Art.

1: A project on Cultural Mapping of Haryana will be initiated in addition


to re-evaluation or reappraisal of work done in this area and also the
existing activities to frame a new, inspiring, broader and inclusive Culture
Policy.


EXPLANATORY NOTE:

For the State Government and bodies or organization outside the framework of govt.
that remained alive to the need to carry on, support and finance cultural activities in
the State, it is envisaged to first gather in historical context the cultural strength of
the people, identifying or locating the human and material resources and to re-
organize all activities in such a manner that becomes a true reflection of peoples
tradition and preserving the vestige of this heritage for the future to become a
source of inspiration and reference without showing a signature of fatigue and
obsolescence.

Since ages, the cultural potential of Haryana has been recognized through literary
works of great admiration, performing arts (mostly in folk styles), crafting skills and
musical renderings and singing.

There has been a complete absence of a Cultural Map about the State of Haryana
that would have covered the geographical signatures of resources and manpower
(Gurus at learning schools as well as family traditions) for a convenient
understanding of the issues upon which all cultural activities could have rested.
Culture, as way of life and in a composite form becomes an indicator of the quality of
life of the people through which one can endeavor to understand the fabric of social,
economic, political and domestic lives of a people covering various other routine
aspects and rituals, which also underlines the necessity to preserve its pristine
forms, thus, preparing programs for inspiration of the youth who may follow it for
maintaining identities in and exalted manner.

Art. 2: (a) Initiate projects in selected areas for documenting the cultural
properties and assets and establish institutes/centers of excellence in
certain fields through successful modes as determined by expert groups

(b) To create a Culture Fund in the state open to individual for
monetary and material donations as well as Corporate contribution for
supporting projects

EXPLANATORY NOTE:

The matrix related to the aspects of implementation, monitoring and result
framework should assume greater importance in the light of traditional values vis a
vis adaptation to modern lifestyles. As mapping and documentation would
necessitate creation or existence of a solid and functional infrastructure as pre-
requirement, the Govt. may determine a review or scrutiny of the existing facilities in
respect of both human resources as well as material resources. Any new investment
in this area would call for past performances and present necessities. Therefore a
need could be felt to create a Vision Document on cultural framework of Haryana
emerging later as Cultural Policy, which would also include collection, analysis,
photo-documentation & publication /voice recording/videography of cultural assets of
the state. Work in the important areas except (i) art and archaeology (ii) documents
(iii) all articles and assets not covered under (i) and (ii) above, have been preserved
in Dharohar Museum in Kurukshetra University. Regrettably, least attention has been
given to the listing and documenting including photography, towards unprotected
built heritage of the State, save sporadic efforts by certain enthusiasts. Secondly,
attention needs to be reasserted towards folk arts and literature about which
innovative approaches should be applied, particularly the aspects about modes of
presentation. Obviously, the State needs to shed the fragmentary or ad hoc
approach and, instead, apply its mind for creation of excellence in selected areas by
constituting a Cultural Commission (CC). We also need to initiate activity for
preparing a Cultural Encyclopaedia of the State or a Cultural Gazetteer of Haryana
and if so, the latter needs to be periodically updated.

In view of above, the existing cultural bodies that are either in the Govt. network or
substantially or partially funded, would require to be brought under the umbrella of
Cultural Commission of Haryana. This is likely to have a greater impact on
management and funding of ongoing activities and ensuring better coordination
besides creation of new facilities or augmenting the existing ones. The focus would
be on creating Centers of Excellence in selected areas (to be identified later as group
comprised of eminent scholars as well as eminent individuals in respective areas or
work).
