Praise the Lord, we are back in the Philippines and hard at work. We arrived on
September 15,. after an absence of a full year and a half. We extended our stay in
the U.S. because of the invitation to speak at the North American Christian Convention
in Louisville, KY, in July. We praise God for that opportunity and for the terrific
fellowship we had at that gathering.
This is our 35th year and our 8th term of service in the Philippines. On our first
weekend in Aparri, we made a special Crip to Northern Isabela Academy to meet with
the administration and teachers of both high schools. The next week was Deeper Life
Week at Aparri Bible Seminary and I spoke 6 times. It is great to be back at work
here with Lloyd and all our other loved ones here.
During the next four years, in addition to maintaining our present ministry, there
are several things we want to accomplish:
1. We plan an intensive teaching campaign on stewardship among the
established churches and in our schools, looking toward the goal
of totally self-supporting churches.
2. We plan to open up a whole new area of evangelism on the east coast
- of Northern Luzon, on the eastern side of a big mountain range that
runs up and down the entire east coast. Several large lumbering towns
have been established in that area in recent years. Thousands of
people are living there now and we have no work at all among them.
There is a great possibility that we will want to establish a school
over there at some time in the future. Our main problem will be
transportation. There are no roads through the mountains, and to walk
it would be extremely dangerous and time-consuming. The most obvious
answer is an airplane. The Lord has already provided the pilots.
The lumber companies have airfields. To this end we have established
a special account for "Operation Philippine Wings", and several gifts
have come in so designated. We rejoice in this and are committing
this project to the Lord.
3. We plan to establish a Vocational-Technical High School and College
on the 25-acre site which the Mission owns in Lal-lo, 10 miles south
of .Aparri. We consider such a school to be an extremely important
part of our effort to bring the churches in Northern Luzon to a
self-supporting position. Our two present schools are college
preparatory in nature. Many students from these schools are going into
colleges and universities, and are already entering into the various
- professions" and j"ob opp'brtuhi'ties for which their education has prepared
them, but many others cannot afford to go to college. A vocational
school will enable a student to get a job or establish a business
right out of high school. You can see how this will help to bring
the church to a self-supporting position, by having wage-earners who
have been taught the principles of stewardship.
4. We plan to establish our own Radio Broadcasting Station at Lal-lo on
the same piece of property where the high school and college will be
located. Radio is by far the most effective means of mass communication
in southeast Asia today. Most people in this vast area do not have
access to television and newspapers or other printed material, but
they do have radios. The transistor radio has made this possible.
We believe we should have a radio station on the northern seacoast
of Luzon which would be able to reach all of Northern Luzon by AM and
a more limited area by FM. Perhaps of equal importance, we would be
able to reach into mainland China and all of Southeast Asia by short wave.

We have decided to call #3 and #4 above "THE LAL-LO PROJECT". This will consist
of (1) development of the site; (2) buildings and equipment for the high school
and college, (same facilities for both); and (3) building and equipment for the
radio station.
Present plans are to begin construction on buildings in early 1982. We hope to
have the radio station operating within the next two years. Will you pray with
us for the accomplishment of these plans? The Lord is definitely leading in these
directions. Items for special prayer are: (a) granting of permission from the
Philippine government for the radio station and the high school and college;
(b) funds needed to build, (to beat inflation, we plan to buy and stockpile materials
as funds are available); (c) funds needed for equipment; (d) personnel needed
for the radio project, (Filipinos will make up most of the staff; a few American
technical advisors may be needed); (e) personnel (Filipino) for the high school
and college.
We rejoice at Lloyd's marriage on December 19,
to Marivic Tenorio, a fine Christian young
lady whom we have known for many years.
Her family is active in the work here and
she is a delightful addition to our family.
We are building an apartment for them and
have established a "House Fund" to purchase
the necessary building materials.

