The undersigned Detective Alexander Steen - Salt Lake Police Department, Agency Case No. 2014-7516, under oath states on information and belief that the defendant committed the crime of:
COUNT I AGGRAVATED ASSAULT, 76-5-103(2)(b) UCA, Second Degree Felony, as follows: That on or about May 23, 2014, at 50 East 200 South, in Salt Lake County, State of Utah, the defendant did commit assault as defined in Utah Code Section 76-5-102, resulting in serious bodily injury, used (1) a dangerous weapon as defined in Utah Code Section 76-1-601; or (2) other means of force likely to produce death or serious bodily injury.

THIS INFORMATION IS BASED ON EVIDENCE OBTAINED FROM THE FOLLOWING WITNESSES:
J. Strickland, A. Droosby, W. Carter, J. Orbacker, D. Backes, A. Steen, J. Bouwmeester, B. Jackman, K. Shattenkirk, Dr. Krecji, A. Pietrangelo.
PROBABLE CAUSE STATEMENT:
Your affiant bases this information upon the following:
The report of Salt Lake Police Officer David Backes on May 23, 2014, he was dispatched to The Galivan Center on a report of fight in progress. At the scene Backes observed William Carter laying on the ground with stab wounds.
On the statement of Joseph Strickland, that he was working at the Skating Rink when he saw Allen Droosby and William Carter arguing with 2 other men, later identified as Justin Orbacker and Defendant JAMES PARKER. Strickland saw Carter swing his fist at the Defendant. Then the Defendant pulled a knife out of his pocket and hit Carter 3 or 4 times in the chest. Carter fell to the ground and the Defendant and Orbacker fled the scene.
On the statement of Officer Barret Jackman, he was dispatched to the corner of 200 South State Street where after a short chase he apprehended a male, later identified as the defendant. Detective Alexander Steen brought Droosby and Strickland to his location where they positively identified Defendant as the stabber. Defendant had blood on his right hand.
On the statement of Crime Scene Investigator Kevin Shattenkirk, on May 23, 2014, He went to the scene and found a knife with blood on it, east of the skating rink. Shattenkirk swabbed the Defendants right hand to obtain blood samples, he also obtained buccal swabs for Carter, Orbacker, and Defendant.
On the statement of Dr. Krecji an ER doctor, on May 23, 2014, he treated William Carter for 4 deep cutting wounds to the left chest, including a puncture to his left lung. Dr. Krecji stated that without immediate medical attention the wounds could very well have been lethal.

Evidence from the knife and swabs were transported to the State Crime Lab for testing along with a request for DNA analysis. Criminal Analyst Anna Pietrangelo concluded that the blood on the Knife and PARKERS hands was that of William Carter.
