iPhone Issues on Call Set-up
Hi,
Anybody else here who have investigated call set-up issues with
iPhone like
1. iPhone automatically initiates a new call (new RANAP Initial UE
CM Service Service Request) after a failed call set-up that did not
reach the RANAP Set-up Message? The user is not aware of the
automatic redial but instead experience long call set-up.
2. or iPhone repeats another RANAP CM Service Request even the
first RANAP CM Service Request is not expired (T3230 of 3GPP TS
24.008). the result of this is that the MSS/MSC reject the call set-
up with RANAP Cause 34 (Service option temporarily out of order).
We have contacted Apple but no response so far.

Re: iPhone Issues on Call Set-up
Not a surprise for me. My customer had to deactivated several
features in the network due to issues with iPhone (mostly 3 and 4).
iPhone software has some serious problems...

Re: iPhone Issues on Call Set-up
hi guys,
this is a really good posts, does anyone have any knowledge of
NAS EMM/ESM cause codes failures related to smart phone devices
and why they have happened? I'm interested in finding out the
typical problems that users are experiencing in 4G networks that
specifically relate to device issues. I understand that the NAS
cause codes related to Mobility management and Session
management are the protocols that generate this. any information
would be good as I have nothing right now.

Re: iPhone Issues on Call Set-up
Hi,
In the second case study there is a parameter change that should
solve the problems with silent calls on Samsung phones:
SET UCORRMALGOSWITCH:
ReservedSwitch0=RESERVED_SWITCH_0_BIT9-1

Can someone please explain this parameter change since I'm
running a different vendor RNC (NSN) and and help me find
equivalent parameter on it.
Thx

Re: iPhone Issues on Call Set-up
Hey find below the parameter description below,
Set Connection-Oriented Algorithm Switches(SET
UCORRMALGOSWITCH)
Function
Use this command to query the connection-oriented algorithm
switches of an RNC.
Note
1. As a supplement, this command is used to change only the
algorithm switches involved. All switches provide multiple options.
SELECT ALL indicates that all switches are enabled. CLEAR ALL
indicates that all switches are disabled. GRAY ALL indicates that
the status of all switches does not change.
2. When PC_INNER_LOOP_LMTED_PWR_INC_SWITCH or
DRA_BE_RATE_DOWN_BF_HO_SWITCH is enabled, you are advised
to enable DRA_DCCC_SWITCH to optimize the effect of the related
functions.
3. HO_MC_SIGNAL_SWITCH is used to control the signaling status
only before service connection. The signaling status after service
release is not controlled by this switch.
Parameter
Parameter ID Parameter Name Parameter Description

17) CFG_RAB_REL_RMV_HSPAPLUS_SWITCH: When this switch is on
and if an RAB release is performed, the RNC decides whether to fall
back a certain HSPA(HSPA+) feature based on the requirement of
remaining traffic carried by the UE. That is, if an HSPA+ feature is
required by the previously released RAB connection but is not
required in the initial bearer policy of the remaining traffic, the RNC
falls back the feature to save the transmission resources. The
HSPA+ features that support the fallback are MIMO, 64QAM,
MIMO+64QAM, UL 16QAM, DC-HSDPA, and UL TTI 2ms.

management algorithm is used for the RNC.
2) DRA_BASE_ADM_CE_BE_TTI_L2_OPT_SWITCH: When the switch
is on, the TTI dynamic adjustment algorithm for admission CE-
based BE services applies to the UE with the UL enhanced L2
feature. This parameter is valid when
DRA_BASE_ADM_CE_BE_TTI_RECFG_SWITCH(DraSwitch) is set to
ON.
3) DRA_BASE_ADM_CE_BE_TTI_RECFG_SWITCH: When the switch
is on, the TTI dynamic adjustment algorithm is supported for
admission CE-based BE services.
4) DRA_BASE_COVER_BE_TTI_L2_OPT_SWITCH: When the switch is
on, the TTI dynamic adjustment algorithm for coverage-based BE
services applies to the UE with the UL enhanced L2 feature. This
parameter is valid when

