of the Webster Groves School District
Directory, published in cooperation with the
Webster-Kirkwood Times.
This years booklet contains the 20142015 school calendar, profiles of our schools,
descriptions of special programs, telephone
numbers and other important information. Weve tried to
include as much information as possible in this format and hope
that you find it useful. We have much to celebrate in the Webster
Groves School District this year: rising standardized test scores,
small class sizes, an outstanding staff and scores of academic, arts
and athletic awards.
Id like to thank the Times for producing this directory as well

HOWARD A. LATTA SCHOLARSHIP

The Howard A. Latta Scholarship Fund awards scholarships exclusively to graduating seniors from Webster Groves High School.
Established by the Class of 1968, the fund honors Latta, who was High
School principal from 1943-1968. A committee of former students,
school district parents, community members and High school faculty

and staff govern the Latta Fund. You can find additional information
about the scholarship on the Howard A. Latta Scholarship page on
Facebook. If you would like to contribute, please send a check made out
to the Howard A. Latta Scholarship Fund Inc. to Latta Scholarship Fund,
P.O. Box 31124, St. Louis, MO 63131.

STATEWIDE ASSESSMENTS

The district will implement the components of the Missouri


Assessment Program (MAP) in order to monitor the progress of all
students in meeting the Show-Me Standards, as set forth by the
Missouri State Board of Education.

The district may establish a system of rewards and punishments


designed to encourage the students of this district to give their best
efforts on each portion of any statewide assessment.

Administrative Offices Building History:


Located directly adjacent to the high school campus, the Central Office houses the
majority of district administrative offices.
The current building was constructed in 1958, and is connected to the original school
district office building on Selma Avenue. The older building now houses the districts
business office.
In the 1980s, the building was expanded again, with the addition of a board room
and the front reception area.

MENTOR, BE A FRIEND
The Webster Groves School District is seeking adults to volunteer with the OASIS tutor/mentor program, which shares the gift
of reading with young children. The requirements are a love of
children, willingness to commit one hour a week to read and write
with a child and completion of a training session.
The training sessions run August 19-21 at Webster Groves
Congregational Church. The hours are 9 a.m.-noon. For further

PARENTS RIGHT TO KNOW


The Webster Groves School District is required to inform parents of
information they have a right to know, according to the No Child Left
Behind Act of 2001 (Public Law 107-110).
Upon a parents request, the district must provide, in a timely manner,
the following information:
Whether a teacher has met state qualification and licensing criteria
for the grade levels and subject areas in which the teacher provides
instruction.
Whether the teacher is teaching under emergency or other provisional status through which state qualification or licensing criteria
have been waived.

Whether your child is provided services by paraprofessionals and, if so,


their qualifications.
What baccalaureate degree major the teacher has and any other
graduate certification or degree held by the teacher, and the field of
discipline of the certification.
In addition to the information that parents can request, the district must
provide to each parent:
Information on the achievement level of the parents child in each of
the state academic assessments as required under this part.
Timely notice that the child has been assigned, or has been taught for
four or more consecutive weeks by a teacher who is not highly qualified.

PARENT RIGHTS ON STUDENT SURVEYS AND EXAMS


The Protection of Pupil Rights Amendment, a federal law,
affords parents certain rights relative to collecting and using information for marketing purposes as well as conducting certain
surveys and physical exams of students by the School District.
Parents must consent prior to the district conducting student
surveys regarding certain protected areas if any federal funding
is used to conduct such survey, and parents must receive notice
and an opportunity to opt out of any other such survey, regard-

less of funding source. Parents must also receive notice and an


opportunity to opt out of any non-emergency, invasive physical
exam or screening, with limited exceptions, or any activities
involving collection, disclosure or use of personal information
obtained from students for marketing, selling or otherwise distributing such information to others. For more information on these
parental rights, please see Policy JHDA which has been adopted
by the Board of Education of the Webster Groves School District.

