ABSTRACT
Company Background
PROPEL BERHAD is ones of the highway maintenance companies in Malaysia
which is stand for Projek Penyelenggaraan Lebuhraya Berhad. PROPEL was organized
since 2 July 1988 in purpose of maintenance of North South Expressway or known as
PLUS (Projek Lebuhraya Utara Selatan). Now PROPEL was operated at Taman Desa Off
Jalan Klang Lama at Kuala Lumpur.
As the largest highway maintenance contractor company of the UEM BUILDERS
group, PROPEL has work force over than 900 staff that been separated by different
functional of departments such Engineering Department, Maintenance Work Department,
Special Project Department, Logistic and Maintenance Department, Contract Department
and Finance Department. Scope of maintenance of PROPEL were including Project
Management, Consultancy, Design Road Construction and Maintenance Services.
Vision of PROPEL was indicated which is Making our Environment Clean, Safe
and Comfortable. This vision statement was aimed in order to make work force which
concentrated in providing their best at all time to the users of the facilities. Moreover, To
be recognized maintenance provider was decided to be the mission of PROPEL. In
purpose to achieve this mission, PROPEL will strive by satisfied the customer needs by
meet or exceed customer requirement, maximizing shareholders returns and contributing to
the economic growth of the nation.

Summary of the training
For the 12 weeks of internship, I've been trained at Department of Pavement under En.
Nasron Hj. Mohamed, supervised by Pn. Faizatul Akma Amir and En. Zulhilmi Amir
Zainal. Although I was designated to trained at the office at the central region, Taman Desa,
but I also have been exposed to site works, twice. Hence, I basically was more exposed to
office works mainly project planning and documentation.

Experience gained
For the past 12 weeks, I've been exposed to many things related to highway and pavement
works. As stated before, most of the tasks given are the documentation and project
planning. For the project planning, I have been given to plan work schedules for the
execution of the site work, using Microsoft Project. For the documentation part, they
assigned me to do the documentations for before and after the site works.
Besides that, I also have attended few meetings with sub-contractor, as well as the
consultant company. The meetings themselves taught me about many things about site
works such as the timing, the weather and other factors that may affected the duration of
the project works.
I have been assigned to have a site visit to two places, which are KLIA2 and Bangi. I
learned a lot and explained by the site supervisor.

Acknowledgement
I would like to acknowledge and extend my sincerest gratitude to the company, PROPEL
Berhad, for giving me the opportunity to be involved in various company activities and
accepting my presence into this firm, which helps me to further pursue my endeavor as a
Civil Engineer.
I would also like to thank our department coordinator, Dr. Sivakumar Naganathan for the
assistance he extended and to Dr. Aminur Rashid for her help and time for visiting and
supervising my progress. I would also like to thank all of the staffs of College of
Engineering, Universiti Tenaga Nasional for assisting me throughout the period of the
industrial training.
Since I haven't take Highway and Traffic Management as my subject yet, I came to
PROPEL Berhad with minimal knowledge about highway and pavement. However, thanks
to staff of PROPEL especially my supervisors, Pn. Faizatul Akma Amir and En. Zulhilmi
Amir Zainal for helping and trusting me throughout this internship period. I would like to
thank my Head of Department, En. Nasron Hj. Mohamed for guidance and advise, as well
as Ir. Wan Zainuddin Wan Omar, the Managing Director for Central Region, for trusting
and lead me to become a civil engineer.
Also, a special gratitude to my family and friends for their undying encouragement and

1.0 INTRODUCTION
1.1 Company Activities
As the largest highway maintenance contractor, PROPEL abilities to provide
comprehensive service to maintenance of highway and others related activities. PROPEL
was moving in line with rapid changing of high technology in Malaysia by considering the
quality of work done and awareness of the global demand in purpose to improve the world
as a better ways to live. PROPEL was conducted a lot of project and work order. Work that
costing more than RM1,000,000.00 can be classified as Project and work which is less than
RM1,000,000 or equal should be known and classified as work order. Furthermore, there
are much kind of services being provided by PROPEL. However services that related to the
Civil Engineering field are Pavement, CSL (Soil Central Lab), and Traffic Management
Safety.

