METHOD STATEMENT FOR CIVIL ENGINEERING WORKS.

General
1. All works to be carried out in accordance with prepared Method Statement which has been
accepted by clients representative.
2. All employees to have attended a Site Specific Induction or a Noel Fitzpatrick Ltd induction.
3. All Delivery Vehicles, Plant movement and Demolition works to be carried out with the use of a Banks man
at all times.
1. Technical Content
Site Set up including advanced warning signs and fencing where required, attention will be
required to the safety of passing pedestrians. A temporary Heras fence will be erected closing the footpath
directly in front of the properties.
Client to ensure all existing services have been isolated prior to any work commencing.
Client to ensure there is no Asbestos present prior to demolition.
Demolition works will commence using an excavator, front elevations of the buildings will be pulled back
into the central are of the properties preventing any debris from falling outwards, all other sides of the buildings
will then also be pulled into the central areas.
During this operations, a banksman will be either side of the footpath, no persons will be allowed to
pass through the area whilst the building is being demolished.
Large materials will be broken down and loaded into an awaiting skip, the skip will be replaced as and when
required.
Vegetation will then be grubbed up with the use of an excavator and loaded into an awaiting lorry.
A permanent fence will be erected across the front of the site, posts will be cast in concrete and panels
attached in accordance with the manufacturers specification.
On completion of works, leave area in a clean and tidy manner.

identify existing services.
Electrical Tools All electrical tools to be inspected prior to use, & be
PAT tested with current certificates available on
request. Tools to be stored in a safe & clean place.
Air/ Diesel Plant and Equipment All to be in good working order & inspected before use
for faults. Relevant inspection forms are available on
request. To be stored in a safe and clean place.
Appropriate Personel Protective Equipment are to be
worn at all times.

All Noel Fitzpatrick Ltd staff, have been issued with all standard Personnel Protective Equipment (PPE)
including hard hat, ear defenders, dust masks, goggles, hi-visibility jackets/ overcoats, full body suits, safety
gloves and protective footwear. All members of staff have been trained and instructed to wear their PPE.
Supervision in the use of PPE is ongoing. The miss-use or non-compliance in the use of PPE is classed as
gross miss-conduct and disciplinary action will be taken. Constant abuse of this will result in dismissal.

9. Safety & Supervision
a) Person responsible on site for NF employees is Mr. Patrick Gallagher, who is responsible for their safety.
b) Clients site engineer responsible for seeing that NF operatives work to agreed method statement.
c) NF employees have a duty under the Health & Safety at Work etc Act 1974, to 1)take care of themselves &
others whilst at work, 2) Coperate with employer to help him comply with his duties, 3) not to intentionally
interfere or misuse equipment (PPE included), which is there in the interest of Health & Safety.
d) All NF employees either currently hold their C.S.C.S card, or are working towards gaining it.

Chrysotile Inhalation, Major Consequences All works associated with the handing of asbestos may

the possibility of dust particles entering the air, due to a
break in the material. The asbestos will be loaded directly
into bags and removed to Waste Disposal Site.

Manual handling to be assessed by supervisor prior to any
commencing. Risk Assessment will be carried out, taking
into account task, load, environment and person.
Only continue on supervisors permission.Mechanicle

Noise Pollution Minor or major injury to hearing Noise pollution will be minimal, but where there will be
noise pollution, employees are issued with ear defenders
to protect against damage to hearing. If there is the
possibility of the public being affected, the site boundary
will be enlarged & suitable protection will be set up to
reduce noise travelling and affecting the public.
Vibration Minor or medium injury Depending on what equipment is being used, employees
to take regular breaks form work.
Electric/ Hand Electrocution/ Trip Hazards Electrical Tools to hold PAT test certificate, maintained
Tools minor injury and stored in a safe place at all times.
Existing Minor/ Major or Fatal injury. It is the clients duty to provide all possible information on
Services Explosion/ Electrocution/ existing services above or below ground level.
Existing Services to be identified in Permit to work/ dig,
(if used) & also to be physically marked/ pointed out by
Clients/ NF engineer prior to work starting.
Open Minor, major or fatal injury No excavations will be left open unattended.Fence to be
Excavations erected (See Contract) to prevent persons or plant falling into
excavation. Trench to have appropriate signs warning erected.
Moving Plant Serious Injury, Fatal Injury All Noel Fitzpatrick Ltd. Staff have been issued with
Hi-Visibility jackets and instructed to wear them at all times.
Signage will be on display around the working area warning
of men at work.
Loading Lorries Lorry/ Plant colliding with Persons The loading of lorries will be carried out with the use of a
& Dumpers Minor or major injury banksman at all times.
Pollution of the Minor, medium or major danger of Client to point out any environment issues at tender stage.
Environment pollution to the environment NF Ltd will then apply provisions to eliminate the possibility
damaging the surrounding environment.

