Last July 29, 2014, the University of the Philippines Cebu Student Council 2014-2015 6
conducted its 14

official meeting at the Student Council Office. The meeting was called to 7
order by 6:18PM with 9 members present and 5 absent. The meeting was presided by the 8
Student Council Vice-Chairperson, Mr. France Kevin Degamo. 9

The meeting was called to order at 6:18PM. Quorum was established. 36

i. Reading and approval of the Minutes of the 13

Representative Libres, the acting Secretary-General of the 14
th
Official 75
Meeting, presented the minutes she noted. The reading of the official minutes of 76
the Thirteenth (13
th
) Official Student Council commenced. There were minor 77
revisions in the said document. 78

Councilor Trocio made a suggestion to correct the word used from Vice- 80
Chairperson approved to Vice-Chairperson Degamo accommodated. Also, 81
the addition of Councilor in Mr. Dingdings name in the STS Appeals part and 82
the clarification of the event in Other Matters (OM) as National Peoples 83
Congress. 84

Vice-Chairperson Degamo added that the term former should be used to refer 86
to Councilor Shaneen Bargamento (Student Council 2012-2013, 2013-2014) in 87
connection to the Wifi report. 88

Representative Libres also clarified to address Prof. Tiffany Tan as OIC Dean 90
to avoid confusion as to the role of Prof. Tan during the signing for the SONA 91
Viewing Letter. 92

Councilor Calderon moved to approve the read minutes as the official minutes of 96
the Thirteenth (13

) Official Student Council Meeting. It was duly seconded by 97

ii. STS Survey 101

Councilor Trocio was assigned last meeting to provide an update on the 103
STS Survey conducted by the Student Council. She stated that she will not 104
release the link to the Google document that contains the answers of the 105
surveyed students to the Council as this may come in conflict with the tenets of 106
confidentiality. 107
Councilor Calderon then expressed that it will be alright since the Council is the 108
one in-charge of collecting the data. 109

Councilor Trocio then voiced that she will be giving the Council the summary of 111
the raw data or the results of the survey (*Note: Google docs can provide charts 112
using the data in the document). She has stated that she will not be giving raw 113
data. 114

Councilor Calderon stated that there will be no issue if all the Council members 116
can view the raw data from the STS survey. 117

Representative Tidalgo also voiced her agreement that it will be alright for the 119
Student Council to view the results. She likened it to how Councilor Santos has 120
done the VolCorps recruitment form and results. 121

Vice-Chairperson Degamo then corrected Representative Tidalgo that the two 123
forms are not the same in nature. 124

Councilor Calderon then re-said his statement of it is not a breach of 126
confidentiality if the Council can view the raw data. He then asked the opinion of 127
Representative Libres. 128

After being acknowledged by the presiding officer, Representative Libres then 130
expressed that since in the case of the STS Survey that all of the members of the 131
Council are the data gatherers, then the Council members can be privy to the 132
information. She just cautioned the Council to maintain confidentiality and not 133
discuss the results outside of the Council. 134

Vice-Chairperson Degamo then stated to have Councilor Trocio share the link of 136
the raw data of the Councils STS Survey. 137

iii. Cookout Logistics Letter 140

Representative Mondido gave her report regarding the letter asking for an 142
audience with the Dean to negotiate the status of the UP Football Field to be the 143
venue for this years Cookout. 144

She has stated that she has submitted the letter and has an audience scheduled 146
according to the availability of Councils schedule. She emphasized that a date 147
should be scheduled and that a representative from Rabbithole Productions 148
should also be present. She also stated that the Council needs to send a letter to 149
be address to the Dean through channels. 150

Councilor Calderon clarified that channels mean that the letter must go through 152
the hierarchy of the administration. Like through the Office of the 153

Councilor Trocio agreed with Councilor Calderon adding that the letter should be 155
endorsed. 156

Vice-Chairperson Degamo then stated that they could have the meeting in the 158
morning of Thursday, July 31, 2014. 159

iv. Letter of Inquiry regarding the Internet Fees 163

Councilor Trocio reported that the letter is yet to be delivered. She has 165
stated that she will have the letter delivered by Wednesday, July 30, 2014. 166

v. Ayala Young Leaders Conference (AYLC) 168

Councilor Calderon has stated that the Council needs to discuss AYLC. 170
He mentioned that the role of the Student Council is to disseminate info. He also 171
shared that the deadline of the submission of documents was to be on 22

August and the screening is on the 29

Vice-Chairperson Degamo affirmed that it is the role of the Council to disseminate 175
information. He then asked Representative Gattoc to make the necessary 176

Representative Gattoc stated that he has been searching for material for AYLC. 179
And, that the pubmats are ready by Wednesday. 180

i. Campaign 184

Councilor Trocio presented to the group a proposal towards the Student 186
Councils campaign on STS. She made a rationale of the campaign of the Council 187
with taglines of: Higher State Subsidy, No to State Abandonment. (See Appendix 188
A) 189

