LETTER
The 17th ISTE Students Annual National Convention will be
held at V.V.P. Engineering Coll ege, Raj kot (Guj arat ) during
10t h & 11t h Oct ober, 2014. The theme of the Convention is
Sust ainable Development t hrough Innovat ive
Technologies with the following sub-themes:
Reuse, reduce and recycle
Energy conservation audit and management
Mobile communication retrospect and prospectus
ICT for sustainabilty
Disaster mitigation and management
Environmental governance and sustainable livelihoods
In addition to National seminar on the theme of the
Convention, a number of other technical events and contests
have been planned for the students to exhibit their
competencies which are as follows:
Paper presentation, quiz programme, presentation of technical
papers and posters on selected theme, exhibition of project
work, robo race, on the spot games. poster exhibition and
cultural programme etc.
ABOUT THE COLLEGE
Vyavasayi Vidya Pratishthan is established by Rajkot
Nagarik Sahakari Bank Ltd. to promote quality education in
various technical fields. The trust was founded in 1996 with
the objective of meeting technical educational needs of Gujarat.
The trust prides itself of establishing the first engineering
college in Rajkot, the central location of Saurashtra and Kutch
region. V.V.P. Engineering College is a self-financed institution
affiliated to Saurashtra University and Gujarat Technological
University, recognized by All India Council for Technical
Education (AICTE), New Delhi and the Government of Gujarat.
It has a specially designed on 30 acres of land with
spacious building providing an adequate infrastructural facility
setup in a beautiful natural surroundings. It is landscaped with
enlivened architecture that creates conducive environment of
learning. The campus is located 10 Km on Kalawad Road, the
west of Rajkot, with transportation and conveyance facilities.

PRESIDENTS COLUMN
Innovation is critical to driving
growth in developed as well as
emerging economies.
Opportunities for innovation
careers in Asian countries are not
uniform. India has a long tradition
of innovation and a significant
pool of qualified people, both
within country as well as the
diaspora, presently engaged in innovative activities.
Realizing, the potential available in our country,
Government of India is formulating major policies related
to higher education to meet the changing needs within
the country and to be an effective player in the
globalized knowledge economy. A World Bank report
also details the need for strengthening innovation
ecosystems with better skilled human capital,
information infrastructure and finance. The National
Science and Technology Entrepreneurship Development
Board (NSTEDB) was setup to promote knowledge
based and innovation driven enterprises under the
Ministry of Science and Technology by the Government
of India.
The National Innovation Council (NInC) has undertaken
an effort to create University Innovation Clusters. A
University Innovation Cluster will enable enhancements
in multiple aspects of the University, while providing a better
environment for innovation to flourish. A Cluster Innovation
Centre will act as a resource, a guide and an arm of the
University to foster, facilitate and further innovation culture
and spirit in the University and the cluster. NInC will act
as a platform to facilitate this engagement and
collaboration with domain experts, stakeholders and key
participants to create an innovation movement in India.
The CII & INSEAD Global Innovation Index Report ranks
India at 56 out of 132 countries overall.
India has taken steps in nurturing diverse higher
learning institutions such as research-intensive
universities, teaching universities & colleges, and
technology and industry oriented universities & colleges.
Such diverse human capital is essential for sustaining
the value chain of innovation. This is contributing to the
growing capacity and capabilities for innovation in India.
The value chain of innovation should be further enhanced
by internationalization, strategic partnerships, appropriate
funding support, and fine tuning of national and
organizational policies and systems.
Technological Innovations in India
NInC has been working with MHRD to set up Design
Innovation centres, an Open Design School and a National
Design Innovation Network (NDIN) in the leading Institutes
of nation importance to promote creativity and nurture
innovations. It has also planned to start a Meta University
taking advantage of the National Knowledge Network
(NKN) of India and to start Innovation Centres in all the
District Institute of Education and Training (DIET). To
bridge the demand-supply gaps in multiple aspects of a
business, the creation of Cluster Innovation Centres (CICs)
in each industry cluster is also proposed by NInC. Each
CIC will act as a networking hub for the cluster, connecting
the various regional/national actors and stakeholders in
symbiotic relationships. NInC will catalyse the creation
of at least 50 such Industry Innovation Clusters across
sectors spreading the geographic width of the country.
If our countrys development is to be sustained, then it
is imperative that we have to reform our systems of higher
education. Higher education is continuing to expand,
mostly in an unplanned manner, without even minimum
levels of checks and balances. The Governmental control
in the Universities must be reduced reasonably, so that
the University autonomy and accountability are
strengthened and academic decisions are taken on merit.
Regulatory bodies should ensure that quality education
is imparted to the youth of this country and should play a
facilitating role in guiding the institutions for enhancing
quality.