10) DRA_HSDPA_STATE_TRANS_SWITCH: When the switch is on,
the status of the UE RRC that carrying HSDPA services can be
changed to CELL_FACH at the RNC. If a PS BE service is carried
over the HS-DSCH, the switch PS_BE_STATE_TRANS_SWITCH
should be on simultaneously. If a PS real-time service is carried
over the HS-DSCH, the switch PS_NON_BE_STATE_TRANS_SWITCH
should be on simultaneously.
11) DRA_HSUPA_DCCC_SWITCH: When the switch is on, the DCCC
algorithm is used for HSUPA. The DCCC switch must be also on
before this switch takes effect.
12) DRA_HSUPA_STATE_TRANS_SWITCH: When the switch is on,
the status of the UE RRC that carrying HSUPA services can be
changed to CELL_FACH at the RNC. If a PS BE service is carried
over the E-DCH, the switch PS_BE_STATE_TRANS_SWITCH should
be on simultaneously. If a PS real-time service is carried over the
E-DCH, the switch PS_NON_BE_STATE_TRANS_SWITCH should be
on simultaneously.
13) DRA_IP_SERVICE_QOS_SWITCH: Switch of the algorithm for
increasing the quality of subscribed services. When this parameter
is set to ON, the service priority weight of the subscriber whose
key parameters (IP Address, IP Port, and IP Protocol Type) match
the specified ones can be adjusted. In this way, the QoS is
improved.
14) DRA_PS_BE_STATE_TRANS_SWITCH: When the switch is on,
UE RRC status transition (CELL_FACH/CELL_PCH/URA_PCH) is
allowed at the RNC.
15) DRA_PS_NON_BE_STATE_TRANS_SWITCH: When the switch is
on, the status of the UE RRC that carrying real-time services can
be changed to CELL_FACH at the RNC.
16) DRA_R99_DL_FLOW_CONTROL_SWITCH: Under a poor radio
environment, the QoS of high speed services drops considerably
and the TX power is overly high. In this case, the RNC can set
restrictions on certain transmission formats based on the
transmission quality, thus lowering traffic speed and TX power.
When the switch is on, the R99 downlink flow control function is
enabled.
17) DRA_THROUGHPUT_DCCC_SWITCH: When the switch is on, the
DCCC based on traffic statistics is supported over the DCH.
18) DRA_VOICE_SAVE_CE_SWITCH: when the switch is on, the TTI
selection based on the voice service type (including VoIP and CS
over HSPA) is supported when the service is initially established.
19) DRA_VOICE_TTI_RECFG_SWITCH: when the switch is on, the
TTI adjustment based on the voice service type (including VoIP
and CS over HSPA) is supported.

PcSwitch Power Control Switch
Meaning: Power control switch group.
1) PC_CFG_ED_POWER_INTERPOLATION_SWITCH: When the switch
is on, E-DPDCH power interpolation formula is allowed. Otherwise,
interpolation formula is not allowed. When the interpolation formula
is used, E-TFCI and PO is involved in the calculation of transmit
power for block transmission on the E-DPDCH. In addition, the
extrapolation formula is also used. the interpolation formular is used
for high-speed services, whereas the extrapolation formula is used
for low-speed services. For details, see the 3GPP TS 25.214.
2) PC_DL_INNER_LOOP_PC_ACTIVE_SWITCH: When the switch is
on, the status of inner loop DL power control is set to "Active."
When the switch is not on, the status is set to "Inactive."
3) PC_DOWNLINK_POWER_BALANCE_SWITCH: When the switch is
on, the RNC supports DL power balancing. During soft handover,
TPC bit errors may cause DL power drift. DL power balancing is
enabled to balance the DL power between links, thus achieving the
optimal gain of soft handover.
4) PC_EFACH_ECN0_DYN_ADJ_SWITCH: When the switch is on, the
target value of Ec/N0 can be dynamically reconfigured on the E-
FACH. When the switch is disabled, the minimum value of Ec/N0 is
directly configured for the NodeB.
5) PC_FP_MULTI_RLS_IND_SWITCH: When the switch is on, the
RNC informs the NodeB of the current RLS number through the FP
inband signaling.
6) PC_HSUPA_HARQNUM_AUTO_ADJUST_SWITCH: When the switch
is on, the HSUPA service can use the smaller target number of
retransmissions when the uplink is not congested. If the uplink is
congested, the HSUPA service can use the typical target number of
retransmissions.
7) PC_INNER_LOOP_LMTED_PWR_INC_SWITCH: When the switch is
on, the limited power increase function is used for DL inner loop
power control.
8) PC_OLPC_SWITCH: When the switch is on, the RNC updates the
UL SIR TARGET of radio links on the NodeB side through IUB DCH FP
inband signaling.
9) PC_RL_RECFG_SIR_TARGET_CARRY_SWITCH: When the switch is
not on, a new initial SIRTarget value, during radio link

reconfiguration, is based on the converged SIRTarget value of
current outer loop power control. In addition, the UL SIRTarget
value is not included in the radio link reconfiguration messages to
the NodeB. This switch is only valid when the OLPC switch is ON.
10) PC_SIG_DCH_OLPC_SWITCH: When the switch is on, SIG DCH
is involved in UL OLPC as service DCH is. If the current link has only
SIG DCH, SIG DCH is always involved in UL OLPC.
11) PC_UL_SIRERR_HIGH_REL_UE_SWITCH: When the switch is on,
the UE is unconditionally released if the SIR error is high and the
cell is overloaded. Otherwise, the UE is not released.