SCHOOL ENROLLMENT PROCESS


New elementary students enroll at their home schools. If you are
uncertain which school is your home school, please call the central
office at 314-961-1233 or any elementary school.
Incoming kindergartners should be five years old before Aug. 1 of
the year they are enrolling. Sixth grade students enroll at Steger Sixth
Grade Center, 701 N. Rock Hill Road; seventh and eighth grade students enroll at Hixson Middle School, 630 S. Elm Ave. and students in
grades 9 - 12 enroll at Webster Groves High School, 100 Selma Ave.
The documents required for enrolling include two of the following:
Real estate deed
Lease agreement
Personal property tax receipt
Utility bill
Voter registration card
Drivers license
Occupancy permit

In addition, you must bring a copy of the students birth certificate,


social security card and a copy of the students health information and
immunization record, as required by the state of Missouri. The following immunizations must be up to date: DPT, DT, oral polio, MMR,
measles, mumps, German measles, hepatitis B, HIB and TBC test.
Parents or guardians of entering students must complete an application for admission, which should be notarized. The district provides
a notary at the central office, 400 E. Lockwood Ave.

School History:
Webster Groves High School began as a general course offered to
ninth graders in 1889.
At the turn of the century, the school occupied the first floor of the
original Bristol School building; the elementary school took up the
second floor. As enrollment increased, the high school used hallways
and storerooms as supplementary classrooms.
In 1906, the district built a high school on Selma Avenue, a two-story
brick building with three classrooms and an auditorium. Front wings
were added in 1913.
The Webster Groves Armory, constructed in 1917, was turned over
to the high school following World War I and housed the lunch room
and senior gymnasium.
Webster Groves High School was originally named Hamsher High
School for Frank Hamsher, school superintendent from 1917 to 1924.
In 1934, portions of the building built in 1906 and 1913 were razed.
A large addition, including the Little Theater and additional classrooms,
was completed in 1935.
The district built Roberts Gym, named after coach and teacher
Charles A. Roberts, in 1946.
The high school has received a Silver Award for its use of Positive
Behavioral Interventions and Support.
In 2012, a 106,350-square-foot addition at the north end of the high
school, made possible by a $36 million zero-tax-increase bond issue,
opened. The new wing includes space for industrial technology, visual
art, music, social studies and science.

STATESMEN PRESCHOOL
OPEN AT HIGH SCHOOL
The Statesmen Preschool at Webster Groves High School is open
to children three years up to school age. It operates Monday through
Thursday mornings and children can attend two, three or four days
a week.
The daily charge for the program, which operates in conjunction
with child development classes at the high school, is $5. Diane
Stromberg, who holds a masters degree in early childhood education,
directs the program.
Parents can pick up and turn in applications at the high schools

PARENT FORUM TO BE
HELD AUGUST 13
Webster Groves High School is hosting a parent forum at 7 p.m.
Wednesday, Aug. 13 (the first day of school) on the topic of
prescription drug abuse. It will feature the documentary Out of
Reach. A high school senior produced the documentary by
uncovering the drug problem in his hometown.
A panel discussion that includes representatives from law
enforcement, school officials and prevention specialists will follow
the movie.

School History:
In 2008, the state of Missouri awarded Hixson
Middle School the prestigious Gold Star honor.
The Department of Elementary and Secondary
Education said that Hixsons student performance
data placed it in the top 15 of more than 1,000
secondary schools in Missouri. In addition, Hixson
was named to the states Top Ten list in 2008 for
eighth grade mathematics scores and eighth
grade science scores on the Missouri Assessment
Program. In 2007, Hixson made the Top Ten List
for seventh grade mathematics scores on the
Missouri Assessment Program. It made the Top Ten

list in 2005 for eighth grade math scores.


