B New Navy Chief Admiran RK Dhowan: Admiral Robin K Dhowan took over as the 22nd Chief of Indian Navy. At the time of being appointed as the chief of Navy, he was serving the Indian Navy as its acting Naval Chief. He is a successor of Admiral DK Joshi, who resigned taking moral responsibility of the accident on INS Sindhuratna in Mumbai. Joshi was the first Defence forces Chief to resign, since independence. New Finance Secretary Arvind Mayaram: Economic Affairs Secretary Arvind Mayaram has been designated as new Finance Secretary. The Appointments Committee of the Cabinet (ACC) approved a proposal to designate Arvind Mayaram as the new Finance Secretary. He replaced previous finance secretary Summit Bose. Finance Secretary is the senior-most IAS officer in the Union Ministry of Finance. He coordinates the working of various departments under the Ministry of Finance. The Finance Ministry currently has five secretaries including Arvind Mayaram. The 64-year-old Justice Lodha took over the office from Justice P. Sathasivam, who retired from his office on 26 April 2014 after serving tenure of nine months. Sheila Dikshit Sworn In As Kerala Governor: Veteran Congress leader and former Delhi Chief Minister Sheila Dikshit was sworn in as Kerala Governor recently. Handset Company Nokia handed over to Microsoft: Microsoft, the US software giant completed acquisition of Nokias mobile handset business, excluding the Nokias Chennai factory from the over 7.2 billion US dollar deal due to tax issues. This exclusion of the Finnish firms largest manufacturing facilities of Chennai plant will continue to operate under Nokia, on a service contract for Microsoft. The firms Chennai factory was started in 2006 and the Nokias India operations began in 1995. B Russia Recognizes Crimea As A Sovereign State: President Vladimir Putin signed a decree recognizing Crimea as a sovereign state after the Ukrainian region declared itself independent and applied to join Russia following a weekend referendum .The decree posted on the Kremlins website appeared to be a first step toward integrating Crimea as a part of the Russian Federation.G-8 nations (Group of the eight Countries) suspended Russia from elite club of world powers. B Shyamala Gopinath Committee Recommendations: The Union Government decided to hike interest rates on fixed deposit schemes offered by post offices by up to 0.2 %. The decision to hike interest rates is taken on the recommendations of Reserve Bank of India (RBI) former Deputy Governor Shyamala Gopinath Committee.As per the Shyamala Gopinath Committees recommendations - The interest rate on fixed deposits for one and two years has been increased to 8.4% from the present 8.2%. Fixed deposits of three and five years will earn 0.1% higher rate at 8.4% and 8.5%. The rate on National Savings Scheme (NSC) with 5 and 10 year maturities also remain unchanged at 8.5 % and 8.8 %. The new interest rates on small savings schemes will come into effect from April 1, 2014. GIRO Advisory Group (GAG): Government Internal Revenue Order (GIRO) Advisory Group (GAG) under the chairmanship of Prof. Umesh Bellur has submitted its report to Reserve Bank of India (RBI). The Reserve Bank of India constituted the GIRO Advisory Group (GAG) in October 2013 to implement a national GIRO-based Indian Bill Payment System. It is a centralised process that allows payments for utility bills, educational fees and insurance premium by just visiting the bank branch. Recommendation of the GIRO Advisory Group It has suggested a mechanism for centralised bills payment system in India. Advisory Group has suggested setting up two Organisations, Bharat Bill Payment Services (BBPS) and the Bharat Bill Payment Operating Units (BBPOUs). It recommended a tiered structure where the Bharat Bill Payment Services (BBPS) will be the authorised standard setting body while the Bharat Bill Payment Operating Units (BBPOUs) will be the authorised operational units, working in adherence to the standards set by the BBPS. The BBPS will function as a not-for-profit organisation which has necessary experience in the payment systems space, while the BBPOUs may be operated on commercial lines by existing entities in the bill payments space as well as new entities interested in this segment. The BBPS will also handle the settlement responsibilities arising out of the transactions in the system. All the entities in this tiered structure will operate under the uniform and single brand of the BBPS. B New RBI norms for Asset Reconstruction Companies (ARCs): The RBI issued uniform accounting standards for Asset Reconstruction Companies (ARCs). The norms were issued with Regard to acquiring non-performing loans, recognising revenue and management fees to ensure common treatment for firms. These recommendations are based on the views of the Key Advisory Group (KAG) headed by Alok Nigam constituted by the Union Government on ARCs in 