Impact on Network Performance: None
CmpSwitch Compatibility Switch
Meaning: Compatibility switch group.
1) CMP_IU_IMS_PROC_AS_NORMAL_PS_SWITCH: When the switch
is on, the IMS signaling assigned by the CN undergoes compatibility
processing as an ordinary PS service. When the switch is not on,
no special processing is performed.
2) CMP_IU_QOS_ASYMMETRY_IND_COMPAT_SWITCH: When the Iu
QoS Negotiation function is active and the switch is on, IE RAB
Asymmetry Indicator is Symmetric bidirectional, The uplink and
downlink RNC negotiation rate is asymmetric, RNC select the bigger
rete as Iu QoS negotiation rate. When the switch is OFF, RNC
select the less rate as Iu QoS negotiation rate.
3) CMP_IU_SYSHOIN_CMP_IUUP_FIXTO1_SWITCH: When the
switch is on, the IUUP version can be rolled back to R99 when
complete configurations are applied during inter-RAT handover.
4) CMP_IUR_H2D_FOR_LOWR5_NRNCCELL_SWITCH: When the
switch is on, H2D is performed before a neighboring RNC cell whose
version is earlier than R5 is added to the active set; E2D is
performed before a neighboring RNC cell whose version is earlier
than R6 is added to the active set. If the DRNC is of a version
earlier than R5, DL services cannot be mapped on the HS-DSCH. If
the DRNC is of a version earlier than R6, DL services cannot be
mapped on the HS-EDCH.
5) CMP_IUR_SHO_DIVCTRL_SWITCH: When the switch is on, the
diversity combination over the Iur interface is configured on the
basis of that of the local RNC. When the switch is not on, the
diversity combination over the Iur interface is configured on the
basis of services. The flag of diversity combination over the Iur
interface can be set to MUST (for BE services) or MAY (for other
services).
6) CMP_UU_ADJACENT_FREQ_CM_SWITCH: when the switch is on,
the RNC initiates the inter-frequency measurement without
activating the compressed mode if the following two conditions are
met: the UE supports the non-compressed inter-frequency
measurement, the inter-frequency neighboring cells work in a same
frequency which is within 5 MHz higher or lower than the current
frequency; when the switch is off, the RNC activates the
compressed mode before initiating the inter-frequency
measurement.
7) CMP_UU_AMR_DRD_HHO_COMPAT_SWITCH: When the switch is
on, When SRB is set up on DCH, and RNC decides to setup the AMR
through DRD procedure, RNC will execute blind handover to the
target cell, and then setup the AMR RBs on the target cell.
8) CMP_UU_AMR_SID_MUST_CFG_SWITCH: For narrowband AMR
6/5/2014 Question iPhone Issues on Call Set-up
http://www.finetopix.com/showthread.php?32201-iPhone-Issues-on-Call-Set-up 14/32
services, when the switch is on, the SID frame is always
configured; when the switch is not on, the SID frame is configured
on the basis of CN assignment.
9) CMP_UU_FDPCH_COMPAT_SWITCH: When the switch is OFF, if
the information element that indicates the F-DPCH capability of UE
exists in the message "RRC_CONNECT_REQ" or
"RRC_CONNECT_SETUP_CMP", the F-DPCH capability depends on
that indicator. In other case, it means UE does not support F-
DPCH. When the switch is ON, if the information element that
indicates the F-DPCH capability of UE exists in the message
"RRC_CONNECT_REQ" or "RRC_CONNECT_SETUP_CMP", the F-DPCH
capability depends on that indicator. If that information element
does not exist, UE supports F-DPCH when all the conditions meets:
a) the version of UE is Release 6. b) UE supports HS-PDSCH.
10) CMP_UU_IGNORE_UE_RLC_CAP_SWITCH: When the switch is
on, the RAB assignment request and the subsequent RB setup
procedure proceed if the RLC AM capabilities of the UE fail to meet
the minimum RLC TX/RX window buffer requirement of the RAB to
be setup. When the switch is not on, the RAB assignment request
is rejected.
11) CMP_UU_INTRA_FREQ_MC_BESTCELL_CIO_SWITCH: When this
switch is on, the cell individual offset (CIO) of the best cell is
always set to 0 in the INTRA-FREQUENCY MEASUREMENT CONTROL
messages. Otherwise, the CIO information of the best cell is not
carried in the INTRA-FREQUENCY MEASUREMENT CONTROL
messages.
12) CMP_UU_IOS_CELL_SYNC_INFO_REPORT_SWITCH: When the
switch is on, the cell synchronization information traced by the IOS
need to be reported during the RRC measurement period.
13) CMP_UU_SERV_CELL_CHG_WITH_ASU_SWITCH: When the
switch is on, the active set update is in the same procedure as the
change of the serving cell. When the switch is not on, the serving
cell is changed after the UE updates the active set and delivers
reconfiguration of physical channels. This switch is applicable only
to R6 or aboveUEs.
14) CMP_UU_SERV_CELL_CHG_WITH_RB_MOD_SWITCH: When the
switch is on, channel transition is in the same procedure as the
change of the serving cell. When the switch is not on, the serving
cell is changed after the UE performs channel transition and
delivers reconfiguration of physical channels.
15) CMP_UU_VOIP_UP_PROC_AS_NORMAL_PS_SWITCH: By default,
the switch is on. In this case, the Alternative E-bit is not
configured for L2.

