The Germantown Village Board approved a resolution
Aug. 18 asking the state Department of Transportation and
the Federal Highway Administration to reevaluate the noise
impact of converting US Highway 41/45 to an interstate
highway.
According to information from village staff, the Meadow
Creek Homeowners Association submitted a petition to the
village with 150 signatures requesting that the DOT change
the environmental document from an engineering report to an
Environmental Impact Statement. According to to the staff
memo, residents previously contacted Rep. Dan Knodl and
Sen. Alberta Darling on the matter.
Director of Public Works Dan Ludwig said DOT officials
have told village officials that the change is really just a con-
version project, changing the highway nameplates from one
designation to another with no additional lanes to be added.
In a January 2013 memo on the conversion project, DOT offi-
cial stated that doubling traffic would increase traffic by three
decibels, a figure which is barely perceptible. Given that the
traffic volumes in the corridor will not double, noise levels
from the highway will not be significant.
As a result, DOT officials concluded there would be no
significant impacts that would require the more stringent envi-
ronment impact statement.
The Public Works Committee sided with the residents and
favored the motion. During the presentation to the board,
Ludwig said the residents ultimate goal to get noise barriers.

The Germantown School Board approved
a motion Aug. 11authorizing the district to
issue up to $5 million of 10-year general obli-
gation promissory notes.
Director of Business and Auxiliary Services
Ric Ericksen said that in 2009 the district
issued $3 million of notes to fund capital
improvements.
This is all identical to that process using
the same statues, Ericksen said.
Ericksen said that because principal and
interest payments would be within state law
covering revenue limits the district cannot
increase taxes for the borrowing.
So this isnt going to change taxes at all,
Ericksen said.
He further explained that by approving
the resolution, it will provide a funding option
for capital improvements. He said the Building
Committee is working on determining capital
improvement projects and priorities. Once
final projects and how much they cost have
been confirmed by the board, the matter will
be placed before the Finance Committee
agenda as part of discussion prior to going to
the School Board.
If the board went with the process, it would
receive the proceeds by mid-October.
Ericksen added that the district has five
years to issue all or part of the notes.
You dont have to issue a thing, he said.
This at least gets everything motion.
Board President Bob Soderberg refer-
enced a list of projects before the committee to
consider.
Were not saying were going to do $5
million next year, but theres discussion at the
committee level that we would do $1 million
on a year-to-year basis to fund just the things
that need to get done on a yearly or annual
basis, Soderberg said.
When asked, Ericksen said there would be
no cost to the district if no borrowing occurred.
The resolution was approved 6-1, with
board member Bruce Warnimont voting
against the request.

The Schauer Community School of
the Arts announces visual art classes and
workshops for students ages 6 to 18
starting in September. Youth visual arts
classes encourage individual expression
and provide opportunities to work direct-
ly with professional artists. Classes will
be held at the Schauer Arts & Activities
Center, 147 N. Rural Street in downtown
Hartford. Art supplies are included and
no experience is needed.
Classes include:
Creative Canvas on Monday,
September 8 for ages 7-12 with an adult
from 5:30-7:30 p.m. Spend a fun
evening with a friend or family member
creating a masterpiece on a single can-
vas while listening to music. Participants
will be guided step-by-step through the
process in a relaxed setting.
Fall Gallery Days on Mondays,
Sept. 15-Oct. 20 for ages 7-13 from
4:30-5:30 p.m. Students will make last-
ing seasonal projects that are inspired by
a wide variety of materials. Projects
include a 3-D scarecrow on a tile, sun-
flower vase, fall leaves painted with
watercolor, a detailed birch tree with
acrylics, and a landscape silhouette on
watercolor paper.
Fall into Clay on Thursdays, Sept.
18-Oct. 9 for ages 6-14 from 4:45-6:15
p.m. Combine clay with natural beauty
of falls elements like fallen leaves and
pine cones. Students will use basic hand-
building techniques to create finished
pieces that reflect fall beauty.
To register for classes or request a
brochure, contact the Schauer Center by
phone at (262) 670-0560, ext. 4 or in
person, Monday through Friday from
11:30 a.m. to 5:30 p.m., at 147 N. Rural
Street in Hartford. For a complete list of
classes and descriptions, or to register
online visit SchauerCenter.org/CSA.
Tuition fees apply, but financial aid and
payment plans are available upon
request to those who qualify.
