Extrajudicial killing is an arbitrary or unlawful deprivation of life and simply

a murder. Bangladesh has earned notoriety in carrying out extrajudicial
killings. The rights to life and personal liberty are under threat in
Bangladesh despite the fact that they are guaranteed by the !onstitution of
the "eople#s $epublic of Bangladesh. %rticle &' says: (no person shall be
deprived of life or personal liberty save in accordance with law). %ccording
to the International !ovenant on !ivil and "olitical $ights adopted in *+,,
and ratified by Bangladesh in '--- (every human being has the inherent
right to life). The !ovenant also says: .this right shall be protected by law.
/o one shall be arbitrarily deprived of his life.) 0ifferent terminologies
have been used by the law enforcement agencies to distract from
extrajudicial killings1 such as deaths during .cross2fire# .encounter .
.gunfight# etc.
%fter fact finding 3dhikar in many cases could not find any trace of
counter shootings and it seems that a majority of the victims were shot
dead by law enforcement agencies. Extrajudicial killings continue despite
repeated assurance to stop this and the declaration of .4ero# tolerance on
extrajudicial killings by the government during the 5niversal "eriodic
$eview at the 5/ 6uman $ights !ouncil.

By Bangladesh 9edia: The European 5nion yesterday expressed deep
concern over the recent incidents of abduction murder disappearance and
extra2judicial killing in Bangladesh and called for bringing the culprits to
justice through proper investigations.

The %sian 6uman $ights !ommission >%6$!? has received information that
security agencies have started targeting the family members of Baloch
refugees who have fled to western countries. $eports state that family
members including children of these refugees have been arrested by plain
clothed persons and have been abducted in unmarked vehicles. Their
whereabouts are yet unknown.
It is also reported that in different parts of Balochistan military operations
are continuing and @- more persons have been abducted and their
whereabouts too are unknown.

%ccording to reports abductions and enforced disappearances are
continuing to take place in Balochistan and there has been no restraint in
the military offensives launched in the different parts of the province 2 the
offensives that were launched in search for the terrorists who according to
security sources are involved in sabotage activities including attacks on
military establishments.
$eports received said that 9r. /abeel %hmed '' years of age was abducted
on %ugust &-th %ugust '-*; B which marked the International 0ay for the
Aictims of Enforced 0isappearance 2 from =arachi in the 8indh province. 9r
%hmed was the son of 9r. =achkol %li who was during the period of military
government of Ceneral 9usharraf the leader of opposition in the
Balochistan assembly and also served as member of the provincial assembly
on three previous occasions times. 9r. %li left Balochistan in the year '-*-
when three prominent Baloch political leaders were arrested by the 7rontier
!orp >7!? of the "akistan %rmy while he was in his law chamber and after
two days their bodies were thrown out from a helicopter. Before he fled the
country 9r. %li was threatened by the persons from intelligence agency for
informing media about the abduction of these political leaders D*E.
9r. =achkol %li now lives in /orway and is seeking asylum there. 9r =achkol
%li#s son /abeel %hmed was abducted from outside of his residence at
=arachi Carden <est and his family members suspect that he was abducted
by the state intelligence agency the I8I. /abeel has also filed a constitution
petition for the recovery of two houses of his father which were forcibly
occupied by the security forces. 6is houses were in Turbat district
Balochistan. /abeel has also recently issued a statement on behalf of his
father on the killings eight persons from Baloch minority ethnic group2the
Fikri by the security forces and murder of two journalists.
In yet another incident the houses of one Baloch asylum seeker in /orway
9r. 6afee4 6assan %badi and his brother were raided by the security forces
on %ugust *- situated in %hsanabad =haran Balochistan. 8ecurity forces
and persons from intelligence agencies have arrested his two nephews 9r.
/ajeeb 5llah and *; year old 6asan Gan and their whereabouts are
unknown. 9r. 6afee4 6assan %badi is a well2known intellectual in
Balochistan he is a teacher and a short story writer. 9r %badi was
compelled to flee the country in the year '--+ when an organi4ation named
Tehreek2e2/efa42e2%man Balochistan >T/%B? B which was formed by the
security establishment to kill nationalists elements in the pretext of fighting
terrorism B was involved in harassing him % "akistani news agency //I
has reported that the T/%B has recently threatened to kill every single
member of the Baloch intelligentsia and also threatened to kill 6afee4 6asan
%badiHs family. 6afee4 is a famous writer and columnist writing on human
rights abuses by the military and state agencies as well as actively
campaigning for the release of disappeared persons. In a statement T/%B#s
spokesperson Cha4i =han Baloch is reported as saying that his group will
target 6afee4 6asan %badi wherever they see him declaring him to be a
blasphemer and an infidel D'E.
In another incident two more young persons /aseem the son of Bibaker
and 8ath /isar the son of 9iran who are residents of 8hapuk Turbat have
been forcibly abducted on Ganuary '+ '-*; and their whereabouts too are
still unknown.
7amily members believe that the abducted children of those who are living
abroad will be killed in the detention centers of the security forces as this
is the common practice following enforced disappearances B this is done to
erase any evidence of disappearances and extra judicial killings by the
security forces. 9edia reports from "akistan have stated that the "akistan
army launched a brutal operation in 0era Bugti#s "elawagh region and
adjoining areas of Balochistan on '+th %ugust '-*;.
It is reported that "akistani forces have started an alleged offensive in
different areas of 0era Bugti including Iop 8ehrani 8ar lop $oshosh and
Ierpati. 3ne Baloch civilian namely %ttaullah Bugti was killed and more than
@- Bugti tribesmen were abducted by state forces during this ruthless
operation. Three of the abductees have been identified as Elahi Bugti and
his two sons 8ajid Bugti and 9uneer Bugti.
8imilarly Baloch social media activists said a large number of "akistani
troops surrounded /ew =han a Baloch dominated area in Juetta. 7orces
raided houses brutally tortured residents and abducted do4ens in a door to
door operation. 9eanwhile the pro2independence party and the Baloch
$epublican "arty have strongly condemned military operations in 0era
Bugti and /ew =ahan.
The situation in Balochistan shows that there is total collapse of rule of law
and the impunity of the law enforcement authorities has become the order
of the day. The %6$! urges the government to prosecute organi4ations
openly threatening the people of Balochistan for demanding their civil and
political rights.
The %sian 6uman $ights !ommission >%6$!? is gravely concerned by these
threats to the children and family members of the Baloch seekers and urges
the government and authorities to act Kuickly to protect them. The
government should also prosecute all security force officials who are using
militant groups to unleash their own offensives against nationalist
movements.
