Tourism is about obtaining experiences which involves a number of steps in the tourism industry chain:
People need to be motivated to travel
People need to know what their holiday options are and what different destinations offer
Bookings need to be made for accommodation, travel, tours etc. and
Service providers (eg. tour, transport and accommodation operators etc.) need to deliver their product.
Each party in the chain contributes to the overall holiday experience of the customer. They form part of a network of wholesalers, retailers, and providers of tourism products and services that together deliver a complete travel package. If one party fails to deliver, the total travel experience of the customer could be ruined and reflect badly on all the other service providers, even if they did nothing wrong.
Tourism is a big picture business understanding where your organisation fits into the network will help you to manage it successfully.
Tourism Industry Terms Like many industries, tourism has its own language. Some of the more commonly used terms include:
Product this includes the broad spectrum of tourism services provided by an operator ranging from day tours, package holidays, services and facilities at a hotel, motel or resort and so on.
Operators businesses that provide tourism services such as tour and transport operators, hoteliers, restaurateurs, and attraction and souvenir shop proprietors etc.
Retail agents - retail travel agents and similar outlets (eg. RAC Travel Centres, Western Australian Visitor Centre, local visitor centres etc.) that sell holidays and travel products on a commission basis.
Wholesalers businesses that package the different components of a holiday eg. accommodation, day tours and travel then sell them to customers via retail agents on a commission basis.
Inbound tour operators businesses that organise the ground components of tour packages for retail agents based in other parts of Australia or overseas. Tourism Western Australia 3 Understanding the Tourism Industry
The Tourism Industry Structure There is are a number of government, government funded and industry bodies involved in tourism.

The Department of Industry, Tourism and Resources has a tourism division that consists of three components;
Tourism Australia Tourism Research Australia Tourism Forecasting Committee
These three Departments and committees concentrate on marketing Australia national and internationally, developing an appropriate policy environment and research current and future demand for tourism in Australia. www.industry.gov.au
Tourism Australia
Tourism Australia operates within the portfolio of the Department Industry Tourism and Resources and has a primary role of promoting Australia internationally and domestically as the world's best tourism experience for the benefit of all Australians. Tourism Australia promotes Australia to consumers, the travel industry and corporate sector in more than 21 countries around the world from a head office in Sydney and overseas offices located in Auckland, Bangkok, Canada, Frankfurt, France, Gulf Countries, Hong Kong, Italy, Kuala Lumpur, London, Los Angeles, Seoul, Shanghai, Singapore, Taipei and Tokyo.
Working with the tourism industry and State and Territory tourism organisations, Tourism Australia's activities include television, print and online advertising; media, public relations and information programs, they also co-ordinate tourism industry participation in international trade events. Tourism Australia plays a role in retail travel agent education programs overseas, as well as providing input to government and industry policies that affect inbound tourism.
Tourism Australia created and co-manages the Australian Tourism Data Warehouse (ATDW) with State and Territory tourism organisations (STOs such as Tourism WA). The ATDW is a comprehensive online directory of Australian tourism product which provided the most extensive and comprehensive database of Australian tourism products and destinations available. This database supplies;

Tourism operators only need to deal with one source (their State/Territory tourism organisation Tourism WA) to get their product listed on the ATDW.
Tourism Australia conducts strategic research regarding key international and domestic markets to determine the propensity and interest in travelling to Australia for leisure purposes. Tourism Australia also conducts research through Tourism Research Australia. This agency collects, analyses and disseminates information about the Australian tourism industry to the general public, government and industry.
They produce a wide range of publications, research information and are responsible for two major surveys:
The National Visitor Survey (NVS) is a survey based on interviews with more than 80,000 Australian residents aged 15 years and over. This survey provides details about Australians travelling in Australia such as visitor characteristics including origin, details regarding visitors trip including accommodation, purpose of travel, transport, expenditure, and activities.
The International Visitor Survey (IVS) is the most comprehensive source of information available on the travel patterns of international visitors to Australia. Interviews are conducted with 20,000 visitors per year as they depart from major Australian airports following their experiences in Australia. The IVS covers visitor profiles (eg. age, sex, reason for visit, place or origin), travel in Australia (including regions visited, accommodation, expenditure etc.).