HoSwitch HandOver Switch
Meaning: HandOver switch group.
1) HO_ALGO_HCS_SPEED_EST_SWITCH: When the switch is on,
the RNC evaluates the UE's moving speed in the HCS and initiates
fast intra-layer or slow inter-layer handover.
2) HO_ALGO_LDR_ALLOW_SHO_SWITCH: When the switch is on,
the LDR inter-frequency handover is allowed during soft handover.
3) HO_ALGO_MBMS_FLC_SWITCH: When the switch is on, the UE
requires that the redirection strategy be used for frequency layer
convergence.
4) HO_ALGO_OVERLAY_SWITCH: When the switch is on, the
associated receiving and mobility algorithms of the overlay network
are used. When the switch is not on, the associated algorithms are
not used. Overlay network is an UTRAN network covering present
network, it supports HSPA, MBMS and other new features. To
satisfy new requirements of operator and restrictions of present
network, overlay network realizes operation distribution and load
sharing between new network and present network, also gives
special handling for mobility management of network verge.
5) HO_INTER_FREQ_HARD_HO_SWITCH: When the switch is on, the
RNC is allowed to initiate inter-frequency measure control or the
load-based inter-frequency hard handover upon the handover
decision on inter-frequency load.
6) HO_INTER_RAT_CS_OUT_SWITCH: When the switch is on, the
RNC is allowed to initiate inter-frequency measure control and the
CS inter-RAT hard handover from the 3G network to the 2G

network.
7) HO_INTER_RAT_PS_3G2G_CELLCHG_NACC_SWITCH: When the
switch is on, the NACC function is supported during the PS inter-
RAT handover from the 3G network to the 2G network in the cell
change order process. When the switch is not on, the NACC
function is not supported. When PS_3G2G_RELOCATION_SWITCH is
ON, this switch is useless. When the NACC function is supported,
the UE skips the reading procedure as the SI/PSI of the target cell
is provided after the UE accesses the 2G cell. Thus, the delay of
inter-cell handover is reduced.
8) HO_INTER_RAT_PS_3G2G_RELOCATION_SWITCH: When the
switch is on, the PS inter-RAT handover from the 3G network to
the 2G network is performed in the relocation process. When the
switch is not on, the PS inter-RAT handover from the 3G network
to the 2G network is performed in the cell change order process.
9) HO_INTER_RAT_PS_OUT_SWITCH: When the switch is on, the
RNC is allowed to initiate inter-frequency measure control and the
PS inter-RAT hard handover from the 3G network to the 2G
network.
10) HO_INTER_RAT_RNC_SERVICE_HO_SWITCH: When the switch is
on, the attributes of inter-RAT handover of the services are based
on the configuration of RNC parameters. When the switch is not on,
the attributes are set on the basis of the CN. If no information is
provided by the CN, the attributes are then based on the RNC
parameters.
11) HO_INTRA_FREQ_DETSET_INTO_ACTSET_SWITCH: When the
switch is on, the cells in the detected set from which the RNC
receives their valid event reports can be added to the active set.
The cells allowed to be added to the active set must be the
neighboring cells of the cells in the active set.
12) HO_INTRA_FREQ_DETSET_RPRT_SWITCH: When the switch is
on, statistics on the intra-frequency measurement reports of the
detected set are taken.
13) HO_INTRA_FREQ_HARD_HO_SWITCH: When the switch is on,
the RNC is allowed to initiate the intra-frequency hard handover.
14) HO_INTRA_FREQ_RPRT_1J_SWITCH: When the switch is on, the
event 1J is included in the delivery of intra-frequency measurement
control if the UE version is R6.
15) HO_INTRA_FREQ_SOFT_HO_SWITCH: When the switch is on,
the cells on the RNC can active the soft handover. When the RNC
receives reports on the events 1A, 1B, 1C, or 1D, associated
addition, removal, and replacement of handover cell of the soft
handover are initiated.
16) HO_MC_MEAS_BEYOND_UE_CAP_SWITCH: When the switch is
6/5/2014 Question iPhone Issues on Call Set-up

