Chapter I

The Problem
Introduction
Where will it all ends? We dont know. Most likely, people who are concerned about others will
always try to make improvements. Maybe they will say in the beginning there were no computers.
(Moortgat 1973)
Now a day, computer has become an immanent part of life for educators and their students.
Whatever task they need to do whether it is exploring information sources, examining cultural diversity,
developing new instructional materials or tracking grades, technology is undeniable plays on increasing
role in teaching and learning process. (Lamb 2006)
Therefore it is essential that students should learn how to use computers because it will benefit
them not only personally but in there student life also. People now live in the modern world where the
use of computer is very important. (Clerigo 2013)
For years, the researchers have been thinking of strategies on how to improve student academic
performance being there teacher in computer subject. It has been observed that student academic
suffers because of these factors:

The integration of computer into the teaching and learning environment is essential in preparing
students for life in 21
st
century. Educators and students together can active learning environment
through the effective use of computer. (Lamb 2006)
The teachers role changes as well. The teacher is no longer the center of attention and
dispenser of information, but rather plays the role of facilitator, setting project goals, and providing
guidelines and resources, moving from student to student or group to group, providing suggestions and
support for student activity. As the students work on their computer supported outputs, the teacher
rotates through the room, looking over the shoulders, asking about the reason for various design

Background of the Study
Computer
In the beginning for millenares, the basic computation system consisted of 10 fingers. The
fingers were used not only to count as children do, but also to multiply and divide. It was used as well by
Romans as Chinese. It remained in vogue in Europe until the middle Ages and in the Orient until Modern
Times.
A bit more than 3000 years ago, different kinds of rods and pebbles came in use. Later the most
famous Abacus was invented by Chinese and remained unbeaten until only a couple of years ago.
Abacus-like devices have also been used in Egypt, Greece, Rome, and South America.
In 1642, the French Blaise Pascal invented the first addition and subtraction machine. It had as
important feature that it could carry when a 10 had been reached. The French developed the punched
cards to a remarkable degree by 1725. The first kind of programmable device, an analytical engine was
invented in England by Babbage in 1822. However, he was such a genius for his time that this period.
Herman Hollerith from New York, invented electromechanical aid in 1890 that used punched cards.
Only in 1946 was the first electronic digital computer completed. Its name was ENIAC (Electronic
Numerical Integrator and Computer. It had 18,000 vacuum tubes and had a memory of 1,000 words
(data and/or instructions). In one second, it could perform 5,000 additions or 400 divisions. In 1950, the
UNIVAC I (Universal Automatic Calculator) was manufactured by Remington Rand. It could perform
10,000 additions per second and had a 1,000 words memory (data and/or instructions).
In a relatively short period of time the computer has evolved from being a big sophisticate
laboratory apparatus to an essential tool in industry, commence and office. It is rapidly being used more
and more in smaller places or homes. This in part possible through the fact that the space needed for a
certain amount of computer memory is about 100 times less than 15 years ago, while the cost for an
average equation is more than 10 times cheaper. As a special bonus, the computer increased its speed
more than 10 times in the same 15 years (or about 20 times faster than the 20 years ago when it could
perform only 100,000 calculations per second. (Moortgat 1973)

ICT
Information communication technology (ICT) defined as the integration of information
processing, computing and communications technologies; has advanced at an exponential rate within
the last century of human history. From the invention of the telephone by Alexander Graham Bell to the
opening up to the World Wide Web for the mass market at the close of the last century technology has
found its way, with increasing pervasiveness into the daily lives of the average man. (Chin Shin Ting, et.
Al. 2007)
The emergence of Information Communication Technology in schools has been observed now a
day. The increased use of information communication technology by the students rouse concerns about
the consequences that this would have on their behavior and academic performance.\
Computer Programming
Information Technology encompasses the techniques which enable the storage, processing,
transmission, and retrieval of information. Todays information-dependent society must learn to utilize
information technology to improve the way it does things. It must also find ways to push this technology
further more so that it would continuous to be useful in the long terms. (Feria, 2009)

Every job opportunity entails knowledge in computer the only way to prepare for better
employment in the future is to take up Computer Education now. (Bustamante, 1998)
Because of the fast moving and complex present day life brought about by new technologies in
the future. Students is in need to prepare for the future by keeping abreast of the intricacies of
technology especially computer.
The conceptual framework of the study using flowchart presentation.
This flowchart shows the different components of computer education that necessary towards
the fulfillment of quality of education. The computer education program will be presented by means of
the different components that are necessary for the fulfillment of the objectives.
To fulfill the objectives, inputs are necessary. The content objectives, students and professors
are considered as the non- mtal resources that are considered in this assessment are the computer
hardware and software, facilities, computer table and chair.
The teacher has the task to tech and handle computer subjects are among the most important
resources. Without them, the subject will fail. The teacher will have to provide assurance that they will
be able to convey, train, teach, hamess the intelligence of the students. They have to impart knowledge
that the students will need for tough and challenging would ahead of them.
Students have the vital role on this conceptual framework because they are the recipients of all
resources. They are the one who will absorb and retain the knowledge that their teachers will impact to
them. Thus, the students will grow and learn by them own, the new technology that lies ahead. The
students must be trained in preparation for the new era of IT. The computer hardware and software are
the important components of the program. There is that great need of upgrading and changing of
hardware and software. This means the College of Education at Polytechnic University of the Philippines
should continuously provide financial support for the regular maintenance and expenditures of the
evaluation.
The medium process is another vital component necessary achieves the objectives. Different
strategies were identified to ensure the quality of education. First among the components of the
medium process, the methods and strategies of computer education program this includes selection of
qualified teachers, preparation of syllabi, and teaching methodologies.
Teachers should be the living examples of experience. (Bustamante 1998) Side by side the
upgrading and the changing of technology, the teachers must be given regular and sample training,
seminars, advance studies and other form of skills upgrading to keep them abreast of new
developments.
Inevitable the upgrading of both hardware and software for the students to come out really
prepared to meet the challenge of the new century. They will have to start their skills right inside the
school campus. There must be assurance if the availability of these support teaching aids to ensure
quality education.
It is not an easy task for the government to provide greater opportunities to increase the
student of living of families and to make every Filipino globally competitive. These things can only be
achieved if the country produces quality graduates who are capable and ready to meet the challenges of
the 21

century. (Bustamante, 1998)
Statement of the Problem
The aim of this study is to assess the quality of computer education in the BBTE program of
College of Education at Polytechnic University of the Philippines.
This study seeks to address the following questions.
1. How does the Learning Environment affects the quality of education?

Scope and Limitations
This study aimed to investigate the Quality Assessment of Computer Education of BBTE
Program of the College of Education at Polytechnic University of the Philippines Sta. Mesa, Manila.