1.2 Company Services
1.2.1 Pavement
Pavement rehabilitation and maintenance services has many special treatment based on
defects of pavement occurred.
1. Mill and Pave
This method of treatment will be used when pavement suffers cracks or surface
deterioration. The milling machine will be used to remove existing or defective layer
before lay another layer of fresh mix from quarry.

2. Overlay with Asphaltic Concrete Wearing Course (ACWC)
Overlay method is used for general strengthening of pavement surface by laid fresh
mix of ACWC on top of existing pavement by using paver machine.
3. Porous Asphalt
Gap graded aggregate held together by a polymer-modified binder form a matrix
with interconnecting voids which purposely to provide natural drainage of water
through the layer of pavement.
4. Stone Mastic Asphalt
To provide high resistance to deformation, stone to stone contact of the coarse
aggregate was been applied.
5. Fuel Safe Asphalt
By using high performance polymer modified bitumen, it was been applied and
suitable to highly stress area with possible fuel spillage.

1.2.2 CSL (Soil Centralab)
Main function of CSL is to provide in-house testing facilities which fully owned subsidiary
by Soil Centralab Sdn Bhd (CSL). The Scope of Services is including;
1. Site Investigation
By using own top drive drilling machine, it can ensure to provide high quality soil
investigation and sampling. Besides with complete range of equipments CSL was able
to services of site investigation and in situ testing.

2. Geotechnical Instrumentation
In purpose for installing and monitoring the site by using geotechnical
instrumentation and fully equipped with the latest and high technology version or
remote monitoring system
3. Laboratory Soil Testing
By running towards the latest testing technologies soil test and well experienced of
workmanship, CSL capable to provide high quality testing services as required by the
construction industries.
4. Material Testing (QA/QC for earthwork/pavement)
Ensure all the testing conducted was based on the standard and specifications stated
in order to control the quality of work.
5. Slope Rehabilitation /Soil Improvement
Providing the related such. Soil Nailing, Horizontal drains and Rock bolts

1.2.3 Traffic
Traffic Safety Management is ones of the important matters to be considered during
working hours of rehabilitation. Traffic flow should be ensuring smooth at all times to
prevent occurring of accidents or traffic jam causes by roadwork. In purpose of this matter,
PROPEL was capable to provide a number of traffic and control measures for the
convenience of road users. Scope of work in range of:
1. Maintenance of Traffic Flows
Traffic Management is a serious aspect should be focused on of any construction/
work at any road, expressway or bridge. Special care to traffic management should

be implemented to ensure a smooth, safe and comfortable drive for road users. This
is due to the unexpected occurrence that can cause high degrees of distraction.
2. Temporary Traffic Signing
To provide clear indicative information at the traffic control zones for the safe and
efficient movement of road users.

3. Up-keeping of Work Signboard, Cones Barriers.
To maintain traffic control devices in proper working condition as well as to
maintain safety for the public and road users.

4. Patrolling
24 hours patrolling team to monitor traffic flow and to intervene during emergency
situations.

2.0 OVERVIEW OF TRAINING
This 12 weeks of internship has taught me a lot of things. There are so much knowledge
and experience I've gained while doing documentation works, and there are so much I've
learned while exposed to the site works. These works are completely opposite, however
both of them play important roles in the process of handling the project.
Documentation can be act as evidence especially during claim the cost from PLUS.
Proper documentation is important to ensure the flow of work so the site work can be done
smoothly and all the related document was completely arrange to ensure easier revise in the
future. Moreover, these documents are important as evidence that can be used if there are
accidents happen. Site work is including the process of traffic management, treatment of
pavement that could be applied, machineries used, collaboration with sub contractor and
others unexpected experienced that can be lead to the problem solving and critical thinking.

2.1 Weekly Progression

1 Briefing
Went to site at KLIA2, under En. Ramlan Shah.
2 Supposedly went to site at KLIA2. However, the site is temporarily
closed due to weather conditions.
3 Started to do documentation works such as method of statement,
notice completion of works, quantity summary sheet and others.
Studied on completing quantity summary sheet, thus the final bill
quantities and void order.
Studied on executing Microsoft Project to create work program.
Joined a meeting with OPUS.
4 Learnt on dealing with the sub-contractors in managing time
schedule for upcoming projects, as well as obtaining supporting
documents.
Followed En. Bahri to HQ PLUS in Subang, to learn about QS
works.
Documentation works.
5 Joined a follow-up meeting with OPUS.

