in a clarification session conducted by
the Foreign Trade Department on Tuesday.The Commerce Ministry is keen on selling around 200,000 to
500,000 tons of rice between August and September 2014. The NCPO is planning to sell around 500,000 tons a
month and complete the sale of existing 18 million rice stocks over the next three years, according to local
sources.
The proceeds from rice auctions would be used to service debts under the paddy pledging scheme introduced by
the previous government in October 2011. Losses from rice pledging scheme are estimated at around 500
billion baht (around $15.5 billion) by the Finance Ministry. The Public Debt Management Office (PDMO) has
to bear an average interest cost of around 20 billion baht (around $621 million) for every year the debts are
rolled over. The Finance Ministry has allocated around 183 billion baht (around $5.68 billion) to pay debts in
2015, of which only 2.2% or around 55.7 billion baht (around $1.73 billion) is used to pay principal and the
remaining is used for interest payment.

USDA Post Forecasts Bangladesh MY 2014-15 Rice
Imports at 500,000 Tons, Down 26% from Last Year

USDA Post has forecasted Bangladesh's rice imports in MY 2014-15 (May 2014 - April 2015) at around 500
tons, down by about 26% from around 678,000 tons in MY 2013-14; but around 4 times more than USDA's
official estimates of around 100,000 tons. The Post estimates imports in MY 2014-15 are influenced by
population growth, less rice production, and expectations of competitive prices, particularly from India
assuming normal weather conditions for August and September.

The Post estimates Bangladesh's MY 2014-15 milled rice production at around 34.6 million tons, slightly up
from around 34.39 million tons in MY 2013-14, but down from USDA's official estimates of around 34.8
million tons due to decline in Boro rice area as farmers have been shifting to other crops due to higher
production costs for rice.
USDA Post estimates Bangladesh's MY 2014-15 rice acreage at around 11.8 million hectares, slightly up from
around 11.77 million hectares in MY 2013-14, but down from USDA's official estimates of around 11.82
million hectares.
The Post estimates Bangladesh consumption to increase to around 35.2 million tons in MY 2014-15, slightly up
from around 34.9 million tons in MY 2013-14 due to population growth.
The Bangladesh government's procurement of 2014 Boro rice, which began on May 1, 2014, is ongoing and
will continue till September 30, 2014. It will start procuring for 2014-15 Aman rice from December 2014 -
March 2015. The government is targeting to procure around 1.4 million tons of rice in MY 2014-15. The
government has targeted to import around 200,000 tons of rice in FY 2014-15 (July - June), but has extended
the ban on export of non-fragrant rice for FY 2014-15.
Retail rice prices were relatively stable since March 2014. On July 10, 2014, wholesale and retail prices for rice
in Dhaka were Tk 33.50 ($420 per ton) and Tk
35.50 ($450 per ton), respectively, which were 11% and 7.6% higher compared to same period during last year

USDA Post Estimates Mexico MY 2013-14 Rice
Imports at 725,000 Tons, Down 2% from Last Year

USDA Post estimates Mexico's rice imports to decline to around 725,000 tons in MY 2013-14 (October 2013 -
September 2014), down about 2.4% from around 743,000 tons, and down about 3% from USDA's official
estimates of 750,000 tons, based on information from the General Customs Directorate of the Secretariat of
Finance (SHCP) and the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Foodstuffs
(SAGARPA) for the first eight months of this marketing year.
The Post estimates total paddy rice production for MY 2013-14 at around 191,000 tons (around 131,000, basis
milled), unchanged from MY 2012-13, but down from USDA's official estimates of around 194,000 tons

(around 133,000 tons, basis milled). It further estimates paddy rice production to decline to around 186,000 tons

ending stocks at around 183,000 tons, down about 3% from around 189,000 tons in MY 2012-13 and down
about 13% from USDA's official estimates of around 210,000 tons.

A 'Farmers' Friend' in Need Is a Friend Indeed for
Bangkok Rice Farmers

Not everyone wants to buy rice at the cheapest price. Not everyone has the heart to give a helping hand to rice
farmers by paying more than the market rate. Not everyone believes in sustainable agriculture. But here comes
'Farmers' Friend' who does not mind spending 100 baht a kilo while the market rate is 30 baht. The cooperative
uses the money to buy manure, fertiliser, seeds and farming infrastructure.
'Farmers Friend' in Bangkok, Thailand, is a co-operative group which comprises members who love organic rice
and are ready to go that extra mile to help farmers sustain organic cultivation even though the rice may not have
many takers right now because of its cost. The group managed by Big Trees Project buys organic rice from

farmers in Yasothon province and gives its members (annual membership for 10,000 baht) thereby ensuring that
organic rice farmers get their rice while farmers don't shy away from cultivating it. The last eight baht of every
kg of rice sold goes to rice farmers who lost their crops to natural disasters.