2011. The new norms will be effective from the accounting year 201415. NBFC MFIs: Recently Reserve Bank of India (RBI) has modified some directions to NBFC MFIs: i) All registered (existing) NBFCs intending to convert to NBFCMFI must seek registration and subject to the condition that they shall maintain Net Owned Funds (NOF) at Rs. 3 Crore by March 31, 2013 and at Rs. 5 crore by March 31, 2014, failing which they must ensure that lending to the Microfinance sector i.e., individuals, SHGs (Self Help Groups) or JLGs (Joint Liability Groups) which qualify for loans from MFIs, will be restricted to 10 per cent of the total assets. ii) All new companies desiring NBFCMFI registration will need a minimum NOF of Rs. 5 crore. iii) NBFCMFIs are required to maintain not less than 85 per cent of their net assets as Qualifying Assets. iv) NBFCMFIs were also required to ensure that the aggregate amount of loans given for income generation is not less than 75 per cent of the total loans extended. v) A borrower can be the member of only one SHG or one JLG or borrow as an individual. He can thus borrow from NBFC MFIs as a member of a SHG or a member of a JLG or borrow in his individual capacity. However, a SHG or JLG (Joint Liability Group) or individual cannot borrow from more than 2 MFIs. vi) All NBFCMFIs will have to become member of at least one Self-Regulatory Organization (SRO) which is recognized by the Reserve Bank of India and will also have to comply with the code of conduct prescribed by the SRO. Recently Launched Schemes or Facilities of SBI: SBI Launches SBIePay To Facilitate Electronic Transactions: State Bank of India (SBI), the largest bank in the country has launched SBIePay a payment aggregator service to facilitate electronic (e-commerce /m-commerce) transactions between merchants, customers and various financial institutions in the country. B SBI launched TAB Banking: SBI has launched the facility of TAB banking for customers opening of Savings Bank Accounts and another for Housing Loan applicants. SBI will offer its valued customers the facility of opening accounts at their door step through TAB banking. The sales staff of SBI will visit the customers at their home and with the use of the tablets they will get the formalities completed. These will be loaded on the CBS and the account number will be sent to the customer through SMS or e-mail. Some other private banks are also providing this type of service in India. SBI launched Boutique Financing: State Bank of India (SBI) launched a financing scheme for women fashion boutique owners. This scheme is known as Boutique Financing. Instant Money Transfer (IMT) Scheme: Instant Money Transfer Scheme allows customer to withdraw cash without using either debit card or credit card at IMT enabled ATMs. Bank of India (BOI) recently launched Instant Money Transfer (IMT) scheme in Mumbai Instant Money Transfer allows the customer to send money to a receiveer only by using receivers Mobile number Monthly withdrawal limit prescribed for IMT (Instant Money Transfer) transaction is 25,000 for receiver, and per transaction limit is 10,000 rupees. IMT can alsobe cancelled by the sender before its expiry and withdrawal. No charge on minimum balance maintenance: The Reserve Bank of India (RBI) in its first bi-monthly monetary policy statement for 2014- 15 directed banks not to impose financial penalty on the customers in case of non-maintenance of minimum balance in their saving accounts. RBI suggested that instead of financial penalty, banks can limit services available to those saving accounts who fail to maintain minimum balance. B New Bank Licences in India: The Reserve Bank of India (RBI) granted in-principle approvals to IDFC Ltd and Bandhan Financial Services Pvt. Ltd to start new banks in India. These approvals have been granted under the guidelines on licensing of new banks in the private sector. The two have been granted the permission to set-up banks from a field of 25 aspirants. The two applicants received the in-principle approval following the recommendation of High- Level Advisory Committee (HLAC) set up by RBI that claimed these two as suitable. The approvals would be valid for a period of 18 months and within this period these firms will have to comply with the rules stipulated by the RBI. RBI in its statement said that the HLAC had also recommended that in the case of Department of Posts, which has applied for licence, it would be desirable to consider the application separately in consultation with the Government of India. The two entities, Bandhan based in Kolkata and IDFC based in Mumbai that has received the approvals are non-banking finance companies. Bandhan is a microfinance institution and IDFC is classified as an infrastructure finance company. Since 2004, these two entities became the first one to be issued new bank licence. Kotak Mahindra Bank and YES Bank were given a licence in 2004.