Australian Bureau of Statistics
The Australian Bureau of Statistics (ABS) collects and publish tourism information through two surveys. The Survey of Tourist Accommodation provides supply data regarding the number and amount of certain types of accommodation throughout Australia, at a local level. The Tourism Satelitte Account provides economic value data regarding how much tourism contributes to Australia. Further details are available from ABS.

Tourism Western Australia (Tourism WA) is a State Government agency whose role is to accelerate the sustainable growth of tourism for the long term benefit of Western Australia. Tourism WA is overseen by a Board of Commissioners and is divided into the following operational areas:

1. Consumer Marketing
The Consumer Marketing division promotes Western Australia as a tourism destination to international and interstate visitors using the Real Thing campaign and brand positioning.
The division is made up of five specialist marketing branches; including an aggressive online marketing department, familiarisation department, a specialised public relations expert and the research and analysis team.
General Consumer Marketing This branch specialises in implementing the Real Thing brand campaign in international and interstate markets. This campaign focuses on Western Australias unique ability to deliver the real Australian experience that visitors expected from the East Coast before the burger chains and concrete developments overtook the natural experience.

Online Marketing In recent years Tourism WA has strengthened their online marketing abilities and aggressively built online marketing campaigns in line with the Real Thing brand campaign. www.westernaustralia.com is the home of this development, yet extends beyond the development of a simple website to include;
Database development to acquire consumer details throughout the world. E-newsletters communicating with the database in a highly targeted fashion Online Competitions to gather and build the database listings Website advertising for WA tourism operators Website search engine listings buying words to ensure key tourism words for WA are listed high on prominent search engines. Micro website development for specialised events such as wildflower season.
Familiarisations/ consumer PR The unit manages the international and domestic media and trade awareness program (familiarisations). This program brings members of the media and trade to Western Australia to sample destinations and showcase tourism product. This generates favourable publicity for WA as a tourism destination; enhances the product knowledge and motivation of the retail trade in selling WA tourism product; demonstrates to wholesalers and inbound operators that WA has a broad range of saleable product; and creates positive attitudes towards WA as a tourism destination.
A specialist consumer public relations (PR) experts works within this division to generate free media coverage of Western Australia through magazine, newspapers and other publications throughout the world.
Research and Analysis The Research team delivers a huge amount of free research information specifically relating to Western Australia and its regions. This information will greatly assist any business identify their target market and the characteristics relating to any target market.
The team source information from a range of national research sources including Tourism Research Australia (TRA), Australian Bureau of Statistics (ABS) and the Tourism Forecasting Committee (TFC). This team should be your first point of call when searching for tourism research information for your business.

Image Library and Brand WA A library of over 20,000 images, covering all major attractions of Western Australia, is managed by Tourism WA. The tourism industry has access to these images for use in any promotions, brochures or websites that are being created to promote the State as a destination. A nominal fee is charged for this service. The library is now available online at www.westernaustralia.com. Tourism operators can also provide their own product images to Tourism WA to be included in the library.
Tourism businesses are encouraged to use Brand WA styles to provide a consistent image for tourism in Western Australia. You can consult with a Brand WA expert (on 9262 1700) for more details about the free templates and styles you can use to leverage the positioning Tourism WA is building in the international and domestic market.

2. Trade Marketing
The Trade Marketing division promotes Western Australia as a tourism destination to international and interstate visitors using the trade as their leverage. Trade include wholesalers, inbound wholesalers, retail travel agents and trade events. The division includes three branches:
International and Interstate Offices Tourism WA has five international offices and one interstate office in Sydney, London, J apan, Germany, China, J apan and Singapore. A Tourism WA representative is also in market in New Zealand and Korea. Each area targets their marketing to achieve the most effective use of their money including a wide combination of trade activities such as cooperative retail campaigns with airlines, wholesalers and major tourism operators. Trade training, trade shows etc are also used in the mix of trade marketing activities.
Media and Communication Tourism WA has a media and communications branch which provides media support to the trade marketing division as well as the entire organisation.
The Media Centre is on Tourism WAs corporate website www.westernaustralia.com and offers information about the marketing and corporate activities of Tourism WA, as well as new product and destination material. A team of media professionals provide regular updates on the latest marketing projects, breaking news and tourism issues. This branch also produces In Touch an industry newsletter which is released every week. You can register to receive this newsletter online.
Events and Trade Shows This branch participates in industry trade shows throughout Australia and the world. A event that brought significant credibility to Western Australia was the delivery of the Australian Tourism Exchange held in Western Australia in mid 2005. Other events include the Australian Caravan and Camping Show and various international events for particular markets.