Hixson received a Bronze Award for its use of
Positive Behavioral Interventions and Support.
The middle school, named for James T. Hixson,
long-time Webster Groves High School principal,
opened in September 1955 with 725 students in
grades seven through nine. The building sits on 20
acres of land which also includes Moss Field. The
cost of the building was $1.6 million.
Conversion to a middle school began in
1988. The change was gradual and extended
over a period of years.

the building was named for the Avery family
in 1916. The Averys were early settlers in the
community and it is likely that the school sits
on what used to be part of the Avery farm.

School History:
Known originally as the Webster School, Bristol
was organized in 1868.
As the school grew in its early years, it had to
rent space in three other buildings in town, including the Congregational Church. The school was
named for Dr. Bennet J. Bristol in 1916, a physician
and long-time member of the Board of
Education.
Wings for the original frame building on Gray
Avenue were built in 1909 and 1913.
In 1920, the district moved the frame building
toward the rear of the school grounds and began
constructing the central part of the building, connecting the wings. A new multipurpose room was

added in 2008 and the old gymnasium was renovated for a new library, office and classroom
space.
Bristol Elementary is noted for its strong staff
and programs (both curricular and extra-curricular), its high level of family involvement, and a
nurturing school environment that celebrates the
uniqueness of each child. Differentiated instruction and interventions help all students succeed.
Bristols 2012 PBIS (Positive Behavioral
Interventions and Support) Program was awarded
the Bronze Award for Excellence. The Bristol community is dedicated to celebrating children and
providing a foundation for life-long learning.

School History:

Clark School, which was dedicated in 1949,


currently has classrooms, a library, gymnasium,
art room, music room and cafeteria. It has a
computer lab in addition to the computers in
classrooms and pods in the hallways. A mobile
lab of laptop computers allows every classroom
access to a networked computer. Clark has a fulltime counselor and gifted teacher, and a parttime social worker.
Clark is a professional development school in
partnership with Maryville University. The
partnership fosters ongoing learning by every

attend workshops, host junior practicum students
and work with student teachers in their senior year.

The district built Edgar Road School during


a period of expansion in the 1950s. It opened
in 1951, with nine rooms. As enrollment grew,
more rooms and a gymnasium were added.
The original building cost $325,822 in 1951.

Walter Ambrose Family Center (WAFC) was
renamed in June 2011 to reflect the programming

EARTHQUAKE SAFETY FOR MISSOURI SCHOOLS


The New Madrid Seismic Zone extends 120 miles southward
from the area of Charleston, Missouri, and Cairo, Illinois, through New
Madrid and Caruthersville, following Interstate 55 to Blytheville and
on down to Marked Tree, Arkansas. The NMSZ consists of a series of
large, ancient faults that are buried beneath thick, soft sediments.
These faults cross five state lines and cross the Mississippi River in three
places and the Ohio River in two places.
The New Madrid Seismic Zone and surrounding region is
active, averaging more than 200 measured events per year
(Magnitude 1.0 or greater), about 20 per month. Tremors large
enough to be felt (Magnitude 2.5 3.0) are noted every year. The
fault releases a shock of 4.0 or more, capable of local minor damage,
about every 18 months. Magnitudes of 5.0 or greater occur about
once per decade. They can cause significant damage and be felt in
several states.
The highest earthquake risk in the United States outside the
West Coast is in the New Madrid Seismic Zone. Damaging tremblors
are not as frequent as in California, but when they do occur, the
destruction covers over more than 20 times the area due to the nature
of geologic materials in the region. The 1968 5.5 magnitude Dale,
Illinois earthquake toppled chimneys and caused damage to unreinforced masonry in the St. Louis area, more than 100 miles from the
epicenter. A 5.2 magnitude earthquake in April 2008 in southeast
Illinois, did not cause damage in Missouri, but was felt across much of
the state.
A damaging earthquake in this area, which experts say is about
a 6.0 magnitude event, occurs about once every 80 years (the last one
in 1895 was centered near Charleston, Missouri). There is estimated
to be a 25-40% chance for a magnitude 6.07.5 or greater earthquake along the New Madrid Seismic Zone in a 50-year period
according to the U.S. Geological Survey reports. The results would be
serious damage to un-reinforced masonry buildings and other structures from Memphis to St. Louis. We are certainly overdue for this type
of earthquake!
A major earthquake in this area - the great New Madrid earthquake of 1811-12 was actually a series of over 2000 shocks in five
months, with several quakes believed to be a 7.0 Magnitude or
higher. Eighteen of these rang church bells on the Eastern seaboard.
The very land itself was destroyed in the Missouri Bootheel, making it
unfit even for farming for many years. It was the largest release of
seismic energy east of the Rocky Mountains in the history of the U.S.
and was several times larger than the San Francisco quake of 1906.
When will another great earthquake the size of those in 181112 happen? Several lines of research suggest that the catastrophic
upheavals like those in 1811-12 visit the New Madrid region every
500-600 years. Hence, emergency planners, engineers, and seismologists do not expect a repeat of the intensity of the 1811-12 series for
at least 100 years or more. However, even though the chance is
remote, experts estimate the chances for a repeat earthquake of similar magnitude to the 1811-1812 New Madrid earthquakes over a
50-year period to be a 7-10% probability.
What can we do to protect ourselves? Education, planning,
proper building construction, and preparedness are proven means to
minimize earthquake losses, deaths, and injuries.
Prepare a Home Earthquake Plan
- Choose a safe place in every room--under a sturdy table or
desk or against an inside wall where nothing can fall on you.
- Practice DROP, COVER AND HOLD ON at least twice a year.
Drop under a sturdy desk or table, hold onto the desk or table

