The Germantown Village Board approved a resolution
Aug. 18 asking the state Department of Transportation and
the Federal Highway Administration to reevaluate the noise
impact of converting US Highway 41/45 to an interstate
highway.
According to information from village staff, the Meadow
Creek Homeowners Association submitted a petition to the
village with 150 signatures requesting that the DOT change
the environmental document from an engineering report to an
Environmental Impact Statement. According to to the staff
memo, residents previously contacted Rep. Dan Knodl and
Sen. Alberta Darling on the matter.
Director of Public Works Dan Ludwig said DOT officials
have told village officials that the change is really just a con-
version project, changing the highway nameplates from one
designation to another with no additional lanes to be added.
In a January 2013 memo on the conversion project, DOT offi-
cial stated that doubling traffic would increase traffic by three
decibels, a figure which is barely perceptible. Given that the
traffic volumes in the corridor will not double, noise levels
from the highway will not be significant.
As a result, DOT officials concluded there would be no
significant impacts that would require the more stringent envi-
ronment impact statement.
The Public Works Committee sided with the residents and
favored the motion. During the presentation to the board,
Ludwig said the residents ultimate goal to get noise barriers.

Around the village and county
The Germantown School Board approved
a motion Aug. 11authorizing the district to
issue up to $5 million of 10-year general obli-
gation promissory notes.
Director of Business and Auxiliary Services
Ric Ericksen said that in 2009 the district
issued $3 million of notes to fund capital
improvements.
This is all identical to that process using
the same statues, Ericksen said.
Ericksen said that because principal and
interest payments would be within state law
covering revenue limits the district cannot
increase taxes for the borrowing.
So this isnt going to change taxes at all,
Ericksen said.
He further explained that by approving
the resolution, it will provide a funding option
for capital improvements. He said the Building
Committee is working on determining capital
improvement projects and priorities. Once
final projects and how much they cost have
been confirmed by the board, the matter will
be placed before the Finance Committee
agenda as part of discussion prior to going to
the School Board.
If the board went with the process, it would
receive the proceeds by mid-October.
Ericksen added that the district has five
years to issue all or part of the notes.
You dont have to issue a thing, he said.
This at least gets everything motion.
Board President Bob Soderberg refer-
enced a list of projects before the committee to
consider.
Were not saying were going to do $5
million next year, but theres discussion at the
committee level that we would do $1 million
on a year-to-year basis to fund just the things
that need to get done on a yearly or annual
basis, Soderberg said.
When asked, Ericksen said there would be
no cost to the district if no borrowing occurred.
The resolution was approved 6-1, with
board member Bruce Warnimont voting
against the request.

The Schauer Community School of
the Arts announces visual art classes and
workshops for students ages 6 to 18
starting in September. Youth visual arts
classes encourage individual expression
and provide opportunities to work direct-
ly with professional artists. Classes will
be held at the Schauer Arts & Activities
Center, 147 N. Rural Street in downtown
Hartford. Art supplies are included and
no experience is needed.
Classes include:
Creative Canvas on Monday,
September 8 for ages 7-12 with an adult
from 5:30-7:30 p.m. Spend a fun
evening with a friend or family member
creating a masterpiece on a single can-
vas while listening to music. Participants
will be guided step-by-step through the
process in a relaxed setting.
Fall Gallery Days on Mondays,
Sept. 15-Oct. 20 for ages 7-13 from
4:30-5:30 p.m. Students will make last-
ing seasonal projects that are inspired by
a wide variety of materials. Projects
include a 3-D scarecrow on a tile, sun-
flower vase, fall leaves painted with
watercolor, a detailed birch tree with
acrylics, and a landscape silhouette on
watercolor paper.
Fall into Clay on Thursdays, Sept.
18-Oct. 9 for ages 6-14 from 4:45-6:15
p.m. Combine clay with natural beauty
of falls elements like fallen leaves and
pine cones. Students will use basic hand-
building techniques to create finished
pieces that reflect fall beauty.
To register for classes or request a
brochure, contact the Schauer Center by
phone at (262) 670-0560, ext. 4 or in
person, Monday through Friday from
11:30 a.m. to 5:30 p.m., at 147 N. Rural
Street in Hartford. For a complete list of
classes and descriptions, or to register
online visit SchauerCenter.org/CSA.
Tuition fees apply, but financial aid and
payment plans are available upon
request to those who qualify.

The community is encouraged to attend a
fundraiser to help Ava Gehrung, a 9-year-old
girl from the town of Erin with serious medical
needs.
Adopted from China three years ago by
parents Brian and Nancy, Ava experienced a
stroke at birth that destroyed 75-percent of the
left side of her brain and has left her with
uncontrollable seizures as well as speech dif-
ficulties and cognitive delays. Her family is in
great need of funds to help get her seizures
under control.
The fundraiser will be held Saturday, Sept.
6, noon to 3 p.m., at Trysting Place Pub, N71
W12980 Appleton Avenue. Admission is $20
for adults, $10 for children ages 5-12 and
free for children under age 5.
For the event, Buddy Love will perform
music from the 1950s, 60 and 70s, Bubbles
the Clown will offer painting and balloon
making, and a hula hoop contest will be held.
There will also be a 50-50 raffle, gift raffle
and bake sale.
Sal Zizzos famous pizza and beverages
will be available for purchase.
To volunteer or make a donation, call Bob
or Gloria Jean Howe at (262) 253-0397.
Donations can be sent to Bob and Gloria