Studied on the difference between dense graded and open graded
material, and their relationship with tack coat in general.

Studied on calculating road marking process, in order to complete

2.3 Documentation Work
2.3.1 Preparation before Site Work
1. Work Program
Work programs are created based on the work order given by the PLUS. Work program
was creating by using Microsoft Project and the total durations should be equal as stated in
front page of work order. The durations of work should be stated details according to the
process of treatment.

2. Method Statement
Method statement is a further clarification about the work that will be conducted at site.
Method statement should be prepared by PROPEL. The detail explanation should be stated
which are including traffic management, machineries used, rolling pattern and etc. Method
statement can be as main references when the work on site was conducted. Method

statement is almost like the work procedure starting from the first step until the final step.
Method statement will give to OPUS before pre commencement meting can be handled.

3. Pre-commencement Meeting
Pre-Commencement Meeting will be held between consultant (OPUS), contractor
(PROPEL) and client (PLUS). This meeting will be focusing on scope of work,
mobilization and demobilization, traffic management, pavement work which including
milling, cutting, excavation, sub base preparation and others item as stated in Bill of
Quantities, and road marking. PROPEL as the contractor will provide the method of
statement, organizational chart of work, and work program as the schedule of the execution
of the project.
Other than that, crucial issues such as contractual matters (notice of commence works,
notice of completion of works and other) , Safety, Health and Environmental Occupational
Safety and Health Act 1994 (OSHA 1994), CIDB and others are also will be discussed and
reminded in order to make sure the project can be held without any problems.

4. Notice to Commence Work
PROPEL was inform by PLUS to commence work according to the method statement and
work program approved. This is one of the way to deliver information to PLUS that
PROPEL will start the work based on the work program stated date.

5. Requesting for Work Permit and Plan Requisition Form
PROPEL should request work permit from PLUS before start the work on site. PROPEL
should inform to PLUS about duration of date, working hours, description of the wok,

location, vehicle and machinery use, person in charge number, and safety equipment uses.
Lane closure program is also important which state the proposed length of the diversion,
duration of the diversion and the scope of work. Both Work Permit and Lane Closure
Program should be requested from the PLUS (Seksyen) according to the working area.
Both of these items should be bring with while working at site. It is important while
inspection from PLUS representative while working on site.
Moreover, requesting Plan Requisition Form to Logistic Machinery Department is
also a crucial step. As the rehabilitation process needs a specific machinery which can be
supplied by the company, however needs to be tracked down in a recorded data.

2.3.2 On Site Documents
There are on-site documents that need to be provided for the documentation process after
the completion of works. The documents are:
Milling waste lorry: The premixture or material are transported from the quarry by lorry.
Number of Lorries that will be used was ordered by inform to the owner of lorry the
dimension of milling area.
Daily Premix Order: Premix or material needs to be ordered daily. The documents will be
focusing on the quantity of premix, plat number of lorries, temperature of premix during
arrival, laying and compact.
Joint Measurement Sheet: This will be used as backup calculation, in order to completing
the final bill quantities.

Dipping: Dipping form will be used while depth of the milling area was being checked.
Daily Record/ Site Diary: Prepared by the site supervisor, this is to state the number of
machineries used, manpower, pavement works [measurement; length, width, location
(CH)], weather condition and quantity of material used. Site diary also can be used as
references during preparation of claim.
Photo Inventory: Photo will be taken daily on before, during and after the pavement
process. This is important as the supporting documents.

2.3.3 Preparation after Site Work
1. Notice of Completion of Work (NOCW)
After fully completed the work on site which is including road marking and cleaning of site
area, PROPEL will inform to PLUS about the completion of work by sending the Notice
Completion of Work. Together with this notice, PROPEL will request Final Joint
Inspection for PLUS for issuance on Certificate of Practical Completion. Final Joint
Inspection will be conducted between PROPEL, PLUS and OPUS in order to ensure no
defects occur and the completed work was meet the requirements.