with one hand, and protect the back of the head with the

other hand. If theres no table or desk nearby, kneel on the

floor against an interior wall away from windows, bookcases,

or tall furniture that could fall on you and protect the back of
your head with one hand and your face with the other arm.
- Choose an out-of-town family contact.
- Take a first aid class from your local Red Cross chapter.
Keep your training current.
- Get training in how to use a fire extinguisher from your local
fire department.
- Inform babysitters and caregivers of your plan.
Eliminate Hazards
- Consult a professional to find out additional ways you can
protect your home, such as bolting the house to its foundation
and other structural mitigation techniques.
- Bolt bookcases, china cabinets and other tall furniture to
wall studs.
- Install strong latches on cupboards.
- Strap the water heater to wall studs.
Prepare a Disaster Supplies Kit for Home and Car
- First aid kit and essential medications.
- Canned food and can opener.
- At least three gallons of water per person.
- Protective clothing, rainwear, and bedding or sleeping bags.
- Battery-powered radio, flashlight, and extra batteries.
- Special items for infant, elderly, or disabled family members.
- Written instructions for how to turn off gas, electricity, and
water if authorities advise you to do so. (Remember, youll
need a professional to turn natural gas service back on.)
- Keeping essentials, such as a flashlight and sturdy shoes, by
your bedside.
Know What to Do When the Shaking BEGINS
- DROP, COVER AND HOLD ON! Move only a few steps to a
nearby safe place. Stay indoors until the shaking stops and
youre sure its safe to exit. Stay away from windows.
- In a high-rise building, expect the fire alarms and sprinklers to
go off during a quake.
- If you are in bed, hold on and stay there, protecting your head
with a pillow.
- If you are outdoors, find a clear spot away from buildings,
trees, and power lines. Drop to the ground.
- If you are in a car, slow down and drive to a clear place (as
described above). Stay in the car until the shaking stops.
Know What to Do AFTER the Shaking Stops
- Check yourself for injuries. Protect yourself from further danger
by putting on long pants, a long-sleeved shirt, sturdy shoes,
and work gloves.
- Check others for injuries. Give first aid for serious injuries.
- Look for and extinguish small fires. Eliminate fire hazards. Turn
off the gas if you smell gas or think its leaking. (Remember,
only a professional should turn it back on.)
- Listen to the radio for instructions
- Expect aftershocks. Each time you feel one, DROP, COVER,
AND HOLD ON!
- Inspect your home for damage. Get everyone out if your home
is unsafe.
- Use the telephone only to report life-threatening emergencies.

