Subj.: Class Rates

1. Situation
Paragraph 252 of Midshipmen Regulations, which addresses the issue of Class Rates, is outdated, unclear,
and confusing. It is our recommendation that the following document serve as a replacement.

2. Mission
The purpose of this change is to update the class rates for 1st Class Midshipmen in the area of weekday
liberty.

3. Execution
With the publication of these Revised Class Rates, we will create an atmosphere of adherence to published
Class Rates.

Regimental Commander
FIRST CLASS RATES

Liberty:
1. Liberty for the 1st Class is secured Sunday Nights after 2100 until Thursday after the last regimental function,
unless out on a dinner liberty request.
2. Monday through Wednesday 1st Classmen may submit dinner liberty requests. Diner liberty request shall
commence after the last regimental function and conclude at 2000.
3. Thursday Liberty commences after last Regimental Function on Thursday and expires at 2300 that evening.
4. Friday Liberty commences at 1220 or after last class or regimental function, whichever is later, and terminates at
0600 on Saturday.
5. Weekend Liberty commences at the conclusion of the last regimental function on Friday or Saturday and
terminates at 2100 on Sunday.
6. Seven Long Weekends per term are granted, which commence at 1220 or after last class or regimental function,
whichever is later, and terminate at 2100 on Sunday.
7. When on special liberties, liberty request forms must be signed by the CC, BC, and CO; proper accountability,
contact information, and ETR must be posted on accountability board; and the liberty request form must be
properly processed through the MOD
8. Liberty attire consists of clothing which will not bring discredit upon the academy.

Barracks
1. 1st Classmen may wear professional, clean, and appropriate clothing while in the barracks after 1600.
2. 1st Classmen may wear sandals or flip-flops after 1600.
3. 1st Classmen may wear any type of PT gear in the barracks after 1600, but the shirt must be tucked in.
4. No variations of complete UOD is allowed at any time, to include white undershirts.
5. 1st Classmen may transit throughout the Regiment until call to quarters at 0000.
6. 1st Classmen may use company wardrooms daily until 0000 except on the weekends when they may use the
wardrooms at anytime in which it does not conflict with a regimental function.

Rooms Standards
1. 1st Classmen are allowed to have one plant per person in his or her room
2. 1st Classmen may have one carpet of 5ft x 7ft dimensions in the rooms after receiving CC approval.
3. 1st Classmen may use civilian hangers for civilian clothing, yet maintain all uniforms on academy issued hangers.
4. 1st Classmen may have an optional room arrangement approved by the CO.
5. 1st Classmen may have an alternative chair in his or her room.
6. 1st Classmen may display 4 posters and 2 two flags per room after receiving CC approval.
7. 1st Classmen may utilize alternative bedding which shall be in place on top of prescribed bedding, but will be
removed for all class A and B inspections.
8. 1st Classmen may request permission from the CO for an external monitor larger than 22 inches.

General
1. 1st Classmen may use the 1st Class parking lot in accordance with the Department of Public Safety.
2. 1st Classmen may use the salad/soup bar before grace.
3. 1st Classmen may use a backpack.
4. 1st Classmen may not walk on grass unless participating in recreational activity after 1600.
5. The 1st Class has all of the rates of junior classes.
SECOND CLASS RATES

Liberty:
1. Liberty for the 2nd Class is secured Sunday Nights after 2000 until Friday after the last regimental function.
2. Friday Liberty commences after the last Regimental Function on Friday and expires at 2300 that evening.
3. Weekend liberty commences at the conclusion of the last regimental function on Saturday and terminates at 0130
that night. Liberty resumes at 0800 on Sunday and terminates at 2000 that evening.
4. Six short weekends per term are granted, which commence at 1220 or after last class or regimental function on
Friday, whichever is later, and terminate at 2000 on Sunday.
a. Two short weekends equal one long weekend.
5. When on special liberties, liberty request forms must be signed by the CC, BC, and CO; proper accountability,
contact information, and ETR must be posted on accountability board; and the liberty request form must be
properly processed through the MOD.
6. Male liberty attire shall consist of slacks, tasteful shorts, or tasteful jeans; a collared or tasteful shirt, and non
athletic or tasteful shoes. The female equivalent shall consist of dresses, skirts, jeans, and blouses which are all
of a tasteful and professional manner.