Our son Rob has been seriously ill the last two months and we ask your prayers
for he and his wife Lory as they continue their work as our U.S. Agents in Houston.
Pray for us as we have begun another term of service for the Lord here. Pray for
our co-workers, American and Filipino, as we work together in the present 6 ministries,
namely; Aparri Bible Seminary, Evangelism, Printing, Radio, Christian High Schools,
and the Cagayan Valley Children's Home.

ANNIVERSARIES
Greetings in the name of Christ, This is a memorable year for us. Exactly 35 years ago on
May 30 we sailed out of San Francisco Bay on the "SS General Gordon" for the Philippines to
begin a work for the Lord in Northern Luzon. It was 30 years ago in June that we started
Aparri Bible Seminary; 25 years ago Aparri Christian Press was inaugurated; 15 years ago the
two Christian High Schools, Northern Isabela Academy and Southern Isabela Academy, began their
existence; 5 years ago saw the beginning of Cagayan Valley Children's Home. The Lord has led
step by step and has blessed His work here in a remarkable way.
APARRI BIBLE SEMINARY Commencement

certificates along with 2 other girls.
Joemar received his BSL degree with 4
others. One received a Ministerial Di
ploma, and k their BTh degrees. Since
graduation Joemar has married the mid
wife at the Children's Home, where he
has been chaplain the last two years.
They are now living there, and he is
able to give some much needed male
counsel and advice to the older boys
as he works with and teaches them.
CHRISTIAN HIGH SCHOOLS Charles spoke for Commencement and Lloyd for Baccalaureate the last
of March at both schools. Charles presented diplomas to 184 young people. During the school
year, 201 were baptized into Christ, bringing the total since establishment in 1987 to around
2000 won to the Lord. The RICE LAND we had hoped to buy near NIA is still not available, but
an irrigation well has been put down and is being used on the 7i acres of rice land we own
there. This along with tuition fees, provided 91^ of the operational expenses for NIA in
1981-1982. SIA required more help from the Mission than NIA, We have purchased 13-3/4 acres
of rice land adjacent to our property in Lallo, 10 miles south of Aparri, and proceeds from
this will help with expenses at the two existing high schools.
A YOUNG ADULTS' RETREAT with 22 present was held on the ABS campus Apr. 4-8, with Dennis
McKinney as director. Charles preached every night. Mrs. Betty Turner from Japan inspired
the young people as she shared with them each day. Comments from 'Retreaters':"Let's have
a longer retreat next yearl" SUMMER CAMPING SEASON is here.' 72 enrolled for Int. camp this
week. Last week 58 Junior campers were here; 17 were baptized into Christ. Charles taught
and preached during Sr. camp two weeks ago; 70 enrolled; 5 accepted Christ. That same week
Roberta was in Baguio teaching in a Seminar sponsored by Cruzada Church of Christ in Manila.
Around 200 attended the CAGAYAN VALLEY CONVENTION in Aparri April 30-May 2. The annual
CONFERENCE ON EVANGELISM sponsored by Aparri Bible Seminary was held March 2-5. Plans were
made for the summer evangelistic work on the last day. Several young graduates and advanced
students of the Seminary have gone out in 2-man teams, each to work in a single area for 1
or 2 months. This Is meeting with good response, with souls won to the Lord, and new areas
being opened. In Aparri an intensive evangelism campaign has reached into many new homes
with the Gospel; sinee Oct. , 21 have been baptized into Christ, Cosme Batalla, preacher in
~Roxas"7 Isabela,~iTas baptized 29'people~5lnce Jan. "1. This is a church t+iat was spl I t over
Tegaliatic doctrine, and we praise the Lord for the healing that is taking place as the Word
of God is preached faithfully and positively. At least 3 new churches have been established
since we returned last Sept. Brother Sergio Banggo was instrumental Tn starting a new cong
regation in Ballesteros, Cagayan. Bro. Banggo preaches regularly in Maxingal, Lallo, and on
Sun. afternoons he would ride his motorcycle over rough roads about 40 kil., rain or shine,
to conduct Bible studies. Their new chapel building was dedicated 10 days before Christmas,
with the ABS choir presenting a special program, and many brethren and all the missionaries
from Aparri present. Charles preached the dedication message. 7 were baptized that day.
CHANGES IN STAFF In April Bro. Romeo Gorospe and family left for Hawaii in response to a
call from the Waipahu congregation of mostly Filipinos. We miss them personally and in the
work here, even as we pray God's blessings upon them in His work there. To help fill the
gap created by their leaving, we have called Rogelio and Bella Tenorio to Aparri. Rogelic
has been the excellent principal of Southern Isabela Academy for the past 10 years; Bella
has been librarian, music teacher, and for the past year acting treasurer. Both are gradu
ates of ABS, and Rogelio has his BSE and MA degrees In Education from secular colleges. He
will be serving the high schools as an over-all evaluator, as well as helping to develop
teaching materials for the Church Growth program in the Churches, and will have many other
responsibilities on behalf of the Philippine Mission. Pray for both families.

