ORDER No. 7
COORDINATION OF HOUSING AND URBAN DEVELOPMENT
APPROPRIATIONS
By THE AUTHORITY VESTED IN THE EMERGENCY MANAGER
FOR THE CITY OF DETROIT
PURSUANT TO MICHIGAN'S PUBLIC ACT 436 OF 2012,
KEVYN D. ORR, THE EMERGENCY MANAGER,
ISSUES THE FOLLOWING ORDER:
Whereas, on March 28, 2013, Public Act 436 of2012 became effective and
Kevyn D. Orr became the Emergency Manager for the City of Detroit (the "City") with
all the powers and duties provided under Public Act 436; and
Under Public Act 436, the Emergency Manager acts for and in the place and stead
of the Detroit Mayor and City Council; and
Public Act 436 grants the Emergency Manager broad powers in receivership to
address the City's financial emergency, restore its financial stability, and ensure the
continuity of services essential to the public health, safety, and welfare; and
Public Act 436 authorizes the Emergency Manager to issue orders necessary to
accomplish the purposes of Public Act 436; and
The City's Housing and Urban Development grant and guarantee programs,
including, but not limited to, Community Development Block Grant ("CDBG"), HOME,
and Neighborhood Stabilization Program ("NSP"), are managed and monitored by the
City's Planning and Development Department; and
The Emergency Manager has determined that the Emergency Manager's staff

should manage and monitor the City's CDBG, HOME, and NSP grant and guarantee
programs to ensure that such programs being administered in the best interests of the
City, are consistent with the City's restructuring efforts, and are in compliance with the
requirements for such grants under city, state, and federal laws;
It is hereby ordered that:
1. All CDBG, HOME and NSP grants, guarantees, and related actions from and after
the date of this order will not be valid or effective unless and until approved by
the Emergency Manager or his designee in writing.
2. Nothing in this Order shall be interpreted as contrary to Federal law.
3. This Order is effective immediately upon the date of execution below.
4. This Order shall be distributed to the Mayor, City Council members and all
department heads.
5. The Emergency Manager may modify, rescind, or replace this Ord t any time.