receive services from age three through 21. Special School District

education services, call your childs school counselor to request an
evaluation. Schools are required to try several classroom intervention
strategies before a child is referred for testing. Once a packet
requesting testing is complete and the child is accepted for testing, it

STATESMEN SPORTS HALL OF FAME ANNOUNCES


2014 INDUCTEES AND AWARD WINNERS
The 12th class of inductees to the Webster Groves High School
Statesmen Sports Hall of Fame has been selected and will be honored
at a banquet to be held Saturday, Oct. 25 at Westborough Country
Club in Webster Groves.
There will be ten individuals and two teams inducted into the Hall
of Fame.
Ruth Bailey, Class of 1927: was a standout tennis player for WGHS
who in 1926 won the St. Louis County singles and doubles
championships, the Mississippi Valley Girls Championship Cup and
the Missouri State Championship Cup.
Clarence Bud Sample, Class of 1927: after being a multi-sport
star for WGHS, he went on to play both football and track and field at
the University of Arizona and was captain of both teams as a senior.
He twice placed second in the javelin at the NCAA national
championships and was inducted into the University of Arizona Sports
Hall of Fame in 1988.
Wallie Jeffries, Class of 1949: was a swimming state champion for
WGHS in 1947 and 1949. He won the 200 yd., freestyle both years
and also the 100 yd. freestyle in 1949. He went on to swim at the
University of Michigan and was an All-American in 1952 when his 400
yd. freestyle relay team won the NCAA championship.
Jerry Johnson, Class of 1959: was a four time tennis doubles state
champion for WGHS from 1956 - 1959. At Washington University in
St. Louis he had a record of 118-11. He was an All-American in 1963,
won five national public parks doubles titles, and was inducted into
the St. Louis Tennis Hall of Fame in 2003.
Rick Cash, Class of 1963: played football at Missouri and
Northeast Missouri State and in 1968 was drafted in the 10th round
by the Green Bay Packers. He went on to play six seasons in the
National Football League.
Steve Kruse, Class of 1970: member of the first soccer team at
WGHS in 1968 and in 1970 led the Statesmen to an 18-2-4 record
and the state quarterfinals. He had a successful playing career at
Western Illinois and in 2007 was selected as a member of the Webster
11 which were the top 11 players in the first 40 years of soccer at
WGHS.

Pete Spanos, Class of 1979: played soccer for WGHS and Miami
(OH) University. In 1988 he opened the Soccerdome in Webster and
started Vetta Sports with his brother. Vetta Sports now has six
locations and creates sporting opportunities for thousands of St. Louis
area youth. In 2009, Mr. Spanos was presented the Ernst and Young
Entrepreneur of the Year Award.
George Brick Johnstone, Class of 1980: was an All-State
defensive back on WGHSs 1979 state championship football team.
He went on to play football at Duke University where he was twice
named to the Atlantic Coast Conference All-Academic football team.
Shauna (Putnam) Barnett, Class of 1987: led the WGHS girls
soccer team to the state final four in 1985 and 1987. She went on to
play soccer at Truman State where she was two-time NSCAA AllRegion selection and still has records for goals and points scored in
one game as well as shots in a season.
Kimberly Gardner, Class of 1993: is WGHSs only cross country
state champion and won it twice in 1990 and 1992. She was also a
track state champion in 1993. Ms. Gardner currently represents the
77th district (including parts of St. Louis and St. Louis County) in the
Missouri House of Representatives.
1952-53 and 1953-54 Mens Basketball Teams: were WGHSs
first two basketball teams to advance to the state final four. The 195253 team had a record of 28-1 with their only loss coming in the state
semifinal game. After graduating some of the primary players, the
1953-54 team went 24-7 and played their way back to the final four
for a second straight year.