The following report was taken
from records at the Germantown
Police Department.
Operating while intoxicated
A motorist was arrested for operating
while intoxicated at 11:30 p.m. Aug. 14 fol-
lowing a traffic stop in the N900 block of
Riversbend Lane.
A female subject was arrested for oper-
ating while intoxicated at 1:49 a.m. Aug. 15
after she was observed passed out in her vehi-
cle in the W16000 block of Sylvan Circle.
Theft
A subject drove off from Kwik Trip,
W188 N10963 Maple Rd., at 5:47 a.m. Aug.
15 without paying for $51.85 worth of gaso-
line.
The manager of KFC, N96 W17860
County Line Rd., reported the theft of an dis-
closed amount of cash from his office Aug. 14.
Retail theft
A male subject was cited for retail theft
at Fleet Farm, N96 W18200 County Line Rd.,
at 3:36 p.m. Aug. 14.
Vandalism
A male subject from the N11000 block
of Valley Court reported Aug. 15 that his vehi-
cle and garage had been egged.
Warrants
A male subject was taken into custody
on a Germantown warrant at 8:47 p.m. Aug.
14 after police responded to the report of an
intoxicated subject at McDonalds, N112
W15936 Mequon Road.

The Germantown Village Board
approved a change order last week to the
Appleton Avenue water main extension that
was prompted by a last-minute discovery.
During the Aug. 18 board meeting,
Village Engineer Brionne Bischke explained
that during the planning process for the exten-
sion the village contacted Diggers Hotline
and was told of two underground high pres-
sure gas transmission lines that are managed
by TransCanada. Bischke said the plans for
the extension were designed around those
lines.
When the village sent out plans for bid,
copies were sent to regulatory agencies and
utilities. After that was done bids were sent
out, and a pre-construction meeting was held
a few weeks ago, Bischke said. At that time,
WE Energies advised the village there were
two additional lines in the area.
And my jaw hits the table, Bischke said.
He said that while TransCanada first
agreed to an open trench for the project, they
now want to bore through the rock in the
area.
He said it will be more expensive to do the
borings through rock, after which pipe will be
installed and there will be casings and spac-
ers.
The estimated change of scope will result
in an additional $61,644 change. The work
is taking place near Lannon Road, and started
the next day.
By Thomas J. McKillen, Managing Editor
Change order approved for
water main extension project
According to Ludwig, residents requested a
noise barrier in 2003. At that time, the village
was required to pay half the cost for the barri-
ers, which the village did not pursue.
Trustee Robert Warren said he voted
against the request in committee, explaining
the project is a rehabilitation project and not a
reclassification of the road, and the volumes
wont increase enough to merit noise barriers.
I didnt think it was worth this boards (time)
to develop a resolution that really isnt going to
go anywhere, Warren said, predicting that the
resolution would fall on deaf ears.
Village Attorney Brian Sajdak said the
request is not going to accomplish anything. I
think its too late, just based on the process,
where we are at this point.
Village President Dean Wolter cited the
petition signed by 150 residents.
This is what we can do. To do nothing
would be to turn our back on 150 signatures,
to me. To pre-draw a conclusion for somebody
that lives this everyday, Im not willing to do
that, Wolter said. Im willing to do this.
The request was approved by a 7-1 vote,
with Warren voting against the resolution.

The Washington County Treasurers
Office has collected approximately 78 per-
cent of the 2013 postponed delinquent
taxes that the department received notice
of in February from local municipalities,
Treasurer Jane C. Merten told the
Washington County Board Aug. 12.
During a report to the board on the
offices activities, Merten added that the
estimate doesnt include the city of West
Bend, which will be settled in August.
Merten said tax collections for 2013
versus 2012 were about the same, there
wasnt much difference.
According to Merten, as of July 31 the
total unpaid taxes were $7.9 million. Of
Treasurer provides update to County Board
that amount, $5.9 million is for 2013 taxes
and $2 million is for prior years.
Later during her presentation Merten
noted that in July 125 taxpayers paid their
taxes by credit card or electronic check.
She added that the taxpayer pays all serv-
ice fees associated with electronic pay-
ment.
Accepting credit card and e-check pay-
ments for real estate taxes is listed as one
of the accomplishments in 2013 in
Mertens written report to the board.
According to the report, in 2013 revenue
interest from investments came in at
$186,111 while revenue interest earned
from delinquent taxes came in at
$1,294,944.
Among the goals for this year listed in
the report are to continually monitor coun-
ty investments to earn a fair rate of return,
make preservation of principal the top pri-
ority when selecting investments of county
funds, producing 2014 tax bills and tax
rolls with 100 percent accuracy and con-
tinuing to examine methods available to
preserve the countys tax roll records.
The county treasurers office is the legal
custodian of all county tax records, the
report states. The report states the office
maintains a central file of all tax rolls for
Washington County dating back to the
1830s. The office is staffed by the elected
treasurer (Merten), a deputy treasurer and
two accounting assistants.