The four Selbys in the Philippines, Charles
and Roberta, Lloyd and Marivic, send you
greetings in Christ for this holiday season of
Christmas and NewYear's. We praise the Lord for
the fellowship we have with you in sharing the
Gospel of Christ in this land. We are His
ambassadors; you have sent us forth. We ask
God's richest blessings upon you according to
Philippians 4:19.
Aparri Bible Seminary
Aparri Bible Seminary opened for the
second semester on October 18 with 110 students
enrolled. A total of 120 enrolled for the first
semester. Both dormitories are packed, and we are finding our small Seminary building very
inadequate. Classes must meet in the dining hall and library, and classrooms are extremely crowded.
Therefore plans are being drawn up by the architect for a new Seminary buildingto be erected on the
lot between here and the boys' dorm, just down the street. This lot is already paid for and developed,
ready for construction to begin on the two-story buildingwhich should meet the needs of Aparri Bible
Seminary for years to come. There are presently no funds on hand for this project, but after much
prayer, we believe the Lord is definitely leading, and so we move ahead on faith. Cement blocks are
being made, and as soon as we have the permit to build, we will go ahead with the foundations. We
need your prayers and willappreciate financial help for this much-needed building. Estimated costs for
this fully concrete building will be around $15.00 per square foot.
Right at the opening of the school year in June, we were privileged to have Brother Scth Wilson
from Ozark Bible College with us for a two-week lectureship, one week on "Church Leadership"
and one on "Church Unity". He lectured 7 hours a day here at the Seminary, spoke at Aparri Church
the first Sunday, then went to Northern Isabela Academy for lectures on Saturday and Sunday to the
teachers of both schools, and spoke to students there on Monday morning. The next two weeks he
lectured at Manila Bible Seminary and Cruzada Church of Christ in Manila. His amazing stamina,
astounding memory, spiritual insight and logical presentation of the Word of God were a great blessing
to all of us here.
Christian High Schools
On October 14, a very destructive typhoon passed across southern Cagayan and northern
Isabela, causing extensive damage to crops and buildings. Northern Isabela Academy was right in
the path of the storm, and sustained about $3,000.00 in damages. Windows were torn out. partitions
and blackboards were blown to pieces, and some records were destroyed. Only two days of classes
were missed while students helped clean the premises.
The typhoon occurred on the last day of the "Week
of Evangelism". Twice during the school year, one week
is set aside for a special evangelistic emphasis, with
teams of preachers, ABS professors, and singing groups
from ABS, working among the students in personal
evangelism and holding a 2-hour evangelistic service
every day. During this week, there were 249 students
baptized into Christ at both schools.
Two weeks prior to this, during a special "Teacher
Appreciation Day" for teachers of both schools, Charles
baptized 4 teachers, making the faculty now 100%
Christian. Eight students had been baptized before this
week, so the total won to the Lord thus far this school
year is 261 teachers and students. These schools have
the largest enrollment since they began in 1967, with
1,150 students in Bible classes every day. Pray for the
administration and faculty as they teach and nurture
these young people in the Lord.