PROGRAMS FOR HOMELESS STUDENTS


The Webster Groves School District Board of Education recognizes
that homelessness alone should not be sufficient reason to separate
students from the mainstream school environment. Therefore, the
district, in accordance with state and federal law and the Missouri
state plan for education of the homeless, will give special attention

FAMILY AND COMMUNITY ENGAGEMENT


PROGRAM (FORMERLY PARENTS AS TEACHERS)
Family support services are offered through the Ambrose Family
Center. The program has a strong commitment to increasing a
familys confidence in parenting skills and a deeper understanding of
their childs learning and development prior to school entry. The
family program is available throughout the school district community
offering private visits to families based on criteria determined by the
Department of Elementary and Secondary Education. Priority for
visits will be given to families with children prenatal to age three.
Free developmental screenings are available for children three
months to kindergarten entry. The screenings take approximately
one hour and are conducted with the parent/guardian and child
contributing together. Appointments are limited due to funding and
can be arranged by calling the number below.
Stay and Play is a fee-based socialization experience designed for

ADVENTURE CLUB

Adventure Club is a self-supporting, nationally recognized schoolage program administered by the Ambrose Family Center as a service
to families enrolled in the Webster Groves School District. The program
is now in its 31st year of operation, serving 500+ children.
Adventure Club operates year round and services are provided
before and after the regular school day, teacher conference (early
dismissal), and some teacher professional development days, as well
summer. The school year program is available from 6:30a until school
starts, and from the time school ends until 6:00p.
A full day 8 week summer program is offered to district children in
1st-6thgrade. Children may participate in swimming, field trips,

children under the age of three and their parents/guardian. Sessions


are held at the Ambrose Family Center in a welcoming environment
designed to enrich family time and shared learning. Families register
for one day a week, for an 8 10 week period held from 9:30 11:30.
The Ambrose Family Center has a commitment to advocate for
children and parent/guardians, ensuring a range of consistent,
quality service reaching families throughout the Webster Groves
School District community. We continue to invest in re-visioning
parenting education and support programs and are excited to
build a foundation for our youngest families to thrive in these most
important years.

ASBESTOS REGULATIONS
The Asbestos Hazard Emergency Response Act (AHERA, Public
Law 99-5190), enacted in October 1986, required the
Environmental Protection Agency to develop regulations that
provide a comprehensive framework for addressing asbestos
problems in schools. On Oct. 30, 1987, the EPA published the
Asbestos-Containing Materials in Schools Rule (40 CFR Part 763
Subpart E). This rule required all public and private schools to
inspect for friable and non-friable asbestos, develop asbestos
management plans that address asbestos hazards in school buildings and implement response actions in a timely fashion.
The Webster Groves School District recognizes that the presence of asbestos-containing building materials in schools constitutes a potential hazard to human health and the environment.

Therefore, the prevention of exposure to asbestos fibers at any


level is a matter of concern to the district and the school community, requiring the implementation of a carefully planned and
thorough program to safeguard school children and personnel.
This includes assessment of the potential hazard; application of
precautions designed to prevent exposure to asbestos fibers and
systematic abatement of asbestos-containing materials.
A reinspection of all district school buildings is performed periodically to comply with the rules and regulations of the United
State Environmental Protection Agency. A report on the condition
of each building and the location of asbestos-containing material
is available at each building site.

School lunches are available at all schools. The cost is as follows:
Elementary school students............ $2.75
Middle and high school students.... $2.75
Milk is $0.50
Breakfast is also available at all schools. The cost is as follows:

Family income criteria are calculated annually by the National


School Lunch and Breakfast programs of the federal government.
Families with children in district schools who qualify for reducedprice meals are notified by their schools and receive applications.
Applications, which are available at all principals offices, can be
made or changed at any time during the school year if a formerly
ineligible family experiences an increase in family size or reduction in
income.

in school offices for pick-up, or you can find them online at
www.webster.k12.mo.us. Click on the Parent Center link on the left,
then choose Food Service.