The proposal was read to the body along with its objectives, delegation of 191
workload, and the pacing of the campaign. But, Vice-Chairperson Degamo 192
requested that the proposal be presented again in the next meeting. He cited that 193
it is difficult to process the information because there are no visuals. He 194
suggested to the body for the proposal to be read again in the next meeting and 195
to be projected via LCD projector. 196

The suggestion was accepted by the body and there were no objections. 198

ii. Appeals 201

Councilor Dingding have reported that during the reading of the STS 203
appeals last July 28, 2014, Monday, only twelve (12) out of the one hundred 204
nineteen (119) students have their discounts retained, one is still on call due to 205
discrepancies in the information provided. All of the other students had their 206
discounts increased. 207

He said that the results somewhat gives him happiness, he still has reservations 209
especially on the process of appeals. The subjectiveness (lack of proper 210
standards of measurement) of the appeals process is still one of the loopholes of 211
the entire process. 212

Vice-Chairperson Degamo then opened the topic of SR (Student Regent) 214
Macuhas motion to the BOR (Board of Regents) to adopt the Mendoza principle. 215
And, that the SR is asking for the help of the local councils to submit the results of 216
their STS Surveys to contribute to the data that they have. 217

Representative Gattoc then stated his thoughts that the motion of the SR is new 219
and that every student should know this. He urged that this news be publicized to 220
drum-up the Councils STS campaign. 221

Vice-Chairperson Degamo then suggested that this post should be posted in the 223
batchs pages. And, that the pubmats of the Motion should also be shared. 224

Councilor Dingding suggested that to highlight the prayer of SR Macuhas motion 226
to not scare-off the students because of the documents length (4-pages long). 227
Also, he has mentioned that there will be another STS Appeals meeting in 228
August. 229

Councilor Calderon asked for Councilor Dingding to clarify if those who are late in 231
submitting their appeals will still be entertained by the committee. 232

4) ENROLLMENT ASSISTANCE 235

Representative Libres and Representatice Tidalgo were appointed by the 237
Council to spearhead the Enrollment Assistance initiative of the Student Council. 238
They are to present the plan to the Council in the next meeting. 239

5) PARENTS AND FRESHMAN ORIENTATION 242

Mrs. Maglasang, Office of Students Affairs (OSA) Coordinator, have 244
contacted the Student Council for help regarding the Parents and Students 245
Orientation. 246

i. Parents Orientation 248
Representative Balane and Representative Gattoc were assigned to 249
be the emcess for the parents orientation which is scheduled to be on 15

Also, it was decided by the body that the P.I. (Peoples Initiative) will also be 253
opened during the event to enlighten and encourage parents to support the 254
Initiative. Though, this is still on pending because the Council still needs to 255
clarify with OSA regarding the program as pointed out by Councilor Calderon. 256

ii. Freshies Orientation 258

The plan decided by the Council is to coordinate with the program 260
heads for the orientation and to invite the program heads in the next meeting. 261

Vice-Chairperson Degamo also opened the idea of Chairperson Gumanao of 263
College Life which still needs to be coordinated with the OSA. 264

Councilor Dingding and Representative Matarlo are the assigned emcees for 266
the event. (Reserve emcees: Councilor Calderon) 267

6) P.I. (Peoples Initiative) 270

Councilor Trocio recounted that the Peoples Initiative is currently in the 272
information dissemination stage. The targets for the information dissemination 273
drive are schools. The Coalition Against Pork Barrel has established a 4-week 274
timeframe for information dissemination about the activities and cause of the 275
Peoples Initiative. 276

Reaching out to parents and students, especially those incoming freshmen 278
and student under NSTP (National Service Training Program), during 279
orientation was encouraged by Councilor Trocio. Also, signature campaign 280
can be done for the parents and for students who can vote to gather more 281
support for the initiative. 282

move to its new office. Vice-Chairperson Degamo then assigned Councilor 289
Trocio to inquire about the availability of the room and when the Council can 290

Councilor Calderon opened about the inquiry of the UP Cebu Junior Jaycees 295
as to when the liability of Three Thousand Pesos (Php 3,000) that was used 296
for the Ideya Challenge of Former Representative Perez be reimbursed. 297

With the agreed agenda discussed, Vice-Chairperson Degamo moved to 304
adjourn the meeting. It was approved by Representative Matarlo and duly seconded by 305

The STS campaign has to be launched in order to raise the level of discourse 335

universities and colleges, reveal how flawed STS implementation and essence are, 337
how it justifies tuition and other fees increase and state abandonment to its 338
responsibility, and unite the UP students and community to remove this injustice to 339
achieve a quality education that is accessible to all. 340
