82.1.

8 SOCIAL MEDIA

I. PURPOSE
The Streetsboro Police Department endorses the secure use oI social media to enhance the
department`s communication, collaboration, and inIormation exchange. This policy
establishes this department`s position on the utility and management oI social media, and
provides guidance on its management, administration & oversight. This policy is not meant
to address one particular Iorm oI social media; rather social media in general, as advances
in technology will occur and new tools will emerge.

II. POLICY
Social media provides valuable means oI assisting the Streetsboro Police Department and
its personnel in meeting community outreach, problem solving, investigative and crime
prevention related objectives. This policy identiIies potential uses that may be explored or
expanded upon as deemed reasonable by administrative and supervisory personnel. The
department also recognizes the role that these tools play in the personal lives oI some
department personnel. The personal use oI social media can have bearing on department
personnel in their oIIicial capacity. As such, this policy provides inIormation oI a
precautionary nature as well as prohibitions on the used oI social media by department
personnel.


III. DEFINITIONS
Blog - A selI-published diary or commentary on a particular topic that may allow visitors
to post responses or comments. The term is short Ior 'web log.

Page- The speciIic portion oI a social media website where content is displayed and
managed by an individual or individuals with administrative rights.

Post- Content an individual shares on a social media site or the act oI publishing content on
a site.

Profile- InIormation that a user provides about himselI or herselI on a social networking
site.

Social Media- A category oI internet-based resources that integrate user-generated content
and user participation. This includes, but is not limited to, social networking sites
(Facebook, MySpace.), microblogging sites (Twitter, Nixle.), photo and video sharing
sites (YouTube, Flickr.), wikis (Wikipedia), blogs, and news sites (Digg, Reddit.).

Speech- Expression or communication oI thoughts or opinions in spoken words, in writing,
by expressive conduct, symbolism, photographs, videotape, ore related Iorms oI
communication.

Wiki- Web pages that can be edited collaboratively.

IV. ON-THE-1OB USE
A. Department-Sanctioned Presence
1. Where possible, the page shall include a statement that speciIies the
purpose and scope oI the agency`s presence.
2. Where possible, the page should link to the Streetsboro Police Department
oIIicial website.
B. Procedures
1. All department social media pages shall be approved by the police chieI or
his designee and shall be administered by designated SPD personnel.
2. Where possible, social media pages shall clearly indicate they are
maintained by the department and shall have department contact
inIormation displayed.
3. Social media content shall adhere to applicable laws, regulations and
policies.
4. Where possible, social media pages should state that the opinions
expressed by visitors to the page(s) do not reIlect the opinions oI the
Streetsboro Police Department.
5. Page(s) shall indicate that posted comments will be monitored and that the
police department reserves the right to remove content such as obscenities,
oII-topic comments, and personal attacks.

C. Department-Sanctioned Use
1. Department personnel representing the Streetsboro Police Department via
social media outlets shall do the Iollowing:

Conduct themselves at all times as representatives oI the police department
and, accordingly, shall adhere to all department standards oI conduct and
observe conventionally accepted protocols and proper decorum.

Not make statements about the guilt or innocence oI any suspect or
arrestee, or comments concerning pending prosecution, nor post, transmit,
or otherwise disseminate conIidential inIormation, including photographs
or videos related to department training, activities, or work related
assignments without express permission.

Not conduct political activities or private business.

2. The use oI department computers by department personnel to access social
media is prohibited unless done so Ior SPD investigative purposes or as
part oI department sanctioned updating and monitoring oI department
page(s).

3. Employees shall observe and abide by all copyright and trademark
restrictions in posting material to electronic media.

V. PERSONAL USE

A. Precautions and Prohibitions

Barring state law to the contrary, department personnel shall abide by the
Iollowing when using social media:

1. Department personnel are Iree to express themselves as private citizens on
social media sites to the degree that their speech does not impair working
relationships oI this department Ior which loyalty and conIidentiality are
important, impede the perIormance oI duties, impair discipline and
harmony among co-workers, or negatively aIIect the public perception oI
the Streetsboro Police Department.
2. As public employees, department personnel are cautioned that speech on
or oII duty, made pursuant to their oIIicial duties that is that owes its
existence to the employee`s proIessional duties and responsibilities- is not
protected speech under the First Amendment and may Iorm the basis Ior
discipline iI deemed detrimental to the department. Department personnel
should assume that their speech and related activity on social media sites
will reIlect upon their oIIice and this department.