3. Industry Development and Visitor Servicing (IDVS)
The IDVS division is made up of three branches: Planning and Policy Destination Development Visitor Servicing
The division produced a series of five Destination Development Strategies, one for each of the five tourism regions. These strategies assist the tourism industry to focus attention on developing tourism infrastructure and product where market analysis has identified unmet demand.
The strategies have identified five core iconic experiences which Western Australia can competitively deliver to the world: outback and adventure, marine, wine and food, forest and flowers, and people and lifestyle. All actions within Tourism WA are focused on planning, developing or marketing these five experiences.
8 Tourism Western Australia Understanding the Tourism Industry Destination Development This team has two core areas which include 10 Regional Managers throughout Western Australia and Investment Attraction. The division is focused on ensuring the right type of development is in place to service consumer needs throughout Western Australia. To do this the team works to encourage new and develop existing businesses.
This team works in partnership with the tourism industry to encourage and facilitate the development of tourism ventures throughout Western Australia in order to close the gaps identified in the Destination Development Strategies. Tourism WA staff liaise closely with tourism operators, developers, state and local government agencies as well as regional tourism organisations to assist with innovative ventures that reflect market demands and enhance the States tourism assets.
The team maintains a comprehensive tourism development database called the Tourism Accommodation Development Register (TADR) which tracks new accommodation developments from the planning stage through to completion. The Register is updated in J une and December of each year and published on Tourism WAs website the following month.
There are 10 Regional Managers located in 10 areas throughout WA. They undertake a range of activities including: Initial point of contact for tourism stakeholders in regional Western Australia (e.g. private sector investors, developers and operators, three spheres of Government - Local, State and Federal and industry associations). Assist the tourism industry in the region and provide input and comment on tourism plans and issues. Deliver a consultancy role on strategic investment and development matters in their region with both the public and private sector Deliver tourism intelligence on their region to other Tourism WA staff, industry and Government. Provide product development advice to new and existing operators. Identify and implement programs aimed at encouraging the tourism industry to embrace quality assurance under the National Tourism Accreditation Program.
Planning and Policy The Planning and Policy team ensures that the settings for the development of tourism are correct, to ensure a sustainable and productive future. They negotiate with key government bodies at a state level to ensure these settings reflect the needs of tourism, including the Department for Planning and Infrastructure, Main Roads WA, Department of Conservation and Land Management etc.
Currently this team works on Landbank an initiative driven by the Premier Geoff Gallop to fast- track the development 60 tourism sites throughout Western Australia. For more information on what Landbank sites have been released go to www.landbank.westernaustralia.com
This team also has dedicated officers working on Indigenous Tourism Development and Arts and Culture. Both officers can be consulted for information relating to these two niche areas.
Visitor Servicing The visitor servicing team includes two main sections, the WA Visitor Centre in Forrest Chase Perth and the WA Tourism Network.
The WA Visitor Centre is the retail arm of Tourism WA which operates as an information centre with the abilities of a travel agency specialising in the promotion and sale of Western Australian tourism product to markets across Australia and overseas. The centre also plays a vital role in providing a significant proportion of WAs tourism operators with marketing assistance and advice, Tourism Western Australia 9 Understanding the Tourism Industry
as well as being a point of distribution for their products. The centre operates five and a half days per week and operates a nation wide call centre five days per week.
The WA Tourism Network is an industry membership initiative that provides a practical framework for creating and sustaining tourism business within Western Australia. A range of benefits are available to industry upon membership which include electronic promotion and booking of destinations and tourism product at local, regional, state, national and international level, a coordinated brochure racking strategy, publishing of statistical and research information, use of Brand WA logo, the virtual call centre and a recognisable network of professional visitor centres around Western Australia.
Network membership benefits include access to Tourism WA marketing activities, entry onto the Tourism WA and Tourism Australia databases and listings on Tourism WA, Tourism Australia and commercial tourism websites.
3. Eventscorp
Eventscorp is a unit of Tourism WA that attracts major events to Western Australia and manages selected events that provide significant economic benefit to the State. The main aim is to use events to broadcast images of Western Australian throughout the world.
Eventscorp also operates a regional events unit based in Bunbury. This unit provides event development assistance across all of regional Western Australia. Further information regarding Eventscorp visit www.westernaustralia.com
4. Corporate, Business and Executive Services
This division coordinates significant Tourism WA procurement, contract advice, risk management advice and asset management. It also manages the accounting and financial services, information technology and the human resources of Tourism WA.
The Executive Services unit manages the development and provision of advice and support to the CEO. Chairman and Executive Management Team, as well as management of the executive planning and (non-financial) accountability processes, communication and liaison with the Ministers Office, Cabinet and Parliament and management of cross-agency responses to issues and initiatives as required.
Industry Organisations
Regional Tourism Organisations (RTOs)
A network of five Regional Tourism Organisations (RTOs) operate in Western Australia, each with the aim of promoting tourism in their region. Each RTO is managed by an elected Board and employs a Chief Executive Officer or Senior Marketing Manager who develops and implements marketing strategies for the region.
Tourism operators are encouraged to become members of their local RTO in order to access cost- efffective intrastate consumer and travel trade marketing opportunities. The RTOs participate in consumer and trade events, work with Tourism WA in developing media and trade familiarisation programs, produce and distribute annual regional holiday publications and undertake co-operative advertising and promotional activities. The RTOs also provide a forum for tourism operators to network with other industry stakeholders. For a list of RTOs please refer to Appendix One.
10 Tourism Western Australia Understanding the Tourism Industry Visitor Centres
Visitor Centres are key contact points for visitors once they have arrived at a holiday destination. They are an important outlet for distributing tourism information on the surrounding area and some centres take bookings for local tourism operators.
A key role of Visitor Centres is to extend the length of stay of visitors by increasing their knowledge of what there is to see and do in an area. This encourages repeat visitation and increased visitor expenditure.
Visitor Centres rely on the support of members and usually the Local Government in order to provide this valuable service. Visitor centres are encouraged to become accredited organisations to ensure a level of service is delivered to visitors. In August 2006 there were approximately 50 accredited visitor centres.
Visitor Centres that are part of the WA Tourism Network also act as a key contact point to answer telephone and electronic inquiries about their destination that are directed to Tourism WAs Virtual Call Centre and websites.
Tourism Council Western Australia (TCWA)
The Tourism Council Western Australia (TCWA) is the peak tourism body in Western Australia. It lobbies the government on issues identified by tourism operators, encourages the adoption of State policies that facilitate travel and create business opportunities and promotes a wider understanding of travel and tourism as a major industry that contributes substantially to the economic and social well being of Western Australia.
The TCWA aims to unify the tourism industry and is an advocate for greater tourism training and recognition of excellence. It operates the National Tourism Accreditation Program in Western Australia and organises the Western Australian Tourism Awards and the State Tourism Conference.