The 44th ISTE National Annual Convention will
be held at Col lege of Engineeri ng, Trivandrum
(Kerala) during 27t h - 29th November, 2014.
The main theme of the convention is Shaping
Technical Education t o Meet the Challenges
Beyond 2020. The sub-themes are :
1. Significance of Vocational Education
2. Reshaping Engineering Education for Defence
and Aerospace R&D
3. Transforming Technical Education to meet the
needs of Industry
4. Creating Employable Engineers through
Industrial Participation
5. Role of Research and Development in
Technical Education
6. Role of Autonomy in Technical Education
7. Role of Accreditation in Enhancing the Quality
of Technical Education
8. Values and Ethics in Technical Education and
Research
9. Institutional Social Responsibility
10. Innovation in Information and Communication
Technology
The convention will feature invited lectures,
technical sessions, commemorative lectures,
exhibitions and cultural programmes. A Souvenir will
be published on this important occasion, which will
be circulated widely. Proceedings of the Convention
which will carry all the papers selected for the
convention also will be published.
ABOUT CET
The College of Engineering Trivandrum (CET) a
premier Technical Education Institution in the state
of Kerala is celebrating its Platinum J ubilee in 2014
on completion of 75 years of formation. From
student strength of 21 in 1939, the College today
admits more than 1000 students every year in its
125 acres of lush green campus. Eight
undergraduate courses and 23 post graduate
courses are offered to these students. Besides the
regular programmes, B.Tech, M.Tech, MCA and
MBA courses are offered as evening programmes.
The recruiters who visit the campus include large
manufacturing firms in the country and global IT
giants. The College is approved research centre of
University of Kerala. The College offers facilities for
entrepreneurial development to the students
through its Technology Business Incubation Centre
and encourages innovations through its
Technology Research Park.
The College is situated at a distance of 12 km from
the Trivandrum Central Railway station located at
Thampanoor and Trivandrum Central Bus station at
Thampanoor. The College is at a distance of 11 km
from the Trivandrum International airport at chakka
and at a distance of 16km from the Trivandrum
domestic airport. There are frequent buses from the
Trivandrum Central Railway station and Central Bus
station. There will be bus services from different
boarding points for the convenience of ISTE members
who are coming for the convention.
GUIDELINES FOR PAPER SUBMISSION
Full length papers are to be submitted in MS-Word/
PDF format not exceeding 3000 words and an
abstract not exceeding 250 words. Please visit the
website www.iste.cet.kerala.gov.in for more details.
The papers will be sent for review and after getting
recommendation from the reviewers, first author will
be intimated about acceptance/modifications etc.
Accordingly, the final paper must be submitted within
the prescribed frame work. All the papers
recommended by the review committee and registered
papers will be published in the conference
proceedings. All members attending the convention
are requested to register online and make the
registration payment by Cash/DD/Bank Money
Transfer. Please visit the convention website for
detailed information of registration . Atleast one author
should register as a delegate.

Proposals invited to host the ISTE
National Annual Conventions
for the year 2015
As a regular annual feature, forty three
National Annual Conventions and sixteen
Students Convention of ISTE have been held so
far in the different States. The major impact of
these Conventions are instrumental in providing
an opportunity for the Teachers, Educational
Planners and Administrators, Students and all
other stakeholders who are involved in the field of
technical education to get together and share
their views and to contribute to the development
of technical education system.
In this regard, Institutions are welcome to
send their proposals for hosting the 18th ISTE
Annual Students Convention and 45th ISTE
National Annual Convention, which will be
organised during October and December 2015
respectively. Proposals received will be placed
before the ISTE Executive Council in its meeting
to be held during the Annual Convention of ISTE
in November 2014 for consideration.

