thousand kilograms per mu, or 6070 kilograms per acre, this year. Yuan Longping, the leader of the
development team, says the hybrid rice is growing quite well in test fields in central China's Hunan
Province."I estimate that some rice fields will surpass the target this year. But whether we can achieve the
target in a hundred mu depends on weather conditions and final-period management, like controlling plant
diseases and insects. Right now we are still very hopeful."The 83-year-old scientist says he wants this new
rice to reach its production target, commercially, before he's 90.Yuan, known as the "father of hybrid rice",
started developing hybrids in the 1960s.His research team has reached the target yield in the first three
phases of the current experiment, with each setting world records. Right now the fourth phase of experiment
is being carried out in 13 Chinese provinces.

activities.

concerned about reports that China would prohibit rice imports
via the border with Vietnam starting early August, and the
reported ban actually took effect late last week.Nguyen Cong
Khanh, a trader who sells rice via the border to China, told


trade newswire Vietnam Quality on 8th August that only official rice exports are accepted by the Chinese
side.Cross-border trading is a legal international economic activity between people of two neighboring
states.The products usually are traded in small volumes and values, and require less paperwork than the
official trading activities.

HO CHI MINH CITY, Aug. 14 (Xinhua) -- Prices of Vietnamese rice for export hit three-year high record in July, ranging
between 420- 465 U.S. dollars per ton (the highest is for 5-percent-broken rice) , reported the Vietnam Food Association
(VFA) on its website on Thursday.In July, Vietnam exported 615,844 tons of rice, earning 264,607 million U.S. dollars
(FOB price), with the average price of 429.67 U.S. dollars per ton, up 6.16 U.S. dollars/ton compared to the previous
month.During January-July, the country exported over 3.6 million tons, worth over 1.5 billion U.S. dollars, with the
average price of 431. 44 U.S. dollars per ton, up 2.43 U.S. dollars/ton compared to the same period last year.China was
Vietnam's biggest rice importer in July, accounting for 32.15 percent of the market share, followed by the Philippines
with 30.75 percent.The association attributed the rising prices to the sharply increasing price in the local market, low
rice inventory and big purchase by the local rice exporters to complete their signed contracts with foreign partners.
According to VFA, the country is expected to export 1.9 million tons of rice in the third quarter and 1.4 million tons in the
fourth quarter of this year. Plus the exported amounts of over 3 million tons in the first half, this year's total export
volume would be around 6.3 million tons. This excludes the cross-border rice exports to China which are not yet
calculated, said the association.

Myanmar has begun taking steps aimed at paving the way
for rice exports to China, journalists were told at a briefing
at the Yangon office of the Ministry of Commerce on
August 12.The Minister of Commerce, U Win Myint, had
told trade officials at the Chinese embassy earlier that day
that Myanmar hoped to begin talks next month on a


framework that would provide for legal rice exports, the journalists were told.

The first part of the process would involve finalising an agreement with China on the administration of quality
supervision, inspection and quarantine (AQSIQ), said spokespersons for the ministry and the Myanmar Rice
Federation.First we will get the AQSIQ signed and then we'll work on fixing the export quota, said MRF
secretary, U Ye Min Aung. The director-general of the Department of Trade Promotion at the Ministry of
Commerce, U Toe Aung Myint, said that after the AQSIQ was signed and an export quota agreed, negotiations
would begin on a free trade agreement.The briefing was told that the AQSIQ would also provide for the export
of other crops to China. senior Trade Promotion Department official toldMizzima Business Weekly in May that
some rice exports are permitted to China under a quota system it uses to encourage crop substitution and deter
opium poppy cultivation. Exports that exceeded the quota were regarded as being illegal in China but show as
legal border exports for Myanmar, he said.

