Delaware County Office of Services for the

Aging
Agency Report
Information About Delaware County
Delaware County is located in the
southeast corner of Pennsylvania
bordering the metropolitan areas of
Philadelphia, PA, the Delaware River,
and Wilmington, DE.
The County is comprised of 49
municipalities and covers 184 square
miles.


Statistics about Delaware County
In 2012, the population of Delaware County was 561, 098.
In 2013, Delaware County identified 140 centenarians.

What is COSA???
COSA is Delaware Countys Area Agency on Aging (AAA).
COSA is responsible for planning, coordinating, and developing social
service programs for Delaware Countys older adults.
COSA either provides such services, or contracts with other community
agencies and organizations to provide them.
COSA is accountable to the Pennsylvania Department of Aging, and the
Office of Long Term Living.

COSAs mission is to plan,
develop, coordinate and
administer a comprehensive
service system for older adults.

COSAs vision is to ensure timely
access to quality services,
provide reliable information,
promote a sense of
intergenerational responsibility
and enhance our leadership role
in building collaborations to
advance the quality of life for
older adults.

Where does the money come from?
PA Aging block grants
Office of Long Term Living
Medicaid Funds.
federal and local sources.
Pennsylvania Lottery

Last year COSA received $16.18
million.
An additional $800,000 was
received for the Options program.
Effective July 1, 2014 COSA will
receive $14.86 million.

COSA helps.
During Fiscal Year 2012-2013, COSA served over 8, 741 consumers.
In-Home Services- a range of services designed to allow older persons
the choice to remain at home.

Services
Home Delivered Meals/Senior
Suppers- provides nutritious meals
to homebound older adults.
During Fiscal Year 2012-2013,
COSA provided over 74,553 meals
to homebound adults.


General services provided through COSA.
Assessment-determines the need and eligibility for in-home services or nursing home
care.
APPRISE Health Insurance Counseling-a free health insurance counseling program
designed to help persons aged 60 or older our under 60 and on Medicare with health
insurance concerns.
Care Management- manages the on-going needs of Long-Term Care consumers after an
initial assessment is completed.
Domiciliary Care- assists adults unable to live alone find supportive and home-like
living arrangements.
Family Caregiver Support Program- designed to provide emotional and financial
assistance to caregivers.
Foster Grandparent program- provides volunteer opportunities for people age 55 and
older to serve disadvantaged or disabled youth by tutoring or mentoring.

More services
Nursing Home Transition- designed to aid and support residents living in
nursing facilities to return to the community.
Ombudsman Program- advocates for and protects the rights of those receiving
Long-Term Care services in their home, nursing home, or personal care boarding
homes.
Aging Waiver-for county residents aged 60 and over who meet Medical
Assistance financial requirements and are approved as needing nursing home
care. Home and Community Based services are provided as an alternative to
nursing home care.
Protective Services- investigates reports of suspected abuse, neglect, financial
exploitation, or abandonment for county residents age 60 and older.