11. Environmental Risk Assessment of the Work to be done. What are the:
a. Hazards b. Risk to the Environment c. Controls to be Used
Noise Pollution Wild Life Minimal noise levels will be reached
throughout the working period.
Where work is to commence within a wildlife
area, the plant/ machines will be left running
for short period of time to allow any wild-
life to escape to an alternative area nearby.
Fumes/ Smoke/ Exhaust Air Pollution All to be in good working order and inspected
Emissions from Plant & before use for faults. Relevant maintenance
Equipment inspection forms available on request.
Oil/ Fuel Leaks Land Contamination Regular inspections of plant and equipment
will be carried out to ensure there are no leaks.
Spillage Kits are available on all NFL sites.
Burning on Site Air Pollution No burning on site will take place unless
permission has been granted by Client
Representative.
Asbestos Asbestos Fibre Air Pollution Asbestos Report to be supplied by Client
to NFL at tender stage of contract. Thus,
allowing a full risk assessment to be
compiled and preventative/ safety
measures taken.
Where asbestos is found during working period
all works are to cease until Clients Rep has
completed a risk assessment and stated what
procedures are to be taken.
The Control of Substances Land/ Air/ Pollution Prior to any contracts commencing, data
Hazardous to Health sheets on all materials to be used are
(COSHH) available, stating all health, safety and
environmental risks they present, and also
what precautions to take.
The entry of matter/ Water Pollution A report to be supplied by Client to NFL
effluents to rivers, streams at tender stage of contract, identifying
canals, lakes or reservoirs any waterways near the area of the
contract. This will then allow NFL to
carry out a full risk assessment, stating
appropriate preventative measures which
need to be taken.
No existing drains/ sewers are to be used
to pump into unless permission has been
granted by Clients Rep, and Appropriate Body.
Working in Personal Hygiene The level of contaminants will determine
Contaminated Area the level of hygiene facilities required.
For all sites, toilet, washing and an eating
area are to be provided and based in a
clean area.
Waste Disposal Pollution to the Environment Prior to the disposal of waste, a detailed risk
during to Transfer assessment will be carried out to identify each
material which is to be removed from site.
A Method Statement will then be provided
stating exactly what precautions are to taken,
and where the waste material is to be taken.
All waste transfer tickets are to be kept, with
copies supplied to the client.

All access/ exit routes to be free from hazards at all times! Under no circumstances should these exits or
routes have any obstacles placed in the way.
Emergency procedures will be explained to employees prior to work commencing on site, and all hazards
for this site will be highlighted.
All combustible material to be removed from site prior to any works commencing, and from then on in,
site to be maintained in a safe and clean state.
Prior to any work commencing on site, it is the clients responsibility to identify and physically mark out all
existing services within the working area. Where there is no knowledge of existing services in the area, Noel
Fitzpatrick Ltd (NFL) site staff will carry out a scan with the use of a Cable Avoiding Tool (CAT). However,
NFL do not accept any responsibility for the damage of any existing services not identified at the tender or
construction phase of the contract.
Asbestos Removal
Client to ensure No Asbestos Present, if any Asbestos is present, works will stop immediately and all persons
will leave site until a survey has been carried out.
Prior to work commencing on site, signs will be set up around the area of the site, to notify persons involved
on the contract & the public (if necessary) that there are men at work in this area.
Any pedestrian footpaths near or running through the proposed construction site will either be diverted, or
fenced off in a safe manner to allow safe access and egress.
Manual Handling will be avoided at all times. If there is any manual handling, the site foreman will carry
out an assessment as to whether it can be lifted or not. If not, mechanical lifting equipment must be used.
All Noel Fitzpatrick Ltd plant and equipment is kept in a good working order with all relevant maintenance
forms available on request. Operators supplied with machines have CITB Accreditation Certificates.
A banksman will be present on lorry and machine movement, to give guidance. Banksman will also check
that lorries load is secure and free from any hazards.
The client must ensure that open excavations will not be left open unattended, they should either place a steel
plate over the hole or erect fencing around the opening, thus eliminating any danger or risk of persons or plant
falling into excavation.
All staff of Noel Fitzpatrick Ltd are issued, trained & instructed to wear all personal protective equipment
(PPE), including, hard hat, ear defenders, protective eye goggles or glasses, hi-visibility vests/ jackets,
full body suits, dust masks, protective footwear & gloves. Supervision of the use of PPE is a constant
measure, failure to wear or misuse of PPE supplied will result in disciplinary action being taken.
Constant abuse will result in dismissal.