Australian Tourism Export Council (ATEC)
Formerly known as the Inbound Tour Operators Association, the Australian Tourism Export Council (ATEC) represents the interests of inbound tour operators and acts as a lobby group to governments, industry and the wider business community. Its membership comprises inbound tour operators and suppliers of tourism products.
ATEC organises an annual workshop in conjunction with Tourism WA which attracts eastern states sellers, and also organises national and regional workshops to link inbound tour operators with suppliers of tour products with the aim of developing new tourism products.

Perth Convention Bureau
The Perth Convention Bureau a not for profit member-based company formed in 1972 is the peak industry organisation responsible for marketing Western Australia as a convention, exhibition and incentive travel destination (incentive travel is a performance based reward offered by companies to their staff or clients, usually to encourage increased productivity and product sales).
Tourism Western Australia 11 Understanding the Tourism Industry
Membership is based on a number of tiered benefits driven system and is open to any business that obtains commercial benefit either directly or indirectly from the business tourism sector.
A key marketing tool is a confidential calendar which provides members with a list of confirmed conventions, exhibitions and events booked for Perth and other regional locations.
Other benefits include the distribution of sales leads, the opportunity to network with fellow members and access to e-marketing via the Bureaus website.
The Bureau publicises and promotes the facilities, services and products of its members to national and international association and corporate meeting planners and incentive travel buyers.