2. Certificate of Practical Completion (CPC)
CPC will be produced by PLUS to PROPEL after Final Joint Inspection in order to inform
works was practically completed and satisfactory to been accepted or approved. Defect
Liability Period shall commence from the day named in CPC for a period of 12 months.

Any defect within this period due to material or workmanship, PROPEL shall make good
such defects at his own cost. CPC was important as evidence that the work was completely
done and claimed of work can be made to PLUS

3. Final Bill of Quantity (FBQ) and Joint Measurement Sheet (JMS)
FBQ and JMS shall been prepared according to the actual measurement on site. JMS shall
tally with the site sketch drawing. Each item that be stated in Original Bill of Quantities,
should be details on Joint Measurement which is including location, bound, measurement
(length, width, depth, no's) quantity and concise description such types of material, premix
and others. These will be used as main references for final claimed from PROPEL to
PLUS.

4. Maintenance certificate and completion of making good defects
Maintenance Certificate and Completion of Making Good Defects shall been issued after
14 days from end of Defects Liability Period. Maintenance Certificate state that contractor
was fulfilled their obligation to maintain the work and all work of repair. Defects that
happened after Defects Liability Period was not under responsibility of PROPEL.

2.4 Site Work
2.4.1 Mill and Pave
1. The area of work was demarcated before start the work on site.

3. Close check the milling depth to ensure the depth is between the allowable tolerance
thicknesses. Dipping report for each location was also been prepared.

4. The milling waste was collected and transported by using tipper truck. The mill
surface should be clean by using mechanical power broom before received new
asphalt layer.

5. Tranverse joint was been cut with diamond cutter.

2.4.2 Pavement Overlay
1. Tack Coat was supplied and applied to the laying of wearing course.
2. Asphalt layer should be laid with a paver to the required thickness.

3.0 DETAILS OF EXPERIENCES
3.1 Site Visit
3.1.1 KLIA2
On the third day of internship, 6 February 2013, I've been posted to a site at KLIA2 under
En. Ramlan Shah, which located 1.5km away from the KLIA. The KLIA2 is built to be
Malaysia's Next Generation Hub, international airport hub, that allows seamless
connectivity for both local and international low-cost plus full-service carriers. The new
KLIA2 terminal is measured to be at least 257,000 m
2
, with 60 gates, 8 remote stands, 80
aerobridges, plus a retail space of 32,000 m
2
to accommodate 225 retail outlets. It is
designed to cater 45 million passengers a year. Built at a cost around 4 billion Malaysia
Ringgit, the KLIA2 is scheduled to be opened in 28 June 2013. The purpose of the visit is
to expose myself to site works, brief explanation about pavement works, and also to
introduce me to the equipment and machineries used in pavement works. So, few
companies are involved in completing the construction of KLIA2. PROPEL Berhad is in
charge for the pavement works for the runway of the airplanes.
3.1.2 Night Site at Section C5,Bangi
I joined En. Rafi to a night site at Bangi, Section C5 on 13 march 2013 to learn the process
of pavement works. In this case, the road had crocodile cracks due to shrinkage and ageing.
Hence, the solution to that problem is removing the existing pavement and lay the new
layer of pavement. Since the area is accidental prone area, they use porous layer.

3.2 Meeting
3.2.1 Follow-up meeting
I've joined Pn. Faizatul Akma Amir and En. Zulhimli Amir Zainal to few follow-up
meetings with the consultant OPUS. The purpose of these meetings is to ensure the flow of
the work orders or projects, so that less problems are need to faced in future. This meetings
are also to update any news regarding the site works and also to discuss the current problem
occurred at the site.

3.2.2 Others
Besides follow-up meetings regarding current site works, I also have joined my supervisors
to few meetings regarding other issues such as ROSS System, work program, and others.
These meetings are usually necessary in solving confusion, misunderstanding or change of
systems between the contractors and the consultants for the sake of completing the State of
Final Account of projects or work orders.