BANGKOK, Aug 14 (Reuters) - Thailand's military government will likely cut the floor price for sales from the
country's mammoth rice stocks after it failed to shift any grain in its first tender last week, a senior government
official said on Thursday. The Southeast Asian nation is estimated to hold up to 18 million tonnes of rice in
state stockpiles - almost twice what it used to export each year - after a disastrous buying scheme under the
previous government.Global rice markets are looking for clues on the outlook for the stockpile, with any large
sales likely to boost global supply and drag on regional prices for the staple grain. The military had halted rice
sales while it checked how much grain was being held and what condition it was in.But last week it opened its
first tender since the coup in May, looking to sell 167,000 tonnes above a minimum price that it had not
disclosed to markets.More than 40 rice exporters, millers and domestic retailers joined the tender, with some
saying they had bid at around $5-$15 per tonne lower than market prices.

"The floor prices were unrealistically high and we are discussing cutting them to make rice tenders more
flexible," said Duangporn Rodphaya, director-general of the Foreign Trade Department of the Commerce
Ministry, which oversees rice stock sales. He did not disclose actual floor prices.The price of common grade
Thai 5-percent broken rice was steady at $440 per tonne on Thursday, slightly below the same grade from
Vietnam at $450-$455 a tonne."Lowering the floor price could help cut the government's burden and help
exporters sell more at the same time, especially when Thai prices are competitive," said a Bangkok-based


trader. Thai rice prices fell around 20 percent in the first half of the year to a low of $370 a tonne as the
previous government was forced to offload some of its stocks to pay millions of farmers who had been owed
money for months for grain sold to the scheme.Prices rebounded in June when the military government ordered
a halt of the sales and called for a nationwide stock inspection.After nearly completing that review, the
government has found that about 20 percent of the stocks were missing or rotten, said a member of the rice
inspection committee.

Improved food grain production figures bring hope in rain deficit year

NEW DELHI: Backed by good Monsoon last year, India improved its record of highest ever food-grain production for the
crop year 2013-14 a bit further with the government's latest estimate on Thursday revising it to 264.77 million
tones. Releasing its latest estimate of food-grain production for the crop year 2013-14 ended in June, the agriculture
ministry said, "India has produced 264.77 million tones of food-grain this year as compared to 257.13 million tones in
the previous year". The latest estimate has, in fact, revised its previous estimate which was released on May 16 when
the agriculture ministry had expected to touch the record figure of 264.28 million tones. The revised production figures
of rice, wheat, maize and coarse cereals may give a sense of relief to the government at the time when it has been on its
toes with its contingency plan to ward off expected deficit in production during 2014-15.
"Good food-grain production will give the government enough elbow room to deal with shortage in the face of
'deficient' Monsoon rainfall this year. Fresh figures will help in further expanding the existing buffer stock beyond 57.38
million tones", said an official. Though the Indian Meteorological Department (IMD) has, so far, ruled out the possibility
of drought due to "deficient" Monsoon this year, the deficit in rainfall will certainly have its impact on production of
Kharif crop (primarily rice). Sowing of Kharif crops, however, showed a steady increase with improvement of rains this
week. But the total sown area is still less than the corresponding period last year. The ministry's report on Thursday said,
"The total sown areas as on August 14 stands at 876.70 lakh hectare as compared to 928.03 hectare at this time last


year". Though the gap is not much at this juncture, the fate of the standing crops will depend on distribution and
intensity of rains during remaining 45 days of the current Monsoon season.
The ministry in its latest estimate revised the wheat production to 95.91 MT as against 95.85 MT in the previous
estimated released in May. Similarly, rice output has been raised to 106.54 MT from 106.29 MT pegged in May. "Record
production has also been achieved in the case of pulses like tur (3.29 MT) and gram (9.88 MT)", said the ministry while
pegging the overall production of pulse at 19.27 MT. The revised production took into account Kharif crops of the year
2013 and Rabi crops of the year 2013-14.