PROFILE OF AN
ENGINEERING TEACHER
Prof. Sanj ay Govind Dhande
Former Di rector, IIT Kanpur
Professor Sanjay Govind Dhande, former
Director of IIT Kanpur, is an innovative
technologist, an acclaimed academician, an
eminent researcher, a visionary institution
builder and an able administrator, whose
contributions are acknowledged not only
in India but also in many other countries.
Under his captainship, IIT Kanpur has been
recognized as a technical institution of
excellence for providing an international
level education and research in Science &
Technology.
Born on February 14, 1948, Professor Dhande received his B.
E. degree in Mechanical Engineering from University of Pune and his
Doctoral degree from Indian Institute of Technology, Kanpur with an
outstanding academic record. After completing his academic work
in USA, he returned to India for building a new vision of computer
based engineering. Dr. Dhande is recognized as a founder of the
technology of Computer Aided Design in India with contributions in
both academia and industry. He led the initiatives of introducing
several other computer based technologies like Rapid Prototyping,
3D Printing, Rapid Tooling and Reverse Engineering. AUTOLAY, an
innovative CAD technology, developed for Aeronautical Development
Agency by him is being used extensively by the leading aircraft
manufacturers of the world. Professor Dhande has developed
indigenous CAD technologies for automotive and saddler industry in
India, he also led the efforts for developing several technologies for
Indian Railways primarily for improvement of safety in operations
including the train location technology SIMRAN. Professor Dhande
also led the pioneering effort of development of a nano-satellite
J UGNU by students and faculty of IIT Kanpur.
Prof. Dhande, an able administrator has been the Founder and
Mentor Director of several new national Institutions in Science &
Technology. He has been a Chairman or Member of various
Government Advisory Bodies both at the national as well as the
international level. He was a member of PM-SAC , TRAI and is
currently a member of NMCC and NInC. He is also a member of the
international academic advisory panel of Government of Singapore
and on the board of ONGC Videsh and Nyvelli Lignite as an
independent Director.
Prof. Sanjay Dhande is a recipient of a number of Awards and
Fellowships. He is a Fellow of Indian National Academy of Engineering,
Maharashtra Academy of Sciences, Institution of Engineers and
Institute of Electronics and Telecommunication Engineering. He has
also been awarded the degree of Doctor of Science (honoris causa)
by the Uttarakhand Technical University, Dehradun in recognition for
his contributions in the fields of technical education and engineering
research & technology. Professor Sanjay Govind Dhande, as an
academician, has guided more than 120 post-graduate students
and published about 135 research articles. He has two books to his
credit. Professor Dhande has been extending his unstinted services
to the Nation for the past 30 years, in the field of Science &
Technology Education and Research.
For his outstanding contributions to science & technology as
well as the academic world of India, Professor Sanjay Dhande was
conferred the prestigious PADMASHREE award by President of India
in 2013. Professor Sanjay Dhande has been appointed as a member
of National Security Advisory Board by Prime Minister of India.
Professor Dhande is presently Advisor (Education) to Tech Mahindra.

Technology, Mumbai has conducted one day workshop on
Fi re Saf ety Pract ices i n Educati onal Inst itution on J une
23, 2014. The expert was Mr. Mukesh J ha, CEO, Cease Fire
XT Safety Engineers. The workshop covered various topics
which included types of fires, classification of fire
extinguisher and precautionary measures to be taken at time
of fire.

Engi neer Innovators for the Best B.Tech.
Projects by the students of Engineering Colleges
affiliated to Punjab Technical University in the
Punjab State. The Award was instituted by Punjab
Technical University by donating a sum of Rs.11
lakhs to encourage the students and to stimulate
the spirit of inventiveness among the technical
students in order to honour and recognize their
creative talent with a mission to harness their
performance for the benefit of society and the
nation in the following disciplines:

