The Supreme Court upheld the cancellation of William Li Yao's naturalization certificate by the Solicitor General. The certificate was obtained fraudulently as Yao underdeclared his income to evade payment of taxes. Under the Revised Naturalization Act, certificates can be cancelled if obtained fraudulently or illegally. Even though Yao paid back taxes through an amnesty program, it did not erase his lack of good moral character in evading taxes initially. Naturalization laws must be strictly enforced in favor of the government.