3.3 Exhibition
3.3.1 International Construction Week (ICW) 2013
On 27 March 2013, I followed En. Zulhilmi Amir Zainal to an exhibition of ICW 2013 at
Kuala Lumpur Convention Centre. The theme of the convention is 'Transformation'. The
purpose of me attending the exhibition is to expose myself to the latest innovation and
technology relating to the construction of structural industry. I gained a lot of knowledge
especially about green technology which is what the nation is looking for right now, in
order to preserve nature, along developing higher technologies.

4.0 DISCUSSION
Method of execution of maintenance construction conducted by PROPEL Berhad is good
and acceptable. As a professional contractor which also having experience and expert staff,
the quality of the work provided is might always ensure to follow the standard. Each type
of treatment, such Mill and Pave, Pavement Overlay, Cold-In Place Recycle, Surface
Regulating, and Microsurfacing has different function between each other. However, the
future performance of a highway depends upon the applicability of the applied treatment,
application time, and quality of the maintenance it receives.
The maintenance programs prepared for this purpose not only require a high budget,
but also influence the traffic infrastructure and, thus, the economy and society as a whole.
As a country that focus to the implementation of technology, we as a human should
considered the present safety of the structures is under consideration of environmental
aspects. At the same time the structure owner has to make sure that the maintenance
activities are carried out in the most efficient way.
Technically, PROPEL Berhad used a machineries, tools and equipment that are
approved by the client and consultant. Types of treatment that been applied at that area is
depend on the destruction occurred. Specific actions for each method depend upon the
pavement type and purpose, environmental conditions, subgrade conditions, local
experience and specifications. For example overlay treatment is applied when problem
occurred in the surface of pavement. Generally, pavement overlays are used to restore
surface course (both flexible and rigid) characteristics (such as smoothness, friction and
aesthetics) or add structural support to an existing pavement. However, even a structural

overlay needs to be placed on a structurally sound base. If an existing pavement is cracked
or provide inadequate structural support these defects will often reflect through even the
best constructed overlay and cause premature pavement failure in the form of cracks and
deformation. To maximize an overlays useful life, failed sections of the existing
pavements should be patched or replaced and existing pavement cracks should be filled. In
addition, overlay treatment was able to raise the surface of pavement. It also can be
considered economical, because this treatment required wearing course of premix only. In
case of mill and pave treatment, different types of premix are required to replace the old
premix with the new asphalt layer. This type of treatment need a high budget and more
manpower.

5.0 CONCLUSION
Since I haven't take Highway and Traffic Management as my subject yet, coming to
PROPEL Berhad really intimidating, nervous yet exciting. However, thanks to my
supervisor, with my urge to gain my knowledge and preparing myself to become a civil
engineer, they were willing guide and lead me.
There are many processes of learning which are from real work experience and
gaining knowledge throughout reading on books. However these two processes have a
much different things. I have learned that knowledge is not complete without experience.
Due to this matter, internship program is the best step to students to expose to the real
experiences during the field work, as well as for preparation in becoming an engineer.
PROPEL Berhad which classified as class A contractor is one of the good place to gaining
a lot of knowledge and valuable experiences. I am blessed to gain experiences mainly on
documentation process and also work on site process.
Although theory is really important in knowledge, but without experiences, one is
impossible to become a great engineer. By experiences, people are able to think based on
situations, not only guided by textbook. The definitions in the textbook are usually for the
common or the best case, however, if something happened out of the book, engineers can
solve it by the knowledge from their experiences.
Throughout these three months, I also learnt that working as a team needs trust,
tolerance, compromise, and support for each other. Different people comes with different
opinions, knowledge and experiences. Hence, if people can team up and help each other,
any problems can be encountered.

Whether we like it or not, structures plays an important part in our daily lives, our
activities are somewhat confined to these structures. Improving the structure and making it
as efficient and safe as possible must be addressed because of increased human dependency
on buildings and bridges.
Being a student preparing myself to become an engineer, I think industrial training
is really important to us for the early exposure of what are we going to face in the future.
As I stated above, having knowledge without experiences can't promise a brighter future for
an engineer. We are treated professionally in the company that we were trained, making us
ready to face our future.
The most important lesson that I have learnt from the engineers from these previous
weeks, aside from the design aspects, in order to be a successful engineer, one must not
stop learning throughout the period of this life, no matter how successful a person is.