Bangladesh SC Upholds Government Notice to Use
Jute Sacks for Rice Packaging in Lieu of Polythene

Bangladesh's Supreme Court (SC) has upheld a
government decision that sought rice traders and
rice millers to replace polythene bags with jute
sacks for packaging and carrying rice, according
to local sources.The government issued a
notification in September 2013 making it
mandatory to use jute sacks in rice packaging. It
also ruled that all rice traders and millers should
stop using polythene bags by December 31,
2013. Following this notification, some rice mill
owners filed a writ petition with a High Court
(HC) seeking justice over the government
decision, and the HC on July 8 this year granted
a stay over the effectiveness of the notification.
The Supreme Court dismissed the appeal filed by the rice millers and reinstated the government decision to
compulsorily use jute sacks in rice packaging considering their benefits in protecting the environment.

Futures Slightly Higher while Grains Pause with
Mixed Results

Chicago rough rice futures for Sep delivery were noted 1.5 cents per cwt (about $0.33 per ton) higher at
$12.690 per cwt (about $280 per ton) during early trading in Chicago. The other grains are seen mixed this
morning during early floor trading in Chicago: soybeans are currently seen about 0.4% lower, wheat is listed
about 1% higher and corn is noted unchanged. U.S. stock-index futures traded down on Wednesday, as
European shares fell sharply on rising concerns about Russia and Ukraine. Stock futures cut losses some after a
report had the U.S. trade deficit coming in at a less-than-expected $41.5 billion in June. Heavy fighting has
erupted in the Ukrainian city of Donetsk, as government forces try to take the area back from pro-Russian
separatists. Poland's foreign minister warned on Tuesday that Russia was amassing battalion groups at the
Ukrainian border. There were also concerns Russia could retaliate against the sanctions enforced by the U.S.
and Europe. A Russian business newspaper reported on Tuesday that Russia was considering banning European
airlines flying through Russia airspace. US stock index futures are currently trading about 0.4% lower, gold is
currently trading about 1.8% higher, crude oil is seen trading about 0.3% higher, and the U.S. dollar is currently
trading about 0.3% higher at 9:15am Chicago time.

U.S. dollar index was stronger +0.12% from the open today, when it traded at 81.431 at the close.
Euro was stronger +0.03% by the close, trading around 1.3380 by end of day, after trading between an
intraday high of 1.3387 and low of 1.3333.
Thai baht was +0.08% stronger, trading at 32.190 at the close of business.
Indian rupee was weaker -1.07% at 61.5050.
Brazilian real was stronger +0.38% at 2.2730 reais per dollar.
Pakistan rupee was +0.15% stronger at 98.7955.
Vietnamese dong was +0.07% stronger at 21215.
Mexican peso was stronger +0.43% today, when it traded at 13.2352 pesos per dollar by the close of
business.

Thailand Rice Sellers Increase Some of Their
Quotes; Vietnam Rice Quotes Mix Today

Thailand rice sellers increased their quotes for 5% broken rice and parboiled rice by about $10 per ton and $5
per ton respectively to around $445 - $455 per ton each. Vietnam rice sellers lowered most of their quotes for
5% broken rice and 25% broken rice by about $5 per ton to around $460 - $470 per ton and around $410 - $420
per ton respectively and increased their quotes for 100% broken rice by about $5 per ton to around $365 - $375
per ton today. India and Pakistan rice sellers kept their quotes mostly unchanged.
5% Broken Rice
Thailand 5% rice is quoted at around $445 - $455 per ton, up about $10 per ton from yesterday and about $15
per ton discount to Vietnam 5% rice quoted at around $460 - $470 per ton, down about $5 per ton from
yesterday. India 5% rice is quoted at around $435 - $445 per ton, about $10 per ton discount to Pakistan 5%
rice quoted at around $445 - $455 per ton.

25% Broken Rice

Thailand 25% rice was last quoted at around $350 - $360 per ton, about $60 per ton discount to Vietnam 25%
rice quotes at around $410 - $420 per ton, down about $5 per ton from yesterday. India 25% rice is quoted at
around $390 - $400 per ton, about $5 per ton discount to Pakistan 25% rice quoted at around $395 - $405 per
ton.

Parboiled Rice

Thailand parboiled rice is quoted at around $445 - $455 per ton, up about $5 per ton from yesterday. India
parboiled rice is quoted at around $425 - $435 per ton, about $25 per ton discount to Pakistan parboiled rice
quoted at around $450 - $460 per ton.

100% Broken Rice
Thailand broken rice, A1 Super, was last quoted at around $310 - $320 per ton, about $55 per ton discount to
Vietnam broken rice quoted at around $365 - $375 per ton, up about $5 per ton from yesterday. India broken
sortexed rice is quoted at around $330 - $340 per ton, about $5 per ton premium on Pakistan broken sortexed
rice quoted at around $325 - $335 per ton.
