In addit ion to our informal discussions and meet ings, t he City of Portland requires form al docum ented
procedu res as a part of th e application and review process. Ther efore, in accordance w it h Portland
Plan ning and Zoning Code, Chapte r 33.219, please accept t his lette r and enclose d doc ume nts as
requ ired by t he City.

The proposed new sto re lo cat ion is th e exist ing reta il leased space at 3318 - 3320 NE Sandy Blvd .
There w ill be no st ruct ural changes to t he buildi ng, and no changes in t he exist ing designat ed parking

One of the pu rp oses of this letter is t o re ques t a fo rmal mee t ing with th e l aurelhurst Neighborhood
Association. According t o City Cod e, t he Neighb orh ood Associatio n is requi red to schedule a meetin g
date withi n 45 days of t his notice. If such a meeti ng is not schedu led, then Plaid is allowed to proceed
w ith t he application pro cess with a " Recor d of Good Fait h" stateme nt t hat we attempt ed to schedule a
m eeti ng. But as we discussed on the phone, we welco me the oppo rtu nity to meet w it h ou r fu tu re
neighb or s, and r equest that yo u do sched ule t his m eeting. I wo uld appreciate it if yo u could give us as
m uch advance notice of t he dat e as po ssible, because we also are required to not ify nea rby property
owners, oth er " recognized organizations", and th e Portland Bureau of Develop m ent Services of t he
dat e and t im e o f t he scheduled meeti ng.
The zoning for t his propert y is Storefron t Commer cial wit h t he Des ign and Main St reet Node overlays
(CSdj). As such, our proposed use is allowed out right in such designated areas, subject to design
rev iew and the "Convenience Sto re Review", of wh ich t his letter and enclosed documents are a part .

Because our prop osed use is allowed wit hout a zoning change or condit ional-use process, and since
th ere will be no st ruct ural changes to th e building and no changes in parki ng or driveway access, t he
applicat ion process will require a Type II design review. This procedure prov ides for ou r applicat ion to
be reviewed and approved by Plannin g Departm ent Staff.

Assuming t he applicat ion is approved, we wo uld t hen need to apply fo r and be grant ed various
const ruction and building perm it s for int ernal plumbing, electrical, and non -st ruct ural const ructio n to
inst all our trade fixtures and signage.

Regarding licensing and other permit s, Plaid Pantri es, Inc. has already applied fo r OLCC and City of
Portl and licenses t o sell beer and w ine. We wil l also be applying for an Oregon Lott ery Sa les Cont ract,
a Pharmacy Li cense, and USDA Supp lem ental Nutrit ion Ass ista nce Program aut horization.

Plaid Pantries, Inc. is pleased to address issues pertaining to our involvement in the development,
construction, and operation of a proposed Convenience Food Store within the Laurelhurst
neighborhood area. We expect to support and fully cooperate with the community and the
Association in achieving their goals, and intend to comply with the guidelines as set forth in the
following "Good Neighbor Plan".

Crime Prevention and Awareness:

Plaid Pantries, Inc. has developed a comprehensive crime prevention and awareness program, using
as a base the training system developed by the National Association of Convenience Stores. This
program includes training on proper alcohol and tobacco sales procedures, safety, and robbery
deterrence. The training includes video presentations and classroom instruction, and requires
employees to successfully pass a final test on all subject matter. All retail personnel are required to
complete this training before working in a Plaid Pantry store.

The crime prevention plan we intend to implement includes, but is not limited to, the following:

I. Training program as referenced above


2. Quarterly store-level reviews of key training program topics
3. Ongoing written tests in conjunction with employee performance/pay reviews
4. Premises surveillance with digital color video monitoring system
S. Electronic time-release change safes
6. Electronic bill acceptor drop safes, accessible only by armored car personnel
7. Brinks armored car service for safe access and bank deposits
8. Well-lighted parking lot and elimination of dark areas around the store
9. Clear unobstructed views in and out of the store
10. Clearly defined emergency policy and response contacts
II. Roving security patrols
12. Additional security measures if circumstances warrant

Alcohol and Tobacco Awareness and Employee Training:

Plaid Pantries, Inc. was the first retailer in Oregon to qualify for the Oregon Liquor Control
Commission's "Responsible Vendor Program". Plaid conducts extensive initial and ongoing
employee training in proper procedures for selling alcohol and tobacco. Employees are trained in
preventing sales to minors and visibly intoxicated persons. Plaid Management also conducts internal
compliance checks ("stings") to ensure that training and procedures are being followed in each store.
All stores are equipped with computerized Point of Sale ["cash register"] systems which
automatically identify age-restricted products, and scan authorized J.D. for age verification into the
transaction. In addition, employees receive significant cash bonuses for acceptable performance on
compliance checks.

In recognition of Plaid Pantries, Inc. efforts and successes in these important areas, The Oregon
LiquorControl Commission (OlCC) awarded the companyits 2008 "AmbassadorAward":

"In recognition and appreciation ofyour stewardship, partnership, and leadership working with
OLCC to model the best practices of social responsibility through the Business Partners and
Public Safety Services Programs".

Litter Control:

Plaid Pantries,Inc.places a greatdeal ofemphasis on the appearance ofour storesand surrounding


area and recognizes an obligation to the community and our neighbors to managelittercreatedfrom
our operation. We will implement a Litter Management Program that will consist of at least the
following:

1. Inside and outsidetrash receptacles as needed.


2. Locked dumpsterarea and dumpster.
3. Frequentgarbagepick up.
4. Dailypolicingof our parkinglot and surrounding area.
5. Other measures deemed necessary to meet our neighbors' goals.

Loitering Control:

Plaid Pantries, Inc. discourages loitering and will take steps necessary to enforce a No Loitering
Policy. This policy will includethe following:

1. Well-lighted parking lot and the eliminationofdark areas around the building
2. Pay phones outgoingcalls only
3. No video games
4. Posting the buildingand immediate area with UNo Loitering" signs
5. Rovingsecuritypatrol

Landscape Maintenance:

Plaid Pantries, Inc. will be responsible for maintaining the landscaping for this site. We will also
establisha comprehensive maintenance plan to ensurethat our investment will continueto enhance
the aesthetics ofour site and the neighborhood.

Neighborhood Communication:

As an active member of the community, Plaid Pantries, Inc. recognizes its obligation for open
communication with citizens. If notified ofproblemsthat the Associations or neighbors may have
with our operation, the company will respond to each complaint immediately. Issuesthat requirea
formal response will be addressed in writing within thirty days of receiving written notice of a
problem. We will keep a record ofall such complaints and their resolution.

Neighborhood Mediation Program:

Plaid Pantries, Inc. agrees to participate in the city's neighborhood mediation program or similar

Lighting Plan:

PlaidPantries, Inc. will ensurethat the lighting planforourimmediate building andparking area will
conform to applicable rules andordinances, including the Portland Zoningand Planning Ordinance,
Chapter33.262 regarding off-siteimpacts.

Conclusion:

Plaid Pantries, Inc. endorses "being a good neighbor" and will instill this philosophy, and ensure
compliance with the GoodNeighbor Planwith allpersonnel involved in theoperation ofthisfacility.