Barracks
1. 2nd Classmen may wear mix-matched PT gear after 1600 as long as one article has the school name or a military
emblem.
2. At no time is a 2nd classmen permitted to have his or her shirt un-tucked.
3. No variations of complete UOD is allowed at any time, to include white undershirts.
4. 2nd Classmen may wear closed heal sandals.

Rooms Standards
1. 2nd Classmen may store civilian clothing on academy issued hangers.
2. 2nd Classmen may petition for an optional room arrangement to be approved by the CO.
3. 2nd Classmen may display 3 posters and 2 two flags per room after receiving CC approval.
4. 2nd Classmen are permitted to have an external monitor of not more than 22 inches.

General
1. 2nd Classmen may use the salad/soup bar after grace.
2. 2nd Classmen may not walk on grass unless participating in recreational activity after 1600.
3. The 2nd Class has all of the rates of junior classes.
THIRD CLASS RATES

Liberty:
1. Liberty for the 3rd Class is secured Sunday Nights after 1900 until Saturday after the last regimental function.
2. Weekend liberty commences at the conclusion of the last regimental function on Saturday and terminates at 0130
that night. Liberty resumes at 0800 on Sunday and terminates at 1900 that evening.
3. Four Short Weekends per term are granted, which commence at 1220 or after last class or regimental function on
Friday, whichever is later, and terminate at 1900 on Sunday.
a. Two short weekends equal one long weekend
4. When on special liberties, liberty request forms must be signed by the CC, BC, and CO; proper accountability,
contact information, and ETR must be posted on accountability board; and the liberty request form must be
properly processed through the MOD.

2. 3rd Classmen may display 2 posters and 2 two flags per room after receiving CC approval.
3. 3rd Classmen who have returned from sea are permitted to have an external monitor of not more than 22 inches.

General
1. 3rd Classmen may have sound emitting devices provided they cannot be heard in the passageway.
2. 3rd Classmen may wear a bag strap across the shoulders, as long as it does not impair saluting.
3. 3rd Classmen may where athletic socks which do not have to rise above the ankle.
4. 3rd Classmen may use the salad/soup bar after the RCOMM announces “3rd Class to the Salad Bar”
5. The 3rd Class shall be held accountable for the upkeep and operation of the MRC.
6. 3rd Classmen may use vending machines and the MRC.
7. 3rd Classmen may order food to be delivered to the academy.
8. 3rd Classmen may not walk on grass unless participating in recreational activity after 1600.
9. The 3rd Class has all of the rates of junior classes.
FOURTH CLASS RATES

Liberty:
1. Liberty for the 4th Class is secured unless granted by the Regimental Commander.
2. Special Liberty may be granted on a case by case basis through submission of a Special Liberty form for special
circumstances and/or performance.
3. When on special liberties, liberty request forms must be signed by the CC, BC, and CO; proper accountability,
contact information, and ETR must be posted on accountability board; and the liberty request form must be
properly processed through the MOD.
4. Liberty attire consists of seasonal dress uniform only.

Barracks
1. 4th Classmen shall wear the prescribed UOD from 0600 until 1600.
2. 4th Classmen may wear issued PT Gear after 1600.
3. At no time is a 4th classmen permitted to have his or her shirt un-tucked.
4. 4th Classmen socks must be visible above the ankles unless in a non-class rates area.
5. At no time is a 4th classmen permitted to have his or her shirt un-tucked.
6. No variations of complete UOD is allowed at any time, to include white undershirts.

Rooms Standards
1. 4th Classmen may have 2 two flags per room after receiving CC approval.
2. 4th Class rooms will be up to Class B standards at al times which doors are open.
3. 4th Classmen will have their doors open from 0600 until 2200 every weekday.

General
1. 4th Classmen are not permitted to wear a bag strap.
2. 4th Classmen may use the salad/soup bar after the RCOMM announces “4th Class to the Salad Bar”
3. 4th Classmen may not use vending machines.
4. 4th Classmen may not use the MRC.
5. 4th Classmen are not permitted to order food to be delivered to the academy.
6. 4th Classmen may not walk on grass unless participating in recreational activity after 1600.
