SUBJECT : #egulating the use of government motor vehicles$ aircrafts$ and watercrafts"
%n line with the Government&s effort to conserve fuel and to economi'e on e(penditures
relating to the use$ operation and maintenance of government motor vehicles$ aircrafts$ and
watercrafts of all )inds$ the e(isting laws and regulations governing the same are hereunder
restated for the guidance of all concerned*

aircrafts$ vessels and motor vehicles of the Armed 7orces of the
Philippines in connection with the peace and order campaign and other
activities of the Department$ an provision of law to the contrar
notwithstanding"=
=.2" !he use of Philippine Air 7orce aircraft and Philippine ,av
watercraft shall +e limited to militar personnel and their immediate
dependents$ and the President of the Philippines$ their aides and guests$
civilian of an organi'ation or agenc to e(tend relief in cases of disasters
and calamities$ settlers with their farm implements going to the
settlements$ and prisoners and prison guards without su+sistence from
Manila to the provinces and vice versa" Bona fide veterans$ reserve
components including #O!C cadets and AA!C cadettes receiving
training$ and such other persons who ma +e authori'ed + the 4ecretar
of ,ational Defense are also authori'ed the use A7P watercraftBaircraft"
Authorit e(tended to the latter persons shall +e reflected in appropriate
invitational orders which ma also provide for the fees to +e collected
from such passengers pursuant to the provisions 4ection 8-2 of the

the rate charged shall not +e in e(cess of the rates charged +

/01 6se of trip tic)ets -
!he use of government motor vehicles + the +ureaus and offices enumerated
under 4ec" 02 of Presidential Decree ,o" -.. for the purpose herein indicated shall +e
authori'ed onl through the issuance of each trip tic)et$ dul signed + the Chief or the
Administrative Officer of the +ureau$ office or entit concerned in 7orm A$ Driver&s !rip
!ic)et$ sample attached /4ection 0.$ i+id1" At the end of each month$ the date shown on
all the trip tic)ets /7orm A1 issued during the month should +e transcri+ed or
summari'ed in chronological order in a Monthl #eport of Official !ravels /7orm B1
sample attached$ to +e accomplished + the driver of each car concerned" !he Monthl
#eport of Official !ravels should +e accomplished in triplicate$ the original thereof
supported + all the Driver&s !rip !ic)ets$ to +e su+mitted$ thru the administrative officer
/or eDuivalent officer1 of the +ureau$ office or entit concerned$ to the auditor thereof$ the
duplicate to +e )ept + the +ureau$ office or entit$ and the triplicate to +e retained + the

@(cept in emergenc cases$ under no circumstance should government motor
vehicles +e used without the corresponding trip tic)et having +een dul issued + the
official designated for the purpose" %n case of use of said vehicles without such trip
tic)ets$ the official to whom the vehicle is assigned$ his driver and other passengers shall
+e held personall lia+le for the unauthori'ed use thereof"
Agents of the Cand !ransportation Commission and mem+ers of the Highwa
Patrol Group have +een reDuested to assist in the apprehension of an officialBemploee
and driver found violating this regulation"

instrumentalities$ and all local government units including government-owned or
controlled corporations$ e(cept those used + the officials enumerated under ,o" %

provincial$ cit$ municipalit$ or other local government unit operating or using the name"
!he mar) should appear on each side of the motor vehicle" Ahen there is no
sufficient space on each side$ the same should appear at the +ac) and on the front ;ust

/.1 6se for Official Purpose -
Government motor vehicles should +e used strictl and e(clusivel for official
+usiness" %n other words$ the use thereof for private social functions such as receptions$
+alls$ theatres$ and for other personal purposes is a+solutel prohi+ited" !he use of
government transportation + the spouses$ children$ relatives$ friends$ etc" of the officials
entitled thereto is included in the prohi+ition even if the are in the compan of said
officials" 6nless specificall authori'ed + the Office of the President$ government motor
vehicles shall not +e used for fetching officials or emploees from home to office or vice-

However$ insofar as the use of government vehicles + local government officials
is concerned$ the same is governed + @(ecutive Order ,o" .0$ 4eries of 0<85$
particularl 4ection 5 thereof$ which provides*
=5" %n view of the nature of their duties and responsi+ilities and
their official and social standing in their communities$ the chiefs of offices
- provincial governors$ provincial treasurers$ provincial auditors$ division
superintendents of schools$ district health officers$ district engineers$ and
others of eDual ran) shall +e entitled to government transportation from
residence to office and vice-versa and in connection with civic and semi-
official activities +eneficial to the pu+lic interest$ such as the conduct of
drives for voluntar contri+utions for charita+le purposes$ attendance at
pu+lic functions$ and others of similar nature"=
/51 6se of Government Plates -
All government motor vehicles shall +ear government plates onl" %n case of
+ureaus$ offices and agencies maintaining funds for intelligence purposes$ the heads of
such +ureaus$ offices or agencies are here+ reDuested to su+mit a list of securit
vehicles which ma +e added to the e(isting list of vehicles e(empt from using
government plates" Onl the President$ however$ can authori'e additional e(emptions"
/81 Heeping in Government Garages -
All government motor vehicles are reDuired$ when not in use$ to +e )ept in the
garage provided thereof + the +ureau or office or entit to which the +elong e(cept
when in use for strictl official +usiness outside office hours" /4ection 0.$ P"D" -..1"
:%" Prohi+ition Against 6se of Government :ehicles + Officials provided with transportation
allowance -
,o official who has +een furnished motor transportation allowance + an
government corporation or an other office shall +e allowed to use motor vehicle
transportation operated and maintained from funds appropriated in the a+ove cited

:%%" @nforcement of the Caws and Provisions of this Circular -
7or the strict enforcement of this Circular$ the Commission on Audit has enlisted
the assistance of the Cand !ransportation Commission and the Highwa Patrol Group of
the Philippine Consta+ular to ma)e apprehensions of an officialBemploee and driver
of an government vehicle violating the provisions thereof"
!he Auditors and Accounting Officers concerned as well as officials who have
control over the aircrafts$ watercrafts$ naval vessels and government-owned motor
vehicles$ are here+ en;oined to enforce strictl the a+oveDuoted provisions of law and
the provisions of this Circular"
All Auditors are$ accordingl$ directed to disallow in audit e(penses in connection
with the operation and use of government vehicles unless the vehicles involved have
+een properl mar)ed with the words$ =7O# O77%C%AC 64@ O,CE= etc"$ in accordance
with regulations$ the #P plate installed and the prescri+ed driver&s trip tic)et dul
accomplished" Ci)ewise$ e(penses regarding an misuse of government vehicles$
militar aircrafts$ watercrafts and vessels shall +e disallowed in audit" !he official /and
his driver1 found responsi+le for the unauthori'ed use or misuse of said vehicles shall +e
held personall lia+le for the e(penditures arising therefrom$ and in addition$ shall +e
held lia+le to administrative$ criminal or civil prosecution as ma+e warranted + the
circumstances$ including the withdrawal of the privilege to use government
transportation"
!he Auditors are here+ reDuired to su+mit a report of compliance with the
provisions of this Circular + their respective +ureaus$ offices or agencies$ +eginning