Evangelistic Work
Reports from preachers in the field reveal a growing interest in spiritual things on the part of many
people in the communities where they serve. Churches are growing, chapel buildings are being built,
souls are being won to the Lord, and there seems to be a growing enthusiasm among the preachers
throughout the whole area. There were over 600 baptisms during 1981, that we know about. Many are
not reported to us here.
We are looking forward to the coming of Mr. and Mrs. Lowell Applcbury of Bakersfield,
California, who plan to spend at least one year with us. In addition to teaching in the Seminary, Lowell
will work with us in setting up a discipleship program that will be used throughout the Churches in the
Cagayan Valley. This is designed to involve every church member possible in soul winning, and to
promote Christian growth in the lives of individual Christians. Pray for the Applebury's as they make
plans to arrive here in March.
Radio Ministry
Several months ago, in discussions with officials at FEBC (Far East Broadcasting Company) in
Manila, we found out that the government is limiting thenumber ofpermits for newradio stations. We
were advised to try to buy anexisting permit or radio station. This was made a matter ofprayer, and
just recently wehavebeengiven the opportunity to purchasean existing permit. Wedidnotseekthis
out; it came to us through friends who heardofit. Praisethe Lordagain for answered prayer. Weare
still in the steps of investigation and negotiation regarding this permit.
ByApril 1,1983, we hope to be broadcasting on at least two commercial stations herein Northern
Luzon. There are a number ofthings we have to doto prepare for that major step. We hope Brother
Applebury will be able to help our Filipino leaders herework out a correspondence course especially
for use in our radio ministry. Your prayers regarding these things are earnestly solicited.
Aparri Christian Press
Aparri Christian Press continues to provide printed material for our evangelistic work, and
teachingmaterial for the Churches. We hope to get the Multilith Offset inoperation soon, withsome
one trained who can operate it consistently. The long-planned expansion of the Press will be
possible when the newSeminary buildingiscompleted. The oldSeminary buildingwill then beusedfor
the press on the groundfloor, and offices on the second floor. Thiswill makeover2,000 squarefeetof
floor space available to the press, nearly three timeswhat they havenow. Lackofequipment andlack
of space have hinderedthe growth of this ministry a great deal. The newset-upwill provide plenty of
room for additional equipment and a vastly increased printing ministry.

Cagayan Valley Children's Home
Cagayan Valley Children's Home now has 36 children, and Mary Pruitt is
strugglingthrough an epidemic of measles withthem; at least 15have had measles,
and some have had complicationsofbronchitisor bronchialpneumonia. Mary's big
news is that she will be married on December 11 to a Filipino, Gilbert Bureros,
whom she has known since she met himinCebu duringTravellingCollegedays. He
has a degree insocial work, and likeMary, has a great love for children, so should fit
in well at the Children's Home. Ray Carlson fromCebu will perform the ceremony
at the Children's Home, and Mary plans for all the children to participate in the
wedding. Joy Collins has been busy sewing14bridesmaids' dresses, plus pants for
the little boys. Mary's parents, Bobby and Jean Pruitt, and Naomi Goode from
Grants Pass, Oregon, will be here for the wedding. They will be thrilled with the love
they see manifested in the Children's Home, love for God and for one another
among the children and workers there.
Family Health
Roberta is much better after an attack on August 23 diagnosed as a
coronary; however tests in Manila a month later showed a normal EKG, as
well as various blood tests. Her blood pressure and heart rate were elevated
and she has been under treatment to get those regulated. She has not taught
for three months, but plans to resume December 1. Charles also had a high
blood pressure attack in early October, but is all right now, off medication.
Your prayers for health and energy for us to continue in the Lord's work
here will be appreciated. There is much to be done yet, and we are not ready
to quit.
