While Congress was adjourned, President
Johnson rushed to readmit southern states into
the union. Having followed his parameters,
they did.

Two things angered Radical and Moderate
Republicans concerning Johnsons actions.

High confederate officials and leaders were allowed
to represent their states, and thus, become a part of
congress.

Black Codes were passed by many southern states.

Black Codes were laws that were passed by
southern states that aimed to limit the freedom of
the emancipated blacks.