THIRUVANANTHAPURAM : The Cabinet on Wednesday decided to increase the paddy procurement price to
Rs 19 from the beginning of the second season of 2013-14.The government will have an additional financial
burden of Rs 6.3 cr due to this decision, said the Chief Minister during the post-Cabinet media briefing. It was
on March 3, 2014 that the procurement price was increased to Rs 19 from the existing Rs 18.n Wednesday, the
Cabinet decided to give Rs 19 to paddy procured before this date in the second season. Onam Kits for ST
Families The government will provide Onam kits to 1.48 lakh Scheduled Tribe families in the state this
year.An amount of Rs 8.25 crore would be sanctioned from the Chief Ministers Disaster Relief Fund to the
Civil Supplies Corporation to issue kits with 10 kgs of rice and six grocery items, the Chief Minister said.
Directions were issued to the Director of Scheduled Tribes Development Department to meet the expenditure
for transporting these kits.
Nod for 2 Courses
The government decided to sanction two courses - Diploma in Civil Engineering and Diploma in Mechanical
Engineering - at Chelakkara Government Polytechnic this year. As many as 11 posts were also created for the
purpose.

Authorities are preparing to propose that the junta amend certain conditions concerning the auction of state rice
stocks to make it more enticing to potential buyers.
Rice sales in the local market is one thing, but the military-appointed
government heads are finding it a little different from selling rice in
competitive overseas markets. The proposal came after the government failed
to sell all the rice it put up for general auction last week. The National
Council for Peace and Order last Thursday put 167,000 tonnes of rice from
state stocks up for auction, the first lot to go under the hammer since sales
were halted when the military took control on May 22. The bidding drew an
active response from potential buyers, but managed to secure deals for only
tens of thousands of tonnes. More details are not yet available. Authorities put the failure down to the relatively
low offers proposed by bidders.
Duangporn: The government will ensure grain quality.. Last week's
auction drew 46 small, medium-sized and large exporters, millers and
rice packers, but most of them proposed buying prices below the floor
prices set by the panel handling rice sales.Under the current floor
price condition, the panel has imposed only floor prices. The figures
were not disclosed. Duangporn Rodphaya, director-general of the
Foreign Trade Department, said Wednesday the panel handling rice
sales will be asked to amend the condition to "a price range" basis to
make it more flexible. She also insisted the government will sell the
stocks with no mixture with low-quality grain.


Charoen Laothamatas, president of the Thai Rice Exporters Association (TREA), said most bidders last week
offered prices which were deemed reasonable and close to market prices. For instance, he said, the bidders
offered to buy Hom Mali fragrant rice at 28.50 baht per kilogramme which is much higher than 23-25 baht sold
during the previous government, while offers for white rice were 11-11.50 baht per kg compared with 8-9
baht. "The offers are considered realistic enough, as the rice put up for auction is sold at the ex-warehouse price
in which the buyers have to bear the cost of transportation, sacks and labour," he said. "Moreover, the bidders
have to pay withholding tax at 1% of the value of the rice they buy plus export tax at 0.75% of the export value
if the grain is slated for exports." According to Mr Charoen, during the period that the government failed to sell
off its rice stocks the overall rice market is expected to become sluggish over the next couple of days. He said
another contributing factor is Vietnam's tightened control on its cross-border shipments to China to prevent rice
smuggling, causing Vietnam's prices to significantly drop.Vietnam's 5% white rice is now quoted at only
US$450 a tonne, almost equivalent to the prices of Thai white rice.he country exported 3.62 million tonnes of
rice in the first seven months of the year, down from 4.06 million tonnes in the same period last year, according
to the Vietnam Food Association.
In contrast, Thai exports were up 60% at 4.7 million tonnes in the first six months compared with the same
period last year, according to the Thai Rice Exporters Association."The market changes very fast, we need to
wait and see how the military administration handles the rice sales." Mr Charoen said the Philippines is also due
to call a bid to buy a new lot of 500,000 tonnes of 25% white rice on Aug 27, while Malaysia wants to buy an
additional 200,000 tonnes of rice and Indonesia needs at least 200,000 tonnes. The junta last month vowed to
sell an average of 500,000 tonnes a month from existing state stocks and dispose of the existing 18-million-
tonne surplus within three years through four channels. Those channels are general auctions, government-to-
government sales, direct sales and via the Agricultural Futures Exchange of Thailand.