1. Only those ISTE members whose names
will be found in the authenticated ISTE
membership list maintained by ISTE as on
31-7-2014 will be eligible to participate in
the election.
2. The ISTE Life Members will be eligible to
participate in the Elections being conducted
for their respective Sections.
3. A member who has been the Life Member
of the concerned ISTE Section for a period
of not less than 10 years as on 31-7-2014
and is/had been a faculty member in a
technical institution will be eligible to
participate in the Election for the post of
ISTE Section Chairman.
4. The term of office of all elected ISTE
functionaries viz, Members of Executive
Council, Section Managing Committees
and Section Chairman will be for a period
of three years. They would be eligible for
re-election for one more term. Further, the
members of Executive Council/Section
Managing Committee/Section Chairman
would be eligible for re-election after a
break of one term after every two terms.
5. Proposer and Seconder should belong to
the same ISTE Section of the Candidate
from where the Candidate is contesting.
6. While filling up the nomination, Name of the
Candidate should be mentioned legibly in
Capital Letters.
7. Each nomination should be accompanied
by a Demand Draft for Rs.5000 in the case
of Executive Council Election, Rs.3000 in
the case of Section Managing Committee
Election and Rs.5000 in the case of Section
Chairman as Nomination Fee (non-
refundable).
8. DDs should be drawn in favour of Indian
Soci et y f or Techni cal Educat i on,
payable at New Delhi.
9. Nomination form containing Incorrect Name
and Membership Number will be declared
as invalid.
10. Nomination filled by the candidate should
fulfill all the requirements as notified in the
election notification failing which their
candidature will become invalid.
11. Preferential Voting System will be adopted
for the elections.
12. Information related to the election will be
posted in ISTE website as per above
schedule.
13. Those who want the list of valid nominations
should send a stamped and self-addressed
envelope alongwith the nomination papers.

i) There is one Post of Chairman in each
Section. The electoral college shall consist
of all the Chairpersons of the various ISTE

INAUGURATION OF ISTE-SRM SHORT-TERM TRAINING PROGRAMMES
ORISSA
Trident Academy of Technology, Bhubaneswar
conducted two weeks ISTE-SRM sponsored STTP on Recent
Advances in Smart Material s from 7th to 19th J uly, 2014.
Prof. J .K. J oshi, Director of the institute introduced the guests
and gave the welcome address. The Guest of Honour was
Dr. B.K. Satpathy, General Manager (R&D) NALCO and Dr.
M.R. Senapati was the Coordinator of the programme. The
Chief Guest for the Valedictory Function was Smt. Smitarani
Panigrahi, Chairperson, Trident Group of Institutions and she
has distributed the certificates to the participants.

Mar Baselios Coll ege of Engineering & Technology,
Thiruvanant hapuram organised two weeks ISTE-SRM
sponsored STTP on Advanced Control Syst em Design &
Appli cat ions from 9th to 14th J une, 2014. Chev.Dr. Koshy
M. George, Deputy Director, VSSC was inaugurated the
programme and delivered the inaugural address. Ms. Manju G.
Assistant Professor, EE Dept. of the college was the
Coordinator of the programme. Dr. T.M. George, Principal,
MBCET presided over the function. The felicitation was given
by Ms. Nidhi M.B. Assistant Professor, Mech.Engg.Dept. and
ISTE SMC Member, ISTE Kerala Section. In addition, the
organizers presented the participants with a pen drive
containing the course material of all the lecturers over the 6
days of the training programme.

AISSMS'S Insti tut e of Informat ion Technology, Pune
conducted one week ISTE-SRM sponsored STTP on
Emerging Chall enges for Technocrats in Digital Signal
Processing from 2nd to 7th J une, 2014. The Chief Guest for
the programme was Dr. Renu Batra, J oint Secretary, UGC
Western Regional Office, Pune. Prof. Pratapsinh Desai, Vice
President, ISTE also present on this occasion. The workshop
was coordinated by Dr. V.K. Bairagi and Mrs. H.D. Shinde
under the guidance of Principal Dr. P.B. Mane.

Dr. M.V. Shett y Inst itute of Technology, Moodabidri,
Mangalore conducted one week ISTE-SRM STTP on Wat er
Management from 21st to 26th J uly, 2014. Dr. L.C. Soans,
Agriculturist inaugurated the programme. Dr. Ramgopal
Shetty, Secretary of the trust released the lecture volume.
Dr. Lakshman Nandagiri, Dept. of Applied Mechanics, NIT,
Surathkal gave the Keynote Address on Relevance of Rain
Water Harvesti ng in Coast al Regions. Dr. Sandeep
Nayak, Chairman of ISTE Chapter was the Coordinator of the
programme.