3. Department personnel shall not post, transmit, or otherwise disseminate
any inIormation to which they have access as a result oI their employment
without written permission Irom the police chieI or his designee.

4. For saIety and security reasons, department personnel are cautioned not to
disclose their employment with this department nor shall they post
inIormation pertaining to any other member oI the department without
their permission. As such, department personnel are cautioned not to do
the Iollowing:

a. Display SPD logos on personal pages.
b. Post personal photos or provide similar means oI personal
recognition that may cause them to be identiIied as a Streetsboro
police oIIicer. OIIicers who are, or who may be reasonably
expected to work in undercover operations, shall not post any
Iorm oI visual or personal identiIication.

5. When using social media, department personnel should be mindIul that
their speech becomes part oI the worldwide electronic domain. ThereIore,
adherence to the department`s standards oI conduct is required in the
personal use oI social media. In particular, members are prohibited Irom
the Iollowing:

a. Speech containing obscene or sexually explicit language, images,
or acts and statements or other Iorms oI speech that ridicule,
malign, disparage, or otherwise express bias against any race, any
religion, or any protected class oI individuals.
b. Speech involving themselves or other department personnel
reIlecting behavior that would reasonably be considered reckless
or irresponsible.

6. Engaging in prohibited speech noted herein, may provide grounds Ior
undermining or impeaching an oIIicer`s testimony in criminal proceedings.
Department members thus sanctioned are subject to discipline up to and
including termination.

7. Department members may not divulge inIormation gained by reason oI
their authority; make any statements, speeches, appearances, and
endorsements; or publish materials that could reasonably be considered to
represent the views or positions oI the Streetsboro Police Department
without express authorization.



8. Department personnel should be aware that they may be subject to civil
litigation Ior

a. publishing or posting Ialse inIormation that harms the reputation oI
another person, group, or organization (deIamation);
b. publishing or posting private Iacts and personal inIormation about
someone without their permission that has not been previously
revealed to the public, is not oI legitimate public concern, and would
be oIIensive to a reasonable person;
c. using someone else`s name, likeness, or other personal attributes
without that person`s permission Ior an exploitative purpose; or
d. publishing the creative work oI another, trademarks, or certain
conIidential business inIormation without the permission oI the owner.

9. Department personnel should be aware that privacy settings and social
media sites are constantly in Ilux, and they should never assume that
personal inIormation posted on such sites is protected.



82.1.9 COMPUTERIZED CRIMINAL HISTORY

CCH is an electronic data processing Iile that is accessible using speciIic data Iields. It contains
records oI arrests and dispositions oI criminal proceedings entered into the system. The repository
oI these records is the responsibility oI BCI as speciIied in the ORC. LEADS rules and regulations
strictly control the security and release oI these records as described in the ORC (Dissemination and
Record Keeping) oI the Administrative Rules.



82.2.1 REPORTING SYSTEM

All personnel enter inIormation electronically into CAD (Computer Aided Dispatch) and RMS
(Records Management System) via computer and/or cruiser mobile computer. SpeciIic written
supplemental Iorms (i.e. statements, tow sheets, BMV Iorms, citations, etc. will still need to be
completed as applicable.

Incident Reports

InIormation concerning crimes and incidents will be recorded into the electronic records
management system (RMS). Paper copies oI approved reports shall be printed and Iiled when
complaints or citations are Iiled, or when supplemental Iorms are utilized and attached (i.e. tow
sheets, statement Iorms, BMV Iorms, bonds, medical releases, etc.).

Crash Reports

Forms Ior reporting crashes are also computerized in the records management system. OIIicers
handling a motor vehicle crash will complete the required OH-1 as appropriate. ORC 5502.11 states
that every law enIorcement agency "investigating a motor vehicle crash involving a fatalitv,
personal infurv, or propertv damage in an amount not less than $1000 shall send a written report
of crash to the Director of Highwav Safetv.