on, the neighboring cell whose frequency band is beyond the UE's
capabilities can also be delivered in the inter-frequency
measurement list.
17) HO_MC_NCELL_COMBINE_SWITCH: When the switch is on, the
neighboring cell combined algorithm is used during the delivery of
the objects to be measured. When the switch is not on, the
optimal cell algorithm is used.
18) HO_MC_SIGNAL_IUR_INTRA_SWITCH: When the switch is on,
intra-frequency handover is allowed over the Iur interface if the UE
has only signaling.
19) HO_MC_SIGNAL_SWITCH: When the switch is on, quality
measurement on the active set is delivered after signaling setup
but before service setup. If the UE is at the cell verge or receives
weak signals after accessing the network, the RNC can trigger
inter-frequency or inter-RAT handover when the UE sets up the
RRC.
20) HO_MC_SNA_RESTRICTION_SWITCH: When the switch is on,
the RNC controls the UEs in the connected state based on the
configurations on the CN. The UEs can only access and move in
authorized cells.

SrnsrSwitch SRNSR Algorithm Switch
Meaning: SRNSR algorithm switch group.
1) SRNSR_DSCR_IUR_RESRCE_SWITCH: When the switch is on,
relocation for transmission optimization over the Iur interface is
allowed. When there is congestion over the Iur interface, the UE
may be selected to initiate relocation or DSCR if the UE has only a
radio link over the Iur interface and the link have the same
attributes as the congested link. Based on PsBeProcType of ADD
UNRNC, the RNC decides whether to initiate relocation or DSCR.
When the RRC CONN REL message with the cause value "Directed
Signalling Connection re-establishment" is sent to the UE, the UE
initiates RRC reestablishment and updates the routing area once
immediately.
2) SRNSR_DSCR_LOC_SEPRAT_SWITCH: When the switch is on, the
RNC initiates static relocation or DSCR if the optimal cell and the

SRNC (the SRNC and the CRNC are separated). Based on
PsBeProcType of ADD UNRNC, the RNC decides whether to initiate
relocation or DSCR.
3) SRNSR_DSCR_PROPG_DELAY_SWITCH: When the switch is on,
the RNC initiates static relocation or DSCR if the delay over a link
cannot meet QoS requirements (the SRNC and the CRNC are
separated). Thus, delay over the link is reduced on the network
side and the QoS is enhanced. Based on PsBeProcType of ADD
UNRNC, the RNC decides whether to initiate relocation or DSCR.
4) SRNSR_DSCR_SEPRAT_DUR_SWITCH: When the switch is on, the
RNC initiates static relocation or DSCR if the duration of separation
between the SRNC and the CRNC exceeds a configured threshold.
Based on PsBeProcType of ADD UNRNC, the RNC decides whether
to initiate relocation or DSCR.

CmcfSwitch CMCF Algorithm Switch
Meaning: CMCF algorithm switch group.
1) CMCF_DL_HLS_SWITCH: When the switch is on, the compressed
mode supports DL higher-layer scheduling.
2) CMCF_UL_HLS_SWITCH: When the switch is on, the compressed
mode supports UL higher-layer scheduling.

3) CMCF_UL_PRECFG_TOLERANCE_SWITCH: When the switch is on,
the compressed mode of the UE in the compressed mode pre-
configuration state can be different from that required by current
traffic.
4) CMCF_WITHOUT_UE_CAP_REPORT_SWITCH: When the RNC
starts inter-frequency or inter-RAT measurement, the RNC checks
the information of whether the compressed mode is required for
measurement on the frequency band of the cells in measurement
list. The information should be reported by the UE in RRC connect
setup complete message. When the switch is on and no such
information has been reported, the RNC starts the compressed
mode and then delivers the measurement.

Re: iPhone Issues on Call Set-up
So below are the NAS protocol cause codes from that I'm looking to
understand from a device perspective, the network is 4G LTE and
I'm interested to find any device issues related with Alcatel Lucent
and Ericsson 4G networks from these cause codes....does any one
have any experience of specific case studies relating to devices
problems in LTE for Ericsson and Alcatel Lucent with NAS protocol
cause codes?
